To the provincial of the order of friars preachers, and to all priors and friars of that order who are in England and who dwell there. Order forbidding them upon their allegiance and under pain of forfeiture under any pretence or any cover of excuse or subtilty to send out of the realm to the provincial general of the order dwelling in foreign parts any sums of money by reason of any impost by him now or hereafter laid upon them or upon the order, knowing of a surety that, if they shall so do, the king will be so wroth with them according to their rebellion and wickedness as men who despise his command that their punishment shall deter such offences; as by report of many the king has learned that the provincial general, scheming unduly to aggrieve the lieges of the order who have their conversation in England, and to withdraw and exhaust the king's treasure, not of zeal for religion but rather impelled by covetousness, is minded speedily to lay upon them excessive imposts, and to levy the same in the realm; and the king's will is to provide against such hurt and prejudice, which redounds notoriously to weakening of the realm, as he is bound to do.
