It is the King's pleasure that you attend “at the Treasury” at Kensington on Wednesday next in the evening and that you come prepared to be more particular in the estimate of what money will be required before Jan. 1 next for your making ready the second three months' provisions for Admiral Russel's Fleet. Same to the Customs Commissioners to report on the enclosed Order of Council with the Earl of Romney's report [all missing] as Master General of the Ordnance, on the petition of Phillip des Tombe, Commissary to the Lords of the Admiralty, upon the Maes in Holland, praying leave to export, Customs free, from hence to Holland 200 pieces of iron ordnance, containing about 250 tons, for the service of the States General. Prefixing: (a) Order of the King in Council, dated Whitehall, Nov. 29, that the Royal Africa Company of England be permitted to export for the use of their forts, factories and garrisons in several parts of Africa, provisions, coals and materials for building of the said forts without paying any duty for the same provided the Company do not carry out more than 50 chaldron of coals yearly.
This order is made in accordance with a report, recited verbatim, from the Customs Commissioners dated Nov. 13, ut supra, pp. 829–30.
Dec. 3. Treasury reference to the Customs Commissioners of the petition of Seal Peast and Hubert Vinkensteyn, praying to be paid 3,100l. due to them for bounty money for corn shipped off in Lyme Regis port. Reference Book VII, p. 72.

Same to same of the petition of the Governor and Company of Merchants trading to the Levant Seas, shewing that they sustained great losses by the late shipwrecks upon the coast of Spain to the damage of 27,000 cloths, many whereof being twice sunk became of inconsiderable value so as hardly to pay the expense of “salvidge”; that the law has provided that in case of an entire loss the proprietors may ship off a like quantity of the same goods, Customs free; therefore praying such permit. (1) As often as money is appointed for that purpose you are to attend constantly the payment thereof at [the Navy Pay Office in] Broad Street “or elsewhere upon [this service of paying of] tickets or demands by attorney, [in the case of] ship or ships already paid off”: and to enquire into and satisfy yourself of the authority brought by the claimers: and to note down in a book of persons' names with the ships' names and number of the ticket upon the sea book, with the full sum of the ticket or wages so paid, to enable you to give this [the Treasury] Board a weekly account what the said sums amount to and for what ships.
(2) You are not to allow as paid any ticket or sum of money which shall not be really paid in the presence of one of the Navy Commissioners.
(3) As the Admiralty Lords have directed a reward to the discoverers of all abuses in the matter of tickets and attorneyships, we direct you to take in writing all informations and complaints relating to any clandestine endeavours to procure payment of any seamen's wages by tickets or otherwise and to set up public notice, on the office gates, of the said direction of the Admiralty Lords and of your own readiness to attend all informations relating thereto.
(4) You are to receive from the Ticket Office a weekly account for [of] all the tickets which shall be examined and delivered out from the said office from the date of these instructions; which [account] we will write to the Navy Commissioners to give you and which you are to enter under every ship's head to enable you to give us an account from time to time what tickets remain unpaid and what ships' pay books ought to be closed and laid up.
(5) You are from time to time to ask the Navy Office to supply you with paper, books, pens, ink, tape or printed sheets for pay books [into which] to transfer [the entries of] all tickets signed and delivered out from the Ticket Office under the ship's head to which they belong. The Navy Office is hereby ordered to deliver to you all such goods forthwith.
Dec. 4. Money warrant for 250l. to John Shales, one of the Auditors of the Revenue, for 1¼ years to 1684, Christmas, on his fee of 200l. per an.: to be satisfied by tallies on the land revenue of Kent, Surrey and Sussex. Money Book XII, p. 396.

