Same [to the Attorney General] to issue his warrant to the Clerk of the Petty Bag for a commission to John Thomas and six others detailed to inquire of the estate in Carnarvon and Anglesey of Sir William Williams of Veynol [Vaenol] Co. Carnarvon, deceased, who has by will dated 1695 June 25 bequeathed same to the Crown for ever subject to a rent charge of 540l. per an. and other incumbrances therein mentioned. Ibid.
Same to the Earl of Ranelagh to report on the enclosed petition [missing] of Capt. John Croxton praying payment of above 1000l. part of 1700l. which he borrowed and expended in Flanders for the service of two Battalions of the King's Regiment of Foot Guards. Ibid.
Same to the Commissioners of Stamped Paper. You have represented to my Lords that the doubling of the Stamp Duties will be a double trouble to the Comptroller in keeping distinct accounts thereof and he must employ more clerks. What salary has the Comptroller at present and what addition may he deserve and for how long? Ibid, p. 5.
Same to the Earl of Ranelagh to report on the enclosed petition [missing] of the widow of Brigadier Mathews praying payment of 572l. 2s. 9½d. for arrears and subsistence of her said late husband. Ibid.
Same to same to report on the enclosed petition [missing] of Francis Molyneux, William Hudson and Jno. Loggan shewing that they have clothed the officers of several Regiments, for which they were to be paid out of each officer's weekly subsistence and having received but small sums thereout pray to be paid as by their contracts. Treasury reference to Mr. Twitty of the petition of Henry Feme, first clerk in the office of Mr. Carew, one of the four Tellers of the Receipt; shewing that he was at 2400l. charge in exchanging above 20,000l. new money for old clipt money to prevent the clamours of the people, without the credit of the Exchequer suffering thereby; that he has had losses by bad and short [weight] money and by paying new money for old after 1696 May 4; that 2653l. 7s. 4d. was set off in the Duchy Court for current money which he could not pass and lost 530l. thereby; that Mr. Richards, one of the Receivers [General of Taxes] broke, being 2000l. in his debt which he is likely to lose; that he lost 114l. by taking 678l. in Bank Bills from Mr. Hosier which he paid Mr. Reneu in new money: and having discharged his duty in difficult times with integrity, prays favourable consideration for his losses and some respect for his services. [? Aug. 11.] Treasury reference to the Principal Officers of the Mint of the petition of John and James Rotteries praying payment of 450l. for a year's salary due to them at Lady day last as engravers [to the Mint] of the Tower of London. Reference Book, p. 288.
Aug. 11. Same to Charles Twitty of the petition of John Peters, late clerk to Guy Palmes, one of the Four Tellers of the Receipt, shewing that by a former petition he prayed a recompense for the great losses he had sustained by exchanging new money for old for several Parliament men and others during the late coinage, [and] by discompt of tallies and Bank-bills, in which my Lords were pleased to promise to be kind with him after his making good a deficiency in cash [in the said Receiver's Office] being about 25,000l.; and that in part of petitioner's losses, amounting to above 20000l. he hath only received the sum of 3000l.; that by means of the said losses he hath contracted great debts to his utter ruin unless relieved. [?] Same to the Navy Commissioners of the petition of Robert Waters shewing that he contracted with the said Commissioners for building a dry dock at Plymouth and has, by observing their directions, done work (more than he contracted for) to the value of 7884l. 10s. 2d. as by bill annexed [missing]: therefore praying payment of same. Money warrant for 50l. to Mahaleel Windham to be distributed by him among the eight doorkeepers attending the House of Peers (himself being one) in reward for their attending said service for the Session 1697 Dec. 3 to 1698 July 5. William Lowndes to the Captain of the ship Trident to permit Richard Bayly, carpenter of said ship to attend the Treasury Lords on the 18th inst to give his testimony in an affair which will be then before my Lords. Out Letters (General) XVI, p. 6.
The Treasury Lords to Sir Edward Seymore. The Navy Commissioners have made frequent representations to us that your accounts as Navy Treasurer 1673–81 are not yet finished notwithstanding repeated Treasury directions. The said Commissioners state they have signed all your ledgers except the last which was and still is forborne till you give an account of the defalcations for the slopsellers, [Chatham] Chest, chaplains and others by producing receipts for the same. In regard this matter has depended so long and put a great stop to the passing the subsequent accounts of the Navy and that there are many sums depending by way of imprest (besides those which may appear to be in [your] the accomptant's hands) which cannot well be put in process till the accounts are duly passed in the Exchequer, we cannot any longer justify stay of process against you unless you clear with the Navy Commissioners by the end of next term. Ibid.
