29 July. Simancas. E.E. 806. Latin. 474. The Emperor to the King of Scots.
Has heard by his letters that requests have been urged in Germany for permission to carry into execution the letters of marque and reprisal against the subjects of the King of Portugal, which had been granted by the Emperor's father (Philip) and grandfather (sic) Charles Duke of Burgundy, but have since been formally revoked. The Emperor begs that the King of Scots will not importune him with demands of such nature. The letters of marque referred to were granted when circumstances were entirely different from the present, and the reasons for granting them now no longer exist. The Emperor hopes that the King of Portugal will do all justice to the King of Scots, and remove the need for reprisals. At the same time the Emperor requests that the King of Scots will prohibit his subjects from committing acts of piracy in the Holland, Zeeland and other parts of Lower Germany.
