Nov. 4. Letter of direction for 400l. to the Paymaster of the Works to be paid to Henry Wise for one quarter to Nov. 1 inst. on his contract for keeping up her Majesty's Gardens and Plantations.
300l. to same, 100l. thereof to be paid to Mr. Verrio for painting the Private Oratory at Windsor and 200l. thereof to same for painting at Hampton Court performed in the late King's reign. Disposition Book XVI, p. 112.
William Lowndes to the Customs Commissioners. Sir George Parker, Sub-Commissioner for Prizes at Portsmouth, asserts there are much greater conveniencies at Cowes for the plundered goods expected home in Sir George Rooke's fleet and a quarter part less charge in landing and securing same there than at Southampton (it not being a quarter of the way from Spithead to Cowes as 'tis to Southampton) besides the town Duties. Are your officers of that opinion? Out Letters (General) XVII, p. 89.
Same to the Earl of Ranelagh to report on the enclosed petition [missing] of Thomas Hall praying that the 6 months' offreckonings due to the Regiments of Col. Woods and Lord Raby may be paid to him for clothing and accoutrements furnished to said Regiments. Ibid.
Treasury reference to the Customs Commissioners of the petition of Nehemiah Winter, Commander of the King William galley, on behalf of himself and the rest of the owners thereof, shewing that he laded at Smyrna for London and that the Consul there, (considering the danger of the ship by the war which had broke out since petitioner left England) obliged him to take 13 men more for the security of the ship and only foreigners could be had, so that on arrival his ship is seized for being manned contrary to the Navigation Act. Nov. 4. Treasury reference to the Attorney General of the petition of the Commissioners for the Royal Hospital at Greenwich shewing that the late King gave commission to Capt. Matthew Lowth to seize pirates in his voyage to India and that he did seize the ship Margarite commanded by Capt. Burgis (Burgiss); therefore praying a grant of the effects of said pirate. William Lowndes to the Attorney General for his opinion what authority it will be proper for the Queen to give to settle the postal rates desired by the Postmasters General for letters passing between England and the Island Plantations in America by Mr. Dummer's vessels. Nov. 6. Warrant by Treasurer Godolphin to the Customs Commissioners to assist the Prizes officers to secure in warehouses at Cowes any wines and brandies which shall be brought home in Sir G. Rooke's fleet: there being much greater conveniences at Cowes and at one fourth less charges (besides the town Duties) than at Southampton: the officers having viewed the warehouses at East and West Cowes and compute that they will hold about 800 tons and that there are commodious store houses directly under the constant inspection of the officers of the port. Treasury reference to the Salt Commissioners of the petition of Charles Orfeure shewing that in Oct. 1700 he exported 338 bushels of salt into Scotland but his debenture for same was refused by the officer on the ground that "no allowance of debentures were made for salt sent into Scotland" and that upon contesting the same at law judgment was given against petitioner: therefore praying relief. Warrant by Treasurer Godolphin to the Queen's Remembrancer to take the sureties, detailed, in 4000l. of Isaac Newton as Master and Worker of the Mint. Warrants not Relating to Money XVIII, p. 447.
Same by same to the Prizes Commissioners to require an account by every post of the proceedings of their officers in relation to the goods plundered [at Cadiz] that should arrive in the fleet under Sir George Rooke and the conveyance thereof to Cowes instead of to Southampton: all by reason of the letters from Sir George Parker, Sub-commissioner for Prizes at Portsmouth, shewing that there are conveniencies at Cowes at one fourth part less charge in landing and securing same than at Southampton, the warehouses at East and West Cowes being commodious and capable of holding about 800 tons. Royal warrant to the Clerk of the Signet for a privy seal dormant for 5600l. per an. to the Prince of Denmark, Lord High Admiral of England, for the salaries of his Council for the Affairs of the Admiralty and the Secretaries thereof in such manner as he shall direct: as from May 20 last. Same to the Attorney General to acknowledge satisfaction on the Exchequer Court judgment of 225l. against Richard Webb in Hilary term 1699 for exporting wool: all on condition of his paying 54l. 1s. 8d. in part of said fine and in compassion to the deplorable condition of him and his family. Warrant dormant by Treasurer Godolphin to the Principal Commissioners for Prizes to allow 2 per cent. to the respective Agents for Prizes out of the neat produce of all prizes brought into port and there inventoried, appraized and unladen, as a sufficient allowance for their care and trouble in that service: it appearing that 2½ per cent. was similarly allowed during the late war to the several agents who stood on the Establishment [for payment] at a quantum meruit.
