Same to the Auditor of the Receipt to issue 6,000l. to the Cofferer of the Household upon the unsatisfied order in his name: to be towards payments of bills for the [portions of the] King's household [attending him] abroad. Same to Mr. Clarke to procure a royal warrant, to be signed by the Queen, to authorise [the Earl of Ranelagh to make] payment to the officers of the Duke of Bolton's Regiment of the sums as in the Earl of Ranelagh's report on said officers' memorial. Ibid.
Same to the Commissioners of Wine Licences for a certificate of what money you have received for the arrears of wine licences which grew due between 1682, Lady day, and 1691, Lady day. Ibid.
Same to the Excise Commissioners to hasten in the Hearthmoney arrears and thereout to discharge the tally of 500l. which Mr. George London, their Majesties' chief gardener, has thereon; he having taken up the money [on loan] to pay the gardeners under him and having given his bond for the same is now threatened to be prosecuted for that money. Same to Mr. Bridgeman to acquaint the Admiralty Lords that the Treasury Lords still continue to issue great sums towards the payment of recalls, but that they do not find that the Admiralty Lords have made any step towards the regulation which was agreed to at the Treasury Chambers by their Lordships. Ibid.
Treasury warrant to the Excise Commissioners to discharge the remain of 85l. 18s. 1d. standing upon the acconut of Thomas Fox, late collector of Excise in the East Riding of Yorks, and to deliver up his surety bonds: it appearing from the petition of his son, Bohun Fox, that his father is in a miserable condition, being utterly deprived of his senses, with five children unprovided for. The Treasury Lords to the Lords Justices, Ireland. The Queen's late letter to you for 100l. per an. to Francis Babe and for constituting him one of the General Surveyors, Ireland, at a salary of 250l. per an., has not been successful to him or hitherto had the intended effect. The nature of Mr. Babe's service was well weighed before said letter was signed, as also his good qualifications for said office. We desire you to comply with the Queen's pleasure therein. Nov. 6. Royal warrant to the Earl of Ranelagh to pay (out of Army contingencies) 397l. 12s. 6d. to the Duke of Bolton for the pay, 1690, Nov. 1, to 1690–1, Feb. 28, to the two drafts which were made in —, 1690, from the said Duke's Regiment, and sent into Ireland with the Forces under the command of John, Earl of Marlborough, and which in consequence stands respited in the respective musters [of said Duke's Regiment] for the said period: the said draft consisting in the one case of one Lieut., five serjeants, six corporals, three drummers and 100 privates, and in the other case of four Serjeants, five corporals, three drummers and 46 privates. Same, under the Queen's sign manual, to same to pay 30l. l0s. 0d. to the Earl of Carlisle for his pay as Governor of the city and castle of Carlisle for the months of March and April, 1693, for which he stands respited on the musters by reason of the non-entry of his commission which bears date 1692–3, March 1. Same to the Earl of Ranelagh to report on the enclosed memorial [missing] of Major Robert Parsons, Captain of a Company of Foot in the Duke of Bolton's Regiment, concerning a respite of 45l. 9s. 6d. on his Company. Out Letters (General) XIV, p. 320.
Same to Sir Christopher Wren to go to the General Post Office in Lombard Street and view the house and ground, as also the houses adjoining, which are to be made use of with the said Office, “and make a valuation of the same as may be reasonable for their Majesties to give for the purchase thereof.” Give the Postmasters General notice when you intend to be there so that they may be in the way to show you the same. Same to the Attorney General to enter a noli prosequi to the information exhibited in the Exchequer against Sir Edwyn Stede at the relation of Thomas Offley, esq. . in accordance with your report of the 2nd inst. on said Stede's petition concerning the said information and other actions against him. Same to Mr. Aaron Smith [Treasury Solicitor] to defend at their Majesties' charge the action brought against Sir Edwyn Stede by Mary Elliott, administratrix of John Elliott: and likewise that brought against him by John Jones et al. Ibid.
Nov. 8. Same to the Customs Commissioners to send to Little Wallingford House over against Whitehall Mr. Blathwayt's goods that are coming from Holland in the Robert and James, Jacob Watson master. Send them by an officer of the Customs who is to open them there. Ibid
Nov. 9 Treasury warrant to the [Stamped] Paper Commissioners to place Thomas Pawling. John Collet and William Barker on the establishment of your Office as clerks to Robert Pawling (your Accomptant and Comptroller General): at 40l. per an. each: in accordance with the Treasury warrant of Oct. 17 last. Henry Guy to Bartholomew Burton to pay (out of money in your hands for discount of loans at the Exchequer) 80l. to Lancelot Burton for 2 per cent. reward on 4,000l. lent by him the 6th inst. on credit of the Hereditary and Temporary Excise. Disposition Book XII, p. 162.
