Treasury reference to the late Commissioners for stating the Accounts of the Army of the petition of the Hollow Sword Blade Company shewing that 5 debentures for 1022l. 4s. 11d. for Transport service and 20 debentures for 4506l. 17s. 4d. for the use of Chelsea Hospital were lost on board the Queen Anne packet bound for Dublin in 1703: and duplicates for same are now made out and are in the hands of the said late Commissioners: therefore praying that same may be delivered to them on their giving security [in the form of a letter of indemnity] under the common seal of their Corporation. Warrant by Treasurer Godolphin to the Customs Commissioners for a noli prosequi to the information against Jos. Byles of Newport, Isle of Wight, goldsmith, touching a parcel of elephants teeth entered at Cowes and seized at London, being imported in a Dutch ship from Guinea.

Treasury reference to the Excise Commissioners of the petition of William Paine of the Isle of Thanet shewing that he bought 800 gallons of brandy that was seized and condemned for non-payment of Duty and 350 gallons thereof was seized by the Customs Officers and 59l. 6s. 11d. was paid into the Exchequer and the claim of Crawford, the officer, is still depending in the Exchequer Court: therefore praying refund of the said sum and a noli prosequi, petitioner having legally bought the brandy. William Lowndes to the Navy Commissioners to report on the enclosed report and papers [missing] from the Customs Commissioners relating to naval stores. Are the said stores fit for the service of the Navy and what will the premium amount to for the stores already imported? Out Letters (General) XVIII, p. 280.
Treasury reference to the Surveyor General of Crown Lands of the petition of Lieut. Gen. Cholmondley shewing that “her Majesty's old palace at Richmond being leased out except that part in his possession and the adjoining part in possession of Mr. White under pretence of housekeeper and not inhabited for many years and become very ruinous, the petitioner's apartment that hath cost 600l. to repair by reason of great storms must be rebuilt, the charge whereof will amount to 2,000l.”: being willing to rebuild the whole, he prays a lease at a small rent. Same to the Excise Commissioners of the petition of William Hunt, collector of Excise, shewing that in 1703 he returned 100l. of Excise money through one Harrison a clothier who gave him a bill on one Salisbury: but before the bill became due Harrison failed and Salisbury was only his servant and petitioner has only recovered 30l. by 2 extents on Harrison's goods: therefore praying that the balance of 70l. may be allowed “as is usual in like cases.” Ibid.

Appending: (a) letter from J. Burchet dated Admiralty Office Jan. 23 inst. [to said Lowndes]. I am commanded by the Lord Admiral to acquaint you, (however it may have been represented to the Lord Treasurer that there was no convoy for the Virginia trade last year), there was 4 ships of war particularly appointed and sent on that service and there will be convoys annually provided to proceed from hence the latter end of August or beginning of September and to return from Virginia so as to be in England the middle of the summer season which is most convenient for the trade and best for the ships and men. Same to the Customs Commissioners of the petition of the merchants of Bristol trading to Newfoundland, shewing that they fitted out the Greyhound galley for Newfoundland which on arrival there took a French ship called the Boon Allyance laden with 13,800 couple of wet Newfoundland fish; and the ship and fish was appraised in due form in Newfoundland and the Lord Admiral's tenths and other charges satisfied; that on arrival at Bristol new process was made in the Admiralty Court and the prize is condemned to John Coysnage and Company (the petitioners) as lawful prize and to pay the Duty of English Plantation goods; that the petitioners sold 8000 couple of the fish and were obliged some months after to throw the rest into the sea but the Customs Collector insists upon Duty on the whole quantity which will be 150l. more than they made of the fish: therefore pray relief. Same by same to Henry St. John, Secretary at War, to prepare a royal warrant to allow to John Howe in his account for Guards and Garrisons anno 1705 the sum of 6600l. by him paid for subsistence to the Regiments of Lillingston, Wynn and Lepell raised in 1705 and sent into Ireland and which by the Establishment were to be paid in England from the day of raising to the 24 May 1705 and from that time were to be provided for in Ireland in lieu of 3 Regiments sent from thence to Spain under the Earl of Peterborough: all by reason that no muster was taken of them before their arrival in Ireland so that there is no proof of the numbers whilst in England. When the pay to said date is adjusted the respective parts of said total sum are to be surcharged on said Howe and on the Paymaster of the Forces in Ireland.
