April 12. Royal warrant to the Lords Justices Ireland to insert in the Military List of French pensioners on the establishment of Ireland the pensions to the several officers and others as follows for their support and maintenance: during pleasure: as from 1696–7, Jan. 1.

Henry Dalbenas, senr., late Captain of Horse, 5s. a day.
Charles Dalbenas, junr., his Lieutenant, 3s. 6d. a day.
Jacques Fenovillet, a Lieutenant, 3s. 6d. a day.

Alexandre Heurard: has a num[erous] family from Switzerland: 5s. a day.

William Lowndes to the Auditor of the Receipt to issue 48l. 6s. 3d. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces, to be placed to account of subsistence for Col. Brudenall's Regiment and to be paid over to discharge the quarters of Capt. Deslies Company of the said Regiment at the borough of Kington as by two bills of the said Captain drawn on the Agent of the Regiment. The said sum is to be issued out of funds in the Exchequer as follows, viz., 8s. 10d. of Low Wines continued; 3l. 8s. 0d. of "loans on the Window Act towards the deficiency on Low Wines"; 4l. 14s. 4d. of Low Wines arrears; 2l. 1s. 4d. of the 2s. Aid; 1l. 2s. 1d. of the Additional 12d. Aid; 27l. 8s. 7d. of the Double Excise; 7s. 7d. of the 21d. per barrel; 10d. of the moneys of seizures; 8s. 8d. of fines of leases; 5l. 17s. 7d. of rents of lands; 2l. 8s. 9½d. of rents [fines] on grants: total, 48l. 6s. 3d. Same to the Earl of Ranelagh. My Lords are informed that Lieut. Uthwayt of Capt. Otway's Company in Col. Farrington's Regiment has drawn a bill on Peter Bernard, Agent of the said Regiment, for 40l. on account of his quarters at Pontefract, Co. Yorks., which is refused to be accepted or paid either by the said Col. or the said Agent by reason as they allege that there is not so much owing from the King to the said Lieutenant. My Lords desire you to stop the said 40l. out of the first money payable to him for subsistence and that same be immediately paid over to Sir William Lowther for the use of the said town and in satisfaction of said bill. Treasury warrant to the Clerk of the Pipe for a lease to John Thatcher of premises ut supra Tr. Cal. Vol. XI, p. 153 being a tenement in Shippon, Co. Berks., for 99 years terminable on 3 lives on the ancient rents of 8s. 4d. and 14s. 7d., a fine of 20l. and 76l. 11s. 3d. for clearing the arrears, all payable to the Receiver General of the Duchy of Cornwall. April 13. Royal letters patent constituting Sir Thomas Mompesson, Bt., Sir Charles Cotterell, junr., and James Tyrell, Esq., to execute the office of Lord Privy Seal during the absence of Thomas, Earl of Pembroke and Montgomery, who is appointed as one of the Ambassadors Extraordinary and Plenipotentiary at the Treaty of a General Peace in Holland. Same for an annuity or yearly pension of 600l. to George Booth, Esq.: out of the Tenths of the Clergy; by tallies of pro; or failing that, then out of Tenths in the Exchequer: for 7 years from Xmas last. Ibid., pp. 38f–38g.

April 13. William Lowndes to the Customs Commissioners to send officers to Whitehall and Kensington, to see the King's goods put up in order to their transport to Holland. Out Letters (General) XV, p. 205.
Same to Mr. Hume to summon together the following persons and with them to examine with all possible expedition the books [now in course of] providing for the Lottery designed upon malt: viz., Thomas Neale, Chris Montague, Richard Trevor, John Isham, Nicho Fenn, Jno. Tharll, Jno. Packer, Mr. Glanville. Ibid., p. 206.
Same to Mr. Fox to report on the enclosed petition [missing] of Capt. Thomas Burk praying the King's bounty to him in like manner as many other officers have had that claimed the [benefit of the] Articles of Limerick, he being at sea with the late Lord Berkeley at the time such bounty was paid, as appears by the said Lord's certificate annexed to the petition. Same to Mr. Blathwaite to procure a warrant to be signed by the King to authorise the Earl of Ranelagh to pay Richard Hill's account of contingent charges in the Pay Office in Flanders from 1695–6 Jan. 1 to 1696 Dec. 31 amounting to 4,894 florins 18½ stivers: on which bill said Blathwaite has reported that he believes the several particulars to be just and fit to be allowed. Same to the Earl of Ranelagh to report on the enclosed petition [missing] of Jno. Belcher praying that the tallies for 1,600l. in your hands for part of the clothing of the Danish Forces may remain in your hands until one Reynald D' Burk, who is a partner with said Belcher in the said clothing and who has an order from the Duke of Wurtemberg for receiving the same, has accounted with Belcher for effects which he has of his of great value. Treasury warrant to the Customs Commissioners to employ Nicho Wanley and Phil White as landwaiter London port loco Robert Maton deceased with 50l. of the salary to Wanley and 30l. to White, and Wanley to pay out of his salary the usual allowance [out of the salary of an incoming or] a junior landwaiter towards the superannuation of —Turner, late of that number but now superannuated. When the next vacancy arises my Lords intend that Wanley and White shall have distinct deputations and be admitted to the full salary of junior landwaiters.

