July 1.	Royal warrant dated Windsor to the Attorney or Solicitor General for a great seal for a grant to James Trefusis of the use and exercise for seven years of the invention for fishing and taking up treasure out of the sea within the British seas ; being an engine invented of covering vessels and pipes whereby they are enabled to work several fathoms under water for divers hours together without any want of air : William III having granted a patent 1691 Oct. 17 to the said Trefusis, John Honichurch, Nicholas Honichurch and Joseph Williams for said engines which grant will determine on the 17 Oct. 1705 and the said Trefusis has represented that none of the said patentees except himself hath worked the said engine and that he hath yet made no profit thereof and that he is discouraged to proceed in the use thereof by reason that the said letters patent contain no grant of the goods the patentees shall gain by their diving. In the herein patent he, his agents &c., are to be granted the right to possess themselves of such treasure recovered by means of the said invention ; on payment of one fifth thereof to the Crown. Royal warrant dated Windsor to the Clerk of the Signet for a privy seal for a pension of 1000l. per an. as from 1704 Sept. 29 to Charles, Duke of St. Albans, in lieu of a renewal of the logwood [Duties] farm granted to him 1676 Sept. 13 ; Charles II having intended a 99 years' renewal thereof in Jan. 1684 but the same being prevented by the said King's death : and her present Majesty doth not think fit to grant any new lease of the said Duties. June [? sic for July] 3.	Same to John How, Paymaster General of Guards, Garrisons and Land Forces to pay 144l. 8s. 4d. to the Earl of Essex out of savings by respits on the Regiment of Dragoons under him between 25 Dec. and 24 Feb. last for the respits on 104 men lately detached out of his Regiment ; it appearing that the Officers had actually listed 87 [new] men from the time the detachment was made to the said 24th Feb. whose pay for said time together with the offreckonings of the said detachment came to 144l. 8s. 4d. Same dated St. James's to Thomas Jones Esq., to take the custody of Ludlow Castle as Keeper thereof loco William Gower whose appointment under the sign manual of Aug. 26 last is hereby determined : with the fee of 20l. per an. and the further sum of 10l. per an. for provision of fuel : to be payable out of the revenue of North or South Wales as from 1704 June 24. July 3.	Letter of direction for 10,000l. to Charles Fox : to complete 40,000l. intended to be lent by her Majesty to the King of Spain : to be issued out of Civil List moneys. Disposition Book XVII, p. 111. William Lowndes to Mr. St. John [Secretary at War]. Capt. Robert Gardner has represented to the Lord Treasurer, on behalf of the Regiments of Col. Handasyde and Col. Livesay in the West Indies, the necessity of sending the muster rolls by the pacquet boats, the charge whereof will be 8l. per month (one month with another), and that the Regiments should not bear the charge thereof. The Lord Treasurer thinks that this expense should be met out of Army Contingencies. Please prepare a royal warrant to authorise this. Out Letters (General) XVII, p. 403. Subscription by Treasurer Godolphin for the execution of a warrant dated May 16 last by the Earl of Kent [Lord Chamberlain] to the Master of the Great Wardrobe for the provision of particulars, detailed, for her Majesty's bedchamber at Windsor and for the bed there to be mended and set up at Hampton Court for her Majesty's service there viz. as follows : a new green taffata window curtain laced with gold lace suitable to the other in the said bedchamber ; 2 green taffata stool cases, with a green silk lyor string to draw the sash windows up ; 6 tassels, one new bedstead, 3 new window cornishes for the green damask bed, 3 deal cases to pack up the furniture for Windsor : to take down her Majesty's white satin Indian embroidered bed and hangings in her Majesty's bedchamber at Windsor and the bed to be mended and set up at Hampton Court for her Majesty's service there : and to repair one satin thick quilt : and for one pair of satin quilted blankets : blue taffata for 2 elbow chair cases : 2 stools to the bed : one piece of silk string of green for her Majesty's Lower Lodging at Hampton Court : mending the umbrellas, new lines and putting them up at St. James's : sewing and putting curtain rings on some curtains that were ripped at the Bath ; likewise for particulars, detailed, for her Majesty's lower lodgings at Hampton Court : viz. one pair of fine Spanish blankets for the Queen : 4 wainscot close stools : 8 white earthen stool pans and 6 large pewter stool pans for the Queen's and Prince's service : and cleaning a set of white bed feathers that came from Windsor belonging to the white satin embroidered Indian bed set up at Hampton Court and that one folding bedstead with a sacking bottom be left there for the Queen's bedchamber women and other details : all to an estimate of 220l. July 4.	