March 1399

Membrane 19.
To Ralph Gonyly the king's searcher in the port of Plymmouth. [Order], upon petition of Perynanton' de Blay, master of a ship called the 'Sabatier' of Baioun, shewing that by statute it is ordered that no ship freighted to England or elsewhere should against the will of the master and seamen or the merchants whose goods were therein, be constrained not to come to any port of the realm and there remain, and if such ships should come at their will or driven by stress of weather or accident to any port, and the masters etc. would of their free will sell or deliver part of their merchandise, that it should be lawful for any man without impeachment to buy it in the port where they should be, although such merchandise should not have been put ashore and exposed for sale, and that when they had sold what they pleased, and paid the customs thereupon due, the masters etc. might pass whither they pleased with their ships and the residue of their goods without payment of custom upon such residue, and shewing that on the voyage from Portugal to England the said ship laded with wheat met a barge of Sandewich, Peter Shipman master, at sea off the coast of England about twelve leagues from land sailing to Bordeaux, and the petitioner delivered over 6¼ quintals of wax of the weight of Portugal and two bales of 'cordewan' to be taken to Bordeaux, amounting in value to 42l., and owing to stress of weather the barge touched at Plymmouth . . . . . . . To the keepers, farmers, receivers or occupiers of the honour of Leycestre for the time being. Order so long as that honour be in the king's hand to pay to Thomas Grene 5 marks 6s. 8d. a year which John son of the king of England late duke of Aquitaine and Lancastre earl of Derby, Lincoln and Leycestre and steward of England by letters patent, confirmed by the king, granted to the said Thomas for life, to be taken of the issues of the said honour.

To John Wakerynge and Simon Gaunstede the king's clerks. Order to induct Thomas Stanley or his proctor to the deanery of the king's free chapel of St. Martin le Grand London and to install him, assigning to him the stall in the choir and the place in the chapter due and accustomed, and certifying in chancery when by him required their dealing in the matter; as Master John Barnet clerk, proceeding by authority of the king and of Henry bishop of Lincoln and John bishop of Coventre and Lichefeld in the business of an exchange between William Assheton dean of the said chapel, which is in the king's gift in full right, and the said Thomas parson of Boseworth church in the diocese of Lincoln and prebendary of Lungeforde in the cathedral church of Lincoln and Eccleshale otherwise Joneston in that of Lichefeld, by authority of the king and at his command has given the deanery to the said Thomas and therewith invested him. To the keepers or farmers of the lordship of Kyngeston in Dorset for the time being. Order of the issues of that honour so long as the said lordship shall be in the king's hand, to pay to John Oke 10l. a year, which for good service John late duke of Aquitaine and Lancastre by letters patent, confirmed by the king on 20 March last, gave to the said John Oke for life, to be taken of the issues of the said lordship.

March 13.
Westminster.
To Ralph Gonyly the king's searcher in the port of Plymmouth. Order upon a pain of 100l., upon petition of Perynanton' de Blay master of a ship called the 'Sabatier' of Baioun, upon sight etc. to dearrest and deliver again to him or his attorney and deputies by oversight of the controller in that port all goods and merchandise by the searcher arrested, except such as he has accounted for at the exchequer, and his damages and costs, or else to be before the king and council at Westminster in the quinzaine of Easter next in order to shew cause wherefore he ought not so to do; as the said petition shews that by statute it is ordered etc. (as above, last page), and the barge touched at Plymmouth, and the master thereof came ashore to custom his merchandise, and took a cocket thereupon, but by colour of his office the searcher arbitrarily took from him for his own advantage the cocket and merchandise without reasonable cause, and is wickedly withholding the same to his own use, in contempt of the king and contrary to the statute. To the king's controller in the port of Plymmouth. Order, for particular causes shewn before the king and council, upon sight etc. to repair to Ralph Gonyly the searcher there, and on behalf of the king to instruct him by oversight of the controller to dearrest and deliver again to Perynanton' de Blay or his attorney and deputies all goods and merchandise which were by him arrested by colour of his office in a barge of Sandewich, Peter Shipman master, which lately touched at that port owing to stress of weather, except such as he has accounted for at the exchequer, and his damages and costs, and if he shall refuse to do this in presence of the controller, order to bring him before the council at Westminster in the quinzaine of Easter next in order to shew cause for such refusal. To the keepers, farmers, receivers or occupiers for the time being of the honour of Leycestre and the lordship of Heighamferrers. Order so long as the same shall be in the king's hand to pay to John Bryghtwell 5 marks a year which by letters patent, confirmed by the king, John son of the king of England late duke of Aquitaine and Lancastre earl of Derby, Lincoln and Leycestre and steward of England granted him for life, to be taken of the issues of the said honour and lordship.

