Being a great sufferer for loyalty during the late times, was admitted and sworn in to a Fellowship in Eton College, against which grant Mr. Goad, a rich man, and a complier with the late times, has procured a reference; begs that Drs. Meredith and Barrow of Eton may be among the referees, some of whom are near relations to Goad. Annexing,

Sheldon, Morley and Henchman, Goad, without their knowledge, took possession on a pretended certificate. John Lambert, to the King, that her husband may have the benefit of his declaration of free pardon; is informed that notwithstanding His Majesty's gracious speech of July 27, and the vote of the House of Commons, he is excepted against by the House of Lords, though not concerned in the late King's death.

Petition of George Paul to the King, for a grant of all mud or oozy lands in England, between high and low water mark, and therefore the right of the Crown, to be gained by him, except those of co. Hants, granted by the late King to Dame Mary Wandesford. Though now worth nothing, they might yield 10s. or 20s. an acre, by growing liquorice, rhubarb, saffron, &c. With reference thereon to the Treasury Comrs.

21. Petition of Ralph Bacon to the King, for the place of Clerk of Enrolments in Chancery. His late father, John Bacon, of Worcester, was ruined, because, as paymaster of contributions for Worcester under the late King, he had to advance moneys largely on his own account, which were never repaid. With reference thereon to the Attorney General, and his report, that the office in question is distinct from that of general enrolments in Chancery, is of small value, and in the King's gift.

Nicholas, for an order to his enemies, who endeavour to ruin his reputation by a counterfeit letter, to bring their proofs before his Honour, that his innocency may appear, and to be sworn in to his place as eldest Quarter Waiter, now that the household is settling.
Aug. ? 25. Petition of Robt. Kilvert to the King, for admission to his former place of Quarter Waiter, or to that of Weigher of Hay and Straw at Charing Cross Market; for want of such an officer, the hay and straw sold above London Bridge are brought to market very short in weight. Has been maliciously traduced by a false information, and deprived of his place of quarter waiter, to which he was sworn 20 years ago.

Was in the wars, and had several horses killed under him; followed His Majesty to France, and spent 1,000l. lent by the Bishop of Sarum, his uncle, and others, having lost all his own; is injured in reputation by a forged letter, representing him as a suspected person.

Certain persons, under colour of authority during the usurpation, withheld from him the mansion house of the deanery, for erection of certain manufactures; requests a mandate for its speedy delivery, and in case of refusal, an order to the Sheriff of Cumberland, or Mayor of Carlisle, to put him in quiet possession.

Petition of Edward Guildford to the King, for a grant of the reversion, entailed on the Crown on failure of heirs, of which there are many surviving, of the Manor of Hyam, alias Igham, [Heigham] co. Sussex, value 400l. a year, which reversion was sequestered from his father to one of the pretended judges of the late King: wishes to sell it to pay the great debts of his father and himself, and provide for his younger brothers and sisters. With reference thereon to the Attorney General. Annexing,

38. Petition of Chas. Lord Stanhope, of Harrington, to the King, for restoration to the office of Master and Comptroller of Posts, Messengers, and Carriers of England, and His Majesty's dominions beyond seas, granted to him and his late father, in 1607; fee, 100 marks with profits: the place was taken from him about 1637, and the late King promised him compensation therefor, but the times prevented. With reference thereon to the Lord Chancellor and others, and their report that Lord Stanhope surrendered his said patent about 1639, on which the late King promised him 4,000l., which was never paid; that therefore this sum should now be paid, with any consideration for forbearance that the King thinks fit. Annexing,
38 i. Copy of the above report, with note [by the Lord Chancellor] that at least a moiety of the money should be paid at once, and the rest as soon as possible.

Report [by a Committee of Parliament] of the circumstances connected with the forced surrender by Lord Stanhope of his patent in 1639; that in that year a new patent was offered him if he would admit Sir Hen. Vane senior partner, which he refused, as also other similar offers, and they declare that he should have a new patent and be allowed to recover profits since 1637. May 24, 1660.

Calvert called the King a bastard, and his mother Jermyn's whore.

