" Petition for the discharge of 18 Spanish prisoners named at Plymouth, in exchange for themselves and their company, who were taken by an Ostend man-of-war and carried to St. Sebastian's, but petitioners were sent back on parole to effect the exchange. With list of the Spanish prisoners, and certificate of Wm. Shipman and Thos. Willes, bailiffs of Aldborough, and Nich. Foster, in favour of the petitioners, giving also a list of 20 of their company taken. 1–3

Sept. 2 Vice - Adm. Jno. Lawson, James, Downs. Adm. Com. Sends intelligence from Colonels Lillingston and Allsop at Dunkirk, but there is the Hampshire on the French coast, near Boulogne, for preventing what they mention; will send the Merlin and any other frigate that may come in. The Bristol is also thereabouts, and has been to leeward after one of the enemies' men-of-war. 8
" " " " " The Lizard has come in, with the Brightelmstone fishermen under her convoy; those belonging to the herring fishery about the Foreland being impatient of staying until the arrival of those from Rye and Hastings, and there being only the Portland to give them convoy, and she having neither a captain nor lieutenant on board, has appointed his own lieutenant to command her, convoy them to the Yarmouth Roads, and bring back a ship of London bound for St. Malo. Rear-Adm. Bourne having obtained a pilot, has sailed for Chatham; the Merlin and Hawk ketch have arrived from Dover. 9
" " " " " A flyboat from Jamaica and 4 ships from Barbadoes have just arrived, but do not bring any strange news. 10
" " Capt. Jno. Taylor Navy Comrs Hears high commendations of spruce and other deals and timber at Chatham, and knows not where they can have better at the price; they being much needed, desires an order for them. They were sent for both by Mr. Pett, Mr. Colpott, and himself and son; some objection has been made as to himself, but he can show that the State has been advantaged thousands by his action in such matters. There is not a long deal in the stores, and long Gottenburg masts are wanting for yards, for which Comr. Pett gave order. 11
" 3 " Chatham " Having seen some Hamburg deals in Mr. Waterton's yard, if they will contract for them, shall be glad of some of them at Chatham, as they made bad work sometimes for want of dry deals. 12
" " Capt. Edm. Thomson, Expedition, Leith Road. Adm. Com. Convoyed six sail from Elsinore for Dundee and Leith, by order of Gen. Montague, but the wind being contrary, those for Dundee are forced to stay in Leith Road. Will ply to Hoseley Bay. 13
" 4 Robt. Grassingham, Adventure. " Greyhound, Ipswich. Hears from Capt. Tatnell that the fleet has not yet arrived on the coast, and that their rendezvous is to be in Hoseley Bay or the Sledway; as the rendezvous will be so near Harwich, hopes to see them there. 13a
" 5 Capt. Lamb. Cornelius, Capt. Thos. Lardge, Bramble and Lark, Port land Road. Adm. Com. Are yet in Portland Road, through wind and weather. There is a fleet of Flemings in the Road, among which is a ship of 36 guns, bound for Cadiz, laden with anchors, cables, sails, and some plate brought home by young Tromp's fleet. Sent their masters on board to search, but the captain would not allow of it without consent of the convoy, who refused; have sent to Portsmouth and Plymouth, and if the expected assistance comes, will endeavour to search him and the convoy. Sent to the captain to enquire the reason of his opposition to a search, as it was not an illegal act; since then he has sent on board the convoys several chests and trunks, as also the Spaniards he had on board; believes they have the plate also. There are 70 sail of considerable ships and 2 convoys. 14, 15
Sept. 5 Vice - Adm. Jno. Lawson, James, Downs. Adm. Com. Sends an account of the stations and proceedings of the Downs squadron. The Hampshire has been forced into the Downs by the southerly winds, but will return to her station; hopes the Bristol and Merlin will soon be on the French coast, about Dieppe and Boulogne, to prevent the bringing over of enemies from those parts. Wants the ketch that has gone up with the Richard hastened down, as he intends using her on the other side, for preventing enemies being sent over in sloops or shallops, which the frigates are not able to follow so near the shore. Has taken up a shallop from Mr. White of Dover, which has already chased and disappointed some of them. 16, 17
" " Capt. Ant. Rively, Bryer. " Convoyed the Hull men to Hamburg, and returned with 3 Newcastle men laden with corn, and is now plying in his station. Asks a warrant for Jno. Turner as carpenter, as also an order to revictual at Yarmouth, having only a month's provisions. 18
" " Capt. Eustace Smith, Speaker, Aldborough Bay. " Sends an order from General E. Montague to transport the Duke of Holstein, with his retinue, &c., to Heligoland, and to return to Hoseley Bay, which he has done, and waits orders. 19, 20
" " Capt. Jno. Taylor, Chatham. " Hearing that the carpenter of the London has been drowned, asks a warrant for the place for Dan Eldrigge, an able and religious man. 21
" " " " Navy Comrs Mr. Maplesden's timber at Maidstone, &c., is long and large, and he is willing to send it in, if he may have the money due to him on a bill of imprest 15 months old; as it is much needed for the Sovereign, desires they will take order with him, or order a supply elsewhere. 22
" " Capt. Chas. Thorowgood, State's Yard, Portsmouth. [Adm. Com.] Sends a letter received by express; as none of the State's ships at Portsmouth can answer the desires therein, requests notice may be sent to Plymouth for such as are there to come away with the first wind. Is getting the Marmaduke ashore, and she may be at Spithead this day week. 23

