Nov. 1. Royal warrant dated St. James's to Treasurer Godolphin to give warrant to the Surveyor General of Woods Trent South to fell 300 trees in New Forest fit for the Navy and to deliver same to the Purveyor of the Navy. (Treasurer Godolphin's warrant dated Nov. 7 hereon accordingly). Queen's Warrant Book XXII, p. 330. Warrants not Relating to Money XVIII, p. 356.
Same to the Attorney or Solicitor General for a great seal for a new Commission of Appeals in Excise, to include Joseph Addison therein : the new Commissioners to be Sir William Honywood, Richard Beke, George Dodington, Edmund Chaloner and said Addison : with a salary of 200l. per an. each. Warrant by Treasurer Godolphin to the Receipt to allow interest at the rate of 5 per cent. on orders to the amount of 12,000l. [part of 25,000l. tallies on the seventh 4s. Treasury reference to the Postmasters General of the petition of George Clarke, merchant in Edinburgh, shewing that he with John Murray farmed the Post Office in Scotland and were to account to the Postmaster of England for their share of the postage due to England ; that Murray has failed and there is a debt of 2000l. which is charged upon petitioner : therefore praying to be discharged from same, in regard petitioner was only a nominee and is unable to pay the debt. Nov. 4. Royal warrant dated St. James's to John Howe, Paymaster General of Guards, Garrisons and Land Forces, to take off the respits of 24l. 11s. 0d. and 108l. 1s. 8d. on Col. Roger Elliott's Regiment between June 25 and Dec. 24 last for men listed in the country in that time who could not get to Portsmouth, where the Regiment was quartered, in time for the muster. Nov. 6. Money order for 25l. to Sir Charles Cottrell for last Sept. 29 quarter on his annuity in lieu of all allowances by bills as Master of the Ceremonies. Nov. 6.& 8. Warrant by Treasurer Godolphin to the Receipt to allow interest at 4½ per cent. on 3 orders for 5000l. each drawn in the name of John Howe [Paymaster of Guards and Garrisons] on the seventh 4s. Aid and by him assigned to the Bank of England.

Nov. 6. Letter of direction for 9840l. 8s. 0d. to the Treasurer of the Navy 1425l. 5s. 11d. thereof out of loans on the. One Third Subsidy and the Duty on Prize Wines, and 8415l. 2s. 1d. out of Contributions for Annuities : and is to be paid over to Walter Whitfield, Paymaster of the Marines, upon account for 6 months' subsistence to the Officers and soldiers of the Marine Regiments at Gibraltar. William Lowndes to Charles Fox. Out of the 72,350l. to be raised on Land Tax tallies anno 1704 at 4½ per cent you have only raised 48,200l. and you cannot obtain the remainder at under 5 per cent. interest. The Lord Treasurer authorises you to pay 5 per cent. on the said remainder, being 24,150l. Ibid., p. 167.
Same to the Earl of Ranelagh [late Paymaster of the Forces] enclosing the accounts and papers [all missing] from Mr. Carteright and Mr. Vincent concerning the arrears due to the Earl of Donegal's Regiment lately in the West Indies. Please make a demand for so much thereon as is owing to clear the said Regiment during the time it was under your pay, to wit to the 25th Dec. 1702. Out Letters (General) XVII, p. 447.

Lewis Mordant 85l. 9s. 3d. for the nine tenths value of the ships Anne and George and Anne both of London, which during the time of his being Lieut. Governor of Jersey were driven on shore in said island by stress of weather after having been taken by the French and were seized and secured by said Mordant and were afterwards decreed to be restored to merchants in London.

Same to the Auditors of Imprests. My Lord Treasurer has perused your state of the several accounts lying before you and is pleased thereupon to direct as follows. You are forthwith to prepare and lay before him states of the accompts of Mr. Addison et al Commissioners for Sick and Wounded during the late war and of Richard Povey as late Treasurer for same. Likewise the Earl of Ranelagh's accounts as late Paymaster of the Forces and that of the Commissioners of Transportation from 1689 to Feb. 1702 which you represent to be very voluminous. Please advise with the Attorney General concerning Mr. Herbert's accounts of prize ships and goods taken during the late war viz. as to whether you can give the said Herbert allowance therein of the payments by him made by warrant of the late Commissioners for Prizes "referring the accounts [? vouchers] not producible." Warrant by Treasurer Godolphin to the Earl of Ranelagh to deliver to Mr. Thomas Jett senr. (appointed to register and pay debentures made out by you and the Transports Commissioners and the Commissioners of Accounts for the debts to the Army, Navy and Transports during the late war [to wit such debentures as have been made out] "upon the Forfeited Estates in Ireland more than the said estates shall extend to satisfy") the several books containing the counterparts of the said debentures in order to prevent him being imposed upon by counterfeit debentures : and likewise to deliver to him an account of the prizes taken during the late war. Warrant by Treasurer Godolphin to John Parkhurst not to prosecute or molest Capt. John Norris, Commander of her Majesty's ship Orford, for the 1447l. 14s. 0d. which he received from the Victualling Commissioners for provisions made use of out of 2 prizes which were taken at Newfoundland by the ships under his command in 1697.
Appending : report by the Attorney General to the Lord Treasurer on said Norris's petition. In 1697 Norris was Commander in Chief of a Squadron and by instruction from the Admiralty he was ordered to divide among the sea and land men employed in that service all the spoil taken from the enemy on that voyage except guns, naval stores and ordnance stores and ships of war. He took some prizes and having made use of the provisions taken in the prizes to supply the ships under his command he did by direction of the Treasury receive 1447l. 14s. 0d. for the same from the Victualling Commissioners and divided the same according to the said Instructions ; and the late King ordered no prosecution against him &c. (see supra Tr. Cal. vol. XIII, pp. 69, 262 ; XV, p. 266) ; and on the 21 June 1698 did direct the Commissioners of Prizes that if any of the ships taken by him should be condemned as prize in England his Majesty's share should be delivered to Capt. Norris. The 2 ships taken were sold for 3107l. 3s. 4½d. of which the King's share amounting to 803l. 17s. 2d. and petitioner's share amounting to the same (making 1607l. 14s. 4d. in all of which nothing has been paid) belong to said Captain by the King's bounty besides the 1447l. 14s. 0d. for provisions as above.