Hollingworth's vacant Fellowship in Manchester College, in His Majesty's gift, by want of a full chapter and non-election within 30 days after the vacancy; his relatives have suffered much; his father was a compounder at Goldsmith's Hall; his father-in-law, Sir Fras. Gamull, executed at Exeter, and he obstructed in preferment, by his loyalty. With reference thereon to Drs. Sheldon, Earles, and Morley, and their report in favour of the petitioner.
[Aug. 5.] 49. Petition of the Burgesses, &c., of Droitwich, co. Worcester, to the King, for confirmation of the union of the parishes of St. Andrew and Witton St. Mary, the joint revenue of which being only 45l., without the union they cannot maintain a preaching minister; also for discharge of an arrear of rent of 10l. 15s. charged on them from the Exchequer, for the salt pits which they hold by patent at a rental of 100l., adjudged to be 89l. 5s., but the officers sue them for the other 10l. 15s.

The Victuallers' agent is utterly undone, because the bills which he drew upon the cashier for victualling in London are not paid, and the parties, being poor, come upon him; he will have to leave the town or the country, without speedy relief; there are five frigates in want; will put together the remains of provisions, and deal out allowances to keep the men alive till relief comes, which must be in a few days. Loving, His Majesty's servant, to the King, for restoration to the office of Auditor of the Duchy of Cornwall, as granted him by the late King in reversion after John Downes, and which he exercised in 1643 to 1645; Downes became a colonel against the late King, and afterwards one of his judges, and sold his place to the then Government for 3,000l.

Served the late and present King, from the first taking up arms to Sir George Booth's rising; saved the Royal standard at Dorchester, when the late King went to the relief of Reading, and was often wounded, imprisoned, &c. Thomas Gardiner to the King, to empower him to hold a lottery in England and Wales for three years, for ransom of English slaves at Tunis, Algiers, or in the Turkish galleys, or for any other charitable use, paying in a third of the profits, and reserving the rest for his expenses, and repair of his fortunes, ruined by loyalty. With order thereon granting the request, and referring it to the Attorney General to draw up the grant, with the requisite circumstances.

Petition of George Earl of Norwich to the King, for a grant to George Lee, in trust for himself, of the keeping of the Mulberry Garden at St. James's; it was purchased by him for 800l., from Walter Lord Ashton, and the lease renewed for a fine of 400l., but not passed under the Great Seal, because he left the kingdom suddenly, to attend the Queen in Holland. With reference thereon to the Attorney General, his report confirming the petition, and order thereon, Sept. 20, for passing the grant requested.

Petition of John Norton, a conformable minister and loyal subject, to the King, for reference to the Lord Chancellor and others of the case between him and Slaughter, who on pretext of a vacancy, has got a warrant for the Rectory of Barton, co. Bedford; his father purchased the manor, conceiving the advowson to be appendant, and presented him thereto eight years ago, on death of Dr. Moore. With reference thereon to the Lord Chancellor and others. Annexing,

Aug. 7. Proceedings in the House of Commons. Sir Allan Broderick informed the House that the King had written letters for the settlement of maintenance on Vicarages, of 80l. a year, at least, on which it was ordered that Sir Allan and such Privy Councillors as are members of the House be requested to thank the King therefor. [Entry Book, 27, fol. 1.] Inserting,
i. The King to the Bishops, Deans, and Chapters. Is anxious to encourage a learned and competent clergy, and to provide for their maintenance, and therefore requires them to make no leases of rectories or parsonagers impropriate, till each vicarage or curacy be endowed to the amount of 80l. per ann. or more; where the rectories are small, half the profits are to be given to the vicar or curate, and part of the fines of leases made since 1st June last are to go to augment the vicarages, if needful. They are to employ all authority to increase the stipends of ministers, and persons who refuse compliance are to be reported to the Archbishop.

