22. Giov. Franc. Biondi to [Carleton]. The Ambassador Extraordinary of Savoy [Marquis de Villa] has done little towards the match. Gabellione, the resident, will treat of it. The Marquis presented to the Queen a casket of rock crystal; to the Prince a suit of Milanese armour, after the model of those made for Charles V. and Francis I.; and to the King, a tiger, and lioness, and a lynx, which died on the road. The King is going to Hampton Court. There are movements in Ireland, but not of consequence. Italian.

All their time is spent on the care of the King's estate, in which several mysteries have been fathomed. The question of the Parliament postponed.

The divorce of the Earl of Essex is delayed. Sir Lionel Cranfield appointed to succeed Sir Thos. Waller, Lieutenant of Dover Castle, who is dead; he grows in favour with the Lord Privy Seal. The Earl of Northumberland has quarrelled with Ruthven's [the Earl of Gowrie's] brother, in the Tower Garden. The Marquis of Villa, Ambassador from Savoy, has departed with rich presents. Much surprise at such close intercourse with so weak a Prince. Sir Hen. Wotton upholds himself thereby, it being all his employment, &c.

Proceedings in Council on a complaint by the Mayor of London, against Sir Gervase Helwys, Lieutenant of the Tower, who, on arrest of Dr. Palmer, the Chaplain, on a writ of execution, seized and imprisoned, by way of Withernam, the bodies of several citizens passing Tower Hill, to detain them till Palmer was liberated. Helwys pleaded that being new in his office, he was informed by the wardens and officers that this was the customary course, and therefore adopted it. The Aldermen produced a decree of 1595, in a similar case, limiting the powers of the Lieutenants of the Tower and condemning the custom of Withernam, which the Council confirmed, and ordered a copy thereof to be sent to the Lieutenant.

35. Jas. Maitland to [Visct. Rochester]. Solicits permission to sue in the Scottish Courts for revocation of the attainder passed upon his father [Wm. Maitland, of Lethington], for services to the King's mother, in spite of the Act of 1584 against such suits. Arguments in favour thereof. Wishes the revocation to be in Parliament, the lands being elsewhere bestowed. Applies to his Lordship because their fathers were friends, and involved in the same cause and overthrow. Has lately seen, at Rheims, Mary Seaton, who served the King's mother from her infancy to the last; she is old and decrepid; and depends on the charity of Mdme. de Spier, the Duke of Guise's sister. 36. Earl of Northampton to Rochester. Sir Lionel Cranfield has put the affair of the farmers [of customs] into good trim. They boast of their victory. Would not have allowed them to come off so well had they not shrouded themselves "under the grace of swete Rochester." Recommends Cranfield's own particular. [Grant of the Surveyorship of Custom. See July 26.]
July ? 37. Arguments on the advantage to be derived from public proceeding at law against the farmers of French wines. It will show the deceits of the present lease, and the value of the farm; bring to light the pensions paid to those who helped to deceive His Majesty in it, and enable him to recover 80,000l. of their past profits. If a compromise is made with the present farmers, they will say, as did the farmers of the great customs, that they have paid money to the King for peace. By keeping the farm in his hands, from Michaelmas to Christmas, the chief wine quarter, he would gain from 15,000l. to 20,000l.

Advice to the King to hold a Parliament, in order to remove the bad impressions caused by the discords of the last Parliament, which did not proceed from disloyalty, but from a wish for redress of certain grievances. It should be called for Michaelmas, and meanwhile the King should be gracious to the people, who flock to see him during the progress, and should redress the grievances complained of last Parliament. He should communicate with the Commons personally or by his ministers, not through the Lords, and receive their replies by members chosen by themselves, not nominated by him.