" " Jno. Banks, Whitehall. Adm. Comrs Whitehall. Desires order to the Commissioners of Customs to pay him 1,000l. at Bro. [Bristol ?] and 500l. at Chester, which will a little supply his occasions, and not empty their cash; having paid so much for customs last week, is in great straits. If they will appoint him 1,000l. more, or if they will order the Customs' Commissioners to take his bill, or give him credit for it, will pay it in again for customs. 26
" " Adm. Comrs. Naseby, Hoseley Bay. " Gen. Montague has come in with the whole fleet, all safe and well, save the Newcastle, which lost her rudder; have ordered 6 frigates mentioned to the Downs, for further directions from Vice-Adm. Lawson. Order has also been given for the great ships to sail to Queenborough Water, to be paid off, and some of the 3rd rates will be sent up the River to the same end. Hearing nothing of the victualling ships, desire they may be hastened down; have not yet spoken to Mr. Gauden, so cannot tell what supply of victuals will be had at Yarmouth. 27
Sept. 6 Major N. Bourne, Aldborough. Navy Comrs As the fleet of 30 sail has just appeared, desires they will quicken the sending away of the cables formerly demanded, as also the Church flyboat. 28
" " Jno. Davies, Deptford. Navy Purveyors. Sends an account of cables required to be sent to Aldborough, for supply of some of the State's ships returned from the Sound. 29
" " Capt. Thos. Bowry, Roe ketch, Yarmouth Roads. Adm. Com. Convoying some vessels for Lynn and Boston, met one of the enemies' sloops, who chased 2 barks, and took one of them; but while pursuing the other, discovering the Roe ketch, he took his men out of the prize he had taken, and made his escape. Has sent the barks home, and would have taken the sloop if there had been more wind. Desires order to clean and victual. Noted to go to Harwich and write Grassingham to give him dispatch. 30
" " Capt. Robt. Vessey, Constant Warwick, Downs. " Saw his convoys to Hamburg, where he found 30 sail, who had been detained several weeks for want of a wind; being also detained himself, the convoys were ready to return when he left, so saw them as far as Orfordness, and then made for the Downs, and is now under sail to his station. 31
" " Capt. Robt. Wilkinson, Satisfaction, off the South Frith. " Has just arrived with the Convent and Pearl, and 77 sail of fishing boats; the Pearl intends leaving them. There have been several great ships seen about the Orkney Isles, and at one time 11 together, but cannot hear whether they were Holland or Spanish men-of-war. As his provisions ended 23rd ult.; his men have been 3 weeks on half allowance; having received a week's provisions from the Convert, will make for Yarmouth Roads and wait for orders. 32

