Convoyed a ship laden with hemp from the Downs to Portsmouth, for the stores there, and is about to see her and 4 others to St. Malo, by order of Rear-Adm. Bourne. Put to sea once, but was forced back by contrary winds. There has been a shipwreck on this island, and also in the western parts. 10
" " Major Wm. Burton, Yarmouth. " Has sent up a packet from Capt. Bowen, who has arrived with 3 cloth ships from Hull, bound for the Mass; there are 3 or 4 vessels of Yarmouth laden with goods also ready to go over, to which he will give convoy. The Nantwich having lost her cable and anchor off Lowestoft, sent a vessel to recover them, and has deposited them in the stores. Will reply to Col. Salmon's letter, but none of his regiment have yet arrived. 11
" " Capt. Roger Cuttance, Weymouth. " Is sorry they cannot release Beach in exchange for his son; it was none of his propounding, but of Beach's wife, who procured an order from the Governor [of St. Sebastian's] to keep his son a prisoner to exchange for her husband. As his son is like to suffer a long imprisonment, to the great grief of his parents, desires they will procure his release by discharging Capt. Coots, a prisoner at Plymouth, before any other is exchanged for him. 12
Jan. 3 Capt. Jno. Harman, Torringtor, Spithead. Adm. Com. Is detained by contrary winds, but will proceed to Portsmouth, as ordered by Rear-Adm. Bourne 13
" " Capt. Jno. Parker, Cheriton, Downs. " Arrived yesterday from Dieppe and Seinehead, where he carried Lady Mary Stuart and Dr. Fleetwood, and convoyed several merchant vessels. Has received their letter dismissing Scott, the purser, and on the other's coming on board, will send him up to clear his accounts at the Victualling Office. As he has promised, if retained, to leave off going on shore, and stick close to his employment, and as he has a wife and children, who will be utterly undone if he is dismissed, desires they will give him another trial; he has remained on board lately, and behaved civilly. Was glad to see such a sudden change wrought in him, and he has given satisfaction in the matter of the stores. 14
" " Capt. Rich. Cowes, Paradox, Dublin. " Came by order of the Lord Lieutenant and Council from Kinsale to Dublin, whence he was sent to Chester, where he received 14,000l. on board, which he landed at Dublin, and is going back to Kinsale to victual, and then return to Dublin. 15
" 4 Adm. Com. Navy Comrs Order to make out bills of imprest to Capt. Edw. Allen, cashier to the Victualling Office, for 2,000l. a week for 2 weeks, commencing 23 Aug. to 6 Sept. 1658, to be issued on the old declaration for victuals for the last year, according to orders from Majors Robt. Thomson, and Nehemiah Bourne, and Comr. Willoughby. 16
" " " " Like order to make out similar bills to the same for 3,000l. a week for 4 weeks, 26 Nov. to 24 Dec. 1658, for carrying on of the victualling affairs upon the new declaration for this next year, to be issued as aforesaid. 17
" " Capt. Rowl. Bevans, Convert, Scarborough. Adm. Com. Has only just received their order for going from Dort to Flushing, if there were no more vessels to convoy, and his being on his station has hitherto prevented his prosecuting it. Asks if he shall now do so, or remain where he is until he has expended his victuals. Hears it was the Essex that lost her foremast, bowsprit, and head. 18
" " Capt. Rich. Hodges, Portsmouth " Received their order, and came from Milford on the 29th ult., with several convoys, and put into Scilly, where he was detained by contrary winds until the 2nd inst., when he made for Portsmouth, and waits commands. 19

Jan. 5 Capt. Peter Bowen, the Bradford, Yarmouth Roads. Adm. Com. Put into the Roads through a violent storm, and has delivered Sir Philip Meadows' letter to Major Burton, to be sent by a safe hand. Is going to the Maas with two cloth ships, and several others of value, by order of the Major; having only a month's provisions, will go to revictual at Scarborough, where orders should be sent. 23
" " Capt. Edw. Nixon, Pearl, Yarmouth Roads. " Arrived with his convoys from Leith last night, and having 3 weeks' provisions left, will return to his station till they are exhausted, and then go to Hull to revictual. 24
" " Capt. Mic. Nutton, the Norwich, Yarmouth Roads. " Sailed from Leith with a fleet of laden Scotch vessels, bound for London, by order of General Monk, but was forced into Tynemouth Haven through the bad weather; arrived in the Roads on the 2nd inst. Will return to Leith. Left Ralph Lassells, the master, at Leith, sick. 25

