February 1705, 11-20

Feb. 12. Royal warrant dated St. James's to the Postmasters General authorising additional rates for the port of letters and packets to and from the West Indies or the Plantations in America (as additional to the rates authorised by the royal sign manual of 1702 Dec. 4 for letters to and from the Plantations supra Treasury Calendar Vol. XVIII, p. 406) : all in order to lessen the great charge of the Treasury in their contracts with Edmund Dummer for a pacquet service between England and the Plantations : to wit
from the General Post Office in London to the said Islands or Plantations.
6d. for each single [sheet] letter (over and above 9d. already payable).
1s. for every letter [exceeding one sheet but] not exceeding 2 sheets (over and above 1s. 6d. already payable) and proportionable to the same ratio for every pacquet of letters.
3s. 4d. for the port of every other pacquet of any kind of greater bulk : for every ounce weight (over and above 2s. 8d. already payable for same)
from the said Islands or Plantations to the General Post Office in England.
9d. for every single letter (over and above 9d. already payable).

Royal warrant to the Lord Treasurer to give warrant to Edward Wilcox, Surveyor General of Woods Trent South, to fell decayed timber in Dean Forest sufficient to raise 210l. for the wages and salaries of the Conservator and Keepers of the said Forest for one year ended at Xmas 1704. Same to Auditor Bridges to prepare for declaration John Dod's account from the commencement of this present war to the 27th June 1704 as Receiver General of the Rights and Perquisites of the Admiralty ; as by the enclosed book [missing] of said account. Ibid.
Same to the Navy Commissioners for a computation of 6 weeks' pay to the Officers who were in the late engagement in the Mediterranean [for a bounty to them] on the lines of your computation of the like pay for the able and ordinary seamen there. Ibid.
Same to the Surveyor General of Crown Lands to report on the enclosed papers [missing] relating to the Town Hall at Wrexham, whereby it is desired by the Grand Inquest and Justices of Peace for co. Chester that the ground whereon the hall stands may be granted to Peter Ellice of Broughton, et al., to enable the County at their own charge to make the same useful for the public services for which it was first built, to wit for keeping the Great Sessions, the Quarter Sessions, County Courts &c. Warrant by Treasurer Godolphin to the Customs Commissioners for a noli prosequi to the information against James Osterland and John Keyser of London merchants for the cocoa nuts imported by them in January 1699-1700 from Cadiz in an English built ship. The Customs and other Duties on the said cocoa nuts are to stand charged in the Queen's books.
Prefixing : the Customs Commissioners' report on the case. The Duties of 305l. 14s. 7½d. were paid before seizure : on seizure the seizer Charles Robertson compounded for his third for 190l. 4s. 2d. and the Queen's third would have been short of said Duties by 115l. 12s. 4d. and if the Queen's third had been levied the importers would have demanded back the full of the Customs paid, which must have been repaid : wherefore the Commissioners for the service of the revenue put a stop to the levying of the Queen's fine. Treasury reference to the Customs Commissioners of the petition of Hugh Granger, Examiner Inwards, London port, praying an additional salary of 60l. per an. as allowed to his predecessor ; in consideration of increase of business. Reference Book VIII, p. 138.
