August 11. Treasury warrant to the Auditors of Imprests to allow 40l. to Mr. Seymour, Clerk of the Hanaper, for the expense of passing his account of the Hanaper.
Prefixing: Auditor Done's certificate that said account is delivered in for the year ended 1696 Sept. 29. Money Book XIII, p. 356.

Treasury reference to the Navy Commissioners of the petition of John Bowles shewing that he contracted with them [the Treasury Lords] to re-admeasure all ships at his own cost and charge, my Lords only allowing a fourth part of what should be saved to his Majesty thereby; and that he did proceed to re-admeasure the said ships; in which he made appear that the sum of 28,541l. 12s. 8d. ought to be saved to his Majesty [on the hire thereof]; and upon payment of some of those ships the sum of 2,526l. 11s. 3d. was actually stopped; further that he hath expended 1,922l. 10s. 0d. in this service: therefore praying that said 2,526l. 11s. 3d. may be paid to him out of tallies in the Navy Treasurer's hands. August 11. Same to same for a same to Peter Knight, yeoman, of a tenement ut supra Treasury Calendar, Vol. XI. pp. 272–3 being a tenement in Nether Treveria in the Duchy of Cornwall for 99 years terminable on 2 lives in reversion of the life of John Hoskins remaining in the existing lease; at the rent of 6l. 10s. 0d. without increase and 3l. for a heriot and 3l. for a farlieve on every alienation or assignment and fine of 24l. and 7l. for buying off the increased rent payable for the life in being and 3l. for a heriot and 9l. for 3 parlieves or 43l. in all.

Treasury reference to the Postmasters General of the petition of Ralph Blackhall shewing that he is Collector of the Penny Post for near 18 miles circumference in city and country at the salary of 55l. per an. out of which he pays 8l. per an. taxes and hath neither house rent, firing nor perquisites as his predecessor had: therefore praying that his salary be made 100l. per an. or that he may enjoy the perquisites as his predecessor did. Treasury reference to Isaac Newton, Warden of the Mint, of the petition of Frances Moor gent shewing that William Hawkins of London was executed for counterfeiting and petitioner has been at expense in finding out his forfeited estate of considerable value: therefore praying power from the Treasury to receive and recover same. Same to the Agents for Taxes of the petition of Edward Foxen of Toddington Co. Beds., yeoman, shewing that with one John Olney he was collector of the fourth 4s. Aid for Toddington parish, that Olney received all the money and is gone off with the same and petitioner is put into gaol for it; therefore praying release in consideration of his having faithfully answered the collection of the second and third 4s. Aid and not meddling with the money of the said fourth Aid "not knowing or intending to engage in that receipt with the said Olney." Ibid.
Report to the Lords Justices, England, from the Treasury Lords on the petition of Benj. Montjoy and Seth Loftus concerning the estate of Arthur Mangey who was executed at York for coining. The Treasury Lords to the Lords Justices, Ireland. Arthur French and his son in law James Farrell have petitioned us shewing that from a report of Lord Capel, late Lord Deputy, it appears that said French was Mayor of Galway when [the town] surrendered to the King and did obtain from General Ginkle an assurance to free his estate and the estates of his wife's orphans (of whom the said Farrell is one) from forfeiture and that they obtained a royal letter to the chief Governor of Ireland that they should not be put out or molested in the quiet enjoyment thereof until the King's determination of the whole matter. Please direct that no part of the said estates be passed to any person until the King's pleasure be further known herein. Out Letters (Ireland) VII, p. 243.

William Lowndes to Mr. Yard to insert in next Monday's Gazette an advertisement, detailed, calling on the contractors to the second contract for circulating Exchequer Bills to pay on the 20th inst. to the Trustees the first instalment thereon being one full fourth part of their subscriptions. (The like notice to the Auditor of the Receipt). Out Letters (General) XV, p. 330.
Same to the Attorney General to report his opinion on the following case: viz.
"A Receiver of Excise in the country having in his hand new moneys or guineas of the Duties of Excise, which are appropriated by the various relative Acts of Parliament] under penalties in case of being diverted, doth pay the same in the country to a merchant or his correspondent and takes from him a bill [of exchange] payable in new money or guineas to the Commissioners of Excise on the Receiver's account; and then the merchant tenders Exchequer Bills for his money to the Commissioners of Excise or to their cashier, which are accepted in payment for the money and are brought into the Exchequer for the payment of loans and are to be answered in new money or guineas to the lenders by the [Exchequer Bill] Trustees in that behalf; Query: whether this practice be lawful in the Excise or in any other aid or revenue which is appropriated. Same to the Auditor of the Receipt to notify the Tellers of the Receipt to make out and transmit to my Lords a new list of the Malt Lottery tickets remaining in their hands after the time of drawing and to express therein the course of payment each ticket is to have by the drawing of the indices; and where any ticket has a benefit by the printed list of the drawing the benefit is to be expressed against the number of the ticket. (August 26. new style) Royal warrant under the King's sign manual dated "at our Court at Dieren" to the Admiralty Lords to pay to Dame Ann St. George from Lady day last the annuity or pension of 250l.: out of the ordinary charge of the Navy: during pleasure: being the pension granted by Charles II 1665 Aug. 28 to Ann Lawson now wife of Sir Thomas St. George Kt., Garter Principal King-at-Arms, in consideration of the services of her father Sir John Lawson Kt.: the said pension being now considerably in arrear at the Exchequer and she having prayed that same may be transferred to the ordinary charge of the Navy. August 17. R. P[owys] (in the absence of Mr. Lowndes) to the Earl of Ranelagh to put 120,000l. of salt tallies and orders (which have been issued to you for the Forces) into the hands of the Dutch Ambassador as a credit for raising money in Holland for the service of the Forces in Flanders, taking the Ambassador's receipt for same: all pursuant to the King's pleasure as by Mr. Blathwaite's letter of the 19th inst.: and further to put into the said Ambassador's hands 10,000l. of the tallies and orders in your hands on the 3s. Aid as a credit for raising money for the Forces on the Rhine, taking his acquittance for same in like manner. (In the margin: revoked: see infra p. 303. Disposition Book XIV, p. 81.