" " Vice - Adm. Jno. Lawson, James, Downs. Adm. Com. The Portland has returned from Yarmouth, and brought the vessel bound for St. Malo; has no further convoy for her. The Kent has come in from Ostend, but brings no news save that the agreement for the free fishing for fresh fish is not yet concluded, as they would not have any vessels free that had but a barrel of salt on board; would have the herring fishers included, who sometimes carry salt, so it has retarded; expects to hear the result shortly. Has ordered the Portland and Kent to ply with the other frigates on the French coast for preventing danger, which the late intelligence seems to threaten from those parts. 37
Sept. 7 Christ. Pett, Woolwich. Navy Comrs On his demands for plank and timber for the works of the gates and wharves of the double dock, had a supply, but not enough: plank is very hard to come by and dear; his necessity being great, went over the yard at Deptford with Mr. Hayward, and having chosen 3 or 4 loads of 3-inch plank, and 5 pieces of timber very fit for the purpose, desires a warrant for it, as also a supply of more elsewhere. Is in hand with the Church, which will soon be ready to take in the provisions for Harwich; the Forester is finished. 38
" " Comr. Peter Pett, Chatham New Dock. " Will attend them about Mr. Ellis' business and bring copies of such warrants as Capt. Pett has relating to it; if Ellis has been dishonest, nobody will countenance him; but if otherwise, he has no need to fear suffering. Has ordered a hoy to carry down the cables to Harwich for the 3rd and 4th rate frigates; Mr. Arkenstall endeavoured to hire one to carry the cable and anchor to Portsmouth; the hoymen being so high in their price, referred them to the Navy Commissioners in London, but one of them came up without effect. They are unwilling to undertake such employment this winter time; asks the highest price the Commissioners will give, and will try and procure one. The Richard has arrived at Gillingham; the money to pay her off will be welcome. 39
" " Company of the Marmaduke. Adm. Com. Petition for redress, being much abused by their officers, cheated of their allowance of victuals, and pinch-gut money; are poor, and have wives and children who cannot have what they have worked for, and so have to go begging about the streets, and are scoffed and jeered at by other nations, who have more rights and privileges that they as Englishmen. 40
" 8 Adm. Com. Major Thomson and Bourne, and Comr. Willoughby. Order for the speedy refitting the Winsby, Preston, Jersey, and Elizabeth, for the Southern service, victualling them for 6 months, for 160 to 180 men each, and as much beer as they can take in. 41
" " Capt. Edw. Blagge, the Dunbar, Sheerness. Adm. Com. Was ordered by the General to Queenborough Water, but the tide being spent, anchored near Sheerness. 42
" " Jos. Child, Portsmouth. " Comr. Pett and Mr. Willioughby, when at Portsmouth last week, desired him to receive 16 Spanish prisoners into the town prison from the Marston Moor; has since allowed them 4d., per day each. They are very desirous of being removed to London, where they hope to procure their exchange; one named Franco Fernandes Perpega has been of some account in the Canary Islands, and was very serviceable to the English merchants there; he desires enlargement on parole, that he may attend them at Whitehall. 43