Same to the Surveyor General of Woods Trent South of the petition of William Emmerson and Jo[h]n Playell for payment of 52l. 16s. 0d. for watering Hyde Park last summer from the Turn Pike to Her Majesty's Gate in Kensington for 44 days. Ibid.
Same to the Excise Commissioners of the petition of [the executors of] Prisca Coburne widow, late of Bow co. Middlesex, brewer, (who left her estate for the relief of poor widows and children of clergymen) shewing that the Excise Commissioners have proceeded against them for an account of her brewings for 20 years past, suggesting that her clerk has defrauded the Crown of several sums which she allowed him, which ought to be answered out of her estate : therefore praying that the said Commissioners may report a true state. Feb. 13. Money order for payment of 4l. weekly as from Feb. 19 inst. to Henry Killigrew "and not to any assignee" : as royal bounty : during pleasure. Order Book VI, p. 214.
Letter of direction for 407l. 16s. 3d. to Visct. FitzHardinge, Treasurer of the Chamber : out of Civil List moneys : and is to be paid over to Mr. Churchill for stationery wares furnished to the Offices of the two Secretaries of State for half a year to Xmas last. Disposition Book XVII, p. 206.
William Lowndes to the Customs Commissioners to deliver the baggage of [Johan Wenzel] Count Gallas, Envoy from [Leopold I] the Emperor of Germany, arrived in the Fubbs yacht. Out Letters (General) XVIII, p. 36.
Same to Mr. St. John [Secretary at War] to prepare a royal warrant for 30s. a day to Col. John Richards as from 1703 Oct. 9 out of Army Contingencies ; in accordance with the Queen's pleasure conveyed by Secretary Hedges. Ibid.
Same to the Attorney and Solicitor General to report on the enclosed petition [missing] relating to a demand made by Thomas Johnson of Liverpool merchant for a discount on prompt payment of some Salt Duty. Ibid., p. 37.
Treasury reference to the Surveyor General of Crown Lands of the petition of the Earl of Westmorland for a fresh term for the lives of him and his 2 brothers of the office of Master Forester and Warden of Cliffe Bailiwick in Rockingham Forest which was bestowed as a mark of honour on the family and has been held by many Earls of Westmorland ; "the petitioner is Forester and Keeper of all the Walks now in his possession except Sulehay and by a grant of Queen Elizabeth is obliged to discharge the foresters' fees in Sulehay so that the grant desired is only the power of appointing underofficers whose fees he pays and the honorary title of Master Forester of the whole bailiwick." Warrant by Treasurer Godolphin to the Queen's Remembrancer for stay of process against Samuel Hughson, Deputy Receiver of Crown Land Revenues in North Wales, he having sent his agent to London with his accounts and vouchers. Warrants not Relating to Money XVIII, p. 431.
Same by same to Henry St. John, Secretary at War, to prepare a royal warrant for allowing 500l. to Lieut. Gen. Stewart for clothing and accoutrements of his Regiment taken prisoners at Castle D'Vide [Castello de Vide], which clothing &c. was lost or sold during their march through Spain.

