Sept. 2 Report to the King from Treasurer Southampton concerning the cost of building ten fishing busses, of 60 tons burden each, for encouragement of the [herring] fishing trade. Finds by report from the Masters of Trinity House that same will cost 9,000l. The sum is considerable but not if it promote such a work. Therefore thinks it necessary a Privy Seal be granted for payment of same. "But withall I pray your Majesty to conceive it fit to recomend it to the Comittee of Fishing to see whether other persons have actually made such subscriptions and engaged to build such a number of busses as may really be fit to begin the fishing with. Else [for] your Majesty to build tenn and your subjects not soe engaged in it as rationally and hopefully to prosecute the same will not be worthy of your Majesty." Therefore desires that no money may issue on the Privy Seal but upon certificate from said Committee that they are satisfied on this point. Ibid, pp. 221–2.

Warrant from Treasurer Southampton to the Attorney General for preparation of a commission in terms of a draft, prefixed in full, for the admeasurement of sea coals (for the measuring and marking of all the vessels called keels and other boats which shall carry coals for the port of Newcastle, or within the river of Tyne and county of Northumberland, or for the creeks and members of Sunderland, being a creek or member of the port of Newcastle, or within the river of Wear or county of Durham): all to the true intent of the Act of 9 Henry V, cap. Sept. 4 Treasurer Southampton to Sir Robert Long. "Whereas its become a custome for persons that have monies to be payed out of the Exchequer to have recourse to His Majesties Receivers, Collectors of Tenths, First Fruits &c., and to procure them upon some rewards to bring in their monies and then pretend they were instrumentall to bring it in [and there-upon to pray to have their assignments paid out of the funds so paid in], which is a discountenance to the officers of His Majesties Exchequer in the execution of their places who ought to see the King's rents duly paid in, and is an unfit practice of receivers, collectors &c.: to avoid this course in future I direct that noe person receive any advantage by such pretence but that they be payed out of any other monies when His Majesties occasions will permitt it, and not out of the monies they pretend they were instrumentall to bring in. Sept.6 Money warrant for the daily allowances, detailed, payable by the letters patent of 1660, Oct. 22 to Robert Holmes as Captain and Commander of the new fort of Sandown in the Isle of Wight: to be paid from 1660, Oct. 20 in accordance with the terms of the Privy Seal of the 30th ult. the previous money warrant of Jan. 28 last being hereby superseded. Sept. 10 Treasurer Southampton and Lord Ashley to the Commissioners of Excise Mr. Reeves and his participants have offered to increase the revenue of Excise of London, Middlesex and Surrey 10,000l. more than hitherto has been made thereof. It will be necessary therefore that he receive full satisfaction of the clear product for the year and a half past. Therefore desire them to confer with Mr. Reeve to show him how the product has been calculated, showing him all the entries and the books whereby the account may be perfectly stated. Warrant from Treasurer Southampton to the Excise Commissioners from time to time to grant commissions to such persons as the farmers of Excise of the several counties shall nominate as Sub-Commissioners of Excise for the respective counties. Ibid, p. 156.
Same from Treasurer Southampton and Lord Ashley to the Excise Commissioners to grant a lease of the duties of Excise in co. Cumberland to George Williamson in accordance with the terms of the report infra and pursuant to the powers therefor granted to the Excise Commissioners by the Privy Seal of August 29 last. Appending:—Memorial to the Treasury from the Excise Commissioners dated 1662, August 12. In accordance with the directions of July 30 last, touching treating with persons to be returned as likely for farmers of Excise for the several counties, certify herewith that the Justices of Peace assembled at the General Quarter Sessions for the county of Cumberland July 16 last certified Sir Philip Musgrave, Sir Patricius Curwen, Sir George Fletcher, Sir Jo. Lowther and Sir Edmund Musgrave to farm the Excise of the said county in accordance with the circular letter from the Treasury of June 24 last. The said Musgrave et al. have by their letter of attorney of July 22 last authorised George Williamson, their lawful attorney, to farm the said Excise. In pursuance whereof said Williamson has appeared before the Excise Commissioners and accepted to farm the Excise of the said county at 900l. per an., being the rate set in the aforesaid circular letter, for 3 years from Sept. 29 next; further agreeing to advance a quarter's rent and so quarterly each quarter before another. He has further named sufficient securities, and agrees to the covenants, the heads whereof are annexed, and is contented with the usual covenants granted to others for the enjoyment of the said farm.

