Sir Jeffrey Jeffreys agrees to return [to forward by bills of exchange] all the money that shall be wanted at New York at [the exchange rate of] 30 per cent. advance payable in the money of that country by bills payable at 30 days' sight. Ibid., p. 135.

March 17,

Present: Earl of Carlisle; Sir Stephen Fox; Chancellor Boyle; Mr. Hill; Mr. Pelham.
Write to the Receiver of Customs, Commissioners of Excise and others who receive and are to pay into the Exchequer the Civil List funds to distinguish the moneys which became due on or before the 8th day of March instant [being the late King William's Civil List moneys] from the moneys growing due on the said funds respectively from the day aforesaid [being the Civil List moneys of her present Majesty Queen Anne]. And write to the Exchequer to make the same distinction there.
Refer to Mr. Baker the petition of John Johnson.
There are delivered to Mr. Blathwayte 200 copies of the Articles of War and 50 copies of the Act about Mutineers &c.
The [Principal] Officers of the Ordnance [are called in]. They are told there is no money given [by Parliament] for their transports and so much as that charge will amount to in their Office can be borne only out of the money given for the service of the Ordnance.
Write to the Old East India Company to be here on Friday morning about the saltpetre to be delivered to the Ordnance.
Write to the Auditors [of Imprests] to hasten the accounts of the Wine Licences for declaration.
Direct them [? the Wine Licence Commissioners] to proceed against Edm. Themilthorp to recover the Queen's debt.

[Write] to the Victuallers to be here on Thursday morning: also to the Navy Commissioners to be here then: likewise the Earl of Ranelagh and Mr. Blathwaite.
The Excise Commissioners are called in. Send all the petitions for the [Excise] Secretary's place to them to make a presentment of the fittest person, whether he be a petitioner or not.

Present: all my Lords.
Send to the Wardrobe to know how much the charge of the Maundy for 38 poor men will come to in that Office [of the Great Wardrobe]. Send to the Cofferer and the Treasurer of the Chamber for the like.
The Lord High Admiral comes in. Also the Earl of Ranelagh and Sir George Rooke, Mr. Blathwayte, Mr. Serj[eant], and Mr. Lyddal and Mr. Tollet.
It's about the proportions to be taken [deducted] from the Guards and from the Navy for the charge of 10,000 Marines.
It's concluded that 87125l. 10s. 0d. be taken from the 372,000l. for the Guards and any sums not exceeding 110,000l. from the 2,080,000l. for the Navy.
[Ordered that] 7896l. be issued to the Navy Treasurer out of loans on the Vote [of Credit]: to be paid over to the Earl of Ranelagh by way of imprest for levy money for the 6 Regiments of Marines commanded by Col. Harry Mordant, Col. Henry Holt, Col. Tho. Sanderson, Col. Edward Fox, Col. George Villiers and the Lord Shannon.
[Ordered that] 2016l. out of the same loans is to be issued to the Earl of Ranelagh for levy money for the 12 Battalions now in Holland to complete them to the numbers allowed by the House of Commons.
This last [item is] to be put to the charge of the 40,000l. men to act in conjunction with her Majesty's Allies. Ibid., p. 138.
March 20,

Present: Sir Stephen Fox, Chancellor Boyle, Mr. Hill, Mr. Pelham.
The [Principal] Officers of the Ordnance [are called in] and Sir Thomas Cook et al. The Minute of the 20th January is read. Sir Thomas says he meant the covenant in the New [East India] Company's charter.
Sir John Fleet says most of this [salt] petre is white and will not refract so much as brown.
The Officers say take all this together it refracts as much as hath been usual.
My Lords insist on the former Minute.
Mr. Santigny declares his partners to be Sir Stephen Evance, Sir Theodore Janssen and friends, Frederick Herne, Nathaniell Herne and Mr. Santigny's Company: he will comply with his proposition for 7 months from the 1st of June next viz. to furnish a bill or bills at sight upon Amsterdam for any sum not exceeding 50000l. a month at 10 guilders 17 stivers current money, for ready money to be paid here.
Whereunto my Lords do agree.
Sir Stephen Evance, Sir Theo. Jansen and Mr. Fred Herne are called in and agree to the same.
They also promise to furnish 20,000l. or 30,000l. in the mean time at [one month's] usance for [an exchange rate of] 11 guilders [to the pound sterling].
Order for 5000l. to be issued to the Earl of Ranelagh out of loans on the Vote [of Credit]: to be on account of subsistence for the Forces in England. Ibid., p. 139.

