Same approving of a presentment, prefixed, in extenso, from the Customs Commissioners for Henry Sallowes to be land coast waiter and searcher at Ipswich, “Mr. Kettilby, the collector at Ipswich, having represented that the river at Ipswich not being deep enough, even at high water, for ships of burthen to sail from the keys with their full lading, they take in the remainder of their cargo at a place called Dunham Bridge, 3 miles down the river, where the surveyor, landwaiter, and coastwaiter, are obliged to attend, by which means the masters of coast vessels which clear out from Ipswich are frequently obliged to be at the expense of sending messengers to Ipswich, are often delayed for want of the said officer's attendance to clear them out, and sometimes to their great prejudice have lost their tides as well as their markets, which has caused great clamour among the masters against the officers: and the said Kettilby, having represented that great frauds may be committed during the time of the surveyor, landwaiter, and coastwaiter's attendance down the river, whereby the coast trade is left entirely ungarded: he is therefore of opinion an officer should be established under the character of land coastwaiter and searcher, to reside constantly at the port, and take care of the lading and discharge of coast vessels both inwards and outwards.” Ibid, pp. 401–2.