Sept. 10 The like warrant for the farm of the Excise of Westmorland to Jo. Thwaytes, similarly on behalf of several of the Justices of Peace of the said county, at the rental of 900l., being the rent set down in the abovesaid circular letter: save that said Thwaytes refuses to advance a quarter's rent beforehand but propounds to pay the same by equal quarterly payments. The like warrant for the farm of the Excise of Worcester, at the rent of 2,600l. per an., to Somerset Draper and John Field, the present Sub-Commissioners for said county, being thereto returned by the Justices of the said county from their General Quarter Sessions holden at Worcester August 6 last. The like warrant for the farm of the Excise of Oxfordshire (together with a particular brewhouse adjoining, lying in the hundred of Hormer, co. Berks) to Sir Thomas Penington and William Knowles, being thereto returned by the Justices of Peace for that county in their Assizes July 11 last: at the rent of 3,800l. per an., but with a refusal to advance a quarter's rent beforehand. The like warrant for the farm of the Excise of Yorkshire to Francis Wethered, at the rent of 13,500l. by equal quarterly payments. Ibid, pp. 135–6.

"There have bin certificates returned from the Justices of the Peace of the severall Ridings in Yorkshire of persons fit to farme the Excise of the said Rideings and one certificate from the Justices of the said county from the Assizes holden at Yorke the 18th of July last of fit persons to farme the whole county. Severall of the gentlemen certified both for the Ridings severally and for the county in general have appeared, but none ever offered above 12,650l. per an. for the whole county which is 850l. per an. less than the rate sett. Wherefore the time prefixed for such persons as were certified to come up to the rates or ells it should be at the liberty for other persons to bid being elapsed, Francis Wethered Esq. hath appeared and hath accepted" as above.
The like warrant for the farm of the Excise of co. Buckingham to Thomas Dawson, of Aylesbury, and Christopher Henn, at the rental of 2,100l. per an. (with a quarter advanced), being thereto certified by the Justices of the Peace of the said county in their General Quarter Sessions held July 10 last. Ibid, p. 136.

The like warrant for the farm of the Excise of co. Devon to Sir Jo. Chichester and Sir James Smith, at the rent of 8,600l. per an. (with a quarter advanced): they having been returned, together with Sir Tho. Stuckey, Thomas Chudleigh and Dr. Jo. Bidgood, by the Justices of the Peace for said county in their Quarter Sessions held July 19 last. Ibid.

Sept. 10 The like warrant for the farm of the Excise of Lancashire to Peirs Leigh, of Brock, co. Lancs., at the rent of 3,800l. (by quarterly payments without the quarter's advance), he having been returned by the Justices of the Peace in their sessions holden at manchester July 17 last, together with Henry Houghton, of Bickerstaffe, and William Banks, of Winstanley; but the latter two relinquishing their interest in the said farm, and only Mr. Leigh appearing. The like warrant for the farm of the Excise of Cambridge and Ely and the part of Newmarket which lies in co. Suffolk, to Thomas Story and John Millecent, at the rent of 4,500l. per an., with a quarter advanced: they being thereto certified by the Justices of Peace of said county in their Sessions holden July 17 last. The like warrant for the farm of co. Gloucester to Edward Chamberlaine, at the rent of 3,700l. per an. (with a quarter advanced): he having been certified, together with Sir Gabriell Low and Henry Guise, by the Justices for the said county in their meeting on the Tuesday after the feast of St. Thomas the Martyr last: the said Chamberlain being the only one who appeared and accepted. The like warrant for the farm of the Excise of co. Warwick, together with the part of the parish of Tamworth lying in the county of Stafford, to Sir Arthur Caley and William Hickman, at the rent of 2,600l. (by quarterly payments without a quarter's advance), they being thereto certified by the Justices of Peace of said county in their Assizes held July 2 last. Ibid, p. 138.