Same to the Auditor of the Receipt to issue (out of loans on the abovesaid Excise) 3,000l. to the Treasurer of the Navy; to be by him paid to the Victuallers, viz. 1,000l. for victualling the Fleet in the Mediterranean on account of the year 1695; and 2,000l. for the like to the present Expedition to Jamaica. Same to Mr. Fox to report on the enclosed memorial [missing] of Major Dampiere La Salle, praying payment of 200l. due to him for his pay as a Capt. of Foot in Col. Belcastle's Regiment in Ireland. Out Letters (General) XIV, p. 321.
Same to Mr. Shales, enclosing an account [missing] of money paid to ships etc. by the Treasurer of the Navy between the 1st and 7th inst. Ibid.
Same to the Commissioners of Wine Licences for an account how much of the arrears of wine licences due before 1683, Lady day, has been received since 1691, Lady day. Ibid.
Same to the Excise Commissioners. By mine of May 8 last, supra, p. 611, you were to pay 2,000l. to the Commissioners of Accounts in manner detailed. Two or three of the weekly payments as therein are now in arrear. How has this happened? You are forthwith to pay into the Exchequer so much as is behind thereon. Ibid.
Same to Mr. Clarke to procure a royal warrant to be signed by the Queen, to authorise the Paymasters of the Forces, Ireland, to pay 1,000l. to the Transports Commissioners on account of freight and provisions for the Forces going to Jamaica. Ibid.
Same to Mr. Povey. By Order in Council of Aug. 4 last the Queen commanded the Treasury Lords to give directions to Col. Nicholson, Governor in Chief of Maryland, to hire one or more small vessels (for whose commanders he will be answerable) to cruise on the coasts of Maryland and Pennsylvania, with power to examine all ships trading to and from there and to inspect their clearings in the Collectors' books in order to the discovery of forged cocquets and certificates; and that for the defraying the charges of such vessels and the encouragement of the commanders he dispose of their Majesties' third part of forfeitures under the Acts of Trade and Navigation and the penalties recovered on forfeited bonds within his Government in such manner as he shall find most conducing to their Majesties' service therein: and further my Lords were directed to send the like directions to Sir Edmund Andros, Governor in Chief of Virginia, for preventing the said abuses of the Acts of Trade and Navigation within that Colony. My Lords directed the Customs Commissioners to prepare instructions to be given to the said commanders. I enclose you their draft [missing] of the same. Please prepare such letters as shall be necessary to be sent to the said Governors for putting in execution the Queen's pleasure as above.
Nov. 9. Henry Guy to Mr. Fox to report on the enclosed petition of Major William Culliford of the Royal Regiment of Dragoons concerning a respite on his pay for the months of March and April, 1692. Out Letters (General) XIV, p. 326.
Treasury reference to the Commissioners of Excise and of Arrears of Hearthmoney of the petition of Garrett Cotter, praying to be remitted a debt owing by him on account of arrears of Hearthmoney. Reference Book VII, p. 69.
Same to the Customs Commissioners of the petition of William Middleton about a false oath taken at Croydon concerning the price of corn in order to cheat their Majesties of the duty on corn imported. Ibid.
Nov. 10. Henry Guy to Mr. Townsend for an account what part of the 36,000l. remaining in surplus on the foot of the Earl of Montagu's account ended 1684, Sept. 29, as Master of the Great Wardrobe, has been satisfied; and whether his lordship has received any part of what is due to him either on account of his liveries or salaries “since the time of his suspension.” Out Letters (General) XIV, p. 323.
Treasury warrant to the Customs Commissioners to permit Col Richard Tilden to export to Barbados a bell not exceeding four hundredweight, Customs free, being the gift of a merchant to a parish church; bell metal being prohibited to be exported by certain ancient statutes 23 Hy. VIII, c. 7, and 2 and 3 Ed. VI, c. 37, and the said statutes being still unrepealed, although the reason upon which they are grounded seems obsolete. Out Letters (Customs) XIII, p. 114.

Nov. 12. Treasury warrant to the Receipt for tallies of pro on the Receiver General of the Letter Office for 2,000l. to Edward Darrell, gent., in repayment of so much lent by him the 10th inst, on credit thereof. Money Book XII, p. 393.
