Same to the Prizes Commissioners enclosing letters from Secretary Hedges to the Lord Treasurer relating to 5 French ships bound to Martinico and other French islands in the West Indies with provisions which were taken by her Majesty's ships and carried into Ireland. Please write by this night's post to your agent at Waterford to view and value said provisions in order to a due regard to the captors' shares and in order to make a proper charge on the agent to the Victualling who is to receive the said ships and goods for her Majesty's service.

(b) extract of a letter from the Admiralty of same date. By a letter from Capt. Camock of the Speedwell we have an account that the said ship and the Shoreham on the 13th inst. in latitude 45. 28.0 met 10 ships of the enemy bound with provisions to Martinico and their other Plantations and took 5 of them and brought them into Ireland, being respectively of 180, 140, 100, 96 and 160 tons. Royal warrant to Treasurer Godolphin for 500l. to Richard Hill, late Envoy Extraordinary to the Duke of Savoy, to reimburse so much remitted by him to John Chetwind whom he left (upon his coming away from Turin) "to take care of our affairs there until the arrival of such Envoy as we should appoint to succeed him, the said Richard Hill." Same to Sir Edward Northey, Attorney General, to acknowledge satisfaction on record of the fine of 40l. set upon Mary Mason alias Jordan at Hicks Hall 1 Sept. 1701 for (together with Richard Chamblett, Thomas Norman and Ann his wife) inveigling Phillis Chamblett (wife of said Richard) into a mad house belonging to the said Norman in Clerkenwell where she was lockt up in a dark room for several hours and blooded and her hair cut on pretence that she was distracted : the said Mary having lain in prison upon boards for a considerable time, maintained only at the charity and expense of the keeper of New Prison and will inevitably perish for want of subsistence if not discharged. Letter of direction for 4200l. to Sir Thomas Littleton, the Navy Treasurer : out of Contributions for Annuities anno 1706 : to be paid over to Thomas Savery, Treasurer for Sick and Wounded ; and is for subsisting the prisoners at war by paying them an allowance in money from the month of March last. Treasury reference to the Customs Commissioners of the petition of William Gilpin, surety in 1695 for Mr. Eaglesfield, collector of Carlisle port lately deceased, praying discharge of all proceedings on his bond in regard of petitioner's services as a Justice of Peace in Cumberland by countenancing and assisting the officers of the revenue upon all occasions. Royal warrant to the Lord Lieutenant of Ireland to remit to the Treasurer of the Ordnance England 11,690l. for 10,000 musquets for supplying the magazines in Ireland : in accordance with the Order in Council of Feb. 7 last empowering the [Principal] Officers of the Ordnance to contract in foreign parts for the said musquets. July 5. Warrant by Treasurer Godolphin to the Receipt to apply to unsatisfied loans on the sixth 4s. Aid anno 1702 the 18,822l. 14s. 9¼d. surplus remaining in the Exchequer at June 24 last of the 9d. per barrel Excise appropriated to the payment of annuities, in manner following viz. so much thereof to paying off loans on the Subsidies anno 1702 as will be sufficient to satisfy the same and interest thereon, and the remainder as far as it will extend towards satisfying the said unsatisfied loans on the said Aid and interest thereon.