Same to the Postmasters General to discharge Thomas Marr from the debt of 211l. 11s. 2d. owing by Moses Hacket, deputy Postmaster at Chelmsford, who died in 1698 and whose widow the said Marr married, the said Marr being worth nothing and having withdrawn himself and his wife being dead and hath left him several small children by her former husband.

Feb. 14. Allowance by Treasurer Godolphin of the incidents bill, detailed, of the Excise for 1704 Sept. 29 quarter : total 918l. 16s.

The like of the bill of incidents of Henry Ferne, the Customs Cashier, being for portage of Customs moneys into the Exchequer and for fees there for striking tallies [for said moneys] being 1,401,390l. 18s. 7d. for the year ended 1704 Dec. 25, said bill being 352l. 10s. 4d. for Exchequer fees thereon, and 102l. 0s. 10d. and 187l. 1s. 2d. for passing his several accounts of the Customs and the New Impositions.

William Lowndes to Mr. Dodington to report on the enclosed petition [missing] of Thomas Bathurst shewing that he is possessed of an order of loan for 1000l. on leather [Duty] "by assignment of a debt thereupon of 724l. 5s. 5d. principal with interest from Gibbs and Haynes" and praying that the tally for said 1000l. may be delivered to him "upon paying the remainder of the said order." Same to the Navy Commissioners to pay 6 weeks' pay as bounty to the Officers and seamen and Marine Officers and soldiers who were in the late engagement in the Mediterranean or in Gibraltar at the time of the said engagement, taking care "that such of them be paid in the first place who shall be first ordered out again into her Majesty's service." Prefixing : report to Treasurer Godolphin by S. Travers, the Surveyor General of Crown Lands, dated Feb. 6, detailing his negotiations for said purchase as follows viz. : Since my last report of the 2nd inst. wherein I gave your Lordship an account of my transactions with Lord Baltimore, Mr. Calvert and Mr. Bertie in relation to the taking off the incumbrances on Woodstock, I have treated with the other persons therein. Mr. Whitton demanded 988l. for his Keeper's place [his place as Keeper] being 8 years' purchase at 123l. 10s. 0d. per an. ; and 991l. 8s. 1d. for his place of Comptroller and Surveyor of the Park held by patent for his life and his son's life, being 14 years' purchase at 70l. 16s. 3½d. per an. ; (but at a subsequent meeting he reckons it worth 13l. a year more) ; and 2000l. for the inheritance of all sorts of tythes with[in] the said park in regard he hath settled the same in jointure on his wife and that she and her relations were loath to part with it as believing that great part of the said park would hereafter be converted to tillage which would add much to the value of the said tythes which they allege have generally amounted to 50l. per an. After many meetings and much arguing I proposed 600l. for the Controller's place (being 12 years at 50l. per an.) and 1000l. for the tythes (being about 23 years at 44l. per an.) "which offers they were no way inclinable to accept, but positively insisted on 500l. more."
Before I could meet any of the Keepers they had applied to the Solicitor General who has an estate near the premises and is acquainted with the persons and with the nature and value of their employments. He thinks 900l. each is reasonable compensation for Mr. William Whitton and Mr. Drake who bought their Keeper's places and have laid out some hundreds of pounds each in building and improving ; and 800l. for Mr. Wiseman who has not laid out so much ; and 200 guineas for Mr.Brise, the Ranger's Keeper, who though he did not purchase his place yet was brought thither by my Lord Lichfield from a lodge in Wychwood Forest.
The full charge of purchasing off all the incumbrances will therefore be 11,365l. as above, besides what may be allowed to the Earl of Lichfield for the extraordinary disbursements upon declaring his accompts. Warrants not Relating to Money XVIII, pp. 431-2.

Feb. 16. William Lowndes to the Principal Commissioners of Prizes enclosing (a) and (b) infra. You are immediately to report as to the prizes carried into the Plantations as requested supra p. 472.
Appending : (a) Extract of a letter from Col. Handasyde, Governor of Jamaica, to Secretary Hedges dated 17 Dec. 1704. "Here is brought in about 5 weeks ago a French prize called Point Chateron of 320 tons 20 guns 9 patereroes and 130 Frenchmen by her Majesty's ship Mairmaid Capt. Ryddal, Commander" with a valuable lading. I am likewise obliged to let you know that several ships from England and Ireland take out their clearings for Jamaica and other her Majesty's Colonies in the West Indies and go directly to Curacoa or St. Thomas's with the English manufactory [manufactures], by which means the[y] draw the trade from the English to the Dutch.
(b) Extract of a letter from Sir William Matthew from Antigua to Secretary Hedges dated 15 Nov. 1704. I perceive from the Lords of Trade that some person is appointed as a prize officer. I wish he were come or known. Since my arrival there have been 3 prizes brought in, one taken by the Sheerness, Capt. Mitchell, Commander, another by the Lynn Capt. Martin, Commander, [another] being a ship likewise taken by a New York privateer, all three prizes fitted out as privateers and condemned as such. Out Letters (General) XVIII, pp. 37-8.

William Lowndes to Mr. Parkhurst. You have not complied with the Lord Treasurer's orders of March 17 last (and since repeated) for allowances of salary and incidents to Seaborn Buckeridge and for the rent of his house which was made the [Prizes] Office. Unless you immediately satisfy same to the executors of said Buckeridge the Lord Treasurer will direct you to be prosecuted for the money received by you for her Majesty's use. Same by same to same for stay of process against Sir Thomas Littleton on his accounts as Treasurer of the Navy, his first year's ledger being declared and now at the Pipe in order to getting his quietus thereupon : and the second year being thoroughly examined and allowed by the Navy Board and now binding up in order to be transmitted to the Auditors : and his subsequent year's [account being] now engrossing and in as much forwardness as is possible.