Dec. 5. Royal warrant, under the King's sign manual, to the Treasury Lords to deliver up to the executrix of Vere, late Earl of Westmorland, the bond for 8,000l. dated 1692–3, Mar. 5, to secure said Earl's paying 4,000l. as consideration for his having what might be recovered from the estates of Sir Alexander Bense and John Bene towards the debts of them et al. as late contractors for the [farm of] the revenues in Ireland: the King having been pleased by patent to discharge the estates of the said Sir Alexander and John from the said debts. Royal sign manual for 219l. 12s. 6d. to the executors of John, late Archbishop of Canterbury; 270l. thereof in satisfaction of a fine payable by the Crown for a lease, April 24 last, of certain barge-houses from the Archbishop to Samuell Travers, Surveyor General of Crown Lands, as in trust for the Crown; 3l. 10s. 0d. for the arrears of the rent of 20s. per an. on the former lease of the premises; and the remaining 6l. 2s. 6d. for several fees and expenses thereupon. Royal warrant to the Attorney or Solicitor General for a great seal for an indenture between the King and Queen of the one part and Lieut. Col. Edward Pearce of the other part for a grant to the said Pearce, or his assigns, of all and every such wrecks, jetsam, flotsam, lagan etc., bullion, gold, silver etc., on any of the rocks, shoals etc. within. 50 leagues of the Staggs of Broadhaven in the western parts of Ireland, up to 1702, Sept. 29: with reservation to the Crown of a tenth of the proceeds; and with a covenant on the grantee's part that he shall forthwith or as soon as conveniently may be cause a voyage for the said parts to be proceeded upon and to keep a faithful account in writing of all treasure etc. recovered and to bring same to the port of London and that the Treasury Lords may appoint persons to inspect the fishing on the said wrecks; also that this grant shall not prejudice any former or other grant to any other person to fish for wrecks within the said limits. Dec. 6. William Lowndes (in the absence of Henry Guy) to the Governor and Company of the Bank of England to pay into the Exchequer on Saturday morning next 20,000l. in further part of the subscriptions of [to] the Bank; the same being intended to be issued to the Navy. Treasury reference to Mr. Fox and Mr. Coningsby of the petition of Bartholomew Ogilby, Lieut. Col. of the First Troop of Guards, shewing that 207l. 10s. 0d. was paid him in Ireland for two journeys to Cork and Kinsale by warrant from General Ginkle; which sum is now stopped out of his pay: therefore praying that it may be repaid him. Same to Mr. Aaron Smith of the petition of Ann Cary, widow, shewing that her late husband, Edward Cary, esq., as head bailiff of Westminster did about 1692, August, seize a parcel of clippings belonging, as was supposed, to Ann Palmer and others, the same being forfeited to him in right of his office; but the Warden of the Mint claiming them from the Crown, they were ordered to be sealed up and delivered to Sir William Ashurst, then one of the Sheriffs of London: therefore praying that same may be delivered to her. Same to the Customs Commissioners of the petition of John Van Lecuwen, shewing that he brought from Holland in one of his Majesty's baggage ships 2l pounds of tea and two small pieces of calicoe for himself and friends, but same are seized: therefore praying delivery thereof, he having already paid Customs thereon. Prefixing: (a) Order of the King in Council, dated Whitehall, Dec. 6 inst. (made on a presentment from the Customs Commissioners of Nov. 26 last), that, notwithstanding the embargo which is to be laid on the 10th inst., such ships as belong to Ireland which are now in England and are to return to Ireland, “where their proprietors live and reside,” be permitted to depart on their masters giving bond to go directly to some port of Ireland and to return certificate of their arrival there within such time as the Treasury Lords shall appoint: and to the end those ships may be restrained from going afterwards to the Plantations or other remote voyages the Revenue Commissioners, Ireland, are to take bond from the masters of all ships sailing from Ireland for their coming directly to England.

Same to Mr. Chetwynd. My Lords have read your report on the petition of Nath. Booth for a grant of the Pre fines and Post fines of the County Palatine of Chester and county of Flint. They are of opinion the said grant ought not to pass without fine. You are to certify a true value of these fines. (Cancelled and replaced by a letter dated Dec. 14 to the Auditors of Wales and Cheshire for such a certificate of value.) Ibid.