" 7 Capt. Jno. King, John ketch, Nore. " Is daily ranging in his station, convoying small vessels with merchants' goods, and sometimes with the fleet in Hoseley Bay. Has not heard of any of the enemies' men-of-war lately, and small vessels now pass through freely. 30
" 8 Adm. Com. Navy Comrs Having no intention of sending either the Advice or Bryer to sea, notwithstanding the former order for their refitting, they need not be cleaned, but only have such repairs as may render them fit for service on emergency. 31
" " Capt. P. Butler, Marmaduke, Downs. Adm. Com. Since leaving the Hope on the 1st instant, has had much wind, and yesterday arrived with one of the East India ships; another has come in since. Is ready to take the first opportunity to accomplish the intended voyage, and hopes the undertakings will be successful. 32
" " Capt. Jeremy Country, Greyhound, Spithead. " Has had his ship cleaned, her leaks stopped, taken in 7 weeks' victuals, and is ready to sail for Plymouth. His purser much neglected his duty the last voyage, by staying behind, and taking in such short allowance of provisions that they were forced to half allowance by the time the provisions should only have been half expended. As the men were thus never satisfied, the purser threatened the ship should never go to sea again; considering it not safe to have him on board without a guard, left him at Plymouth while he acquainted them, which he would else have forborne until the ship was paid off, when he might have given them a personal account. 33
Jan. 8 Martin Noel Adm. Com. If they will appoint him by tally to pay Mr. Banks 5,290l., it will not much obstruct his payments into the Exchequer; may find some way of assigning him some money as well abroad as at home, to satisfy him gradually. By contract, is to pay a great part of his money for farms quarterly, but being requested by Banks, is willing to do him what civil courtesy he can. 34
" 10 Rear - Adm. Jno. Bourne, Richard, Downs. [Adm. Com.] Will send the Portsmouth frigate to Portsmouth, to take under her charge the vessel laden with ammunition and stores for that garrison. The Marmaduke having arrived, asks where she is to victual. 35
" " Capt. Roger Cuttance, Weymouth. Adm. Com. Thanks for the warrant for releasing Capt. Adrian Coots for his son, which favour will never be forgotten. 36
" " Prize Officers " The business of the St. Maria was passed at the Admiralty Court last Saturday, but the commission and papers that are to be sent to Toulon will not be ready before Thursday's post; if in the interim they think fit to send any intimation to their agent, the opportunity may be embraced. 37
" " Capt. Jno. Bowry, Cowes Road, Isle of Wight. " Is still detained by wind and weather; being bound to St. Malo with a convoy, as the voyage may prove longer than was expected, desires order for a month's provisions at Portsmouth. Has already received a fortnight's, but being hastened from Dover to convoy the ship with hemp there, could not take in what was formerly ordered. 38
" " Capt. Jno. Taylor, Chatham. " As the fitting of the 2nd and 3rd rate ships is nearly over, has discharged a number of the men; the work on hand will not long employ the remainder, but hopes they will see a necessity for keeping such a number of shipwrights constantly employed—either by building a 3rd rate, there being plenty of keel pieces and other timber, or on some other work, —as may save public occasions; as Comr. Pett has gone up to Whitehall, he can open the matter more fully. Desires order as to disposing of the hull of the Entrance, by sale or otherwise. 39

Jan. 11 Capt. Hen. Hatsell, Plymouth. Adm. Com. Particulars of the refitting, employment, and stations of State's ships. The foul weather has much hindered the dispatch of those under repair; is settling the business under his charge as well as he can, and intends to be in Exeter this week, and to come up and wait upon the Admiralty Commissioners. The want of money to give relief to many under straits has caused such complaints that his trouble has not been a little; hopes before this comes to hand a considerable sum will have been ordered. 44
" 12 Rich. Browne, Pembroke. " Delivered their enclosure to the master of the Lichfield, which is still detained in harbour by the foul weather, but the sick men are well refreshed. Next Monday, Col. Clerke will be chosen a burgess for the town; hopes he will be pleased to accept it. 45
" " Navy Comrs. " Having received notice from Vice-Adm. Goodson that several of the ships under his command are nearly out of victuals, and want boatswains' and carpenters' stores, desire directions, as the certain time and intended service of his fleet is not known, or how long they may continue in Hoseley Bay so that they cannot well apportion what should be sent to him. 46
" 13 Thos. Shewell, Bristol. " The Spaniard that was master of the ship in Milford has gone by post to Milford Haven; hopes their letters will be there before him. Simon Johnson Blew, the young man who gave the information, was met by one who brought him to his master's correspondent, who gave him money and clothes, and provided a horse to send him to London; but he has gone with John Tilton, the Bristol carrier, who will come into London 2 p.m. on Friday, and may be met at Charing Cross. Hears the ship came from the Canaries, and hopes the deceit may be discovered. 47
" 14 Adm. Com. Navy Comrs Order to make out a bill to Richard Gerrard, deputy marshal-general of the army, for 100l. disbursed by him for the maintenance of prisoners of war in his custody. 48
" " Capt. Wm. Barker, Milford Haven. Adm. Com. Saw a vessel of North Yarmouth to the Ram Head, where Capt. Sansom of the Portsmouth took charge of her to the Downs; being in great want of a boat, put into Plymouth, where he was supplied with one by Capt. Hatsell, who directed him to give convoy to a London vessel bound for Bristol. Has now received an order to convoy the Hope to the Downs, but has not received the orders sent in the Dartmouth or Fox. 49
" " Major Wm. Burton, Yarmouth. Robt. Blackborne. Capt. Pack has come into the Roads from Dunkirk with the Guinea, having 6 companies of Col. Salmon and one of Col. Biscoe's regiment; will deliver him his letter to-morrow. Having been out of town, could not write Col. Salmon; begs he will acquaint the Commissioners that he could not send any of the ships they named to Flushing, as they were not in port, but that if they had left it to him to send any ship that was not on special service, he could have done the work. As the Guinea is going for the Downs, and has only 2 days' provisions left, will be forced to supply her with a small quantity. Begs he will inform Col. Clerke that he paid the express 4l.; is coming up within 14 days, and will receive it himself. 50

