1. Warrant from Lord Treas. Southampton to the Farmers of Customs, to allow two tuns of wine and three hogsheads of fruit to be imported for the French Ambassador, and 20 horses to be exported by M. Gavot for the French King, duty free, for which defalcation will be made on their accounts.

Notes of information concerning Ludlow, supposed to be in London, Whalley and Goffe at Brussels, Cawly and Lisle in Normandy,—Lord Wariston can give account of them;—St. John at Paris,—who might be made good use of if frighted, but should not have been allowed to depart the kingdom,—and Chaloner, a dangerous plotter, in Yorkshire; also that Thurloe's house should be searched, and could he be found, he might discover many things. Begs consideration for Mr. Batten, boatswain of the York, who is charged with stores supplied to him at Leghorn by Mr. Clutterbuck, and Mr. Salisbury delays his ticket on this account. With note by W. Salisbury, that both the boatswain and carpenter of the York are charged on their account with what they received from Mr. Clutterbuck; and reply from Jas. Report by the Attorney General, May 13, 1663,—on the petition of the Duchess of Albemarle, relative to her grant, July 13, 1660, of the moiety of all profits of concealed moneys to be discovered by her within a month, amongst which were a debt of Rich. Blackwell, a commissioner for prize goods, which debt was afterwards granted to the Earl of Crawford and Lindsay and Lady Belhaven, and his lands in Stepney, &c., to Hum. Blake and Clement Oxenbridge, against which grant the Duchess remonstrates, [See Feb. 6, 1663],—that the grants were made as stated, detailing the claims of the several grantees, but stating that Blackwell's was not a concealed debt, and therefore not in the grant to the Duchess of Albemarle, having been mentioned in the House of Commons; and that he acknowledged a debt of 28,822l. 10s. 11d., when he might have compounded for 9,000l., and surrendered himself to prison, where he still remains; with order thereon, May 21, that all the moneys received from Blackwell be paid into the Exchequer, and distributed by the Lord Treasurer to the several pretenders, as he shall have instructions. Hodges, accused of unjustly detaining sums due to the King, was appointed treasurer and paymaster of the forces in Jamaica, and what security he gave for discharge of his trust.

16. Earl of Derby to Sec. Bennet. Will use all expedition in sending up Major Hen. Nowell and five others to appear before Council, but begs a suspension of the order, as the sea has to be twice crossed.

17. John Eyre to the Same. Judge Tyrell, having no special instructions from the Solicitor General, declined to try Buckle and Treharne at Wiltshire assizes, without order from Council. Wishes they might be tried in London, to give a good example to future designs in that dangerous county. Endorsed "R., 3 June, speak with Sir John Talbot. Mr. Solicitor charged himself to prepare it for the judges of assize."

Petition of Daniel O'Neale to the King, for release from the article in his contract for making gunpowder, whereby he is always to have 70 tons of saltpetre in the storehouse, his payments being 10,478l. 14s. 4d. in arrears, and payments made quarterly, instead of within 12 days of delivery. With reference thereon to the Lord Treasurer and the other lords who made the contract. [Duplicate of that of March 7.]

19. Petition of Chas. Earl of Norwich to the King, for a reference to the Attorney and Solicitor General of the petition of his father's creditors for satisfaction from the remainder of a pension lately granted to his father, he as administrator being tied to strict rules of law. With reference thereon to the Attorney and Solicitor General, to examine the state of the said debts, especially those of the supernumerary yeomen of the Guards, which are to be paid from the pension of 2,000l. a year continued for seven years; and their report, Aug. 6, 1664, that any debts the King may pay out of the said pension will not injure the Earl, and that several specified are just and reasonable. Proclamation forbidding all persons except Dan. O'Neale, who is constituted Postmaster General, or his deputies, to carry or deliver letters for hire; ordering searches to be made for unlicensed letter carriers. All postmasters are to bring in within six months a certificate of their conformity to the Church of England, on pain of dismissal; no letters are to be opened by any but the persons to whom they are directed, without immediate warrant from a Secretary of State. Dorset, informed him of a meeting of 200 persons in Ryme, who would, he feared, take away his life; the sectaries boast that they shall have their day soon; a rising in Somersetshire and Dorsetshire is daily expected, and there are four treasonable plots about court. Unless some course is taken they will disturb the peace. Begs him to acquaint the lord lieutenant, that the county may be in readiness.

Reference to the Attorney General on the petition of Edw. Halsey, for the forfeited estate of Willm. Dove, who killed himself after committing murder. [Ent. Book 13, p. 291.]
May 26. 42. Memorial sent by Mr. Sandys to the Navy Comrs. Wm. Dickenson, Wm. Welton, and their confederates, have obstructed the passage of timber from Guildford to London. Mr. Sandys resorted to the Navy Comrs. for protection, but their order has been neglected. Sandys then brought a bill into Parliament, and locked up the river, so that no boats could pass without duty; Dickenson and the rest went to the Navy Comrs., and undertook to bring 50 tons of the King's timber weekly, if they might have their aid, but have in no way performed that undertaking. By this pretext their barges pass through Mr. Sandys' lock without paying any duty. It is desired that a duty of 4s. be paid by them. Endorsed "Brought by Sir W. P. [Wm. Penn], and read this day, but to be referred to Sir Wm. Warren, to order matters in it." [Two and a quarter pages. Adm. Paper.]