On June 13, took a vessel from Cagliari in Sardinia, between Cape Martin and Belladorme, but let go three others, which were French or Genoese. Failed to take some Majorca vessels, they getting into Malaga. On June 29, met 14 sail of Straits' merchantmen, who petitioned to be convoyed home; complied, and, calling at Seville for water, Hen. William Carey, of Ely House, thrust himself into employment as crier of the court commonly called the High Court of Justice, and said that rather than the late King should want an executioner, he would be one himself; yet he seeks continuance in his place as a Poor Knight of Windsor, and threatens Sec. Nicholas and others for informing against him.
Aug. 9. [Sec. Nicholas] to Sir Hen. Bennet. Notwithstanding the dying struggles of fanatics and sectaries, things go on daily to fix a happy settlement. The bills for customs, tonnage and poundage, and poll money have passed; that for indemnity was sent some weeks ago to the Lords, who have made considerable alterations in it, and it is daily expected back at the Commons; they are now about the excise. A committee is advising how to raise 100,000l. for the King, in lieu of the Court of Wards. The army and militia are settling in the hands of persons of known loyalty. 95. Petition of Sir Sackville Crow, Bart., to the King. Had a patent from King James, confirmed by Charles I., for the sole making and transportation of iron ordnance, which yielded 20,000l. to the Crown, and considerable benefit to himself. Consented to allow Burlamachi and John Browne to make trial thereof; they failed, whereby he lost 30,000l., which was promised him from their profits; Browne obtained a new patent, and has made great profits by selling ordnance, at greater rates than allowed, both to the late King and his enemies, and he now solicits a new grant; suggests whether he should not be called to account for his undue profits, and whether such a trust should be granted to one who has used it for His Majesty's enemies, and not rather granted to the petitioner, on the conditions named in his former petition, now under reference. Was turned out of Hull, in May 1642, for refusing to maintain the town against the King, and his estate of 5,000l. taken. Raised troops for the siege of Hull, Newark, &c.; shared in the taking of Gainsborough; after Hull was taken, advanced and procured several sums of money for the Marquis of Newcastle and others, and in 1649 and 1650, raised a squadron of ships at Dunkirk, which did great service, and paid considerable sums to the King and Duke for tenths and fifteenths, till overpowered by the enemy in 1653.

Is a mariner of the Sun frigate, which was bringing corn from Cagliari to sell at Cadiz; they ran under Cape Negro, when chased by the English vessels; was sent on a false pretence of the illness of the captain, to take a paper and bill of lading to the English commander. Petition of Edmund Page, Searcher of the Port of London, to the King, for leave to continue in his said place, as granted to others, being turned out by the late tyrannical government [see June 29]. Was justice of peace only two years, and acted in the militia as incident thereto, but that should be no obstacle to him, having laid hold of His Majesty's grace. With reference thereon to the Treasury Comrs.; their reference to the Customs' Comrs., August 21; a second reference to the Same by Lord Treasurer Southampton, Sept. 10; their report, Dec. 20, referring to him the question whether the petitioner's surrender of his office implied a surrender of the fiat, and the Lord Treasurer's final report, Jan. 10, 1661, referring the decision to His Majesty, but stating that Page, being accused of disaffection, had formerly surrendered his place.

[Aug. 17.] 154. Petition of Sir John Pettus to the King. After Oxford was taken, compounded with the late powers, being aided by Col. Charles Fleetwood, who favoured His Majesty's cause. When Wallingford House was cleared for the Duke of Buckingham, allowed Col. Fleetwood to remove his goods thence to his house, whence, on a search being made for the King's goods, five loads, chiefly Col. Fleetwood's, were taken away with acclamations through the streets. Is injured thereby in reputation, though he was a prisoner in Windsor Castle many months; lost 25,000l. by his loyalty, having sent His Majesty considerable sums; protests he knew nothing of any mixture of the King's goods, and would rather die than lose his reputation.

The King to the Customs' Comrs. The late King ordered no entries to be taken of any goods exported to or imported from the Levant, except by those who are free of the company, unless they had a certificate from them. The company complain that these orders are violated, and that merchants not free of the trade intrude therein, by which they are defrauded of the duties levied for the maintenance of their great public charges, and their trade is endangered.
