Spalden on behalf of themselves and others, tradesmen, that Sir William Villiers' accounts of the Stables (being part of money he should pay them) may not be declared till they be heard by counsel. Mar. 14. Royal warrant to the Attorney General to acknowledge satisfaction on record of the judgment as to the King's moiety of the forfeiture of 396l. imposed on Robert Etherick, who in Trinity term, 2 Wm. and Mary, was sentenced for transporting wool on the evidence of James Writtle: all on condition of said Etherick paying 99l. into the Exchequer. John Ford and others, under a Custom House commission [to them as seizers], seized the said goods as the late Queen Mary's proper goods; therefore praying restoration thereof. Same to Mr. Richards The King has read over your account of the servants of the Chamber who were appointed to serve his Majesty the last campaign, and objects to several that he does not remember that he saw them at all in that expedition; and therefore his Majesty would have an exact list of such only as did personally attend him there and particularly those of the Robes and the Harbingers, leaving out of account all but what was the ordinary allowance for the last campaign, the rest of their allowances being not to be considered till the arrears of the [Treasurer of the Chamber's] Office be stated. Mar. 17. Robert Squibb [for Henry Guy] to Capt. Thomas Langley. Mr. Guy has received yours of the 3rd inst. relating to your subsisting Dutch seamen and soldiers that come to Harwich. My Lords' positive and express direction is that you pay no more money to Dutch seamen and soldiers for their subsistence, for if you do their Lordships will not repay you. Treasury reference to the Excise Commissioners of the petition of Richard Patrickson, shewing that he became bound in 1,000l. for one Benson, a collector of Excise, who in a very short time ran 3,000l. in arrear, for which “his” estate is seized and his person imprisoned, yet not able to pay any considerable part thereof; therefore praying that such proportion of said bond may be discharged as his Majesty shall think fit. Treasury reference to Mr. [Auditor] Aldworth of the petition and case of Antho. Hammond (referred to the Treasury by Secretary the Earl of Nottingham), shewing that his father purchased the residue of a 99 years' term, and afterwards purchased the inheritance, of the manor of Somersham co. Huntingdon, without knowing that there was an intermediate term of 43 years granted from the end of said 99 years' term to Lord Holles et al. in trust for the now Queen Dowager; therefore praying a grant of the residue of said 43 years' term after expiry of such terms as shall be granted by said Queen Dowager, who has power to renew and fill up for 31 years. Same to Mr. Hutchinson [Solicitor to the Customs]. Send me an account from time to time of all seizures as soon as they are made, the nature and value of the goods and the seizer's name. Also send a monthly account how the prosecutions of all seizures stand and in what probable time the money for them will be paid into the Exchequer; and send me notice, two days before, of what moneys will be paid into the Exchequer for them, as in my letter of Feb. 20 last supra, p. 505. Mar. 20. Report to the King from the Treasury Lords on the several reasons for prohibiting the import of all foreign made lutestrings [lustrings] and alamodes, as referred to said Lords by Order in Council of Feb. 22 last. We referred same to the Customs Commissioners, who have proposed the enclosed clause [missing] to be inserted in an Act of Parliament for marking and sealing all such whether entered at the Custom House or brought in on seizure. If passed, they are of opinion such clause would prove not only a great advantage to the revenue, but an encouragement to the manufacture of those commodities in this kingdom. Treasury warrant to the Excise Commissioners to discharge the debt of 44l. 1s. 6½d. resting on Ann Newton, widow of George Newton, for many years a faithful collector of Excise, being an arrear resting on his accounts at his death, he having died poor and left his wife and family in a low condition, and his death being due to illness contracted when appointed collector for North Wales in 1689, being a very bad and mountainous riding. Same to same to allow in account 50l. to Thomas Amy, late a Receiver General of Hearthmoney, for a quarter's salary to 1690. June 24, upon his clearing the 78l. 13s. 10d. balance of his account. Ibid, p. 276.

Same to same to stay process against John Clay late collector of Excise in North Wales, on his paying 330l. 2s. 0½d. towards his debt of 820l. 2s. 0½d.; he having been accustomed to return his money by [bills of] graziers and dealers in cattle, who after they had sold their cattle in London paid the money into the Excise Office, London, for his account; and in April, 1688, he so paid 300l. to Griffith John Lewis, alias James, a grazier of Denbigh, taking bond for same in 600l. from said Jones and Sir Evan Lloyd; and in Aug., 1688, he paid him another 300l. under the like bond, but of the said two sums only 110l. has been paid [into the Excise Office], and both said bonds have accordingly been put in suit and seizure has been made of an estate of the said Jones of about 12l. per an. and some debts to the value of 350l., and the said Sir Evan Lloyd has proposed to pay 50l. per an. until the balance of 490l. is paid. Process is hereby to be continued against the said Sir Evan who has a considerable estate. Ibid.
Mar. 20. Treasury warrant to the Excise Commissioners to discharge, on payment of 40l., Charles Lloyd of the debt of 130l. 15s. 10½d. resting on him as late brewer of the city of Bristol, he having been a common brewer of good repute there for many years, and failed in his estate by decay of trade and losses from customers and having reduced his Excise debt from 299l. 16s. 10¾d to 130l. 15s. 10½d., is no ways able to satisfy the rest, and his brothers, who are merchants in Bristol, offer to pay 40l. in settlement, whereby his person may be at liberty.
