William Lowndes to the Auditor of the Receipt to issue 22,558l. 5s. 6d. to Edward Russell on the unsatisfied order in his name as Treasurer of the Navy, 15,091l. 16s. 3d. thereof out of loans in the Exchequer on the 300,000l. per an. of the Customs and 7,466l. 9s. 3d. out of loans there on the Annuity Act: to be applied towards the building of four new Second Rate ships, “and is the full proportion to the Navy for that service out of each of the aforementioned Fonds.” Disposition Book XIII, p. 63.
Also 13,777l. 6s. 8d. to same upon the same unsatisfied order: for the officers of the two Marine Regiments: 7,122l. 19s. 6d. thereof out of loans on the third 4s. William Glanville (in the absence of William Lowndes) to Lord Coningsby and Mr. Clark (late Secretary of War in Ireland) to report on the enclosed petition and case [missing] of Daniell Butts relating to the stating and adjusting of his accounts as Commissary appointed by the Earl of Athlone to transport the Irish Troops into France on the capitulation of Limerick. William Lowndes to the Earl of Ranelagh. The Treasury Lords have directed 5,000l. to be advanced to you by Mr. Barth. Burton at the Exchequer, to wit 2,000l. this day and 1,000l. a week in the three next succeeding weeks. They desire you to pay same to Monsieur Pereyra on account for provisions for the Troops coming from Flanders. Disposition Book XIII, p. 101.
Nov. 7. Royal letters patent granting to Salathiell Lovell (Serjeant at Law and Recorder of London) the office of Second (alter) Justice of cos. Chester and Flint and Second Justice of cos. Denbigh and Montgomery: to be held simultaneously with John Combes of the Middle Temple, esq., who by two patents of 6 May last, supra, p. 1043, was constituted to the like offices: all in consideration of the great and grave causes, matters, questions and ambiguities of law daily increasing in the said county to the great delay in the administration of justice there: with the fee of 50l. per an. each. Taylour [in the absence of William Lowndes] to the Auditor of the Receipt to strike tallies [on the Excise] for 750l. to Isabella, Duchess Dowager of Grafton, and Charles, Duke of Grafton, her son, for last Sept. 29 quarter, on their pensions. Nov. 13. William Lowndes to Lord Russell, enclosing the memorial of Mr. Phil. Ryley concerning some fines recovered by the late sheriffs of London, who are now upon passing their accounts. The Treasury Lords desire you to forbear passing their accounts unless the said fines are charged therein. Out Letters (General) XV, p. 41.
Appending: said petition. The sheriffs of London for the year past have received 1,200l. of persons convicted by my [Ryley's] prosecution for exchanging of broad money, viz. 133l. 6s. 8d. of William Ladds of Oundle; 66l. 13s. 4d. of Hartley of Stony Stratford and 1,200l. received and secured to be paid by their vintner in Cornhill; which fines the sheriffs pretend to belong to them in respect of their office. They are to come to their Apposer in the Pipe to-morrow morning. Please order the Clerk of the Pipe to forbear to pass their accounts unless they charge themselves with the said fines.

William Lowndes to the Auditor of the Receipt to issue 4,000l. to the Earl of Bradford [Cofferer of the Household] on the unsatisfied order in his name for the service of the Household: to be issued out of loans to be made by Mr. Lancelot Burton on credit of the Hereditary and Temporary Excise: to be applied to answer bills from Flanders for the late expenses of the [part of the] King's Household [which accompanied him] there.