Subscription by Treasurer Godolphin for the execution of a Lord Chamberlain's warrant dated June 16 last to the Master of the Jewel House for the delivery to George Hughs (Hughes), waterman in ordinary to the Queen, of two badges not exceeding 50 ounces : to an estimate of 26l. Ibid., p. 283. The like of a same dated May 30 to the Master of the Great Wardrobe for the delivery to the Yeoman of the Removing Wardrobe of two armed chairs made new, suitable to the crimson damask Travelling State, stuffed with curled hair, for her Majesty's service in journeys and progresses : 2 frames for 2 high stools and a footstool, "the old stuffing and old crimson damask to serve," one featherbed, bolster and Holland quilt for the Bedchamber women : 4 canopies of red serge for the Queen's and Prince's Pages of the Backstairs ; 4 pair of ten quarter blankets : 6 black leather close stools and 2 pans each : coarse serge cases for 5 chairs of state and 4 footstools ; to an estimate of 90l. The like severally of six warrants of same date to same for the following details respectively : viz. 5 umbrellas for the Chapel and Ante-room at St. James's : to an estimate of 24l. mending five pieces of Arras hangings called the "Story of Eneas" and making two of the same depth with the rest and for oiling seven bare hides : to an estimate of 90l. covering six forms in St. George's Hall with crimson catface with silk fringe : to an estimate of 70l. two large trunks for her Majesty's Chapel at St. James's : to an estimate of 7l. a table, box and drawer, 3 stands and a glass of 48 inches : to an estimate of 66l. cleaning her Majesty's Bedchamber hangings at Windsor and making three pieces of the same depth with the rest : to an estimate of 70l. The like of a same by the Earl of Kent [Lord Chamberlain] dated May 26 to same for particulars, detailed, for her Majesty's service in her Withdrawing Room at Windsor viz. 18 square stools and 2 elbow chairs covered with green damask and trimmed with gold oris lace with covers to them of fine shalloon : 3 window curtains and valence trimmed suitable to the chairs with silk strings and tassels to draw them up and plain cornishes to them. Likewise for crimson damask hangings and 2 window curtains trimmed with crimson silk lace for her Majesty's Drawing Room at Hampton Court ; likewise for 4 crimson damask window curtains for 3 windows, one very large and 2 lesser for her Majesty's Eating Room at Kensington ; one umbrella more for the Chapel [Royal] at St. James's and six for the Queen's Little House at Windsor : to an estimate of 700l. Same to the Attorney General of the petition of Lord Bophin shewing that an Act of Parliament [1 Anne St. 2 c 18] passed for granting the petitioner's estate upon payment of 25,000l. at three several payments, and upon failure to be vested in the Crown : that he has paid all but the last, but upon several payments of which application of Lieut. Gen. Stewart the estate is re-vested in the Crown by reason of the failure of the last payment : and her Majesty hath directed that he [petitioner] shall not receive the rents : therefore praying that said direction may be recalled and that he may be left to law in respect to the debt owing to Lieut. Gen. Stewart and Lady Purbeck. Ibid. Treasury reference to the Attorney General of the petition of Samuel Barnardiston and Arthur and Mary Barnardiston, children of Arthur Barnardiston, deceased, shewing that their said father supplied his father-in-law, Sir Richard Lloyd, deceased, with 13,980l. 9s. 8d. Warrant by Treasurer Godolphin to John Parkhurst to allow in account to Peter Jennings, Agent for Prizes in America from 19 Nov. 1696 to January 1697-8, the charges expended by him in that service in registering his commission amounting to 67l. 5s. 0d. and 3 per cent. on his receipts which amounted but to 181l. 2s. 0d. But as to the 100l. craved by him for his voyage, pains and agency you certify that it was never the custom of the Commissioners of Prizes to give allowances to any agents in foreign parts by way of yearly salary but only a quantum meruit for the service they performed, which was usually 2½ per cent. on the money they received for prizes : but in regard the petitioner was at great trouble in putting matters into a method, settling correspondences and acquainting himself with the ways and ports of the country and had no sooner so done than he was superseded and thereby deprived of the advantage he might have expected therefore he may be allowed his charges in the service and also 3 per cent. or something more than the common recompence.
