Customs : therefore desiring some reward for small wines sold by inch of candle and that the small wines taken in the ship Pelican may be similarly sold and petitioners discharged from their bonds. Warrant by Treasurer Godolphin to Mr. Howe to pay 105l. to Brigadier Harry Mordaunt for levy moneys for 35 men as part of 200 men directed May 14 last to be drafted out of his Regiment of Foot quartered in Jersey and Guernsey to complete some Regiments for the Expedition under the Earl of Peterborough : he having received bills for only 495l. towards payment of the levy money of said men viz. 300l. from Col. Elliot, 105l. from Col. Hans Hamilton and 90l. from Col. Rivers ("which last bill of 90l. being drawn of [on] Capt. Gardner is refused.")

Same by same to John Parkhurst to discharge the executors of Sir William Phipps from the proceed of the prize ship St. Joseph, taken by the sloop Dragon, Capt. Robert Glover, Commander, upon their payment to said Parkhurst of 1563l. 8s. 7d. New England money.
Prefixing : said Parkhurst's memorial. By information which I lately received from Mr. John Colman, my Agent in New England, it appears that the net proceed of the said ship amounted to 1000l. more than 2918l. 12s. 9½d. stated in my late account as due to the late King for the fifth part of the said prize. Sir William Phipps was Governor there at the time of the condemnation of the said prize and at that time he had not received the Act of Parliament made in 4 Wm. and Mary c. 25 for the receiving of the fifth part of prizes and so he only received one tenth part thereof [to the King's use] being 1563l. 8s. 7d. New England money. His executrix is prepared to pay the said sum. Ibid., p. 161.
Same by same to the Principal Commissioners for Prizes to depute William Cleland as Agent for Prizes at Barbados loco Mr. Gibbs who cannot be got to give the usual and necessary security [required] of agents in foreign parts : the said Cleland being recommended as a person of ability in the said island.

Same by same to the Customs Commissioners for the sale of some small French white wines taken as prize in the ships St. John Baptist, Princess Hedwick, Golden Lyon, Pelican and Prince Frederick stored in London port and out of the Hope stored in Dover port and belonging to John Mascall and James Cheesly, of London merchants. Same by same to the Excise Commissioners to quit a seizure of rum saved out of the Dudley of Boston, New England, Thomas Lazenby master, laden with goods from Barbados for London and which drove on shore in the Isle of Wight in October last.
Prefixing : report of said Commissioners on said Lazenby's petition. He is reduced to great want and at a great distance from his friends and family. The rum has been seized for Excise Duties which he prays may be remitted that he and the poor men to whom it belongs may subsist themselves from perishing. Ibid., pp. 162-3.
Same by same to same to permit John Mascall to reduce to proof the French brandies ut supra p. 321 taken as prize by his privateers the Dolphin and Flying Horse.