Has lived in Rochester 21 years in good repute, and most of that time was employed at sea in the service of the Commonwealth; but through taking an inn, and other engagements, debts, and losses, has become destitute. " " Jno. Burton, Deptford. Adm. Com. Two years since, was appointed purser to the Rosebud, but since then she has been laid up, to his utter undoing. Never troubled them until last Michaelmas, but since then has spent his time in daily waiting upon them, expecting encouragement, but receiving none, having no friend to acquaint them of his poverty and necessities; hopes they will not cast off an old servant. 57

" 16 Christ. Pett, Woolwich. Navy Comrs Repair, victualling, and sailing of ships. Requires 20 loads of standard knees for the ships in hand, and another fire-place in the smith's forge. 60
" 17 J. Bland, Whitehall Adm. Com. Desires they will send him out an order for payment of the freight due for carrying provisions to the fleet at Lisbon, as also for what has been due since last Michaelmas twelvemonth, and thus free him and others from daily attendance on the Navy Commissioners. 61
" " Rear - Adm. Jno. Bourne, Richard, Downs. " Sends a list of 7 ships in the Downs, with an account of the provisions in each. Received their order for sending up Mr. Hayward to the court of war, but as it came so late, fears he will not be up in time. The Portsmouth and Cheriton, with their convoys, have been forced back by contrary winds, and the Assistance and Selby from their station before Ostend. Capt. Reader of the Eaglet ketch has gone to Holland, with Major Walters and two small vessels. Hopes the Guinea and Amity have arrived safe at Yarmouth, with Col. Salmon's regiment; as they took in the whole, the Wakefield has returned empty. The Swallow and two others have been 8 weeks on their voyage from Dunkirk to St. Valery, to fetch soldiers from thence for that garrison. Particulars of ships and their victualling. 62, 63

Having received notice from the Admiralty Commissioners that they have ordered him a month's provisions besides those he supplied to the Guinea, and having only 5 days' left, desires they will hasten them down, otherwise will be forced to put his company upon short allowance. 64

Petition for the gunner's place in the Success or any other ship, having served in several of the State's ships to the danger of his life, and never deserted nor left, until discharged through sickness. Being much necessitated for straight timber, and 2 and 3-inch plank, desires a speedy recruit. Particulars of works on other ships. 71
" 19 Rear - Adm. Jno. Bourne, Richard, Downs. [Adm. Comrs.] Has sent the Guinea to Portsmouth for her supply, and ordered her a week's victuals from Dover; will observe their order respecting the Hope when she arrives in the Downs. The commander of the Assurance complains of his purser's neglect of duty, be not having been on board above 7 days since 3 August last. His company make continual complaint for their fish money, and satisfaction for half allowance, through want of provisions and the purser's absence. Hearing from Lord Lockhart that 2 companies of Col. Salmon's regiment are yet at Dunkirk, waiting to be transported to Yarmouth, has sent over the Wakefield for that purpose. 72

Navy Comrs Order for cleaning and refitting 16 ships named, for present service at sea, to be furnished with stores and provisions for the number of men mentioned for each; if there be a want of workmen in the different yards where they are to be refitted, directions are to be given for entertaining a requisite number. 73
" " Barth. Peartree, Lichfield, Milford Haven. Adm. Com. Thanks for their warrant to take charge as master, as also for their order to command until further notice; will endeavour faithfully to discharge the trust. Is still detained by winds, but will sail for Plymouth. Hearing from Mr. Shewell of Bristol that his convoys are gone from Kinsale, will execute their first commands. 74
Jan. 20 Capt. Chas. Thorowgood, Portsmouth. Adm. Com. Delivered their warrant to the victualling agent, and will give all dispatch to the Torrington and Basing, as also to the Portsmouth when she arrives. Sent their letter to Capt. Butler at Cowes, whom he has supplied with oars, blocks, spars, rudder-irons and ropes. The Torrington will be ready to go to Spithead on Wednesday. 75

