Royal warrant to the Attorney or Solicitor General for a great seal for a commission to constitute Henry Villiers, Richard Gee, Henry Ashurst and Walter Overbury, esq., to be Commissioners for Hackney Coaches under the Act [5 and 6 Wm. and Mary, c. 22] for licensing and regulating Hackney coaches and stage coaches from 1694, May 10: with power to licence not more than 700 Hackney coaches in London, Westminster, the suburbs and the parishes in the weekly bills of mortality and all stage coaches throughout England, Wales and Berwick; the said Commissioners to observe rules to be prescribed by the Treasury Lords or by the royal sign manual: with salaries of 200l. per an. each from March 25 last: Anthony Mecke to be their Secretary or Register with 100l. per an. salary. Prefixing: Order of the Queen in Council, dated Whitehall, May 10 last, directing said payment on a report dated May 9 last from the Duke of Leeds, Duke of Shrewsbury, Earl of Bridgwater, Visct. Dursley and Sir Henry Goodricke. Commissioners of Appeals for Prizes. The said Gardner did in 1689 take the ship St. Joseph, Peter Ignatius Vandevelde commander, on which there were goods which on condemnation yielded 827l. 15s. 7d. to the King; which ship and lading he brought in entire without any embezzlement.

The Treasury Lords to the [Assessment] Commissioners for the 4s. Aid in the Hundred of Halfshire, co. Worcester. We are informed that the borough of Droitwich is charged but at 488l. for the said Aid for the whole year and that the said borough and the salt pits last year were rated to a like Aid, and did pay 989l. 9s. 0d., which is 501l. 9s. 0d. more than the houses and salt springs are now charged with. We desire you to revise the duplicates [of the assessments] for the said borough and salt springs and to amend same according to your powers under the Act for said Aid. June 1. Henry Guy to Mr. Blathwayt. This evening my Lords waited on the Queen with the enclosed papers [missing] of Col. Wolseley, to be informed if she knew the King's pleasure upon them. Treasury subscription for the execution of a warrant dated April 28 last from the Earl of Dorset, Lord Chamberlain, to Sir Francis Lawley, Master of the Jewel House, to deliver to Sir Fleetwood Sheppard, kt., Gentleman Usher of the Black Rod, a chain of gold and a badge of gold, “both weighing ten ounces or thereabouts,” of the same fashion as worn by the Gentleman Usher. Royal warrant under the Queen's sign manual to the Lords Justices, Ireland, to order the Commissioners for Forfeited Estates, Ireland, to grant a lease or custodiam to Thomas Keightley of the following estates for three years from May 1 last: being the residue (worth 674l. 11s. 6d. per an.) of divers forfeited lands of which he has prayed a custodiam, a great part of the whole being already disposed of. The Treasury Lords to the Lords Justices, Ireland, transmitting copy [missing] of a report from the [Principal] Officers of the Mint on a letter from the late Lord Lieutenant and Council relating to the erecting of a Mint in Ireland. We cannot by any means represent this matter to the Queen otherwise than according to the said report. Treasury reference to the Customs Commissioners of the petition of Erasmus Dole, merchant, of Bristol, shewing that there is due to him from the Transports Commissioners near 300l. and 148l. 4s. 0d. for the hire of a ship to Martinique against the French; that he is indebted 130l. to the King for Customs, which by reason of great losses he is not able to pay: therefore praying that same may be discounted out of said debt. Treasury reference to the Commissioners for the Paper Duty of the petition of the stationers of London and Middlesex, praying an allowance [discount] for the ready money which they pay upon the stamping of their paper and parchment and for their extraordinary pains and attendance in getting their goods stamped. Same to the Customs Commissioners of the petition of Margaret Wheler, wife of John Wheler of Bristol, shewing that her husband, going with his vessel to Ireland, was cast away, but some of the cargo being saved was brought to Callicoat [Caldicot] in Wales, where it was seized, and her husband standing trial was cast and is since become bankrupt; therefore praying to be remitted the 80l. due to the King for the duty of the tobacco. Same to the Excise Commissioners of the petition of Arthur Robinson, shewing that he became bound [surety for the collector] for some of the Excise money in Yorkshire and an extent was issued against him [for] 2,800l. in Feb., 1691–2, and his estate and effects seized and he a prisoner ever since; that shortly after another extent issued against him for about 1,500l., part of the land tax money, [he] being bound [surety] for a sub-collector and his effects seized again and the first extent vacated by order of the Exchequer Court, but petitioner is charged again with actions for the Excise debt: therefore praying to be discharged from said Excise debt, not being able to pay it. Treasury reference to the Postmasters General of the petition of George Warburton, shewing that he was Manager of the Post Office of Ireland from Midsummer, 1683, to the arrival of King James in Ireland, after which he was soon turned out being a Protestant; that after the battle of the Boyne he was re-established in said Office; that there is a great arrear standing out against him at the time of bis being removed, occasioned by the failure of several Protestant Postmaster[s in the country] and the debts owing by several Popish Postmasters put in after [the commencement of] Tyrconnell's government, and the opening of the mails at the Castle and taking out letters of Tyrconnell before they were delivered into the Post Office: therefore praying to be discharged from the said old arrear. The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed petition of the widow of Samuel Hartwell, esq., lately deceased (praying an allowance for his castle of Castle Connell, near Limerick, blown up by his Majesty's command after the war was ended), together with the annexed letters [missing] from the late Lords Justices of Ireland, “having been laid before the King.” By the King's command you are to propose a, fit recompense for the widow. June 9. Henry Guy to the Navy Commissioners to contract on terms as below with John Taylour for the 2,000 tons of hemp which you have proposed as necessary to be provided at this time. A fourth part of the price thereof will be put into the hands of the Treasurer of the Navy the next ensuing week and the other weekly payments from July 1 next shall be duly complied with according to Mr. Taylour's proposal. Appending: said proposal by John Taylor, merchant, dated June 8, under the title of a calculation of the rate of hemp which it may cost his Majesty if imported this year upon his Majesty's account. The said Taylor doth not doubt to deliver into the Stores at Portsmouth, Chatham and Woolwich such quantities of hemp as the Navy Board shall demand this year at 26l. 10s. 0d. the ton, including the commission of 3 per cent., notwithstanding the season is far advanced and other nations are at market before us, provided the payments are duly complied with as follows, viz. a fourth part of the sum immediately, the other three fourths by weekly payments from July 1 to the last week of October.
