Feb. 1. Money warrant for 120l. to Col. Benjamin Bennett, Lieutenant Governor and Commander in Chief of the Bermuda or Summer Islands, for half a year to Sept. 29 last on his salary in respect of the said Government : as by his privy seal of 1702-3 Jan. 29. Letter of direction for 20l. to the Treasurer of the Chamber for Henry Reeves, late one of the Children of the Chapel Royal [for his outfit on the breaking of his voice]. Disposition Book XVI, p. 146.
William Lowndes to the Commissioners for Prizes for an account of the brass guns and Spanish galleons taken at Vigo in order to enable the Lord Treasurer to report on the Lord High Admiral's memorial relating thereto. Out Letters (General) XVII, p. 122.
Treasury reference to the Surveyor General of Crown Lands of the petition of Thomas Goldston for a lease of several groves in Epping Forest called King's and Queen's Grove, Shakeman's Grove and Leazings Grove, he being willing to fence and improve the same at his own charge for the future benefit of the Crown. Same to same of the petition of Edward Broadlake for extension of lease of 3 tenements forming part of the Manor of Carnedon Prior and of the annexed Duchy of Cornwall. Ibid.
Same to Mr. Borrett of the petition of Edward Goulding shewing that one King, an attorney at law, forged a pretended bail bond against him whereby petitioner's goods were seized to his loss of 100l. on which he has prosecuted the said attorney and obtained judgment for 160l. : therefore praying that the said judgment may not be stayed but that he may have the benefit thereof. Same to the Salt Commissioners of the petition of William Metcalfe shewing that he delivered 298 tons of salt to the Victualling Office by his Agents Francis Platt, Capt. Jas. Clarke and Richard Metcalfe at 9l. a ton when the market price was 15l. to 20l. per ton by which he lost 1788l. which is more by 334l. 13s. 4d. than petitioner's debt due to the Queen [for Salt Duty] and that until the arrival of the said salt the slaughter at the Victualling Office was stopped : therefore praying to be admitted to compound his debt in consideration of his poverty. Same to Mr. Popple to lay before the Commissioners for Trade for their report thereon the enclosed petition [missing] of Major John Powell praying payment of 211l. 8s. 10d. expended by him in victualling a Company of soldiers sent for Newfoundland, to wit from 1701 June 6 to 1702 August 28, and for several other charges for the Queen's service. Same to the Commissioners for Prizes to report on the enclosed letter [missing] from Capt. Bush concerning a prize ship laden with wines brought into the Downs by order of Capt. Watkins which on Jan. 26 last was forced from her anchors and driven on shore in Sandwich Bay, and praying a reward for the service of himself and soldiers in saving most of the cargo. Ibid.
Same to same for an account of the cochineal taken at Redondela near Vigo : the same being, as it is said, ready to be sold and the captors pretending a right to a share thereof. Ibid.

Prefixing : (a) order of the Queen in Council dated St. James's 1 Feb. 1702-3 made on a memorial from the Lord High Admiral and for the more effectual and speedy manning of the Fleet : viz. that a general embargo be forthwith laid on all ships and vessels within England, Wales and Berwick-on-Tweed and that none of the outward bound ships which are cleared from Gravesend or from the Customs officers at the outports be permitted to proceed on their voyages till they have furnished her Majesty's ships with one fourth of their men ; and the ships not yet cleared, with one half of their men : and also that no protections be granted to coasters till one half the number of seamen belonging to each port whereto they belong shall be produced and entered into the Queen's service. Treasury reference to Sir Edward Northey, Attorney General, of the petition of Sir Edward Smith et al shewing that in Michaelmas term 1695 they were let into possession of a moiety of the manor of Braybrooke part of the late Lord Griffin's estate in consideration of a debt due from him to them in 1685 ; that in Hilary term 1695 Lord Griffin was outlawed for high treason, whereby his whole estate is vested in the Crown and petitioners are likely to be prosecuted for the rents they have received for the said moiety : therefore praying stay of proceedings and to be continued in possession till their debt be satisfied. Same to the Customs Commissioners of the petition of Maurice Bowen for a tidesurveyor's place in Liverpool port, he having been a Customs officer for several years. Ibid.
Warrant by Treasurer Godolphin to the Queen's Remembrancer in the Exchequer to take the securities of William Pacey of Lowestoft co. Suffolk, administrator of Mr. Ellis, on his [Pacey's] appointment as Receiver General for part of Norfolk for the remainder of the present Land Tax and Subsidies and also for the remainder of the Duties on Houses and on Marriages to Lady day and May 1 next respectively, all in the room of the said Ellis : being for the arrears thereof for the year 1702.
Prefixing : note of said Pacey's petition (see infra under date 1703 April 6 ;) and report from the Taxes Agents thereon.

