[My Lord Treasurer] orders the [Principal] Officers of the Ordnance
to cause the tallies in the Ordnance Treasurer's hands on the Two
Thirds Subsidy to be disposed of [to be deposited as security for loans]
and the interest to be allowed from the time the money is advanced ;
and to signify to my Lord when they shall have gotten money upon
the said tallies "and for what uses you desire the same may be
directed."

The Trustees for Circulating Exchequer Bills are called in and
their memorial is read. They propose that a new Contract [for
circulating] be made and that 150,000l. subscription at 1 per cent.
will be sufficient to maintain the credit of them. My Lord approves
thereof and directs them to prepare a new contract accordingly
and that they give the like publication as usual.
My Lord orders 3500l. out of the Contribution money (as soon as
it comes in) for the premium etc. of last year's [Circulating] Contract
and refers their [the said Trustees'] account of incidents to the auditor.
My Lord approves of their salaries for the ensuing year as for the last
[year] and also of their officers, amounting in all to 1300l.
The Victualling Commissioners are called in. My Lord asks what
progress has been made in the Victualling accounts since the addition
of Commissioners for that purpose. Mr. Tilghman says that they
have examined the petty bills and have made returns thereof to the
Navy Commissioners and answered all their queries relating to Mr.
Papillon's accounts and that they are now ready to proceed on Mr.
Sturt's account. My Lord observes that what the Commissioners
have done relates only to the [Navy] Treasurer's accounts and not
to the particular accounts of the Agents for the Victualling and
pursers etc. Mr. Colby says no : those accounts are no forwarder
than they were some years ago. My Lord directs them to proceed
with all the despatch they can on the accounts of the Agents etc.
that so people may not be set causelessly in super in the [Navy]
Treasurer's accounts.
My Lord tells them that he thinks twill be for the credit of their
office to cause the interest of the Victualling bills to be paid [at the
same time] with the principal. Mr. Colby, Mr. Vincent and Mr.
Tilghman are of the same opinion. My Lord then asks why it has
not all along been done. They say their warrant was to allow and
pay interest on the Victualling bills in the same manner as was
practised in the Navy, which is the method they have hitherto used.
My Lord orders that from this day on all bills that shall be made
out by the Commissioners for Victualling on any contracts or for
any uses whatsoever that are to carry interest according to the
usage of the Victualling, the said interest shall be computed and paid
at the same time with the principal.
The [Principal] Officers of the Works are called in. My Lord tells
them there are three persons, Mr. Hopson, Mr. Fort and Mr. Swalwell,
petitioners for the place of Master Joiner. My Lord says Mr. Hopson
as he, my Lord, is informed has a place of good profit already in the
Works. Sir Christopher Wren says he is Purveyor but that the said
place [of Purveyor] doth not interfere with this office [of master
Joiner] ; that he is very excellent in his art and has a great stock
and every way qualified for the employment.
My Lord says the Queen had a mind to be satisfied whether there
was any impediment from the office which Mr. Hopson already has,
to his being appointed Master Joiner : and now his Lordship has
spoken with them he will represent what they say to her Majesty
who is inclined to give it to Mr. Hopson. Treasury Minute Book

