Same to the Navy Commissioners. I have read to my Lords your report on the petition of the inferior officers of the Navy Office, praying relief in the 4s. Aid assessments on their salaries, “wherein you desire their Lordships' favour to your Board, your clerks and officers of the Yard,” You are to make forth bills to the Navy Treasurer for paying the said assessments on the said officers and clerks, taking care that no more be allowed than they have actually paid. Treasury warrant to the King's Remembrancer to take a bond from Charles, Lord Cornwallis, for his payment of a fine of 300l. on a lease, which is preparing, of 31 years of the Priory of St. Peter's in Eye and of the manor of Eye Hall, co. Suffolk, as soon as he shall have recovered quiet possession of the premises: he having represented that same are pretended to be within the jointure of the Queen Dowager and that he must be at great expense to defend the Crown's title thereto, wherefore he desires respite of the fine till he shall have recovered the premises to the King. Royal warrant, under the Queen's sign manual, to the Lords Justices, Ireland, to pay Charles White of Leixlip, Ireland, 300l. per an. out of his forfeited estate which is seized into the hands of the Crown: to be for his support and maintenance: to be payable quarterly from June 24 last during pleasure. Out Letters (Ireland) VI, p. 326.
Same to same to authorise the Revenue Commissioners, Ireland, to abate or discharge, as they in their discretion think fit, [the accounts of] such Protestant collectors who were employed to Christmas, 1688, and Lady day, 1689, who stated their accounts, but fled to England, and returning [subsequently] to Ireland were restored to their employments and do yet owe the balances of their respective accounts, “which being called for, they crave allowances for horses, arms and other goods taken from them by the Irish, which, with a long expense they have layen under whilst out of employment, has in some measure disabled them from payment thereof,” and a rigorous prosecution of their securities may endanger the ruin of several of them and their families without any service to the Crown: and likewise a further set of collectors who from Lady day, 1689, were employed to Midsummer, 1690, and remain in arrear for considerable sums, such of them as stayed in that county having only received brass money, which the Revenue Commissioners are assured was the only current coin then and in which they are ready to pay their balances, but so inconsiderable is the value thereof that 2,000l. of it would not pay the charge in attending the passing of one single account, wherefore they have prayed that such balances may be struck off: and further in the year 1687 part of the Hearthmoney which could not be farmed was collected by persons who gave bond to answer an estimated sum for each county and were to have 15d. a £ allowed them out of what they should collect and pay in above the said estimate, “on which account there remains an insolvent arrear of 3,321l. 7s. 9¼d., they being Irishmen [who were so] then employed [and] are most of them not to be found,” and such as have appeared are not worth anything, which makes this, with the foregoing article, only an incumbrance to the books [of the Revenue Commissioners, Ireland]. Tempest, late a Receiver General of Hearthmoney, praying discharge of 570l. lost by returning of money through William Paxton. They do not think fit to allow him the same.
Aug. 17. Treasury reference to the Customs Commissioners of the petition of Henry Blyford et al., merchants, shewing that there is 315l. 3s. 9d. due to them upon debentures for corn exported in 1691 and 1692 from the ports of Lynn Regis, Wells etc. in co. Norfolk, and that the Customs in those ports were not sufficient to pay same over and above the officers salaries: therefore praying for same to be paid out of the Customs of some other ports. Aug. 18. Royal warrant, under the Queen's sign manual, to the Clerk of the Signet for a privy seal for a sum of 600l. per an. to Ann, Viscountess Preston, for the support of her and her children: out of her husband's forfeited estate, which is seized into the hands of the Crown: the Queen being pleased to allow her the said sum. Hereon 450l. is to be paid immediately for the three quarters to June 24 last. King's Warrant Book XVII, p. 86.

Royal warrant, under the Queen's sign manual, to the Clerk of the Signet for a privy seal for a grant to Eliz. Bennett of the goods and chattels of Thomas Jones of London, joiner, who on May 1 last was outlawed on a plea of debt at the suit of said Bennett and his goods seized into the hands of the Crown by Sir Thomas Lane and Sir Thomas Cooke, sheriffs of London, by an inquisition taken at the Guildhall June 3 last to the value of 58l. 11s. 6d. Same to Secretary Trenchard. I have this morning received the Queen's orders to issue 485l. as above to Major Foubert and the officers that came with him; to buy saddles and to pay for the keeping the horses after their landing in Flanders. I have written to the Exchequer, Mr. Clarke and the Earl of Ranelagh accordingly, “so that if they are ready to receive and pay it you may be certain them will be no delay in their Majesties' service for want of the said money.” (Same to said Clarke, informing him of the above provision “for the purposes mentioned in your letter of yesterday's date.” Give Mr. Foubort notice of this provision that he may attend the Earl of Ranelagh so that the service may suffer no delay.) Royal warrant, under the King's sign manual, dated at St. Quentin Linnich, to the Lords Justices, Ireland, for a patent to pass the great seal of Ireland to direct Henry Guy, Robert Rochford and Mathew Hutton to grant, assign and assure to Richard Topham of St. Margaret's, Westminster, gent., all the lands etc. in Knockingen in the barony of Balruthy, co. Dublin, and all other lands which James, Duke of York, possessed in Ireland on the 5th Feb., 1684–5, all which were granted by the Crown to said Guy, Rochford and Hutton by the patent under the great seal of Ireland dated Dublin, June 1 last: this assignment to be to the only use of said Topham and his heirs for ever. Aug. 25. Henry Guy to the Navy Commissioners. My Lords direct that the 2,000l. given this week [supra, p. 318] for recalls and the sums which shall be ordered in the future for the same shall be paid away according to the following methods: Out Letters (General) XIV, p. 137.
(1) That no ships' books be recalled but those which have been or shall be paid since Feb. 14 last, but that the books of all ships paid before [that date] shall be forthwith made up.
(2) That the first payments to be made on the said books shall be to the officers who have passed or shall pass their accounts and to the widows, orphans and other administrators of the dead or slain in their Majesties' service: and that you go through the book with such payments before you begin to pay on any other head, setting aside the persons who do not appear, to be again recalled.
