March. Charter party of the Eagle to the Navy Commissioners for six months certain and twelve months uncertain at 8s. per ton per calendar month, her full value to be paid the owners if sunk, taken or burnt by the enemy. [2 copies. Ibid. Nos. 313, 314.]

Instructions for Col. Jonathan Atkins going Commissioner to Guernsey. You shall repair thither with all convenient speed and deliver to Lord Hatton our letter requiring his present repair hither and receive from him an account of his government, possessing it yourself according to our commission of even date herewith, and of Castle Cornet especially, with all the arms, etc., on account taken in the presence of Capt. Sheldon, the Lieut.Governor, whom we have commanded to be obedient to you in all things during your abode there.
You shall likewise expose your commission to the Bayliff, jurats and magistrates, requiring their obedience to it, and inform yourself very particularly of the condition of the civil government and dispatch a speedy account of it, making no innovation till our further pleasure be signified but assuring them that our intention is inviolably to preserve all their privileges and immunities and to redress all wrongs as soon as we have clear information thereof from yourself.
For the preservation of the island you shall immediately put in execution the things represented to us of immediate use and security thereto in a report lately made to us, which shall be delivered to you, and dispose of the moneys put into your hands for the present payment of the soldiers as you are directed thereby and the general's orders which he will deliver to you.
Immediately on your arrival you shall secure Marchand even without Lord Hatton's privity, if cause be given you to suspect his partiality towards him.
You shall take care to secure Col. Lambert, yet treating him with all fair courtesy and informing yourself particularly whether he has given any grounds during his imprisonment there to make himself less worthy of our grace to him.
You shall advertize us weekly or as often as you have opportunity of all your proceedings, not admitting any delays or excuses from Lord Hatton in the prosecution thereof. [1½ pages. Foreign Entry Book 174B, p. 57.]

Warrant of the Navy Commissioners to the Treasurer of the Navy for payment of 2,000l. to Sir John Lawson out of the four pences usually defalked out of the monthly wages of seamen towards the maintenance of a minister on each ship which remain unpaid to the said use in pursuance of an order of the Lord High Admiral of 2 Feb., 1664[–5], grounded on a warrant of his Majesty of 8 Nov. last. April 7. St. Malo.
The English merchants resident at St. Malo and divers masters whose vessels are laden there for his Majesty's account with a very great quantity of sail canvas and other things besides a very considerable interest for merchants in the West of England, the fleet consisting of fifteen sail, to the Navy Commissioners at Portsmouth. The said vessels are here under the conduct of the Lizard frigate, but having received intelligence of four Flushing men-of-war who by advice of some pernicious person are come from Brest on this coast to attend the motion of the said fleet, we find the said frigate not of force to safeguard the fleet from the said four enemies. Wherefore we have sent this shallop express to represent the eminent danger of the fleet, entreating you to send over another frigate or more if you think fit to assist the Lizard in the conduct home of the said vessels, having entreated the stay of the Lizard for safeguard in the road of the said fleet till the arrival of more strength for their putting to sea again, whence by contrary winds they were forced to return.