Dowdney, taken an account, and set a moderate price upon the 125 trees standing within the pales and about the house, formerly marked out for the navy; that Lord [Sydenham] may the better judge what are fit to be reserved for ornament or defence, has stated the particular grounds whereon they stand; values the trees at 74l. 76
" 21 Jno. Browne, Harwich. Navy Comrs Sends an amended account of provisions wanting in the stores; the fleet riding at Harwich causes much extra expenditure; will soon receive a general demand from the whole of the fleet, which he will not be able to answer unless they send the goods with speed. Asks for dispatch of the canvas, twine, colours, oil, &c., by the Harwich hoy, and the first demand for cordage with the rest, the first opportunity. There are one or two Harwich hoys at London which will carry nearly all of them down. 77
" " Major Wm. Burton, Yarmouth. Adm. Com. Concerning the pursers victualling the soldiers, ordered the captain of the Amity, before he went to Dunkirk, not to victual them except the pursers were paid for it, which they observed; what the soldiers had of the purser, one of Col. Salmon's captains paid him for. The Guinea has sailed; furnished her with provisions enough to keep them alive to the Downs. 78
" " Capt. J. Grymesditch, Chatham. " Hears from Comr. Pett that they have ordered him to be cleaned and victualled for a 6 months' voyage. Is now riding 7 miles below Chatham, and has been careened, &c., but having been at sea 4 months, must lay his ship on shore, so that her lower works may be searched and repaired. 79

A fleet at Newcastle will be ready next week, and will occasion his coming into Yarmouth Roads. Desires an order at Yarmouth where he will go to victual, as also a hawser to make some main shrouds. 80

Asks whether it shall be done the next or following spring tide; if their commanders are appointed, and their men entered meantime, they may be ready to take in their ordnance and provisions. Comr. Pett has gone to London. 82
" " Capt. Chas. Thorowgood, Portsmouth. Adm. Com. Repairs of ships. Has had to take off all hands from the new ship, for the quicker dispatch of the others. 83
" 23 Henry Richards, the Grantham. " Came from Jamaica the 3rd ult., by order of Lieut.-Gen. Doyley, commander-in-chief in the West Indies, and on coming to soundings in the Channel on the 8th instant, not being able to make any observations either by the sun or stars, the first place they made was Lundy. Capt. Gyles Marsh, considering the damage the frigate had received, and bad weather approaching, sent on shore to Sir John Ricketts, lord of the island, for a pilot to carry them to Bristol, but a sudden gust forced them to leave both the captain and the island, with the loss of their cables and anchors. Drove all night, and the next morning made Minehead, whence they procured a pilot, by whose industry, with God's providence, they now ride safe. Has sent all the papers concerning the State to Secretary Jno. Thurloe. 84

When off Lundy last Saturday, the captain wanting provisions, he and the purser went on shore in a boat, but a storm suddenly arising, she was forced to cut her cables, which were lost with the anchors, and came up the channel to King's Road in great distress. She having no cables or boat to ride by, has furnished her with both, and Mr. Snow has supplied 4 days' fresh provisions; has written the Admiralty Commissioners, and can do no more until further order. 90

Sailed again last Monday, with the Oxford from Morlaix, but parted company in a storm off Lyme, and was forced to bear up for Spithead, where he came to anchor last night. 97
Jan. 26 Capt. Hen. Pack, Amity, Yarmouth. Adm. Com. Since his arrival, has applied to Major Burton. The provisions he was forced to expend for the relief of the soldiers that came in his ship and the Guinea have been honestly paid for by their captains; has had the ship supplied with the like proportion, but was much obstructed by the violent winds and weather; has now all on board and shall not let any opportunity slip to fulfil their commands. His master had a boy, Thos. Callis, that had been his servant 6 months, but having taken indecent liberties with him in the last voyage to Iceland, the boy last Friday got on shore and left the ship, telling his grievances to another servant before leaving. Upon hearing of it, took the purser, surgeon, and Wm. Highnoone, the servant, on shore in a boat, and examined Callis; having heard what he had to say, and found that his master had similarly assaulted Highnoone, when he was his servant, as also Jasper Cranch, the master mate's son, had them all before the bailiffs and examined upon oath, and will send the examinations if needed. On returning to the ship, found the master full of strong drink, according to his custom; having called all the officers together, told them he had something to impart which was fitter to be spoken among heathens than those professing Christ, and charged the master with what had been sworn against him; he denying it, sent for Cranch, who reiterated all that had been stated; commanded the master to his cabin, and kept a guard on him, but there being a sad storm the next day, sent him to be tried before the bailiffs at Yarmouth, according to law, supposing a gaol among rogues more fit for him than a ship with honest men. 98
