William Lowndes to the Prizes Commissioners. I have read to my Lord Treasurer yours of the 27th inst. informing that the silver taken at Vigo has been exposed to sale at several prices but that no person bid for it. You are forthwith to carry same to the Mint to be coined. The appointing a person to take charge of the prize moneys at Plymouth is proper to be left to Mr. Brewer [Receiver of Prizes]. Treasury reference to the Salt Commissioners of the petition of Thomas Johnson of Liverpool merchant shewing that he laded two ships at Liverpool with rock salt for foreign parts and paid the Duty under discount for cash as by the Act of 5 Wm. and Mary [5—6 Wm. and Mary c. 7] and had a draw back : that the ships put in to Ipswich and having an opportunity of disposing of the salt there he tendered the Duty but the salt officer would only accept full Duty without any discount : therefore praying the discount allowed by the Act. Treasury reference to Sir Christopher Wren of the petition of Signor Verrio setting forth the great expence he is at in colours and other necessary assistance in order to finish the Great Room at Hampton Court ; therefore praying a further payment, he having only received 200l. thereon. Ibid.

Prefixing : (a) letter to William Lowndes, Secretary of the Treasury, from J. Burchett, Secretary of the Admiralty dated Jan. 31. It is the Queen's pleasure that the Captains concerned in the action at Vigo shall have the proportion of plunder due to them by the Queen's late Declaration and that those who were only Masters and Commanders shall not come in for an equal share with those Captains as was at first designed upon the report of the Attorney General : this decision being arrived at on the Lord Admiral's report on the petition of said Captains. A stop is therefore to be put to the payment of those gentlemen who were then in ships and vessels which did not give them the post of Captain, until this affair can be adjusted.

Same to Mr. Blathwayt. The Lord Treasurer is informed that many prizes were taken in the late war and carried into the Leeward Carribee Islands of which no accounts have been rendered to the Crown. As a new Governor is being nominated to go to those islands my Lord desires that instruction be given him to assist such person as shall be appointed by John Parkhurst to recover arrears due for such prizes. Treasury reference to the Customs Commissioners of the petition of Hermans Bouchierie, merchant in Flushing, setting forth that the privateer Two Sisters of Flushing, of which he was sole owner, did take about 1702-3 January, two French prizes [vessels] of salt and wine which by stress of weather were forced into Mounts Bay and were so shattered that they could not get off, wherefore they had leave to sell "the same" but an information is brought against the buyer of the [lading of the] prizes : therefore praying a non pros to the information. Order by Treasurer Godolphin to the Prizes Commissioners to observe (a) infra.
Prefixing : (a) Order of the Queen in Council dated St. James's, Jan. 28, for distribution of the Prizes taken at Vigo, said order being made on the report of the Lord Admiral, Prince George of Denmark, upon the letter of Sir George Rooke and the petition of Rear-Admiral Dilks and other the Captains of her Majesty's ships of war appointed for the line of battle and battering of the forts at Vigo, the said petition praying that the Declaration of Dec. 19 last may be rendered effectual to them upon the list of the said ships at Vigo on the 12 Oct., 1702, and upon no other ships of war engaged or in any wise assisting in that action. Hereon the Lord Admiral reported to the Queen that by Order in Council it was declared that the distribution of the captors' moiety of said prizes should be according to the list of the fleet to be transmitted from the Admiral of the Fleet and according to lists of every such ship from the Navy Board by due proportions in a particular ship and that the Flag Officers are to have equal shares and all the ships mentioned in the Admiral's list to have been at Vigo are to be considered as principals and distribution to be made accordingly without difference between those ships actually taking prizes and those which were present and assisting. The said Declaration settles all matters contained in the said petition except what relates to the Masters and Commanders of small ships. As to these the petitioners insist that such Masters have not the post of Captains in her Majesty's fleet nor are to be taken as such within the said Declaration, otherwise they would rank doubly for prize distribution firstly as Captains and then again as Masters. Hereon the Lord High Admiral is of opinion that such Masters are not Captains and cannot be rewarded out of the captors' moiety but only (if the Queen so think fit) out of the Queen's moiety for any eminent or extraordinary sea service they may have performed.
The Queen hereby approves the said report from the Lord High Admiral and accordingly orders that in the distribution of the prizes and booty taken at Vigo such difference as above be made between Captains and Masters or Commanders.