The letter [of direction to the Exchequer] for applying 5614l. 1s. 2d. for Sick and Wounded and incidents is read and approved.
Order for the issue of 30,000l. to the Earl of Ranelagh: out of the loans on the Votes of Credit: to be on account of subsistence for the Forces in Holland [and as] in part of the sum not exceeding 700,000l. for the 40,000 men.
Write to the Commissioners of Excise and of Customs to be here on Friday afternoon. Ibid., p. 140.

The Queen directs my Lords to speak with the Duke of Ormonde upon his paper of the loss of 150 horses and to refer it to the Earl of Ranelagh and Mr. Blathwayte.
Her Majesty will pay Mr. Dalton in money for his fee farm rent.
Mr. Henning's memorial for his late Majesty's Privy Purse is read. It must be considered.
The money for the Maundy this time is to be paid to the hands of my Lord Almoner.
The Queen's pleasure is [that she is] to be informed when application is made to my Lords for places in her disposal. Ibid., p. 141.
1702. March 27,

Present: Earl of Carlisle, Sir Ste. Fox, Mr. Hill, Mr. Pelham.
[My Lords read the] letter from the Navy Commissioners [praying] that the 7896l. directed to be issued to the Navy Treasurer (and to be paid over to the Earl of Ranelagh for levy money for the 6 Regiments of Marines) may not be paid to the said Treasurer but directly to the said Earl for that service.
[My Lords order a] letter to be sent to the Navy Commissioners that my Lords are of opinion that this being Navy money cannot be issued to anybody but the Treasurer of the Navy: and therefore direct them forthwith to cause the said sum to be imprested and paid over by the said Treasurer to the said Earl; the service being very pressing.
Capt. Atkinson and Mr. Roop come in and present a memorial for 10650l. for the shipping and bedding for the 5000 land men which are to accompany the Fleet, upon which [sum] they desire 3000l. at present.
Ordered that 3000l. be issued to the Navy Treasurer for this purpose out of the loans on the Malt Duties and a letter [is ordered to be sent] to the Navy [Board] to imprest the same to the said Mr. Atkinson and Mr. Roop for that service.
A petition [is read] from Richard Sanders, a cornet in Brigadier Windham's Regiment, praying that his respits for Sept.—Dec. 1701 (occasioned by his being imprisoned by his creditors) may be taken off. Mr. Blathwayte [is ordered] to prepare the necessary warrant [for the Queen's signature].
The letter [of direction] for issuing to the Earl of Ranelagh 10412l. out of loans on the Duties on Malt is read and approved: same to be applied as follows: viz.
on the Establishment for [Forces] England in part of 352,000l.

Write a letter to Mr. Blathwait to prepare a warrant for Mr. Sweet's (Sweete's) bill of 226l. 18s. 4d. except the 20d. for bad money and short bags.
[Write] to the Attorney and Solicitor General to be here on Tuesday morning.
The Customs Commissioners are called in. They say that Mr. Colt and his sureties (Sir H. Colt and Mr. Price) are prosecuted: that he has promised 1000l. to be paid before the 1st day of next term.
My Lords direct the Commissioners to be diligent in the prosecution against him and his sureties.
Order the Customs Commissioners to lay before this Board an account of all the bonds taken for Subsidy [of Tonnage and Poundage], Additional Duty, or New Impost whereupon the utmost day of payment is incurred and no payment hath been made.
Order that the said Commissioners take care that where any Receivers or Collectors of the Customs or other Duties under their management do detain the Queen's money for their private lucre and advantage and do not pay the same within 2 months after the receipt thereof the said Collectors and Receivers be charged with interest at 12 per cent. according to the Statute 20 Car. II, c. 2.
The like for the Excise and other branches of the Revenue: and for the Auditor [the Auditor of Imprests] to charge the Receivers of Taxes [accordingly] who detain the public moneys. Ibid., p. 143.

Order for the issue of 1757l. to the Earl of Ranelagh, upon Mr. Pauncefoot's memorial of this day: to be as in further part of 700,000l. for the 40,000 men: 1103l. 8s. 2¾d. thereof [to be issued] out of loans on the Votes [of Credit] and 653l. 11s. 9¼d. out of loans on the Malt Act.
[Ordered that] 1500l. a week for 8 weeks is to be issued to the Wardrobe out of the Civil List moneys grown due since the 8th of March last: [making 12,000l. in all] viz. 3000l. for the funeral [of William III] and 9000l. for the Coronation [of her Majesty]. Ibid., p. 145.
