	Same to the Commissioners for taking Accounts of the late war, &c., in reply to the latter's letter of Jan. 21 last, on which my Lords have consulted with Sir Robert Long, Sir Philip Warwick and Mr. Sherwyn. The information desired can be given for the Additional Aid, the Poll and the Eleven months' tax, because in the Acts for these there is a particular way and method prescribed for keeping the money thereof upon a distinct accompt. But for the Royal Aid the same satisfaction cannot possibly be given because that was a supply given to the King in regard of his great expenses and preparations and made payable into the Exchequer in general together with His Majesty's revenue. and being there according to the ancient and usual course of the Exchequer was part of His Majesty's treasure and was not distinguished in the issues from other money, the course of the Exchequer being to distinguish money in the receipt but not in the issue; which is always "out of the treasure," that is to say out of all the money that is in the Exchequer of what nature soever. But particular account can be given of how much of the Royal Aid has been paid in or assigned to the Treasurer of the Navy, to the office of Ordnance and to all other accomptants. Long, Warwick and Sherwyn believe that there has been issued in all out of His Majesty's treasure near as much as has been received of the said Royal Aids: of which a particular accompt shall be furnished to the Commissioners. Very little of the Prize money has been paid into the Exchequer or accounted for there; the constitution of the Commissioners for Prizes having appointed another way for issuing and accompting in which the Lord Treasurer had no inspection. A particular accompt shall be given of what has been paid or accompted in the Exchequer on this head. "The Three months' tax at 70,000l. was levyable by the Act by Lords Lieutenants and their deputies and issuable by His Majesty's warrant under his signet and we have not heard that the late Lord Treasurer did intermeddle in it, neither have we [the present Treasury Lords] since we were commanded to serve in the Commission. The Farmers of the Customs have not yet passed the accompt of their farm, in which the war and plague give us reason to expect great defalcations, but when the charge of imprests since the 1st Sept., 1664. upon the Treasurer of the Navy and Lieutenant of the Ordnance shall be transmitted to you from the records of the Exchequer (which we intend shall be speedily done) whatsoever has been assigned to them on the Customs will be comprehended, though possibly not distinguished from the rest of His Majesty's treasure, the course of the Exchequer not distinguishing always the money in its issue." The said 110,000l. represents and is intended to repay a second 100,000l. lent by the City of London and 10,000l. remaining unpaid to the City of 50,000l. formerly lent by it: and there remaining unpaid of the whole aforesaid 110,000l. the sum of 73,173l. 1s. 2d. together with 19,000l. which will be due for interest thereon. [The method prescribed in this present sign manual being rendered necessary by the fact that the privy seal of 1667. Dec. 18, for the registering on Hearth money, had annulled the provisions of the letters patent of 1664, Nov. 24, which authorised the collectors of the Hearth money to pay their moneys to Sir Thomas Player at the Chamber of London until the said 110,000l. should be repaid with interest.] "And in regard that there is yet noe accompt by any matter of record either in the Receipt of the Exchequer or elsewhere how much is really paid or unpaid of the said sum of 110,000l. we do therefore declare that we direct the said order to be registered by way of estimate only of what may be done and do require you [the Treasury Lords] that no more be paid upon the same although registered than shall appear to be due for principal and interest when the [account of] same is stated and perfected.