Same to the John Knight, Customs Cashier, to pay 285l. 2s. 6d. to Gilbert. Bishop of Sarum, Chancellor of the Order of the Gaiter, for half a year to Sept. 29 last on the annuity for the support of the honour of the said Order. Ibid.
Same, dormant, to Sir William Waller, farmer of the Prizage and Butlerage of England, and to William Paul, sub-farmer of same, to pay to George, Duke of Northumberland, the yearly rent of 500l. per an. with all arrears thereon reserved on the lease of the said farm made by James I to Sir Thomas Waller, which rent was by Charles II in 1673 granted to George, Viscount Grandison, and Edward Villiers, esq., in trust for Lord George Fitz-Roy, now the said Duke of Northumberland. Nov. 12. Henry Guy to the Auditor of the Receipt to issue 30,000l. to Charles Bertie on the unsatisfied order in his name as Paymaster of the Ordnance: to be issued out of loans to be made by said Bertie on credit of the Exchequer in general, repayable out of the second Quarterly Poll: said sum being intended for the land service of the Ordnance. Disposition Book XII, p. 163.
Same to the Navy Commissioners to pay 6,851l. 5s. 0d. to the Marquess of Carmarthen, Colonel of the First Marine Regiment; as imprest: to be paid over to Richard Acton and partners for clothes and beds by them supplied to the said Regiment: same to be assigned by bill of imprest upon the 1,156,994l. appropriated, jointly for the pay of seamen's wages and the Marine Regiments. The said 6,851l. 5s. 0d. is to be charged as an imprest on the pay of the whole Regiment. Ibid.
Same to the Customs Commissioners to send to the lodgings in Whitehall of Mr. Kien, the Keeper of the King's Closet, two chests belonging to the King which are arrived in the Henrietta yacht. Out Letters (General) XIV, p. 321.
Same to same to send to the Bear Battery [Beer Butlery] in Whitehall the King's baggage and goods which are arrived from Holland in the Abraham of Offerhande and the Hope, two Dutch hoys lying just below St. Catherine's. Ibid.
Oct. [sic; probably erratum for Nov.] 12. Same to same, enclosing an extract of an instruction given by the Admiralty Lords to the Commanders of their Majesties' ships relating to the Customs. You are from time to time to certify the Navy Commissioners how the said instruction hath been observed by each Commander. Ibid, p. 322.
Appending: said extract. Frequent complaints have been made that the Commanders of their Majesties' ships do frequently in their going to and returning from foreign parts receive on board merchandise of all sorts, by which their Majesties' service is not only dishonoured and trade prejudiced, but also many times their Majesties are defrauded of the rights and duties payable upon the entry of such goods and merchandise. It is hereby ordered that no captain or officer of any of such ships shall upon any pretence whatsoever take in or carry on board any such goods or merchandise, only excepting gold, silver and jewels.
Nov. 12. Same to same to send to Mris. Darcy's house in St. James's Place a box marked London L.B., which is arrived from Holland in the Henrietta yacht. Ibid.
Same to same to send to the Earl of Essex's lodgings in the Stone Gallery, Whitehall, his goods arrived from Holland in the Fubbs yacht. Ibid.
Nov. 12. Henry Guy to the Earl of Romney. Mr. John Haughton is to be appointed to take care of his Majesty's goods and furniture in Ludlow Castle. The [Principal] Officers of the Ordnance are to request from him an account what ammunition and stores are in said castle. Out Letters (General) XIV, p. 323.
The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed petition [missing] of Cornet William Grible of Col. James Wynne's Regiment, praying a custodiam of 300l. per an. worth of lands forfeited in Ireland in consideration of his loss by houses ruined in the Irish town of the city of Limerick. Nov. 13. Henry Guy to the Auditor of the Receipt to issue to Mr. Aaron Smith for Crown law charges the 300l. lately paid into the Exchequer by Mr. James Grahame. Disposition Book XII, p. 164.
Same to same to issue 350l. to George Toilet out of loans on the Hereditary and Temporary Excise: same being to complete his order for 2,000l. for incidents for the Public Accounts Commissioners. Ibid.
Same to the Customs Commissioners to report on the enclosed Order of Council with the annexed draft [all missing] of a condition of a bond to be entered into by masters and owners of ships outward bound, as prepared by the Attorney and Solicitor General. Out Letters (General) XIV, p. 323.
Same to the Attorney General. Mris. Mary Scroop has sued forth a writ of replevin against Mr. Peter Hume et ah for taking and detaining several goods and chattels within Whitehall Palace. You are to claim property for their Majesties in the said goods and chattels. Ibid, p. 324.