Same by same to the Postmasters General to pay Mr. Dummer to Jan. 25 next without any deduction on his contract for 5 pacquet boats for the correspondence betwixt England and the West India Islands. The sum which will be wanting on Jan. 25 next to make up the sum of 8000l. for the income of letters and freight of passengers to and from the said West Indies for the year ending at that date is hereby to be taken out of the payment due at July 25 next and not out of the payment to be made by him on Jan. 25 next.
Prefixing : report by said Postmasters General on said Dummer's memorial. The amount received for post of the said letters and freight of the said passengers is 3536l. 3s. 11d. to date and this will probably rise to 4276l. 3s. 11d. by Jan. 25 next leaving a great deficiency to make up the 8000l. which Dummer is to answer to the Queen therefor. This would put him in a great difficulty in view of the great expense he has been at in this year. Warrants not Relating to Money XIX, p. 168.
Report to Treasurer Godolphin from William Blathwayt, Auditor General of the Plantations, on several papers received from Virginia, transmitted to Treasurer Godolphin by Col. Nott, Governor thereof. Col. Nott therein represents to your Lordship that as directed he has issued a warrant to the executors of Col. Byrd, late Receiver of Virginia, to return 3000l. into the Exchequer from her Majesty's quit rents in Virginia. He has withal sent the Minutes of the Council relating to the management of the revenue by Col. Nicholson, the late Governor, since the death of the said Col. Byrd and gives his opinion, with that of the Council, for keeping the offices of Auditor and of Receiver there in the same person, the execution whereof he has placed in Mr. Byrd [son of the said Col. Byrd] until her Majesty's pleasure be known. But your Lordship having lately over ruled that matter, and commissions being issued for the placing those offices in two several persons, no further orders are wanting thereon. Treasurer Godolphin's marginal note hereon. "My Lord has determined this matter already."
[He informs also] that he has likewise charged upon the revenue of quit rents her Majesty's warrant for 200l. to Col. Jennings, the Secretary of that Colony, to defray the said Jennings' expenses in his voyage to England for her Majesty's service. Treasurer Godolphin's marginal note hereon. "Approved."
He also, in his said letter, gives your Lordship an account of a felo de se [of John Holt] whereby a forfeiture of his estate accrues to the Queen ; which being valued by the sheriff at no more than 150l. 9s. 6d. (amounting chiefly in cattle for plantations) he represents the case of the surviving children as worthy of her Majesty's compassion. I humbly report my opinion that her Majesty's pardon of that forfeiture, as in other cases of like nature in the Plantations, will prove a much greater benefit to her Majesty's revenue, by leaving those persons in the way of improvement of their plantations, than if they were forced to leave the same by a strict exaction of that forfeiture. I further humbly lay before your Lordship an abstract of the revenue of the 2s. [Duty] per hogshead, as also of her Majesty's revenue of Quit Rents in that colony since the death of Col. Byrd to the time of Col. Nicholson's leaving that Government "and having received a bill from Mr. Bird for 3000l. out of the said quit rents [and] payable into the Receipt of her Majesty's Exchequer by Mr. Perry, merchant of London, the same is herewith laid before your Lordship." Royal warrant to the Earl of Ranelagh, late Paymaster of the Forces, to pay 252l. 9s. 0d. to Robert Levingston (Livingston) as in full (with 994l. 4s. 7d. paid to him 1704 Oct 19 and 670l. similarly paid 1705 April 30) for provisions by him furnished to 2 Companies of Foot in New York from 1699 Dec. 25 to 1700 April 26, to wit 177l. 4s. 3d. of New York money for provisions supplied to Capt. (2) Letter from the said Secretary Isa. Addington to William Blathwayt dated from Boston 6 Nov. 1705.
Before the receipt of yours of April 10 last I had despatched by her Majesty's ship Advice a certificate of the Treasurer and Receiver General of this Province [of Massachusetts Bay] to wit of his [taking] his oath to the public accounts in the several years during his being in that office. I drew a like certificate for the Treasurer of New Hampshire to make oath to before his Excellency at the time of his being in that Province, which he designed to [be] before the ships sailed and accordingly took passage by water but was unhappily forced back by a violent storm.
That [certificate] therefore comes now. In observance of your direction I have enclosed the accompts of the piratical treasure upon Quelch's condemnation, which is shipped upon her Majesty's ship Guernsey, Capt. John Huntinton, Commander, and Simon Lyon, Lieutenant, and addressed to the Lord Treasurer Godolphin with the accompts thereof. By the same conveyance also is sent the Minutes of Council, Journal of the General Assembly, and the Acts and Laws by them passed ; and those formerly sent that were mislaid ; with other public papers directed to Mr. Secretary Popple.
You will have an account by them and by his Excellency's letters, of the affairs of her Majesty's Government [here].
(3) Invoice dated Boston in New England 24 Oct. 1705 signed by Isa. Addington, James Taylor, Paul Dudley, Commissioners, of coined [gold] bar [gold] and dust gold contained in 5 bags or purses of leather sealed up, being the full remainder of all the gold imported into this Province by Capt. John Quelch and [his] company convicted of felony and piracy, which by any ways or means came to our hands and custody, as being appointed Commissioners to receive and secure the same ; the necessary charges of seizing, securing, imprisoning and trying the said pirates and their treasure having been in part paid thereout : total 788 ounces 3 pennyweight of gold : which at 5l. 5s. per ounce is 4137l. 15s. 9d.
In the margin : This gold was coined into 2944 guineas and 22 grains as appears by a report of Isa. Newton Esq., Master of the Mint, to the Lord Treasurer : and [was] ordered to be paid into the Exchequer by a warrant dated 21 March 1705-6 : "copies of which report and warrant are laid up in the press amongst the New England accompts."
(4) Account of the gold, silver, sugar, guns etc. imported by Capt. John Quelch and company who were convicted of felony and piracy, which by any means came into the hands of us, Commissioners appointed by his Excellency the Governor with the advice of the Council, to receive and secure the same.

William Breton shewing that in April last he contracted with Mr. Stapleton to clothe his Regiment with a whole and half clothing but the said Regiment being now ordered to Barcelona Mr. Stapleton refuses to supply the second clothing (which by contract he was to do in 1706) he having not as yet received anything for the first : therefore praying payment of the offreckonings due to Xmas next otherwise he cannot comply with his contract. Treasury reference to the Secretary at War of the petition of Col. Gilby, Lieut. Governor of Hull, setting forth the hardships of the Garrison there for want of better allowance of fire and candle which has been reduced from 473l. to 63l. per an. and the necessity of a porter to keep the gates of the town and citadel at an allowance of 12d. a day, which duty is now under the care of a centinell to the dangerous consequences of the Garrison and defrauding the Queen of her Customs. Royal warrant to the Attorney General to discharge a recognizance of 50l. entered into by William Marston, vicar of Redbourn near St. Albans, as bail for John Cairns who about 2 years since was carried before John Metcalfe a Justice of Peace for co. But we have not been able to comply with these articles and we are now upon making out bills for what is due to each ship as their accounts are cleared, to be paid in course according to your (the Lord Treasurer's) direction. We desire leave to make out bills according to our contract by course according to the priority of the ships' entering into pay. As to that part of the petition which prays that the bills in course may bear interest we humbly acquaint your lordship that the bills made out by the Navy Commissioners and the Victualling Commissioners for stores and provisions bear interest at 6 per cent. from 6 months after the time they are numbered, although the bills they make out for freight of ships which they hire do not carry any interest. In our opinion the Victualling Commissioners' bills for provisions are 9 parts in ten of the debts they contract compared against the articles of freights for hire of ships ; but in this our Office the proportion is the reverse. Warrant by Treasurer Godolphin to the Salt Commissioners to pay Joseph Bentley, collector of Customs for Lancaster port, 100l. as reward for detecting frauds in the Salt Duties, he having for three years past made it part of his business to examine the Custom house books for the port of Liverpool, Chester and along the coast of Wales in order to detect frauds in the Salt Duties in which he has so well succeeded that he has given information of several parcels of salt shipped off for parts beyond the seas and which have drawn back the Duties and have been re-landed in Wales by forged certificates and have not paid the Duty at re-landing ; upon which, judgments have been obtained in the Exchequer Court for 441l. 6s. 3d. for repayment of drawback.
