Same to Philip Ryley, Surveyor General of Woods, Trent South, to pay out of the proceeds of sale of tops of Navy trees in New Forest 100l. to Francis Dickens, woodward of New Forest, towards the 184l. 8s. 8d. which he claims on his fee of 6d. per £ on sales of wood and 4d. per tree for marking of the 2,048 trees which under the Treasury warrant of 1690, July 21, he sold to John Fitch for 6,012l., the said fees being in accordance with the Treasury order of 1690, Aug. 1 [see supra, Calendar of Treasury Books, Vol. IX, p. 408], but said Fitch having only paid 20l. 5s. 8d. thereof, alleging that he has been hardly dealt with and has suffered great loss and damage by the several interruptions given him, not enjoying the wood sold according to contract, and hath lost 800l. by the said sale; upon whose refusal to pay the said 164l. 3s. 0d. balance of fees, the said Ryley put a stop on the carrying off the said trees, which stop was taken off by Treasury order of 1691, Aug. 26, which order said Ryley loyally obeyed, thus leaving himself without remedy for the balance of his fees. Treasury warrant to the Receipt for the particular application and the transfer of loans as follows. Sir Leonard Robinson et al. as below have since Jan. 10 inst. lent in all 27,600l. upon credit of the Exchequer in general, but with intention to be transferred to the 4s. Aid as soon as the Act for same shall be passed. Especial care is hereby to be taken that no part of the moneys so lent or which shall be so lent before the passing of said Act be issued to any persons or uses other than to the Treasurer of the Navy for the use of the Navy or Victualling, or to the Paymaster of the Ordnance for sea service of the Office of Ordnance or to the Paymasters of the Land Forces. Orders of repayment for the sums as follow are hereby to be drawn with 6 per cent. interest: and as soon as the Act for the 4s. Aid be passed the principal and interest due upon these orders of repayment are to be transferred [to the intended Register of loans upon the said Aid] “by satisfying the same out of loans which the said Sir Leonard Robinson and other the respective lenders aforesaid shall make upon the same Act: for which loans so to be made the orders are intended to be registered after the sum of 735,391l. 18s. 5½d. transferable unto the [Register of the] said Act from the credit of the late Act for the Quarterly Poll.”

Same to Mr. Knight, Customs Cashier, enclosing a certificate [missing] of money paid at the Exchequer to Sir John Banks, assignee of Edward Russell, for 6 per cent. interest on 5,908l. 8s. 7d. lent on the Exchequer in general. Treasury warrant to the Commissioners of Excise and Hearthmoney to discharge Daniel Serle of Guildford and Thomas Smallpeece and Samuell Barton, his sureties, of the debt of 85l. 9s. 6d. in which he stands indebted to the Crown on his account from Lady day, 1689, as collector of Hearth-money: he having never been a collector before and they being all in a mean condition and unable to pay; as is certified by several of the inhabitants of Guildford. Treasury order for the execution of a warrant, dated Jan. 15 inst., from the Earl of Dorset, Lord Chamberlain, to Sir Francis Lawley, Master and Treasurer of the Jewel House, for the making of two large silver “cestorns,” to be curiously enchased and embossed according to the drafts their Majesties have given. Ibid.
Jan. 18. Royal warrant to the Attorney or Solicitor General for a great seal to constitute and appoint Phillip Darcy, Sir Roger Langley, Sir Edward Ayscough, Sir Mich. Cole, Sir Jona. Jennings, John Parkhurst, Robert Murray and George St. Loo to be Principal Commissioners for Prizes: with salaries of 500l. per an. each: to be payable quarterly from 1692, Christmas, during pleasure: all loco the great seal, ut supra, Calendar of Treasury Books, Vol. IX, p. 1371, which appointed the first seven named to the said office. Same to same to supersede process against John Lavie, who in 1689 became bound at the Custom House for some wines belonging to Giles Biggs of London, merchant, who failed indebted in 1,303l. 3s. 11½d. in bonds to the Crown, whereon 664l. 19s. 6d. has been seized as representing the value of a ship and other goods and debts and petitioner continues a prisoner in the King's Bench on an extent for part of the balance; he having a family to maintain and already [advanced] in years and being fled into this country for shelter for his religion as a French refugee, leaving the small estate he had in France, and is now in a poor and low condition. Royal warrant to the Clerk of the Signet for a privy seal for an annuity or pension of 500l. to George Cholmondley as a Groom of the Bedchamber to the King: to be paid quarterly as from 1691, Christmas, during his continuance in said employ, unless the King declare sooner his pleasure to determine same. Royal warrant to the Attorney or Solicitor General for a great seal for the erection of a College in Virigina for Theology, Philosophy, the languages and other good arts and sciences: to meet the wishes of the General Assembly there that the Church in that country may be furnished with a seminary of ministers and the youth educated in good learning and manners and that the Christian faith may be propagated among the Western Indians. The present grant is to be to Francis Nicholson, William Colle, Ralph Wormely, William Bird, John Leare, esqs., James Blaire, John Farniford, Stephen Fance and Samuel Gray, clerks, Thomas Milner, Christopher Robinson, Charles Scharborough, John Smyth, Benjamin Harrison, Miles Cary, Henry Hartwell, William Randolph and Mathew Page, gent., to found and erect a perpetual college, consisting of one president, six masters and 100 scholars more or less, graduate and non-graduate according to orders and statutes to be made by said Nicholson et al.: same to be built in a certain place on the south side of York River upon the land late of Col. — Townesend, deceased, now in the possession of John Smith, near the part appointed by the General Assembly for York County, or at any other place in Virginia which shall be thought fit: with power to hold lands etc. to the value of 2,000l. a year: James Blaire to be the first President: the College to be called “the College of William and Mary in Virginia”: as soon as the same shall be founded and erected the said Nicholson et al. are empowered to assign to the President and Masters lands etc. to value of 2,000l. per an.: the said Nicholson et al. to be Visitors and Governors of the College, with power to make rules, statutes etc. for the governance thereof; provided same be not contrary to the prerogative royal, the laws of England or Virginia or the canons and constitutions of the Church of England: the said Visitors or Governors to have one person out of their number to be Rector for a year: James Blaire to be Rector for the first year; also to have a Chancellor, and Henry, Bishop of London, to be the first Chancellor for seven years and his successor to be nominated by the Governors.
Further, the Crown hereby assigns to the said Governors the sum of 1,985l. 14s. 10d. of quit rent moneys now in the hands of William Bird, Auditor [of Virginia], and further grants to them for ever the revenue of 1d. per lb. of tobacco laded within the Colonies of Virginia and Maryland, provided that the Customs Commissioners in England do nominate and appoint the collectors, receivers and comptrollers thereof as hitherto and that the said officers be first paid out of the said revenue.
And further to grant to said Governors the office of Surveyor General of the Colony of Virginia, with power to nominate thereto, with the approval of the Governor in Chief and Council of State of Virginia.
And further to grant to them 10,000 acres of ground not yet legally taken up on the south side of the Blackwater Swamp and 10,000 acres in Pomunkey Neck between the forks of York River, to be held for ever by fealty and in free and common socage, for which they are to render for ever to the King and his successors yearly two copies of Latin verses at the house of the Governor or Deputy Governor of the Colony as in discharge of all manner of quitrents, services etc.
And further to grant to the President and Masters or Professors power to elect one member to the House of Burgesses of the General Assembly of Virginia.