The King's message to the House of Commons, announcing a recess at Midsummer, and requesting their immediate attention to important bills, though not wishing to divert them from an inspection into his revenue. Another draft of the same message,—stating that his expenses, though greater than they will be, will not be found exorbitant; that there has been no ill husbandry in the farming of the revenue, and hoping that their inspections will not cause cessation in payments, as his revenue is far short of what they intended to make it; he therefore wishes them to enter on expedients for its improvement. May 26. The King to the Provost and Fellows of Eton College. Had formerly recommended Denis Grenville to their election as Fellow, but he having since gone to reside in the north, recommends Tim. Thurcross; he is willing to resign his prebend in York to Grenville, whose piety and study will be an example to other gentlemen of quality. [Ent. Book 12, pp. 18–9.]

46. Rich. White to Sec. Bennet. Has had no cypher correspondence for 18 months; if the Flanders correspondent who accuses his brother accuses him, he does it from malice; refused to move a business between Spain and England, being in Madrid, because unwilling to meddle in matters of state. Came to do the King great service by import of vast sums of bullion, not only by the business of the blacks, but another way, not to be revealed till the bargain was concluded; could have revealed it in Holland, but kept it for his own nation, and his reward is the Tower; thinks that his brother is not guilty, but that he will come to England more readily if he himself be liberated, though not without a pass to return safely. Begs assistance, having no money. [Two and a half pages. Postscript, &c., in Spanish.]

48. Sir Brian Broughton to Sec. Bennet. Has secured an old rebellious soldier, for saying that these are sad times and the King cannot reign long, and that there were good laws in Oliver's days. An old scout tells of a rising intended in Scotland and Ireland, and were he salaried, would report all that could be done in that and the neighbouring counties. Encloses,
48. i. Col. John Lane to [Sir Brian Broughton]. Sends him an information of dangerous consequence lately given by a person of quality; thinks cognizance should be taken of all persons suspected to be in the design. May 26.
48. ii. Information given by Matthew Moreton, of Ingleton, co. Stafford, that John Walhouse, of Hatherton, asked him which side be would take in case of disturbance; he said that which would pay him best; Walhouse said the sword would hew before the scythe mowed; that there would be parties in arms in Ireland and Scotland, and declarations printed at Edinburgh; that 40,000 or 50,000 were already listed, and would venture life and fortune to throw down bishops; that most of the old parliament party were engaged, especially the Irish soldiers now under the Duke of Ormond; that he should seize horses and arms. It was said that a party was in arms in Ireland, and Col. Zanchy slain, on which he replied that the work begins. Adams of Hatherton said his fingers itched to be at the work. Is imprisoned only on suspicion, and kept because, from tenderness of conscience not disloyalty, he cannot take the oath. Is informed that his own birthday also bears date May 29, 1630. May 30 ? 65. The Same to — The 4,000 acres called Wildmore Fen, Lincolnshire, is Lord Stamford's, and the King's name is only used for its speedy enclosure. Offers him for himself 1,000 acres rent free, or 2,000 for 500l. a year. Requests that the reference may be speedily made, as desired in the petition, because of the time of year to enclose it. As Mr. Attorney is well acquainted with the business, hopes to get the same order in the House of Lords as in Charles I.'s time.

66. Sir Brian Broughton to Sec. Bennet. Col. Lane has allowed M[oreton] to engage for a more perfect discovery. W[alhouse] is a man of quality, formerly Lambert's adjutant, and of dangerous parts. Lane has acquainted Lord Brooke and many deputies with the business. "The sword hews before the scythe mows" is the party word. W[alhouse] bade M[oreton] be free to engage friends, as they could not now be prevented by a discovery. A fellow who used to be very poor has had house, arms, and money given, and goes to and from Ireland; could hire him as informer, if the reward were enough. At Lambert's rising at Edgehill, this man had interest enough with the soldiers to take half the troops from Lichfield, in spite of their officers. He would discover all if offered a livelihood. Reynolds has been preaching at a conventicle, as he always does when plots are in agitation, and several of Cromwell's old officers met at Wolverhampton market; drovers chiefly carry on their designs, and markets are their meeting places; they are more confident because many old soldiers live near, and the trained bands lie so scattered that if the others rise first, they could not be dispersed. Petition of Daniel O'Neale, postmaster general, to the King. to direct the two principal Secretaries of State to take effectual course to prevent abuses in transmission of letters by private footposts, stage coaches, carriers, &c. Col. Bishop was turned out for continuing disaffected persons in management of the post; has been careful only to employ those whose loyalty is certified by members of Parliament, and therefore the disaffected send their letters other ways, and the remedies prescribed in the Act of Parliament are dilatory.

Browne, as part of his entertainment as resident in France.