To the receiver of the lordship of Pykerynge for the time being. Order so long as that lordship shall be in the king's hand to pay to David de Rouclyf 40l. a year which by letters patent, confirmed by the king, John late duke of Lancastre granted him for life, to be taken of the issues of the said lordship.

April 19.
Westminster.
To the bailiffs, keepers, farmers, receivers or occupiers of the honour of Leycestre for the time being. Order so long as that honour shall remain in the king's hand to pay to William Isnell 10l. a year, and to pay him the arrears since 24 March last, on which day the king confirmed letters patent whereby John late duke of Aquitaine and Lancastre granted to the said William for life 10l. a year of the issues of the said honour.

April 28.

To the keepers, farmers, receivers or occupiers of the honour of Leycestre for the time being. Order so long as that honour shall be in the king's hand to pay to Nicholas Usk and Joan his wife and to the longest liver 20l. a year, and to pay them the arrears since 1 February last, on which day the king confirmed letters patent whereby John late duke of Aquitaine and Lancastre granted to the said Nicholas and Joan for their lives and the life of the longest liver 20l. a year of the issues of the said honour.

To the reeve, bailiff, farmer or receiver who for the time being shall levy the profits of the manor of Graundpount. Order to pay to William Corby the king's yeoman 10l. a year, and the arrears since 1 February 51 Edward III, on which date the king while prince by letters patent, confirmed 30 May 1 Richard II, granted to the said William for life good service the office of constable of Lanceton castle, and 10l. a year for his fees and wages, to be taken upon the profits of the said manor.

To the abbot and convent [of Cokersande] or other the farmers of Lancastre priory for the time being. Order, so long as that alien priory shall be in the king's hand by reason of the war with France, to pay to Thomas Talbot the king's knight the 100 marks a year which they are bound to pay at the exchequer for the farm of the said priory and of the lands and possessions thereto belonging; as by letters patent of 11 November 21 Richard II the king granted him for good service that yearly sum, retaining the said knight with him for life.

To Thomas de Neville of 'Halumschire.' Order, for particular causes specially moving the king, to leave over all else and, ceasing every excuse, to be present in person at the taking of an inquisition concerning the lands of William de Melton knight deceased, which the king lately commanded the escheator in Yorkshire to take, and order to bring with him all muniments and evidences in his keeping which concern those lands; as the king's will is that the same be produced and read for information of the jurors and defence of the king's right.
March 18.

To the farmers, bailiffs, receivers or keepers for the time being of the castle and cantred of Buelt, in the king's hand by reason of the nonage of the heir of Roger late earl of March. Order so long as the same shall be in the king's hand to pay to Thomas Clanvowe and Perina his wife 20l. a year, and to the said Thomas 40 marks a year, and to pay them the arrears thereof since the said castle and cantred came to the king's hands; as of the fee farm which the earl and his heirs were bound to render for the same, by letters patent of 14 June 18 Richard II the king granted 20l. a year from 12 August then last to the said Thomas and Perina for their lives and the life of the longest liver, granting further 40 marks a year from 12 August aforesaid to the said Thomas for life.

To the chancellor and treasurer of Ireland for the time being. Order not to trouble Eleanor countess of March and Ulster, nor so far as in them lies to suffer her to be troubled by others contrary to the king's letters patent of 27 February last, whereby the king granted her licence to have all issues, revenues and profits of the lordships, lands, rents and services in Ireland of Roger de Mortuo Mari late earl of March and Ulster her husband which are to her assigned in dower, and by her attorneys, officers and servants to collect and receive the same without let or disturbance of officers or ministers of the king, any statute or ordinance concerning such as have possessions in Ireland to the contrary by reason of her absence notwithstanding, and order to the chancellor to cause such writs for allowance of those letters to be made from time to time under the seal used in Ireland as shall be needful for her and for her attorneys etc.
