Royal warrant to the Attorney or Solicitor General for a privy
seal for a grant to Paul, John and Mary Frances, children of Stephen
Pigou of all the Crown's title to the estate of 5000 livres and 6145
livres (amounting in the whole to 696l. 12s. 3½d. sterling) and likewise
the fourth part of the personal estate of James Baron : it appearing
by an inquisition at the Guildhall Dec. 4 last that Judith Unatelet
alias Pigou, late of Amiens in France, by will dated 24 Sept. 1676
left to James Baron, an alien enemy born in France, 5000 livres
Tournois (which according to the rates of exchange amounts to
312l. 10s. 0d.) and made her sons Stephen Pigou and James Pigou
her executors and after her death they proved the will and possessed
themselves of her personal estate and on the 14 Feb. 1679 they
agreed to pay the said Baron 250 livres per an. till the said 5000
livres should be paid : and they left France and came to London
and on the 30th Oct. 1700 the said James Pigou died in London
intestate and administration of his estate was granted to Stephen
Pigou who died 6 March 1702 and neither of the two brothers ever
paid to said Baron the said 5000 livres or any part thereof : and
Stephen Pigou by will appointed his wife Frances Pigou as executrix
which will she proved and possessed herself of the aforesaid 5000
livres and 250 livres per an. and that 24 years and 7 months of the
said annual 250 livres amounted (at the time of the said inquisition)
to 6145 livres, equal to 384l. 2s. 3½d. English money according to the
rate of exchange : and the said James Baron is the son of one of the
three sisters of the said James Pigou and is thereby entitled to a
fourth part of the said James Pigou's personal estate : and the
abovesaid children of Stephen Pigou have petitioned ut supra Tr.
Cal. XIX, p. 380, shewing that under colour of a pretended consent
of the said James Baron administration of James Pigou's estate is
granted to Peter Stephen de Bouxin in trust for said Baron who is
prosecuting petitioners' mother for an account of the said intestate's
estate with intent to remit the same to France to the said Baron :
and by an edict of the French king the said Baron is entitled to the
said estates as the nearest Roman Catholic relation in France and
as creditor : and further the petitioners' mother has made oath that
her said husband and James his brother did not after their arrival
in England dispose of their real estate at Amiens or were answered
the yearly rents or profits thereof or did find means of getting any
part of their effects and personal estate (which they left behind when
they fled as Protestants) remitted to them ; and also that they were
concerned in clothing several Regiments in the reign of Wm. III
in which services they received considerable losses as well by deficient
tallies as otherwise "whereby the estates they brought into England
were much impaired" : whereby the petitioners are become fit
objects of the royal bounty. [In the entry of the petition relative

Report to Treasurer Godolphin from William Blathwayt as Auditor
of the Plantations on several papers transmitted to Treasurer
Godolphin by Col. Edward Nott, Governor of Virginia, containing
the proceedings of the Council there in relation to her Majesty's

I find therefrom that the Governor and Council and the revenue
officers there were taking all possible care for improving the revenue
of Quit rents pursuant to your directions. In response to your order
of June [19] last supra p. 306-7 they had called upon Mr. Byrd, the son,
and he was preparing his late father's accounts accordingly and
10,000l. security has lately been given in England for performance
thereof and for answering the balance thereon. The papers also
contain the accompt of Mr. Byrd, now Receiver General of that
Colony, of the 2s. per hogshead from 20 July (when he entered on that
office) to 25 Oct. last : shewing : receipts 2638l. 14s. 3d. (including
1996l. 2s. 6d. owing by his father on that Duty at his death) and
payments 963l. 11s. 0d. : remains 1675l. 3s. 3d.
As to her Majesty's Quit rents there I lately presented to your
Lordship a state thereof as at April last : viz. receipts (with money
for compositions and respits of land and including a balance of
5752l. 9s. 4d. in the late Col. Byrd's hands at his death) 7610l. 7s.

Report by William Blathwayt on Mr. Chamberlain's petition in
behalf of the Governor and Lieutenant Governor of New England
for some consideration for securing several pirates and their effects.
The goods were secured as stated and the pirates condemned and
gold dust to the value of 3000l. sterling or thereabouts was sent
over hither : "which is the first seizure and condemnation that
had been prosecuted to effect in New England in the case of piracy,
which has formerly been too much countenanced there." I offer that
the Governor Col. Dudley deserves 200l. and the Deputy Governor
100l. for the same, "they having not received as yet any reward for
that service : nor have they any settled salary from her Majesty or
from that colony for their support."
As to what the said Governor advanced, by himself and friends,
for raising and shipping 2 Companies of foot for Jamaica 2 years
past your Lordship has given order for payment thereof, the accounts
having been adjusted and allowed by the Comptrollers of Army
Accounts. But no money has been yet issued, the Paymaster
General [of Guards and Garrisons] Mr. Howe, not being enabled
thereto "the want of which payment Col. Dudley represents as
very prejudicial to her Majesty's service in reference to the like

park called Curry Mallet with the lodge etc. granted for 99 years

William Lowndes to the Customs Commissioners. In your presentment
of Dec. 13 last relating to the arrears standing out on the
accounts of the Customs Collectors you propose that their accounts
should be made up according to their receipts on the respective
funds. The Lord Treasurer has read same as also your report
of the 15th inst. on the scheme proposed by Rowland Holt,
the Comptroller General [of Customs], for rectifying mistakes
in the Collectors' accounts arising by their not applying to the proper
funds the moneys they receive. The Lord Treasurer directs you
to cause the accounts of the outports Collectors to be stated according
to your proposal in the first presentment and to send him a state
thereof. Thereupon he will consider of the method for rectifying
the overpayments as proposed in your last memorial [report]. Out

had from the prizes taken in his district by the Admirals taking such
prizes into their own custody : therefore praying allowance for same.

William Lowndes to Sir Christopher Wren to report on the
enclosed reply [missing] from the Duke of Somerset to your suggestion
made to the Lord Treasurer in September last concerning a building
in Scotland Yard adjoining the said Duke's garden wall. Ibid.
Same to Mr. Brydges, Paymaster General of the Forces
Abroad, enclosing a memorial [missing] of Monsieur Verberghe,
the States General's Envoy residing here, touching the sum
of 5083 guilders 4 stivers resting due to the masters of several
vessels belonging to Rotterdam and other places in Holland for
carrying the English Forces from the said places to Portugal in 1703
and 1704. The Lord Treasurer thinks it proper that the said masters
should be paid but that the Queen should be reimbursed the charges
by stopping it out of the pay of the respective Regiments concerned.
You are to write to Mr. Sweet to pay the said demands of the Dutch
masters : and thereupon to charge same accordingly [to the