Treasury reference to the Agents for Taxes of the petition of Charles Goring Esq., shewing that his grandfather being very aged has settled all his lands and manors upon him and he has ever since enjoyed same; that notwithstanding the present Commissioners of the West Riding of Sussex have taxed the said estate double as belonging to the said grandfather as a non juror: therefore praying relief. Reference Book VII, p. 204.
Treasury warrant to Nicholas Baker. From your report on the petition of Mary Bishop praying a grant of the estate of William Bishop, her late husband executed for piracy, it appears that 50l. of her late husband's goods are in the hands of Geo. Bohun Esq., and 154 pieces of foreign gold worth 60l. are in the hands of Mr. Davis, one of the King's messengers, and 2 bonds of 25l. each (one due from Lancellot Baker, the other from Samuell Helbutt) are in the hands of Mr. Oldham as security for 30l. lent for the maintenance of said William during his confinement and for his burial. You are hereby to see the first two items of the above paid into the Exchequer, and to demand the bonds and thereout to pay what is due to Oldham and the residue to the said widow as a fit object of his Majesty's charity. April 13. Same to the King's Remembrancer to take the securities detailed of Thomas Newsham for his receipt of the arrears of the several taxes following due at Lady day 1697, viz., on the Duties on Marriages, the fourth 4s. Aid, and the Duties on Houses in Co. Warwick and the city of Coventry.
Followed by: Treasury Commission, dated Apr. 13, to said Newsham as Receiver General as above. Ibid., p. 267.
The Treasury Lords to the Lords Justices Ireland to report on the enclosed petition [missing] of John Butcher praying the reversion of some quit rents in Ireland amounting to 883l. 9s. 0d. per an. after expiration of the term therein granted to Col. Fitzpatrick. Out Letters (Ireland) VII, p. 180.
Same to same to report on the enclosed petition [missing] of John Newport, praying as compensation for his services to the King and the army at the time of the reducing of Ireland and for his losses by sea and land, a grant of certain forfeited estates as therein mentioned or any other forfeited estate undisposed. Same to same to report on the enclosed petition [missing] of Thomas Cooke merchant praying a grant for 31 years of the town and lands of Dungillane [? Duntahane] Co. Cork, in lease to one Denis O'Bryan, a forfeiting person: petitioner being (as he alleges) in actual possession of the lands as his inheritance. Ibid., p. 192.

April 14. William Lowndes to the Earl of Ranelagh forthwith to assign 300l. of the tallies and orders in your hands on the 3s. Aid to Isaac Teale, Jonathan Leigh and others, the undertakers for providing and furnishing medicines for the army; to enable them to make provision of medicines for the Forces now going on the Expedition to Newfoundland. Disposition Book XIII, p. 246.
Same to Edward Russell [Navy Treasurer] forthwith to assign 10,000l. of like tallies and orders as above to the Victuallers to enable them to carry on the service of the Victualling. So soon as the Exchequer Bills are made forth my Lords intend to refund the said sum to the Navy to the head of wages. Ibid.

Same to the Auditor of the Receipt to issue 600l. to Henry Baker ut supra p. 91 out of loans made by Mr. Bartholomew Burton on credit of the 6,000l. a week appropriated out of the Hereditary and Temporary Excise. Ibid.
Same to Mr. Blathwaite to procure a warrant to be signed by the King to authorise the Earl of Ranelagh to pay 750l. to Charles Fox and Lord Coningsby (to whose hands the moneys for the Transport service have been constantly assigned), and at the same time to procure a like warrant for said Fox and Coningsby to pay same to the Commissioners of Transports on account of the charge of sending recruits for Flanders. Same to Mr. Nicholas. The Treasury Lords give you their leave to travel beyond the seas for some time provided you appoint a sufficient deputy in your office for whom you will be answerable. Ibid., p. 266.
April 15. Same to the [Principal] officers of the Mint. My Lords are minded to know what sums in hammered money have been paid into the respective Mints by each Receiver on the King's account as well as the new moneys which the Mints have issued to them for the [Mint produce of] same. Please write to your several deputies in the country Mints forthwith to transmit their respective accounts to you and lay an account of the whole before my Lords "with all conveniency." Same to Mr. Blathwaite to procure a warrant to be signed by the King to authorise the Earl of Ranelagh to pay 79,621l. 4s. 0d. to Antonio Alvarez Machado, ut infra, p. 101. Ibid.
Treasury reference to the Agents for Taxes of the petition of Margret Saunders et al shewing that several lands of theirs lying in Wiggonholt, Stopham and Pulborough in Co. Sussex are taxed double to the 3s. Aid; therefore praying relief. Reference Book VII, p. 204.
Same to Samuel Travers, Surveyor General of Crown Lands, of the petition of Dennis Cooling shewing that he is seized in right of the Crown of the reversion of a yearly rent of 500l. out of the revenues of the N[ew] River Water on the determination of a lease of 41 years thereof to Silvester Dennis, of which lease 39 years are to run: therefore praying "a grant of the said yearly rent of 500l. per an. to him and his heirs without any rent." Ibid.
Treasury warrant to John Knight, Customs Cashier, to pay 100l. 16s. 0d. to John Sanford Esq., Remembrancer of the City of London, to be by him paid over to Sir Edward Clark Kt., Lord Mayor of London, the sheriff and other officers of the city detailed, in lieu and satisfaction of a bill of impost upon wines due to each of them for the year commencing 1696 Xmas "which money hath been annually paid out of the revenue of Customs."
In the margin: a later subscription dated 1697 Dec. 29 by the Treasury Lords for the execution hereof "this warrant not being satisfied." Money Book XIII, p. 276.
