May 1. Treasury reference to the Surveyor General of Crown Lands of the petition of Richard, Visct. Colchester, for a grant of the manor of Higham Ferrers, co. Northampton (of the yearly value of 800l.) in reversion of the Queen Dowager's interest. Reference Book VII, p. 48.
The Treasury Lords to the Lords Justices, Ireland. Being satisfied that it is not in your power to provide the 5,200l. levy money which is to be furnished out of the revenue of Ireland for the four new raised Regiments without borrowing the same upon the revenue there; and the time being now come for that service to be performed, it is the King's pleasure that you use the speediest means to raise the said sum by way of credit on said revenue or any branch thereof. In regard that one entire Regiment of the four and half the other three are to be levied in England, we desire you to remit 3,250l. forthwith hither for the raising of those Troops here. [April 5, probably erratum for May 5.] Same to the Attorney General to give warrant to the Clerk of the Petty Bag for a commission under the great seal to Robert Blaney and seven others, detailed, to enquire of divers messuages, lands etc. in the parish of St. Giles without Cripplegate heretofore vested in the Crown, but by some fraudulent means or devices unjustly concealed and detained therefrom. Entry of a Treasury caveat in behalf of John Draper for him to be heard before any grant pass to Thomas Neale for any employment relating to the Act for raising a million by way of Salt and Lottery [5 Wm. and Mary, c. 7]. Caveat Book, p. 37.

May 6. The Treasury Lords to the Lords Justices, Ireland, enclosing the petition [missing] of Richard, Earl of Cork and Burlington, concerning his salary of 20s. a day as Lord High Treasurer of Ireland. It is the Queen's pleasure that said salary be put on the establishment of Ireland if you have no objection. Have you such objection from its being made a precedent for others to importune the Queen for the like favour? Out Letters (Ireland) VI, p. 423.
May 7. Treasury warrant dormant to the Receivers etc. concerned, to pay 1,200l. per an, to Francis Russell as Capt. General and Governor in Chief of Barbados and several other islands and places in America, from Dec. 26 last, out of the Four and a Half per cent. May 7. Henry Guy to Mr. Clarke to procure a royal warrant, to be signed by the Queen, to authorise the Pay-master of the Forces late in Ireland to pay 300l. to Col. James Wynn for buying recruit horses for his Regiment of Dragoons in consideration of those lost at sea. Out Letters (General) XIV, p. 234.

You are to apply to the Earl of Pembroke, Lord Lieutenant of your county, for a certificate of what you laid out and thereon the Excise officers will reimburse you, as is done in other counties. May 8. Treasury warrant to the Auditor of the Receipt to repay to Whitfeild Hayter of London, goldsmith, the 104,000l. (lent on April 21 last on credit of the Exchequer in general) out of the first moneys arising by the Poll [5 and 6 Wm. and Mary, c. 14] in such course and order as the [repayment] orders for the said loan are already entered or numbered: paying the agreed 6 per cent. interest thereon out of the unappropriated moneys of the fourth of the Customs. Treasury warrant to Mr. Knight, Customs Cashier, to receive from Peter Paggen the 188l. 11s. 8d. in his hands for the port duties in Maryland for the year 1692 and to pay same to Charles, Lord Baltimore, together with the 411l. 18s. 8d. remaining in said Knight's hands, for the impost duty and the tonnage of ships from Maryland in 1691, all ut supra, pp. 601–2. Royal warrant to the Lords Justices, Ireland, for a great seal to re-grant to Dr. Robert Gorges the towns of Smithstown (247 acres), Bodin (85 acres), Thomastown (87 acres), Kilbrew (208 acres), and the Bisk of Kilbrew (65 acres) in the barony of Ratoath, co. Meath, upon his first surrendering of the same to the Crown: to be re-granted in fee without any saving of any pretended right of Patrick Barnwell: reserving the quit and Crown rents formerly payable thereout: all by reason that Capt. Richard Gorges has petitioned shewing that the premises were granted to his father, Dr. Gorges, in satisfaction of arrears due for service in Ireland and by certificate of the late Commissioners of Claims, but with a saving of the right of one Patrick Barnwall, pursuant to a pretended deed of settlement made in 1625 after the death of his father, Simon Barnwall, who died in 1675, at which time said Patrick sealed leases of ejectment on the said lands and gave notice of trial, but durst not try the validity of the said deed, the said Dr. Gorges having the evidence of Simon the father and Elizabeth the mother and Andrew Dillon, the uncle of said Patrick, and also the witness of Richard, late Baron of Colonee [Coote of Coloony], that said deed was a forgery made after the war; but in 1688, when the Papists were in power in Ireland, said Patrick by corrupting Garret Dillon, the late King's Prime Serjeant at Law, obtained from an Irish jury a verdict for the said deed and on an appeal to the King's Bench, England, and by corrupting Nangle the sheriff obtained a writ of execution on said Dr. Gorges' house [in Ireland] and seized 1,000l. of goods “and thereby made him the first fruit of the then approaching rebellion”; and that since then said Patrick raised a Company in Lord Slane's Regiment, was at the siege of Londonderry and was killed in action against his present Majesty: which petition being referred to the Lords Justices, they have reported that said lands were part of the estate, being 1,369 acres, forfeited by the rebellion of one Patrick Barnwall in 1641 and were set out for satisfaction of the claims of soldiers who suppressed that rebellion, and the said Dr. Robert Gorges bought the portions thereof as above and same were passed under the great seal [of Ireland] in 1668, the other portions being enjoyed by other persons according to the respective distributions, until they were extended as above by Patrick Barnwall upon a debt of 1,600l. of his to one Warren, which covering the whole estate, the other possessors relinquished their possession and retrenched it for a third, pursuant to the Act of Explanation, whereby the said Dr. Gorges became entitled to the whole and so continued in possession thereof until 1688 etc. as above.