Same to the Attorney and Solicitor General. My Lords have read your paper of amendments or alterations desired [by you] to be made in the warrant for the [in]corporation of the Bank of England. They direct me to signify to you that the names of Dr. George Oxenden and Maximilian Westerne were inserted in the first two sheets of the said warrant and the name of Charles Thorold [was] struck out before the warrant was signed [by the Queen]. My Lords suppose that is sufficient authority for your naming them aright in all other parts of the Bill. As for the other things in your paper, my Lords do not think it material whether they pass as they are in the warrant or in the [your] paper. These matters being only of form, my Lords desire you to take care that the Bill do pass in words to the effect of her Majesty's warrant. Ibid, p. 253.

Fletcher, bart., shewing that they are trustees for Lady Preston and her children under a lease from the Crown, that Sir John Heron, bart., deceased, and William Foster, esq., became bound in 100l. for said Visct. Preston's appearing in the King's Bench in Hilary term, 1691, which recognizances are estreated and process issued against them [Heron etc.]; that Visct. June 9. Treasury warrant to the Surveyor General of Crown Lands for a particular of 24 tenements adjoining on [to] each side of Somerset House in the Strond in order to a grant, by the Queen's special command, of the inheritance thereof to Charles, Earl of Dorset, for ever at the rent of 13s. 4d. per an.: in consideration of a fine of 100l. and of said Earl's many good and faithful services. Prefixing: (a) note of said Earl's petition for same, ut supra, p. 596: (b) report thereon by S. Travers, Surveyor General. Charles II granted 1664, Aug. 8, to Sir Robert Long and William Loveing (at the nomination of the Countess of Guilford and Lord Fitzharding) several houses and parcels of ground in or near the Strond adjoining to and heretofore accounted as part of the lands belonging to Somerset House: whereof two are in Strond Lane in St. Clements Danes and 30 others front the Strond from the end of Strond Lane east to Duchy Lane west (excluding Somerset House) in the parish of St. Mary le Strond, alias Savoy: at the rent of 24l. 10s. 4d. payable to the Queen Mother for life and a further like rent payable from commencement of the lease. The said term will expire at Lady day next. The said rent has never been charged or answered before the Auditor. 'Tis alleged that the premises with the rents were granted to the now Queen Dowager [in jointure] in 1669. In 1675, Aug. 20, Charles II granted for 99 years to the said Earl of Dorset all those 24 houses in St. Mary le Strond, heretofore parcel of the possessions of Edward, Duke of Somerset, divided into 35 tenements and then in lease to said Long and Loveing. I presume this lease intended all the premises in the lease of Long and Loveing, but the two houses in St. Clements Danes parish are not mentioned. I cannot find that the lease ever passed the Surveyor General's Office. The lease being long, the fee simple is worth little, but I reckon the rent of 24l. 10s. 4d. at 19 years' purchase to be worth 465l. 16s. 4d. and the changing the lease into a freehold estate may probably induce some people to give more by a year's value for it. The premises are worth 1,000l. per an. I therefore value the grant at 750l. or 1,215l. 16s. 4d. in all.
Treasury subscription for the execution of a warrant dated March 16 last from the Earl of Dorset, Lord Chamberlain, to Sir Francis Lawley, Master of the Jewel House, for the delivery to Samuel Myles, clerk, of New England, of two little flagons, one chalice, a patten and a receiver for offerings for the use of their Majesties' Chapel there: not exceeding 60l. in value in all: same being thought necessary by the Bishop of London. Ibid, p. 301.
The like of a like warrant dated May 17 last for the delivery to John Thurkettle, messenger [of the Chamber] in ordinary to attend the Treasury, of a scutcheon of the same manner and fashion as the rest of the messengers have. Ibid.