Subscription by same for the execution of a warrant dated 1702 Dec. 24 by the Earl of Jersey, Lord Chamberlain, to the Earl of Montague, Master of the Great Wardrobe, for the delivery to the Troop of Grenadier Guards under the Honble. Col. George Cholmondely of a livery coat each for one kettle drummer, 4 other drums and 6 hautboys and one standard and banners for the kettle drums. Ibid., p. 500b.
Letters patent by same appointing Hugh Chudleigh to be Comptroller of the Accounts of the Treasurer of the Chamber with the salary of 150l. per an. as from June 24 last, being the office established by the patent of 1690 July 15 and to which the said Chudleigh was constituted by commission dated 1690 Dec. 30. William Blathwayt [as Auditor of the Plantations] to Mr. [Charles] Thomas [Receiver of the Revenue of Barbados]. I have received your letter with another [from you] of Nov. 13 last to the late Treasury Lords concerning the account of the Casual Revenue received by you since your being in the office [of Receiver thereof]. You will see by the enclosed letter of Treasurer Godolphin ut supra p. 121 that his Lordship is very pressing for [same] and is very much concerned at your neglect and the manner of your sending over the accompts of seizures altogether imperfect and unintelligible, wherein he expects a speedy amendment as also in the stating of all your accompts. That you may be put in mind hereof I have constituted Mr. Robert Gibbs my Deputy Auditor, to supervise the accompts you are preparing. I am ordered likewise to observe to you that the fees [paid] to the Attorney General and others upon prosecutions are very exorbitant and do too much lessen her Majesty's revenue : wherein you are to take care hereafter. Feb. 3. William Lowndes to the Lord Chamberlain. It is the Queen's pleasure that the salaries for the Serjeants-at-Arms whose patents are upon renewing be made to commence from 1702 Lady day. Out Letters (General) XVII, p. 124.
Same to the [Principal] Officers of the Mint for an account of the particular pieces of wrought plate delivered into the Mint by the Commissioners of Prizes. Ibid.

Prefixing : (a) order of the Queen in Council dated St. James Feb. 2 inst. that the late orders for laying the embargo be taken off from all ships in the several ports bound for Portugal which are now ready to sail with the present convoy. Out Letters (Customs) XIV, p. 236.
Treasury reference to the Surveyor General of Crown Lands of the petition of the masters and owners of the row barges working upon the river of Thames between Maidenhead, Windsor, Staines, Chertsey and Weybridge and London city, being free watermen, shewing that the river of Thames is a navigable river from London to the places aforesaid and that petitioners had formerly a way or passage for horses to draw up their barges or vessels between the Queen's Meadows at Hampton Court and the said river ; that the said way was some time since stopped up by the order and direction of Jasper English and a more convenient way was allowed to petitioners over the said meadow for which petitioners were obliged to pay ; that there is now a new and further demand made upon them by one Joseph Philpe (who pretends some claims under the said Mr. English) of 6d. a time for each horse drawing up barges or vessels, "which will amount to 8l. by the year and upwards for each vessel, which exaction (if not speedily prevented) must of necessity hinder petitioners' navigation upon the said river : therefore praying that the former way may be laid open. William Blathwaite [as Auditor of the Plantations] to Mr. [Thomas] Weaver [as late Receiver General of the Revenues of New York]. Upon your desires I did forbear to call upon you for your accompts until your hearing at the [Privy] Council [on Jan. 21 last] were over. As my Lord Treasurer now requires that they be laid before his Lordship you will please either to bring or send them to me forthwith that they may be proceeded upon at the Treasury. Feb. 5. Royal warrant to Richard Crawley, Receiver of Salvage money and other Droits and Perquisites of the Admiralty, to pay 20l. to Mary Mayhook as royal bounty : out of the salvage of the ship Expedition of Boston from New England, Henry Lowder master, which in her passage [from New England] was taken by a French privateer, the said Mary Mayhook being a passenger therein and having lost 20l. in clothes and money by the said capture and which could not be recovered from the said captors when the said ship was retaken from the French : by reason whereof the said Mayhook is in a very deplorable condition and every way an object of charity. Deputy Comptroller of the Treasurer of the Chamber's Office, the allowance of 100l. per an. which was inserted upon the late Establishment of the said Office in consideration of his service in reducing the extraordinary growing charge of the Messengers' bills : which allowance was to continue until the Comptroller of the said Office should die when the said Vanbrugh was to succeed him with the salary of 150l. per an. and then the said 100l. per an. allowance was (and hereby it is thereupon) to cease. William Lowndes to Mr. Fox. On Jan. 20 last the House of Commons addressed the Queen that she would concert means for furnishing the Forces in Holland and Flanders as far as possible with the manufactures, corn and other products of England : which Address she promised to comply with. You are to write by this night's post to Mr. Sweet, your deputy, for an exact account from whence, in what manner and at what rates her Majesty's Forces in the Low Countries are furnished with clothing, accoutrements or other necessaries that may be had from England. Treasury reference to the Customs Commissioners of the petition of Jos. Moore shewing that he became surety for one Walcott for 1700l. of Customs due and Walcott has withdrawn himself and petitioner is left with 5 small children in a miserable condition. Reference Book VIII, p. 35.