" Having received orders from Lord Montague to bring the London into the Swale, left Hoseley Bay yesterday, and got midway between the shore and middle ground, with the Dunbar, Rainbow, Lyon, Newberry, Bridgwater, Newcastle, Indian, and 2 fireships, the 3 former of which are at Queenborough, and the rest gone for the Hope. As the Admiralty Commissioners, when at Hoseley Bay, gave him leave to come to London when his ship arrived in Queenborough, will wait on them to-morrow. 46
" " Capt. Anth. Young, Rainbow, Swale. " Has arrived from Hoseley Bay by order of Gen. Montague, with the London, Lion, and Dunbar, which are not yet quite into Sheerness. 47
" 9 Capt. Rich. Cowes, Dublin. Adm. Com. Has been at Carrickfergus, and landed the carriages for the use of the castle there, and then returned to Dublin, wanting cables, &c. On the 7th had a very cruel storm, and at 11 at night, the best bower cable broke; let fall the sheet anchor, and cut the mainmast by the board, in hopes to ride it out, but had not rode half an hour before the sheet cable broke, and not having any other, was forced to do the best he could, and ran the frigate ashore in a little bay on the south side of Dublin Bay; so that all the men, save one who was killed by the fall of the mainmast, were preserved. Hopes to save the frigate next spring tide. The mainmast was driven shore at Bullock, broken in pieces by beating against the rocks, and all the running ropes are spoiled; has saved the main shrouds and some sails, the ammunition, &c., and will endeavour to get the guns ashore. The Gift was likewise in great danger, but having good cables, she rode out the storm. What has befallen him was not in the power of man to prevent. Noted to renew the order to come to Portsmouth. 48

Has given the Council of State an account of the state of affairs at Plymouth; having received an express from Dartmouth, that the Richard and Martha had arrived there from the East Indies, bound for London, and desired a convoy, will send one as soon as the wind is fair. Wants money to enable him to carry on affairs; movements of the squadron. 52
" " Capt. Thos. Morris, Weymouth. " According to orders from Capt. Hen. Hatsell, endeavoured to beat up as high as Portland, to visit a Dutch fleet lying there, and suspected to have Spanish goods on board, but they sailed before he arrived. 53
Sept. 9 Vice-Adm. Jno. Lawson, James, Downs. Adm. Com. Particulars of the arrival of ships. As there will not be enough victuals for them at Dover, desires some may be sent from London. Has sent the Hart pink to convoy vessels to Lynn, and the Jersey to secure, as far as the Texel, a rich ship of London, lately come from Barbadoes, and bound to Amsterdam. 54
" 10 " " " The Elizabeth has arrived, as also the Nightingale, whose captain having urgent occasions at his home at Maidstone, has given him leave of absence, and ordered his ship to Portsmouth, where he will join her. Wants the victuallers to send down provisions for the frigates in the Downs, or fears there will be none to be had at Dover, when they are in want. 55
" " Capt. Rowl. Bevans, Convert, Yarmouth. " Sailed as ordered for the North Seas, where they spent so much time that they did not arrive in Iceland until the last of July, the day before our fleet were to come away, but they remained there until the 10th ult., our fleet being so separated by the ice that he could not have the company of the greater part of them at the rendezvous where he abided their coming, and at last met them at the Orkneys. Heard that a squadron of 11 sail had been seen some days before his arrival, but it is not known whether they were Hollanders or Spaniards. Met the Selby and Pearl, who have accompanied him with his fleet to Yarmouth; has seen all the fleet safe to their ports. As he has but 8 days' provisions left, having supplied the Satisfaction with 7 days for 120 men, desires order as to revictualling. 56
" " Major N. Bourne, Harwich. Navy Comrs Sends a demand for cables, canvas, &c., for several frigates, as the port is wholly destitute of stores, and there are 6 frigates in hand, and many more coming in. The Assistance has arrived, and was nearly lost on the sands. Hoped to have been home to-day, and is commanded to remain against his will. The weather is such that there are no hopes of victuals from the river, and Ipswich is so behind that the ships will have to sail on short allowance. Wonders at the keeping of 13 ships at Harwich, and has written to Whitehall, and hopes an order for their coming up. 57
" " Capt. Geo. Dakins, the Bristol, Spithead. Adm. Com. Has come in to repair and refit, as in chasing an enemy in his station, his fore and maintopsail yards broke, and so he lost his chase; if his frigate had been clean, should not only have taken him but one or two more; if they would order a 5th and 6th rate to lie with him, would soon quiet the enemy about Spithead. Will hasten back to his station. 58
" " Capt. Valentine Jowles, the Wexford, Hope. " Has arrived from Hoseley Bay by order of Vice-Adm. Goodson, the General being desirous that the fireworks in the ship should be taken down. Wants no cables, anchors, or sails, but the provisions will be expended the 12th inst. 59