the orders for reversionary annuities in the [Army] Paymaster's
hands for that year's service.
[The items in the above minutes are detailed in 2 letters of
direction of May 11 and May 21. Disposition Book XVIII, pp. 117,
122. The former of these 2 letters contains a further item of 4608l.
not authorised by this minute.
Another memorial of Capt. Cartwright is read representing that
Sir Theodore Janssen, pursuant to his agreements, did give 2 bills
of exchange for 4 months' subsidy to the Duke of Savoy, to wit one
for 106,6662/3 Crowns at 59½ per Crown dated 12 April last and the
other for the like sum and at the same rate dated 26 April which
carries the said subsidy to 3 Dec. next : and [Cartwright] prays direction
for satisfying the same, amounting to 52,888l. 17s. 8d., by applying
25,000l. in tallies on Malt anno 1706 and that the residue (being
27,888l. 17s. 8d.) may be issued on the order in Mr. Brydges' name
for subsidies anno 1706.
My Lord directs that the said 25,000l. be assigned to Sir Theodore
in part of the said 52,888l. 17s. 8d. at an [allowance of] interest of
4 per cent. per an. only from the time he gave his bills, in regard that
since he made his agreements the exchange in Italy has proved more
favourable than was expected : and that the remainder be issued out
of loans to be made on the same [fund of the Malt Duties] after
[satisfaction of] the loans already charged thereon.
Memorandum : Sir Theodore at his last attendance offered to take
the tallies in the Paymaster's hands on Low Wines as part [repayment]
of what he should remit to Savoy provided the interest were
allowed from the day he gave his bills : which my Lord Treasurer
approved of, to the amount of 18,158l. 2s. 6d. in principal money :
so that the like sum of the tallies now to be struck on Malt are to be
applied to the services for which the said Low Wine tallies were
struck.
Sir Henry Furnese is called in. He presents a memorial dated
the 10th inst. shewing that pursuant to a minute of 1704 July 31
he provided for the use of her Majesty's Forces in Portugal 3000
pairs of shoes, 3000 pairs of stockings, 3000 shirts and 3000 neck
cloths at 9s. 6d. making together 1425l. : which were delivered to the
Earl of Galway. He therefore prays payment of said sum. My Lord
Treasurer orders that Mr. [Capt.] Cartwright do make [application
for money for same in his weekly] memorial as soon as any account
is produced from my Lord Galway or the Commissary of the
Provisions in Portugal that the same have been received into her
Majesty's stores for the use of her Forces there : and Mr. Morrice
to have notice thereof to the end due care may be taken for deducting
the value according to the said account from the Regiments who
shall receive the said small clothing.
A draft of a new contract with Sir Henry Furnese for the remittances
to Holland [is ordered by my Lord] to be drawn with a blank
for his allowance for commission and risk of bills.

when and where he pleases in order to receive his propositions for
improving the revenues of Excise, particularly that branch arising
by the distillery. He desires it may be at the Crown behind the
Exchange at 5 of the clock to-morrow in the afternoon.
[My Lord orders] a warrant to be drawn for what is due to the
Vice Chamberlain of the Household.
[Likewise] a warrant for another quarter of the arrear to the Lord
Stamford as soon as any arrears of the late King's Civil List money
[come] in the Exchequer.

roof of the buildings in Cotton House where the library is kept.

[Write to the gentlemen of the] East India Company to attend

for saltpetre.
[Write the Principal] Officers of the Ordnance to prepare a
memorial for my Lord to offer to the [Privy] Council for an order for
paying for 10,000 arms bought in Holland and that [such memorial]
should propose that the order should mention to whose hands the
same should be delivered to be accounted for.
[Write] Mr. Cartwright to attend next Tuesday morning about
the money paid for the 10,000 small arms bought for her Majesty's
service in Holland which he charges at 10 guilders 10 stivers whereas
my Lord thinks the exchange was higher and ought to be accounted
for more to the public advantage.

men on the Portugal Establishment, upon account of levy money
and subsistence for the recruits "he" is raising in lieu of the
men delivered by "him" to Col. Peirce by order of the Earl of
Peterborough.
Issue to Mr. Brydges (on the order in his name for the 250,000l.
for the service of the King of Spain) so much out of loans to be made
by himself on the Land Tax anno 1706 as will fill up the 1,850,000l.
authorised by Parliament to be borrowed on that fund : which sum
together with — of the last tallies in course in his hands on that
fund are to be applied to satisfying Mr. Harnage and Mr. Churchill
for [clothing &c. sent to Portugal].
[My Lord directs] 9375l. to be issued to Mr. Brydges on the order
in his name for subsidies to her Majesty's Allies anno 1706 : out of
loans to be made by Sir Henry Furnese on credit of Malt Duties
anno 1706 : the same being intended for 3 months' subsidy to the
King of Denmark from March 15 last : to wit for the value of 37,500