There was 100,000l. in Malt Lottery tickets deposited in your hands designed as a security for 1,000,000 guilders which the King is borrowing of the States General, which security is now given by depositing in the hands of the Dutch Ambassador 120,000l. of salt tallies. Please reserve the said 100,000l. Lottery tickets for the supply of subsistence for the Forces in Flanders. Ibid., p. 82.

August 17. Treasury reference to the Excise Commissioners of the petition of John Weston, Daniell Bamford and Edward Richardson, brewers, shewing that having business out of town, during which time a double Duty was demanded for nonpayment of Excise on Tuesday 10th August 1697 "which would reduce each of your petitioner's Duty to a month's arrear, allowed by the Commissioners of Excise" and that they severally gave orders to their clerks to make timely payment but the said clerks neglected to tender it till next morning: therefore praying relief. Reference Book VII, p. 232.
Same to the Customs Commissioners of the petition of Philemon Coddan shewing that being empowered by the King's commission to seize enemies' goods he repaired to Brest in France and there seized the ship St. James and by force brought her thence with her lading and condemned her as prize, upon which the King granted him the said ship and goods, he paying customs which amount to 700l.: but the Customs Commissioners upon some malicious and false accusation as if the seizure of the ship was not real have put a stop to the delivery of the ship and paper and insist on a fine of 100l. to the King from petitioner on pretence of judgment obtained against him: therefore praying delivery of the ship and paper and discharge of the said fine. Same to same of the petition of Robert Quarry shewing that he bought 12 casks of sugar in Maryland which were part of the King's fifths of a prize brought in there and condemned in the High Court of Admiralty in that Province; that he loaded said sugar in Feb. 1694–5 and consigned it to his correspondent at Bristol; notwithstanding which the Customs officers at Bristol finding some of the casks to be of foreign make seized "the same" as French sugars and condemned the same in the Exchequer for want of a claim occasioned by petitioner's absence: therefore praying satisfaction for the said 12 casks of sugar which were publicly sold at Bristol by the candle for above 100l. Same to same of the petition of Henry Smith shewing having 60l. which he was to dispose of in London be lodged it in the hands of Alderman Allen of Chester till his return from Ireland, but his business calling him to Ireland and the ship Rachell being ready to sail at Holyhead he sent 57l. 16s. 0d. of the said money on board but afterwards hearing that privateers lay in those coasts he applied to Capt. James Prescott of Liverpool and agreed with him for a bill for same payable to petitioner in London and going on board to bring the money ashore he was followed by the Customs officers in Liverpool who seized the money: therefore praying to have same returned to him. Same to the Excise Commissioners of the petition of Arthur Shallett shewing that rather than stand trial with the Excise Commissioners he paid 8,260l. 4s. 1½d. in new money which ought to have been paid in old money by tale at 5s. 8d. per ounce whereby he is damnified 728l. 13s. 6d.: therefore praying directions to the said Commissioners to make same good to him. August 19. The Treasury Lords to the Attorney General to use all lawful means to vacate or quash the inquisitions had under the commission to John Cheale et al for inquiry into derelict lands in Co. Sussex under colour whereof divers lands, being the ancient propriety of several gentlemen and others there, were seized into the King's hands "which commission, we are well informed, is likely to prove more of the trouble and vexation to his Majesty's subjects than of any real benefit or advantage to the Crown." August 20. Treasury warrant to the Auditor of the Receipt to issue 10,000l. in Exchequer Bills to Thomas Neale, Master and Worker of his Majesty's Mints: as imprest: to be applied towards satisfying the allowance of 5s. 4d. an ounce for all hammered silver moneys brought into any of the Mints to be recoined at any time between 1696 Nov. 4 and 1697 July 1 according to the directions of the Act of Parliament 8–9 Wm.