The like warrant for the farm of the Excise of co. Derby to Thomas Stephens. of Westminster, gent., at the rent of 2,150l. per an., which is 50l. more than the rate set (by equal quarterly payments): the Justices for said county having neglected to certify any persons for the farm. Ibid.

Sept. 10 The like warrant for the farm of the Excise of Hertfordshire to Edward Watts and Edward Crosby, at 4,300l. (by quarterly payments): they being thereto certified by the Justices of the Peace for said county in their General Sessions at Hertford July 14 last. Early Entry Book XI. pp. 139–40.

The like warrant for the farm of the Excise of co. Sussex to Sir Herbert Lunsford, at the rent of 3,600l. (by quarterly payments and without advance): he being thereto certified, together with Roger Shoyswell, by the Justices of Peace for the said county in their Quarter Sessions at Lewis July 17 last, and the said Shoyswell waiving his certificate and leaving it to said Lunsford. The like warrant for the farm of the Excise of Berkshire, (with the part of the hundred of Amesbury, co. Wilts, which lies in the Forest of New Windsor, and a particular brewhouse adjacent to Oxfordshire, in the hundred of Hormer, co. Berks), to John Peacock, at 2,700l. per an. (by quarterly payments without a quarter's advance): he being thereto certified by the Justices of the Peace of Berks in their Quarter Sessions July 8 and 22 last, together with Sir John Moore, who hath never appeared. The like warrant for the farm of the Excise for co. Chester to Thomas Needham, of Dutton, co. Chester, at 2,600l. per an. (by quarterly payments): he being thereto certified by seven of the Justices of Peace of the said county in their Sessions July 8 last: Henry Leigh, of High Legh, co. Chester, who was similarly certified, having refused to come up to the said rate. Ibid, p. 141.