Navy Comrs The Naseby, Triumph, and Speaker have arrived in the river, but not without passing through danger; wishes he had orders to bring up the rest before the spring tide is over. The Richard is paid off. Will send the stores demanded by Major Bourne, except the tar, as there is little or none in the stores. The hoy will be ready to sail to Sheerness on Monday, and will lie there for a convoy, it not being safe to send her without. 60

" Has used all diligence to get to Hoseley Bay, but has been twice beaten back by contrary winds, and unless he had endangered both ship and men, could not have doubled the Staples, which is a dangerous place besides a lee shore. His victuals being out, has received 14 days' from Gen. Monk; will sail the first wind. 62

" 12 Adm. Com. Navy Comrs Order to make out a bill to Rich. Basse, merchant of London, for 2,000l., for the like value received in the Sound for the use of the fleet under Gen. Montague, according to a bill of exchange drawn by Jno. Creed, and to charge it as imprest on his account. 66
" " Capt. Rowl. Bevans, Convert, Yarmouth. " Sends a muster book. Convoyed a fleet of fishers from Iceland to their ports; on arriving at Orkney, heard that 11 sail had been seen, supposed to be Spaniards. 67
" " Major Wm. Burton, Yarmouth. Adm. Com. Ordered Capt. Curle to go for Hull to victual; Capts. Bevans and Wilkinson, and the captain of the Fagon desire similar orders. The Iceland convoys have arrived with the fleet, who have had good voyages. Capt. Parker of the Cheriton and the Fame are attending the fishery; the Cheriton wants 2 cables and bread, as there was none to be had at Dover, where he victualled; if he should leave his station in the midst of the fishing, it would be its overthrow. 68
" " Capt. RogerCuttance, Naseby, Queen borough Water. " Has arrived with the Triumph and Speaker; the Essex, Great Charity, and Wexford are gone up the River. 69
" " Capt. Hen. Hatsell, Plymouth. " Particulars of the arrival of ships, some of whom have been much scattered by the storms, and some laden with coals had to cast them overboard to lighten their vessels. Hearing there is one of the enemies' men-of-war plying on the coast between Plymouth and Dartmouth, which has taken a small boat belonging to Salcombe, has ordered the Constant Warwick and Greyhound to range and clear the coast as high as Torbay and Portland. There are 2 ships from Leghorn, laden with sugar and silks to a considerable value, bound for London, and as they desire a convoy, will supply them with one to the Downs. 70
" " Robt. Sewell, Chatham Dock. Navy Comrs Sends a demand for nails, tar, glue, and grindstones for the stores, and desires they may be hastened down. 71
Sept. 12 Vice-Adm. Jno. Lawson, James. Downs. Adm. Com. Sends an account of the Downs squadron and other ships named. Has sent the Jersey as convoy with a vessel richly laden for Amsterdam, as far as the Texel; if she miscarried, it would be a great inducement to the enemy to set out more men-of-war. Capt. Newberry is in trouble concerning an accidental shot received by a Dutch man-of-war, but it was intended for a merchantman that was sailing away. 72,73
" " Capt. Abra. Allgate, the Oxford, Falmouth. " In coming from Chester Water with Capt. Heaton and the Greyhound, they were forced into Milford by a storm, and finding several English barks there, bound about the Land's End, Capt. Heaton ordered Capt. Country to convoy them. Again putting to sea, when off Scilly, they and the Gainsboro' met 2 of the enemies' frigates of 24 and 14 guns each, and after chasing them for some hours, his mainmast broke, and falling upon the boats, broke them to pieces, as also the beams of the upper deck. Saved his sails and standing rigging, made for Falmouth, and will proceed to Plymouth. The Gainsboro' continued the chase, but it coming on thick and stormy, she lost sight of them. 74

Sends an account of disbursements for their maintenance, and for 2 cwt. of cheese for the garrison, and the carriage thereof, as also of 10 barrels of powder, and for repair of a well; has now a balance in hand of 35l. 17s. of the 50l. they last ordered. 81,82