The Lord Treasurer agrees to the Treasurer of the Ordnance disposing of 40,000l. part of the 78,850l. tallies and orders resting in his hands as part of the funds anno 1705 (viz. 5257l. 11s. 5½d. on the Two Thirds Tonnage and Poundage and 73,592l. 8s. 6½d. on Low Wines) either to the Bank of England or to any person who will accept same and advance thereon at 6 per cent. Royal warrant dated St. James's to James Brydges, Paymaster General of the Forces Abroad, to pay the allowance of 10s. a day to Vincent Chaban who is appointed by Henry Lord Walden (Commissary General of the Forces) as his deputy for mustering the Forces going upon the present Expedition under Richard, Earl Rivers. Treasury reference to the Customs Commissioners of the petition of Thomas Newton of Boston in New England shewing that he has been a resident there near 20 years and has served the Crown in several ports as Deputy Judge of the Admiralty and solicitor and is well acquainted with the method of the Customs there and well affected to the Government : therefore praying for the place of Jahleel Brenton collector, surveyor and searcher at Boston, who for some years has resided in the Colony of Rhode Island about 60 miles distant from Boston and employs one to execute his employment that acts as a merchant, which is improper. Reference Book VIII, p. 232.
Report to Treasurer Godolphin by William Blathwayt, Auditor of the Plantations, on the petition of Leonard Compere, Receiver General of her Majesty's Revenue in Jamaica, ut supra p. 636, desiring to be exempt from the rule lately established by the Lord Treasurer for officers of the revenue in America to give security in England as well as in those parts where their offices are executed.
Hereon Blathwayt reports that the said Compere and his uncle Thomas Martyn Esq. have for above 30 years held the said office and discharged the duty thereof without complaint. The said Compere is under a security of 5000l. which he has given in Jamaica pursuant to the direction of an Act of Assembly there "for the well and true accompting as often as he shall be thereto required by the Governor and Council or the Assembly of that island." In 1692 the said Compere sustained a loss of 11,000l. by the earthquake which then happened and by the French invasion there the year following which loss and the weight of the above security render him (as he alleges) altogether incapable of procuring securities here in England.
For your Lordship's satisfaction he offers to make oath as to the sufficiency of his security given as aforesaid in Jamaica and has undertaken to procure a certificate from the Governor there of the ability of the said securities. He further alleges that the whole revenue is appropriated to the support of the Government of Jamaica as appears by the several Acts [of Assembly there] and that the demands thereof are so constant upon him as never at any time to leave any sum in the hands of his deputy equal to the security given : for which reason he hopes your Lordship will not require from him any further security.
Upon the strictest enquiry into the condition of the said patentee I do not find that he is able to procure any further security in England, but depends upon the credit and value of his place in Jamaica, whereby his deputy has been encouraged to give the security there as directed by the Act of Assembly in that island. "However, I am humbly of opinion that the same security in Jamaica may be ordered to be extended not only to his accompting before the Governor and Council or the Assembly of that island but also to her Majesty according to the course of the Exchequer in England." Royal warrant to the Auditors of Imprests to allow in the account of Richard, Earl of Ranelagh, as late Paymaster of the Forces, all payments made by him for half pay from 1701 Sept. 29 to Dec. 24 to any Officers disbanded after the late war who were borne upon the Establishment of Half pay, which said Establishment was made to determine 29 Sept. 1701. Royal warrant to the Duke of Ormonde, Lord Lieutenant of Ireland, for an allowance of 100l. per an. to Henry Power, son of Col. Power, commonly called Lord Power, as from 1705 March 25, he having been delivered into the care of said Duke and bred up a Protestant for near 2 years past "and at that time it was our intention he should have some support upon the Establishment of Ireland, which was omitted when the last Establishment was made." July 9. Warrant by Treasurer Godolphin to the Customs Commissioners for additional allowances to officers as follows for extra labour in connection with the 15 per cent. Duty on certain East India goods which Duty commenced 25 March 1700 : viz. 100l. per an. to John Davies, surveyor of the warehouse for said Duty ; 50l. per an. to John Holland a landsurveyor ; 100l. per an. to Cha. Mein as the person for attending the East India sales ; 50l. per an. to Nicho. Terrel, the Comptroller's deputy for the like attendance at the sales and [for] comptrolling the said Duty ; 50l. per an. to Christopher Tower for collecting the said Duty under Sir John Shaw, Receiver of the Grand Receipt of the Customs : all by reason that the Act of 2-3 Anne c. 18 put the Customs of all unrated goods imported from India and China under a separate management from the rest of the Customs and to be collected according to the gross price at the sale by the candle : and similarly further additional allowances, detailed, to the said officers in respect of the further Duty of 15l. per cent. imposed by the Act of 3 and 4 Anne c. 18 on white calicoes and dimities and the 12 per cent. on all China and Japan wares and 4 per cent. on all drugs unrated. Same by same to same to establish several Customs officers in the Plantations as follows : Col. Quarry, Surveyor General of Customs on the Continent in America having by a late memorial acquainted the Customs Commissioners that he had removed William Dyre who by appointment of Mr. Randolph (the former Surveyor General there) acted from May 1702 to May 1704 as riding surveyor at Bahama and Sassafras, the head of Chesapeake Bay in the Province of Maryland : and had appointed him to be riding surveyor of Delaware Bay loco Mr. Rowe deceased "where tis absolutely necessary that an officer should be continued" : and Thomas Wood to be riding surveyor at Bahama and Sassafras in place of the said Dyre.

Same by same to the Attorney General for a noli prosequi to the information against elephants teeth and citron consigned to William Brooke, merchant in London, by commission from a subject of Portugal and seized in the Thames by Mr. Robertson a Customs officer as being the product of that part of the West Indies belonging to the King of Portugal ; the said Brooke having petitioned showing that the said King being in the Grand Alliance for the good of Europe his subjects deserve encouragement the rather because during the war, trade is precarious and Portugal is the chiefest place for the reception of our woollen manufacture.
Prefixing : report by the Customs Commissioners on said petition. The goods were reported by the ship's master as the goods of an alien before the seizure and therefore as they were so brought from a proper port and in a ship duly qualified and as the importation of them by an alien seems to have been through ignorance and surprise, without purpose of breaking the law, the proprietor may deserve relief in a case so very particular.