The like warrant for the farm of the Excise of co. Huntingdon, to Lyonell Walden, at the rent of 1,400l. per an. (by quarterly payments): he being thereto certified by the Justices of Peace of said county: the said rent being 300l. less than the rate set, "yet is more then any one person hath bid and as much as the consumption of that county will possibly beare, for that two brewers, whose brewings come to 400l. per an. at least, serve all their beere out of the said county into the adjacent counties, one of them adjoining to Peterburgh and the other to the Isle of Ely." The like warrant as above for the farm of the Excise of co. Dorset to Jo. Saintloe (Sainctloe) and George Styles (Stile), at 2,600l. per an. (by quarterly payments): they being thereto certified by the Justices of Peace, at Shaston, July 8 last, together with John Pawlett, James Smith, and Gregory Alford, whereof the said Smith and Alford never appeared, and the said Pawlett appeared separately, refusing to be joined with Saintloe and Styles. The like warrant for the farm of the Excise of Hampshire to Jo. Rives, of Drayton, and Richard Stansby junr., of Micheldever, at 2,800l. per an. (advancing a quarter's rent beforehand), although the said rent is 400l. less than the rate set. "Yet it is as much as probably that county will beare and, considering the advance, more then any other hath bidd": no persons having been returned by the Justices of Peace of said county within the time limited, but some of them having since certified the above two. [?] [Treasurer Southampton] to the Customs Commissioners to observe a royal warrant to permit 10,000l. to be transported by Dr. Bargrave and Jo. Seleck, chosen as their representatives by the bishops and clergy of the realm, who, in compassion of such poor souls as are at present in captivity and durance under Turkish Governors, have designed 10,000l. towards the redemption of such a number as that sum will emancipate, and have agreed with divers goldsmiths for furnishing them with such a quantity of foreign coin as amounts to that sum. Sept. 18 An order of the King in Council of the 17th instant, read and entered, for directions to the Farmers of the Customs to give a bill of store to permit some pieces of red cloth and cotton for coats for the Governor of Dunkirk's regiment to be transported to Dunkirk, Custom free, in the "John" catch, Jo. Barton master, now lying at the Tower Wharf. Order for their observation hereof. Ibid, X. p. 127.
The like warrant, ut supra, p. 424, for the farm of the Excise of Norfolk (with the suburbs of Thetford and the hundred of Lothingland lying in the county of Suffolk) to Hugh Hovell of Castellane, co. Norfolk, Francis Menell [Meynell], Alderman, Sam Sterling, Alderman, and Jo. Mann, at 13,000l. per an. (by quarterly payments without a quarter's advance): the said Hugh Hovell, one of the present Sub-Commissioners, being thereto certified by the major part of the Justices of the Peace in their General Sessions for the said county held at Faken-ham July 26 last: but the Lord Treasurer having joined the abovesaid three with him in the lease. Circular letter from Treasurer Southampton to the Customs officers of the outports. The King has contracted with Sir Job Harby; Sir John Wolstenholme, Sir John Jacob, Sir Nicholas Crispe, Sir John Harrison and Sir John Shaw for a lease for five years from Sept. 29 inst., of all his Customs, subsidies, duties and payments whatsoever for all goods, wares, wines, and merchandize imported into or exported into or exported from England, Wales, and Berwick on Tweed. They are therefore to be suffered to enter thereupon accordingly, and by themselves or agents, &o., to collect the said Customs, &c., within the various ports, &c., and to do and execute all things whatsoever to the service appertaining. No entry is to be taken without their collector, nor goods shipped or landed without their searcher or other officer. Further; an inventory of all goods in the various Custom Houses is to be made and kept up to Sept. 29 inst., in order that it may be justly known what goods may be put upon account for His Majesty and not the farmers. Report to the King from Treasurer Southampton [on the petition of Sir Nicholas Crispe] concerning spices imported and the Customs and duties thereon. The spices imported since the Navigation Act have been only by stealth and without paying any Custom, being brought in by Dutch and foreign merchants and foul traders at home. This must necessarily be so because the Dutch, who have had the sole trade of them these many years, are prohibited, and the English cannot import them from Holland because they import them not from the place of their growth, the English East India Company themselves having no capacity to do it until they be restored to Poleroon, or gain some of the Spice Islands, so that neither to them (until such a conjunction) nor to any other can the freedom of importing those spices be any prejudice. And all fair traders desire the same. And when the importation will be free your Majesty is like duly to be paid. But all the traders therein conceive it very just and equal that the licence be general and not restrained to any person or small number "Soe as wee found not any obstruccon to your Majesty's bounty and goodnesse which by your reference wee perceive your Majesty intends the petitioner save that the Customes being now to be farmed the farmers pretend the duty on spices is part of the Booke of Rates which they have farmed, which as it is true soe on the other hand by fair trading and without your Majesty's lycence little was like to be entred. And therefore upon the whole debate it was agreed with consent of all that if your Majesty gave this lycence Sir Nicholas Crispe should receive two thirds and the farmers one untill your Majesties intended bounty to Sir Nicholas Crispe were compleated." Sept.— Reply from Lord Treasurer Southampton and Chancellor of the Exchequer Lord Ashley to the Portugal Ambassador's papers concerning the damage the Crown of Portugal sustained by the late usurpers. Refer to the 11th article of the treaty of 1654, relating to trade with Brazil and the violation of same by four English ships. the "Concord," "Hector," "Sampson," and "Little Lewys," which the English King has disowned. Refer by way of further answer to the question of the payment of the Queen's jointure. A million crusadoes were to be answered, each at 3s.[sic], according to its intrinsic value. At the time this was in discourse with the Ambassador the Treasury offered proof that from Alderman Backwell the Ambassador and others had received 3s. 7d. a crusadoe. Nevertheless at the King's command consented to estimate the crusadoe but at 3s. 6d. Of the total million there has been paid 217,785 crusadoes to the Earl of Sandwich at Portugal, and 510,000 to divers bankers here in England, leaving 272,215 unpaid, which at 3s. 6d. a crusade=47,637l. Pray that the Ambassador be moved to have this forthwith paid, "it being assigned to some bankers who have advanced [the value of] the same for His Majesties' publique services and who are much disappointed by their soe long attending for the same after it was due."