William Lowndes to Mr. Blaithwaite. Two docquets are transmitted to my Lords from the Signet Office for a patent to constitute Edmund Williamson as one of the King's Sergeants at Arms for life on surrender by his father Edmund Williamson. 'Tis against the rule to grant offices for life. If the King think fit to dispense with the said rule (which hath been long observed) my Lords think it may be done in his case as soon as any, he being a deserving person. Nevertheless they do not intend to sign the said docquets without the King's express commands. Ibid, p. 7.

Same to Sir Thomas Trevor, Attorney General, of the petition of William Bridgman shewing that by patent he is clerk for the suing forth, writing and engrossing commissions of bankrupts; that by Act of 5 and 6 Wm. III. c. 21 clause 9 a penalty of 500l. and forfeiture of office is set on any who shall write and engross on unstamped paper; and a duty of 40s. being laid on all letters patent out of Chancery and it seeming doubtful whether a commission of bankrupt is to be charged as letters patent or as a commission, he caused all such commissions to be stamped with a 40s. stamp though the suiters greatly complained of it and now the Duties being doubled they positively refuse to pay any more than any other commission out of Chancery and threaten him with actions if he refuse to make them out accordingly. William Lowndes to the Auditor of the Receipt to issue 1170l. 16s. 7d. to Edward, Earl of Orford on any unsatisfied order in his name as Navy Treasurer; to be issued out of loans to be made by said Earl on credit of the Duties on coal and culm. Hereof three fifths is to be placed to the head of wages and two fifths to the head of Victuals and [the whole] is to be paid over to the Treasurer for Sick and Wounded for satisfying to Sir William Scawen 3 bills of exchange drawn by Richard Walter from Barbados on the Commissioners for Sick and Wounded Seamen. Treasury reference to the Customs Commissioners of the petition of Baltazar Reclan shewing that he took 1800 weight of Spanish coco nuts for a debt owing to him in Ireland which he entered there and paid the duty but found on arriving in Ireland he must be a looser by reason of a great quantity arrived there before his; whereupon he imported them at Chester where they were seized; therefore praying remission of the King's part of the seizure. Same to Mr. Blaithwaite enclosing a warrant for a new Commission for Stamped Paper &c. The occasion of this warrant is the doubling of the Duty by a new Act and the removing of Mr. Christopher Montague to the Excise and his replacing by Thomas Farrington in accordance with the King's pleasure signified by Mr. Smith.
Please also procure the King's signature to the enclosed 3 warrants (1) for a new patent to Mr. Pennyman as Receiver of Stamp Duties; (2) for discharge of Sir Basill Firebrace's baronet fee; (3) for 260l. to Lord Cornbury as royal bounty. I have moved my Lords in your own affair and hope speedily to have their direction for the money.
I am concerned very much at the mischance of the loss of the Earl of Dorset's warrant "not knowing how it happened in the [Treasury] Office." Ibid.
Same to the Commissioners of Greenwich Hospital to consider the enclosed petition of Reney Baudovin, Nicholas Santiny, Peter Diharce and John Dumaistre, merchants, praying my Lords to admit that the payment of the several fines laid on them by the House of Lords may be made in Lottery tickets or in debentures of the Transport debt. As the King has granted these fines to the used of Greenwich Hospital (pursuant to an address of the House of Commons) please consider what may be advisable in the interest of the Hospital. Ibid.
Aug. 16. William Lowndes to Nicholas Baker. My Lords have ordered William Clayton and Lionell Herne to deliver to you several examinations, confessions and other proofs which they have taken against Thomas Johnson alias Hall alias Bennett and Isaac Cowper, both in Newgate for counterfeiting Exchequer Bills. Please prepare the prosecution for the next Sessions. Ibid, p. 9.
Same to the [Principal] Commissioners of Prizes for an account of all prize wine and brandy condemned [as prize] in Jersey and Guernsey and how much thereof remains undisposed of. Out Letters (General) XIV, p. 9.
Treasury warrant to the Customs Commissioners to continue the salary to William Dampier, an extraordinary landcarriageman London port and to pay same to his wife during his absence; he being ordered to sea upon public service. Out Letters (Customs) XIII, p. 448.
Treasury reference to the Excise Commissioners of the petition of Richard Staines, housekeeper of the Excise [Office], shewing that the housekeeper formerly had 400l. per an. salary out of which he paid the housekeeper, porter and yard keeper amounting to 120l. per an.; that upon Mr. Lassell's coming in 200l. per an. was cut off and the said porters &c. were paid by incidents and are still paid in the same manner: therefore praying the ancient allowance of 400l. per an. Treasury warrant to the Clerk of the Pipe for a lease to Edward Darrell, citizen and stationer of London, of a parcel of land in Richmond formerly in the tenure of William Bolton, alderman of London, ut supra Tr. Cal. XII p. 261 XIII p. 209 except the barge house and the land on which same is built: to hold for 61 years in reversion of the present interest which the lessee has for the life of the Earl of Jersey: at the ancient rent of 4l. per an. and fine of 200l.
