Nov. 16. William Lowndes to the Customs Commissioners to report on the enclosed letter [missing] from the Portugal Envoy relating to the shipping of some arms and ammunition for the service of the King of Portugal. Out Letters (General) XVIII, p. 7.
Treasury reference to the Customs Commissioners of the petition of Jo[h]n Thornton and Eliz. Mansargh, widow, of William Mansargh security for Richard Warren, a King's waiter London port, with whom they became bound to Nicho. Purse for 200l. lent to said Warren (as is alleged) to renew his patent of Queen's waiter on the death of Wm. III ; and the said Warren having absconded petitioners are sued on the bond : therefore praying that Warren's salary may be stopped towards payment of said debt. Reference Book VIII, p. 124.

Treasury reference to the Agents for Taxes of the petition of the town of Kingston upon Thames shewing that 225l. per an. [rateable value] within that parish is enclosed in [Richmond] New Park and under the 4s. Aid of 4 Wm. and Mary [c.I.] was assessed 45l. and was returned in super and allowed in the Exchequer : but since that "no time in supers have been allowed [? for this item] and therefore the town has been reassessed 4s. 4d. from time to time to make good the same. Same to the Attorney General of the petition of Capt. Fra. Wyvill, Commander of the ship Barfleur in the action at Vigo, shewing that since her Majesty has annulled her Declaration of June 1702 and declared that all Captains shall have equal shares with captors of prizes at Vigo, the petitioner conceives he has no reward for his service there in taking the Dartmouth man of war and Tauro galleon at great charge to himself and hazard of life. Therefore prays a reward. Ibid.

Nov. 21. William Lowndes to Mr. St. John [Secretary at War] to prepare a royal warrant to authorise Charles Fox to pay 1725l. 1s. 10d. to Sir Henry Furnese in full of his 15s. per 100l. commission on 230,013l. 7s. 8d. remitted by him in the months of January-April last (pursuant to agreement) for the pay of the Forces in Holland : he having made an agreement Jan. 11 last to remit same by way of commission at 12s. 6d. per cent. but to have 2s. 6d. extra commission in case the remittances so made by him should come out at a better exchange than the remittances made by contract in the like time of last year : it appearing that the said remittances this year produced 44,375 guilders more than those of the former contract. Same to same for a same to authorise said Fox to pay to said Furnese 1439l. 14s. 0d. for the small clothing (shoes, stockings, shirts and cravats) for the service of her Majesty's Forces in Portugal which he provided and put on board the Nicholas, Capt. Phillip Stageno Commander, consigned to Martin Luellyn, her Majesty's Commissary of War in Portugal : the same to be reimbursed to the Queen by deduction of 6d. per man per week authorised by Act of Parliament to be made from the pay of the Forces for small clothing. Fitz-Hardinge, Treasurer of the Chamber, to pay Richard Robinson 385l. 19s. 0d. on a warrant of the Earl of Jersey, late Chamberlain of the Household, for piers of glass provided for the Queen's service in her apartment at Windsor. Same to same to pay to Daniell Malthus, sworn and admitted apothecary to the Queen's person in place of Joseph Pitt lately deceased, so much on the salary of 115l. per an. and allowance of 205l. 5s. 0d. per an. in lieu of bills (making together 320l. 5s. 0d. per an.) as is due from July 22 last (being the day he was sworn in) to Sept. 29 last : with dormant clause for payment of same quarterly in future. Royal warrant dated St. James's [to the Lord Lieutenant of Ireland] for a great seal for a fresh grant to Sir Thomas Smyth bart. for the lives of said Smyth and William Fitz-Maurice, of the office of Ranger, Gamekeeper or Master of our Game in Ireland and Ranger of Phœnix Park and Keeper of Newton Walk in said Park together with the piece of ground adjoining Newton Lodge which has always been enclosed with a hedge and kept separate from said Park for the distinct use of the Chief Ranger : all on surrender of the present grant of said office which the said Smyth holds for the lives of William Fownes and Edward Petty. Same to same to accept from James, Earl of Abercorn, a surrender of his lighthouse grants viz. the patent dated Dublin 1665 Nov. 13 for the building of certain lighthouses in Ireland by Robert Reading afterwards Sir Robert Reading bart. and the patent of 16 July 1667 (on the surrender of said grant) for a grant to Richard, Earl of Arran, in trust for said Reading and Jane, Countess Dowager of Montrath his [Reading's] wife, of 6 lighthouses and towers then lately built by him with power to maintain lights there and (for the support thereof) to receive of all ships and vessels whatsoever belonging to any his Majesty's