July 1 Rob. Midford, Boatswain of Woolwich Dockyard. Adm. Com. Petition for allowance for extra services whilst there was no master attendant, in surveying ships and stores, and assisting the clerk of the survey for a year. With reference to the Navy Commissioners and their report, 9 July, that he deserves a gratuity of 20l., and Admiralty order 9 July for its payment. 1–3
" " Ordnance Officers " Tried Mr. Judd's and the State's powder in the mortar piece, but when Judd saw the results, he suspended operations; he now says they have appointed another trial in Hyde Park on Wednesday; desire postponement to Friday, having to go to Chatham to deliver stores to Major Browne, and to test some brass guns. Mr. Newberry wants powder for the stores at Portsmouth. 4

" Sympathizes with the merchants for the loss they have sustained; has done his best to prevent the mischiefs of the enemy, and the few frigates on the western stations have been kept fully in action. Although they ply in the mouth of the channel and towards the Soundings, which is in the wake of the greatest commerce, yet 200 ships may come in at a time and not see them; as it seems the 2 East India ships did. The Lark and Anity have gone eastward, with the most considerable convoy of value that has passed up the channel for a long time. Particulars of ships. 15
July 4 Christ. Pett, Woolwich. Navy Comrs Wants old canvas to keep off the sun from the men working on the new ship. Smithson has arrived with the hoy from Pevensey, which will be ready to resail next week. 16
" " Capt. Jno. Taylor, Chatham. " Captain Plumleigh of the Reserve has come in to clean and victual, and as she wants a mainmast, and there are none at Deptford, asks a warrant if he must use one of the great New England masts, which will be costly, as a smaller would do. 17
" 5 Capt. Thos. Alderne, Victualling Office. Adm. Com. Asks whether to allow the victuals for prisoners on the purser's account. Wants a list of the pursers and officers of each ship, to compare with the sea books. The clerks of the check should certify the beginning and ending of each ship while in petty warrant, that he may know when they begin their sea expense. Sends the names of officers of 6 ships who have signed for victuals, and asks which are pursers. 18, 19
" " Thos. Eastwood, Portsmouth. Navy Comrs Has provided the timber for the ship building at Woolwich, and will send down the rest to the waterside shortly. Asked Lord Rich. Cromwell to change 20 oaks for 20 beeches, but he was loth to do so without an order, though he is not against it. 20
" " Navy Comrs. Adm. Com. Have enquired, as ordered, into the disbursements of Thos. Broome, of Dover, in defending the State's title to houses and lands there, called the Maison Dieu, belonging to the navy, and occupied by the victuallers, and send the account; balance owing, by Broome, 116l. 2s. 7d., part laid out before, and part since the late contract for victualling. 21, 22
" " Robt. Sewell, Chatham. Navy Comrs The Reserve having come in to be refitted, wants canvas for her sails, as also for the new ship and ketch building, and other ships named. 23
" 7 Adm. Com. " Order for sending a spare cable to the Essex in the Downs 24
" " Major N. Bourne Adm. Com. Finds 1,200 trees in the woods at Hitcham, 500 of which will be useful for the navy, and the remainder might be sold to defray the charges of converting and transporting the rest to the stores at Deptford, Woolwich, and Harwich, and leave a balance. As the felling will be a great loss to the poor tenants, and is much resented by them, has promised them the tops, which are of little value. The tanners only offer 1s. a tree for the bark. Advises an agreement with Mr. Grassingham, the State's shipwright at Harwich, for felling, converting, and transporting the timber on terms mentioned; leaves the consideration of his own pains and travail to them. 25
" " Capt. Jno. Taylor, Chatham. Navy Comrs Is refitting the Reserve, which will soon be ready to sail to the Hope, if her seamen attend, and canvas is sent for sails. The ships taking in ballast at Chatham and provisions in the Hope, is the cause of their slow sailing, and not doing the service intended. 26

July 9 Peter Murford, Jno. Tippetts, Chas. Thorowgood, Portsmouth. Adm. Com. Send the depositions of Captain Rich. Cowes and the company of the Paradox, that when off Scilly, chasing a Spanish frigate, they were intercepted by Capt. Farley, of the Basing, and thus lost her; also of Capt. Farley, and some of his company, taken before Jno. Fawke, mayor of Portsmouth, denying their statements, and the examinations of the company of the Basing as to Capt. Farley being very often drunk. 30–33

Cowes' false accusation, respecting wine alleged to have been taken on shore in his boat; it was a cask of vinegar belonging to another ship, to whom he lent his boat for the purpose, she not having one; the charge of making false musters is equally untrue, and made by idle persons of no repute. 34

" 13 Lieut. Robt. Legard, Scarborough Castle. Col. Edw. Salmon. Is sorry to hear of Captain Best's unworthy carriage at other times through drink; his men speak very unworthily of him for this, and for cowardice in not attacking Dunkirkers. He has committed abuses in pressing and keeping excepted seamen, as masters and mates, and afterwards turning them out without pay or ticket. If he is called to an account, he will no doubt produce those who will speak to his advantage; hopes Thos. Shires, his master's mate, Roger Yaixely, and Ralph Grundell, will speak the truth without partiality. Maj.-Gen. Lilburne and his lady are at Scarborough, and the Advenure and Preston in the road. 40

Welsh, who perished in the Greyhound when she was blown up, are refused, as he was not enrolled. Never thought of such a thing, being assured, if he had lived, he would have performed his promise, and served his time out. Has sent up a certificate of his father, as also of his kinsman, who was bound for him, and desires his wages may now be paid. 53

Elliot at Dartmouth, desiring that some more ships may be sent to join the Fagon and Lark in a search for some of the enemies' ships reported to be on the coast. Has sent the Bryer, Wolf, and Bramble, and Capt. Heaton to command in chief. Wants a nimble frigate to be dispatched to the Generals before Cadiz, and Capt. Parker to be sent in her, as his ship needs repairs, being very much damaged by being run into by the Dutch, and he can acquaint them with all that has passed. 63–65

Has written him to supply the 3 ships with ½ lb. of raisins to every 3 lbs. of flour they carry, which is in lieu of a piece of beef or pork, and the oil they have must be expended in lieu of butter; also to supply Gen. Blake's fleet out of the provisions sent. Desires orders to the commander-in-chief to direct a survey to be made of all the provisions on board the ships lately come in, as Mr. Hempson has not yet taken any account from the pursers. 81