Prefixing: constat and ratal of the premises by the Surveyor General of Crown Lands. As the manor of Richmond was granted by Charles II to James, Duke of York and by the latter was settled on trustees for a jointure to his late queen it is fit to insert a clause that any person entitled to the premises to the use of the Crown shall stand seized thereof to the use of the above lessee during the continuance of the said intended lease.

Same to the Surveyor General of Crown Lands for a particular of some lands in the Isle of Man ut supra p. 344 in order to a lease thereof to Sir Nicholas Sherburne to make up his term to 31 years therein on the ancient rent of 46s. 6d. and fine of 20l.
Prefixing: the said Surveyor's report on said Sherburne's petition for same. Petitioner holds under a lease granted 1669–70 Jan. 13 to Richard Sherburne Esq. his father. The premises comprise 6 messuages or tenements distinguished by the names of 6 quarters of land, each quarter containing between 30 and 40 acres, and by estimation the whole are valued at 6l. 7s. 0d. in money rent, 118 cars of custom turf, 21 custom hens, 63 boon days in shearing and 24 carriages yearly; of which the lessee only made 4l. clear annual profit above the King's rent and charges to bailiffs and other officers of the isle. Ibid, p. 115.
Aug. 16. Same to same for a particular of premises ut supra Tr. Cal. XI, p. 393 (being woodlands near Burnham, Co. Bucks.) in order to a lease thereof to Cha. Whitgrave to make up his term therein to 31 years: at the old rent of 6l. and fine of 100l.
Prefixing: report ut supra. Petitioner's late father, Capt. Humphrey Whitegrave, obtained a lease thereof in 1663 in reversion of one granted in 1610 to Eldred Whitemore. In 1671 Capt. Whitegrave petitioned shewing that the lands were formerly stocked with wood (for which the soil was most proper) but were reduced to arable by the former tenants and being situate in a dry stony place were not worth more than the increased and old rent; and thereon Sir Charles Harbord valued same at but 20l. per an. The present petitioner does not make more than 18l. per an. clear of the rent. Ibid, p. 116.
Same to the Clerk of the Pipe for a lease to Sir Henry Seymour bart. of premises ut supra p. 288 (being a small parcel of land in the manor of Laverton) for 2 lives in reversion of the lease to Henry Seymour Esq. (of which lives Henry Seymour Esq. son of Sir Joseph Seymour is yet remaining): at the ancient rent of 20s. per an. and the increased rent of 3l. per an. is to be discharged and at a fine of 30l. for adding the 2 lives and 21l. for purchasing off the increased rent. Same to same for a lease to John Rayner of premises ut supra p. 322 (being lands in Misson Co. Lincoln &c.) for 31 years at the accustomed rents of 4l. 16s. 8d. and 20s. for the premises formerly in lease to Helen Ozod widow; and 24s. 8d. for the parcels at Yaddlethorpe lately held by William Lincolne; and one sixth of the yearly value for the concealed lands and premises at Misson when recovered and on the several fines of 200l. and 50l. Aug. 19/29. Royal warrant under the King's sign manual dated "at our Court at Dieren" to the Lords Justices of Ireland for a great seal for a grant to Col. Gustavus Hamilton of forfeited lands in Ireland as follows, but he is first to pay the sum of 350l. if it shall appear that the same was expended in proving Charles Geoghegan not to be comprehended within the Articles of Limerick: the said Hamilton having prayed a grant of 500l. per an. of such forfeited lands as he should find out in lieu of the estate lately belonging to Roger O'Shaghnessy which was granted to said Colonel in custodiam and has since been granted in fee to Thomas Prendergast Esq.; and the said Lords Justices in reporting the schedule of lands as below have represented that 350l. was expended in proving as above as to the said Geoghegan, whose lands are included in the said schedule

Aug. 19/29. Royal warrant dated at Dieren to the Lords Justices of Ireland to grant by way of custodiam to Major Christopher Wray certain lands called Rathcannon and Clonana in Co. Limerick during the life of his father Sir Drury Wray, same being forfeited by the attainder of the said Sir Drury; being of the clear yearly value of 146l. or thereabouts; same being held by Sir Drury only in right of his wife who is 60 years of age and, after her death, will descend to the said Major Wray: all in consideration of the said Christopher's services as Major in Col. Thomas Farrington's Regiment of Foot as in other Regiments wherein he hath served both at sea and land ever since the King's accession; and in consideration also of the necessities of his said mother and her other children. Same to same for a patent under the great seal of Ireland to grant to Dr. John Leslie all the forfeited lands mentioned in the list appended to the royal warrant of 1697 Sept. 15 supra Tr. Cal.