William Lowndes to the Navy Commissioners to attend my Lord Treasurer about disposing the prizes taken abroad by the Fleet. Out Letters (General) XVII, p. 319.
Same to Mr. Popple to lay before the Commissioners for Trade the several bills of incidents for their commission anno 1703, to be signed by them as the privy seal directs. My Lord Treasurer observes that the rates and prices of the things furnished therein are extraordinary high, particularly the stationery wares. My Lord expects for the future that you manage the expense of incidents for the said commission with all possible frugality. Ibid., p. 320.
Same to the Hawkers and Pedlars Commissioners. In reply to your memorial of Dec. 23 last proposing an addition of officers the Lord Treasurer desires a certificate what improvement has been made to the revenue by adding the last officers. Ibid.

III. allowed him as Resident at Geneva : in which employment the Queen is pleased to continue him : with dormant clause for payment of said 130l. per an. in future. In order the better to enable the Officers of the several Regiments of Marines to raise the necessary recruits, the Queen did, by sign manual of Jan. 31 last supra p. 120, direct the taking off the respits on several musters since 1702 Dec. 25 to the amount of 1080l. 17s. 6d. Same for 150l. to John Ford, a Customs officer, for so much laid down by him as follows : he having some time after the discovery of the Assassination Plot in 1696 been informed that Capt. Joseph Saunders had been hired by several ill-affected persons to convey Cardwell Goodman (one of the conspirators), Col. Ingram and William O'Brian into France and having seized the said Saunders on his return into England he did prevail with him to disclose many material things to the great satisfaction of the Secretary of State to whom upon examination it also appeared that the said Saunders had been a great agent for the French smugglers as well as for the owlers : and the said Saunders on examination subsequently by Henry Baker discovered several persons who had exported great quantities of wool and brought back great parcels of French silks whereupon informations for upwards of 30,000l. were filed in the Exchequer Court : whereupon the said smugglers caused Saunders to be arrested on execution for 146l. 13s. 4d. being the late King's part of a penalty recovered upon him some time before for importing French silks and for which they had promised to save him harmless : whereupon the said Ford borrowed 150l. to pay off the said penalty to save Saunders from them : and in the next two terms there were seizure of French silks and other prohibited French goods to the value of above 4500l. : but the said Saunders died presently after without receiving any reward for his services and petitioner has been lately arrested for the said 150l. : upon all which matters Henry Baker has reported that the statements as above are exactly true. Report to Treasurer Godolphin from William Blathwayt [as Auditor General of the Plantations] on the petition of George Muschamp, Receiver of her Majesty's revenue in the District of Potomac in Maryland, praying that his salary arrear of 594l. 0s. 6d. may be paid out of her Majesty's share (amounting to 1600l.) of a prize taken and carried by Capt. Moore into Patuxent river in Maryland about Sept. last. In my report on the said Muschamp's petition ut supra Tr. Cal. Vol. XVIII, p. 246 I proposed he might be paid out of the Duty of a penny per pound on tobacco. Your lordship has accordingly given directions as well for the arrears as for his growing salary. In December last I informed your Lordship ut supra ibid. pp. 477-8 concerning the said French prize worth 6000l. I conceive it fit that the Commissioners of Prizes give order in the matter of her Majesty's part of said prize, that the sugar may be brought into England and sold here to her Majesty's best advantage whereupon petitioner's arrears of salary (of which by that time I shall be enabled to give your Lordship an exact account) may be satisfied thereout.
