William Lowndes's Secret Service Books.

The remaining 21 leaves of T 38/735 are blank. Henry Guy's official career terminated abruptly. On the 16th February, 1694–5 as a Member of the House of Commons he was committed to the Tower for taking a bribe of 200 guineas in connection with the East India Company investigation and the prosecution of Sir Thomas Cooke. (C.J. XI, p. 236).

Two months' later on the 17th April, 1695 a motion in the House that he should be expelled was lost on the previous question. (Ibid., p. 307). But shortly before, whilst still a prisoner in the Tower, he resigned his place of Secretary to the Treasury (Luttrell III., p. 458 under date 6 April, 1695).

As was generally expected his place was given to William Lowndes, chief clerk in the Treasury Office, and from the 29th April 1695, Lowndes received and paid the Secret Service moneys so far as operated through the Treasury, exactly as his predecessor, Henry Guy, had done.

The succeeding volumes of Secret Service payments are in William Lowndes's hand viz., Vol. I. T38/736, covering the years 1695–1701, and Vol. II., T 38/737, covering the reign of Queen Anne. As far as concerns the nature of the payments and the names of the payees Lowndes's volumes do not differ from Henry Guy's. But in the point of form they differ radically. Guy's record is a statement of account in correct form, that is by way of charge and discharge or debit and credit. Lowndes on the other hand sets out no formal statement of charge but contents himself with preserving the original receipt, in most cases with the autograph signature of the recipient. That is to say the recipient signs the entry in the book itself. In the case of receipts signed by the King himself and in sundry other cases, Lowndes has pasted the receipt into the volume; shewing that the money, and a loose receipt form, were taken to the King wherever he was and the King signed the receipt there and then. At the conclusion of each account Lowndes contents himself with a brief statement of the total money received out of the Exchequer for Secret Service and of the total payments made by him as evidenced by the signed receipts.

Furthermore, these statements of account are at irregular intervals, not at the regular quarter days as Guy's accounts had been.

All the following entries of payments therefore are signed acknowledgments by the payees of the payments made to them on the date stated.