subjects a penny per ton outwards according to the burthen of the same ; and 2d. per ton from all strangers' ships inwards and outwards and 10s. yearly from all fisher boats fishing in or near the "said" harbours : but afterwards on a complaint by several merchants and shipowners to the House of Commons in England (that the said payment was a grievance and burden to trade) the King thought fit to exempt the ships of his subjects from further payment thereof and in lieu thereof did by patent dated 1672 July 29 grant 500l. per an. to said Reading for 61 years together with the said Duties on foreign ships : all which rights are now vested in the Earl of Abercorn who married Elizabeth, the daughter of said Reading : and the Parliament of Ireland has in their last Session enquired as to the maintenance of said lights and found that the patentee of said 500l. per an. was obliged to maintain 6 several lights whereas at present there were but 2 maintained and those insufficiently, whereupon they addressed the Queen : and on enquiry from the masters of ships as to the best places for such lights the Revenue Commissioners have reported that the charge of erecting and repairing such lighthouses will not be very considerable except an additional one proposed in the harbour of Dublin which will cost 1200l. : and seeing that the Parliament of Ireland has thought the maintaining of the said lights is necessary for trade, the Lord Lieutenant is of opinion that same will be best placed in the hands of the Revenue Commissioners of Ireland without private gain to any person.
They are accordingly hereby to cause the said 6 lighthouses to be forthwith repaired [at a cost of 400l.] and to appoint persons to look after same and to build the additional lighthouse in Dublin harbour if thought necessary : and the said allowance of 500l. per an. is hereby to cease from this time. Nov. 24. Warrant by Treasurer Godolphin to the Receipt to allow interest at the rate of 5 per cent. on 20 orders of 1000l. each on the seventh 4s. Aid [2—3 Anne c. 1] drawn in the name of Charles Bertie [as Treasurer of the Ordnance and by him assigned to? the Bank of England]. Order Book VI, p. 181.
The like on 9 orders (total not stated) on the like Aid in the name of Charles Fox [as Paymaster of the Forces Abroad] and by him assigned to several persons unnamed. Ibid.
William Lowndes to Sir Thomas Littleton, Treasurer of the Navy, to dispose (to the best advantage of the public) of 70l. in Malt tickets, carrying interest from 1697 June 24, which form part of the 5099l. 18s. 5½d. lately paid into the Exchequer by Phillip Papillon and since directed to be imprested to the Navy Treasurer for the service of the Victualling. Same to the Customs Commissioners to report on the enclosed memorial [missing] relating to the widow and children of William Churdon deceased late a tidewaiter in Carlisle port who in the execution of his office was barbarously murdered by James Carlisle, a Scotchman who was bringing contraband goods into England across Solway Firth. Treasury reference to the Queen's Remembrancer of the petition of Christopher Musgrave, executor of Sir Christopher Musgrave, late one of the four Tellers of the Exchequer, praying the delivery of said Teller's bonds, his cash having been transferred to Visct. Same to the Comptrollers of Army Accounts of the petition of Col. Ja. Stanhope shewing that his Regiment in Portugal was taken prisoners by the enemy ; that the Serjeants, Corporals, drummers and private men were in such want in their long and tedious march through Spain that their Officers could not prevent their selling their clothes for their support so that all clothing and accoutrements both in wear and in reserve fell into the hands of the enemy ; whereby the offreckonings are so much anticipated as not to bear the new clothing and most of the Officers that were prisoners have contracted debts in England for their regimental clothing upon account [credit] of their [own] arrears of pay : therefore praying some bounty "to those Officers that have suffered so very much in this service." Treasury reference to the Attorney General of the petition of George Mason of Bristol, merchant, shewing that in Sept. 1700 he sold 60 hogsheads of tobacco to one Russell but not receiving ready money it was agreed that he [Russell] should export same in his own name and consign them to petitioner's correspondent in Dublin, which was done and petitioner paid [Custom] for same, made the usual oath and had debentures for the drawback : that about a year afterwards information was given to the Customs that Russell had by counterfeit coast cocquets landed such a quantity of tobacco at Yarmouth and thereon an information is brought against petitioner for 624l., he being innocent and the proceeding without precedent : therefore praying stay of proceedings.