II Charles II granted to his Queen, now Queen Dowager, the 35 houses intended, ut supra, p. 648, to be granted to the Earl of Dorset and that the said estate is come to said Earl or others in trust for him. Please include a recital of this in the Earl's intended grant and any other recitals necessary to make the grant to said Earl valid and effectual, “although they or any of them, be omitted in the Auditor's particular or the Surveyor General's report.” Ibid, p. 332.

Prefixing: (a) Order of the King in Council, dated Kensington, Nov. 18 last, made on a representation from the Committee for Trade and Plantations, that the East India Company do intend to send out four ships with 352 English seamen, besides landmen and foreigners, for the Coast of Bay [Bombay] in Jan. and Feb. next, the said English seamen to be on board before Jan. 1 next, “after which time the said Company were told no protections would be granted for the said men.” They now desire permission for three ships and 282 men as part of the said 352. It is hereby ordered that said Company be permitted to send to the East Indies the King William, 700 tons, 140 men; the Russell, 350 tons, 70 men; and the Scepter, 360 tons, 72 men, with protections accordingly, notwithstanding the embargo.
Treasury reference to same of the petition of Richard Roper to be made a tidesman in fee, he having been for six years a tidesman in the 30 list and in the 70 list. My Lords recommend him. Reference Book VII, p. 72.
Entry of an affidavit sworn before the Treasury Lords by John Cary of Bristol, merchant, of goods, detailed, entered by him and others (John Hall and William James) in the Customs House, Bristol port, 1694, Aug. 17 and 28, for shipment in the ship Samuell arid George of Bristol, Samuel Willard master, for Antigua, which ship was taken by the French in its voyage and the said goods made prize. Treasury warrant to the Customs Commissioners to employ Walter Kidley as a landwaiter, London port, loco Thomas Allen, who is to be Deputed Wine Taster and Inspector of Linens ibid. Out Letters (Customs) XIII, p. 124.
Same to same to employ said Thomas Allen as above; the Commissioners having discovered that Mr. Graves, the late wine taster, was also a cooper and agent for the merchants, and he was therefore dismissed “and reflecting on the great allowances that have been lately made upon wine and the nature of the trust that is reposed in the person who is to be judge of those allowances and how great a leak it may prove to the revenue if not faithfully performed,” the Commissioners advise an increase of salary from 60l. per an. to 100l. per an. and that in the times of vacancy from this service [of wine tasting] he be employed in inspecting the delivery of linens, threads and tapes; he having special experience in the knowledge of linens: all which is hereby approved. Report to the King from the Treasury Lords on several papers relating to the exportation of corn from Ireland. Your Majesty is apprised by a representation from the [Lords] Justices of Ireland of the great plenty of all sorts of corn there and that [a] great quantity may safely be transported to the advantage of your subjects so as sufficient caution be used that your Majesty's enemies be not furnished with it. We have nothing to object against liberty being given to export corn thence to any places in amity: but the thing chiefly to be respected is the prevention of collusive supplying and succouring the enemy. In order thereto we advise that the real master of every ship so transporting corn be obliged to make his out-voice himself and not by one of his seamen or cabin boy, as is usual in fraudulent designs: that one substantial man be bound with the merchant to return authentic certificates of the landing the cargo in the port the ship is declared for: that letters be sent to the respective Consuls abroad to have particular regard in this affair and that at the place of discharge there be a certificate signed by the Consul (if any there resident) and also by the Chief Civil Magistrate and principal officer of the revenue there and that a copy thereof be transmitted to the Customs Commissioners, London, and by them to be sent to the Revenue Commissioners, Ireland: and because it has been objected that these precautions may be eluded by the Irish putting their ships collusively into the hands of French privateers, we think that stated times should be ascertained [fixed] by the Lords Justices of Ireland for the corn exporting ships to sail, to the end that convoy may be appointed to take care of them and that none such be suffered to depart without convoy.