Same to the Excise Commissioners. I have read to my Lords your report of Oct. 20 last on the petition of Sir Matthew Walker and Mr. Joseph Hornbys touching the debt owing by William Hornbys, late a collector of Excise. My Lords agree that his securities ought not to be delivered up till his debt be satisfied. Ibid.
Same to same. Having read the Attorney General's report concerning Sir Benjamin Newland's demand for [discharge of] 160 bundles of Conger Dulce exported from Plymouth, which were cured without salt, do direct you to defend this suit at their Majesties' charge. Ibid.
Treasury warrant to the Customs Commissioners to employ Francis Danzay (who has long served the Customs on incident pay at Winchilsea in Rye port) as surveyor, waiter and searcher in Rye port loco Nehemiah Williamson, dismissed for fraud. Out Letters (Customs) XIII, p. 115.
Treasury reference to the Agents for Taxes of the petition of Thomas Matthews, Receiver of the first 4s. Aid and Review of the Quarterly Poll in co. Hereford, for allowance of 230l. 5s. 0d. for his extraordinary charges in his receipt. Reference Book VII, p. 69.
Nov. 13. Treasury reference to the Excise Commissioners of the petition of Robert Finch, brewer, shewing that he is indebted 300l. for Excise and his utensils and goods are seized and appraised at 131l. 11s. 3d. and 50l.: therefore praying to be discharged on payment of what his utensils are appraised at. Same to the Navy Commissioners of the petition of the officers and clerks of the Navy [Office], praying to be remitted taxes on salaries not exceeding 100l. per an. Ibid.
Entry of a Treasury caveat in behalf of the Earl of Macclesfield that no grant pass to Mr. Houghton or any other of the office of Wardrobe Keeper or Keeper of their Majesties' goods etc. in Ludlow Castle till said Earl be first heard. Caveat Book, p. 39.
Nov. 14. Royal warrant, under the King's sign manual, to the Attorney or Solicitor General for a great seal for a grant, in free and common socage as of the manor of East Greenwich, to Charles, Earl of Dorset and Middlesex (in consideration of faithful services and of a fine of 100l. to be paid into the Exchequer), of 24 tenements in the parish of St. Mary at Strond, now or lately divided into 35 tenements: being formerly demised to Sir Robert Long and William Loveing, and afterwards, 1675, Aug. 29, demised to said Earl, then Earl of Middlesex. The present grant is to be of all the Crown's right and reversion in the premises and of the yearly rent of 24l. 10s. 4d. reserved on the said last grant, but with the reserve rent of 13s. 4d. per an. and with an exception of all parts of the premises whereon the palace or capital messuage called Somerset House or any of the outhouses or buildings thereof have been formerly built and now stand. Nicholson, Governor of Maryland] to employ vessels on the coast of Maryland and Pennsylvania to prevent illegal trade there, and further to dispose of the King's third of forfeitures etc. there, all ut supra, p. 819, all by reason that complaint has been made to the King by the merchants trading to Virginia and Maryland that their trade is in a great measure destroyed and ruined by many ships trading directly from Scotland and Ireland to Virginia, Maryland and Pennsylvania, and from thence back to the said places without paying their Majesties' dues, to [as a result] the undervaluing [of] trade to all such fair traders who observe the Act of Navigation. In order to prevent such illegal trade one or more small vessels of about 40 tons each are to be hired and appointed as above, with power to examine all ships trading to and from those parts and to inspect the clearings of the said ships in the collectors' books in order to the discovery of forged cocquets and certificates. And for the defraying of the charge of such vessels and the encouragement of the commanders thereof the King's third of forfeitures under the Acts of Trade and Navigation and the penalties of forfeited bonds are to be disposed ut supra ibid. And for the better guidance of such commanders, you will herewith receive the draft [missing] of instructions which you are. to give them. And you are to take an account from them from time to time of their proceedings herein to the intent that under colour of executing their powers and instructions they do not molest and hinder the legal prosecution of trade in those parts to the prejudice either of the revenue here or of the King's subjects in the Plantations. Nov. 15. Royal warrant, under the King's sign manual, to the Lords Justices, Ireland, for an allowance of 10s. a day to Rene de Faucille in consideration of his services and his having no allowance as Governor of the town and garrison of Sligo. This is to date from 1693, April 1, and to be inserted in the Military List of French pension officers on the Irish establishment both present and future. Out Letters (Ireland) VI, p. 479.