Same to the Salt Commissioners of the petition of Richard Hindmarsh shewing that he became bound with Michael Taylor, Collector of Salt Duties at Shields port, in Northumberland, and Taylor is now indebted 1500l. to the Crown : therefore praying that Taylor may have his liberty in order to attend the Salt Commissioners for the stating of his account. Royal warrant to [the Earl of Rochester, Lord Lieutenant of Ireland, to insert on the Establishment of Ireland a pension of 200l. per an. for James, Earl of Barrymore in trust for David, Visct. Roche as to 100l. and Ulick Roche his brother and Ellen Roche his sister as to 50l. each : all as from 1702 June 24. Out Letters (Ireland) VIII, p. 261.
Feb. 6. Order by Treasurer Godolphin to the Customs Commissioners to observe (a) infra.
Prefixing : (a) order of the Queen in Council dated Feb. 4 inst. for the granting protections to outward bound ships for the complement of men necessary to navigate same upon their delivering to some of her Majesty's ships the proportion of men they are obliged to furnish for the Fleet according to the order in Council of the 1st inst. : and upon the production of certificate of such delivery that the embargo be taken off and permit to sail be granted : all as by the application of several merchants representing that there are several ships cleared from the Customs House which are willing to deliver the fourth of their men on proviso of such protection and permit. Treasury reference to the Prizes Commissioners of the petition of Samuell Eyres et al shewing that they bought a quantity of prize New[found]land Bank fish from the Principal Commissioners for Prizes at Plymouth [the same being] on board the ship Triumphant and brought the same to London ; that in January last they worked out some part of the said fish ; but an order coming out that for the future no [prize] fish must be landed in England [petitioners] were hindered from working any more fish out and same now lies and creates charges of waiters &c. : therefore praying an order for disposal of the remainder. Same to the Customs Commissioners of the petition of the poor seamen of Liverpool praying to be admitted to enter 224 hundred weight of tobacco which they brought from Virginia which is seized for being cased round only with hogshead staves. Ibid., p. 36.
Feb. 10. Royal warrant to Isaac Newton, Master and Worker of the Mint, to coin from time to time into current coins of the realm such plate or bullion as shall be delivered to the Mint by the Principal Commissioners of Prizes out of the several parcels of gold, silver plate or bullion taken by the royal Fleet in the late Expedition to Vigo and brought home as prize : the word Vigo is to be impressed under the Queen's image on such coins ; to continue to posterity the remembrance of that glorious action. Warrant by Treasurer Godolphin to the Prizes Commissioners to deliver to the Mint to be coined all the gold which you have carried thither (taken as prize in the Expedition at Vigo) and such quantity of the silver and bullion as shall be sufficient to make 1000l. sterling of the current coins of the realm : and as soon as coined to pay same into the Exchequer. Feb. 12. Royal warrant to John, Visct. FitzHardinge, Treasurer of the Chamber, to pay 179l. 15s. 0d. to the Queen's Almoner for 1702 June 24 quarter on the allowances of 500l. per an. for Daily Alms and 219l. per an. for the poor at the Gate. Queen's Warrant Book XXI, p. 530.
Same to Sir Edward Northey, Attorney General, to grant a noli prosequi to the Queen's moiety of the penalty of 500l. on John Felton, late high sheriff for co. Montgomery, in respect of his not having made a return of the writ for electing members to serve for that County in the present Parliament : on which default James Felton of Oswestry co. Salop has brought an action of debt against the said Felton in the Court of Common Pleas : the same being an omission on his [the said sheriff's] part without any contempt of the Act of 10 and 11 Wm. III. c. 7 and without any favouring of any party to the prejudice of the Members duly elected. Ibid., p. 534.

In pursuance of my Lord Treasurer's directions I here enclose an abstract of the accompts of Mr. Thomas Weaver, late Receiver General of the Revenues of New York for the time of his receipt. But inasmuch as the said Weaver has withdrawn himself out of that Province [of New York] without the leave or knowledge of my Lord Cornbury the present Governor, and that the said accounts have not been examined before the Governor in Council, as is usual and fitting for the more regular passing of such accounts, you will please to represent my humble opinion to my Lord Treasurer that the said accounts now in my hands be remitted to New York there to be examined by the Governor and Council from whom my Lord Treasurer may receive a more perfect state of the revenue and expenditure [of New York] for that time.
