Royal warrant dated Windsor Castle to Robert Hunter, Lieut, and Governor General of the Colony and Dominion of Virginia, to direct William Byrd, Receiver General of her Majesty's revenue of Quit Rents there, to remit forthwith to his correspondent here the sum of 2060l. 12s.d. resting due from him on the foot of an account of the said quit rents made up to 1706 April 25.

Prefixing: (a) Order of the Queen in Council, dated St. James's, June 5 last, for the delivery of the ship Ortolon and her cargo to Richard Johnson, late master and part owner of the brigantine Betty of Maryland, which when going from Barbados to Maryland was taken by a French privateer and lost to the value of 3500l. and he with his servant and another English mariner was put on board a merchant ship called the Ortolon where he was very ill used but found an opportunity to surprise the master and crew of the said ship and with her cargo carried her into Annapolis in Maryland which ship he delivered to the Governor of that colony and she was condemned in the Admiralty Court as a perquisite of the Lord High Admiral and apprised at 1500l. in the money of that country; the said Johnson being further at the charge of 100l. in maintaining the prisoners: the Lord Admiral in his report on this affair being of opinion that the capture is so remarkable and redounds so much to the honour of the English nation that it deserves all encouragement and reward possible. Prefixing: report by the Comptrollers of Army Accounts on the petition of said Mary Herlackenden. His case is similar to that of Mr. Abington and Mr. Aldcroft, the two other reduced Commissaries, as to whom we reported 1704 June 21 that in regard they were upon actual duty they might be allowed their half pay from 1701 December 24. Prefixing: report dated August 18 inst to Treasurer Godolphin from Sir Simon Harcourt and Sir James Montague, [respectively Attorney General and Solicitor General] on the petition of divers merchants et al. of Scotland ut supra p. 370. We have several times, in the presence of Sir David Nairne, heard Col, Graham, Mr. Coole, Mr. Levington and Mr. Steward (who took upon them to treat with us on behalf of all the said petitioners) and with their consent we have agreed upon and settled the following method of bringing the matter to a judicial determination. (1) Oath to be made that the goods in question were imported into Scotland before the Union on the sole risk and account of subjects of Scotland and that no Englishman or alien was interested therein and that Duty due in Scotland had been paid thereon there. (2) That an account and appraisal be taken of all such goods now under seizure. (3) That some London merchant take up the said goods and admit the said appraisal and be charged for the same by an Information or a Devenerunt in the Exchequer Court [on the two points at issue as follows viz.] if by virtue of the Articles of Union such prohibited and uncustomable goods imported into Scotland before the Union cannot be afterwards brought into any port of Great Britain without forfeiture: or if Customable goods so imported into Scotland as aforesaid cannot be afterwards imported into any part of Great Britain without payment of the English Duties. (4) The Attorney General to admit the importation into Scotland before May 1 last and to admit the Scotch property. (5) On compliance with the above the seizure of the said goods to be instantly discharged by consent of the officers who seized. Out Letters (North Britain) I, pp. 109–114.

Taylour (in the absence of William Lowndes) to the Customs Commissioners to permit le Comte de Sabeville and some other of the French prisoners who have obtained her Majesty's leave to return to France for some time upon their parole, to carry with them [Customs free] such plate as they brought over for their own use according to the enclosed list [missing] from Secretary Harley's Office. August 21. J. Taylour (in the absence of William Lowndes) to Mr. Blathwayte to report on the enclosed report [see p. 434 infra] from the Postmasters General on Edmund Dummer's proposal relating to the postage of letters and pacquets to and from the West Indies. The Lord Treasurer notes that the proposal relates only to the Islands and not to the Plantations on the Continent “to which (as his Lordship thinks) if it were extended the advantage by letters from thence might make a very great increase to the present produce.” Out Letters (General) XVIII, p. 341.
Treasury reference to William Vanbrugh of the petition of Peter Laroche gent, Harbinger to the Queen, shewing that he does the duty which formerly was done by three persons in the same post and is obliged to constant attendance on her Majesty in all her progresses and at the expense of two horses and a servant: therefore praying an allowance for travelling charges as is allowed to the rest of her Majesty's servants. Treasury reference to the Principal Officers of the Mint of the petition of William Cooper and Daniell Allen merchants shewing that they have at great charge and expense brought to perfection very considerable copper works so as to be able to supply all foreign demands and the home market: that there being a scarcity of copper half pence through the whole kingdom they have now a fair prospect (with the countenance of the Government) to settle a very advantageous trafficque (by the exportation of woollen manufactures and these small pieces of money) whereby to make up for the want of the Cadiz trade: therefore praying leave to coin in the Tower Mint 700 tons of English copper in 10 years under such restrictions as in the last [copper minting] patent. Warrant by Treasurer Godolphin to the Principal Commissioners for Prizes to depute Samuel Barwick (Receiver of his Majesty's Casual Revenue in Barbados) to be Agent for Prizes at Barbados: at the usual allowance of 5 per cent.: loco Colonel William Cleland “whom her Majesty hath thought fit by order in Council dated the 4th inst. to dismiss from the said employment” (from his place in the Council of Barbados and from all other employments in that island).

Warrant by Treasurer Godolphin to Sir Isaac Newton, Master of the Mint, to pay 100l. a year for 2 years from 1706 Xmas towards building a new house for the Surveyor of the Meltings at the Mint.
Prefixing: report by the Warden, Master, and Comptroller of the Mint, representing the necessity of such rebuilding. The money allowed by Parliament for repairs and building in the Mint is not sufficient to keep all the houses there in good repair. By the Act of 1705 [4–5 Anne c. 9] the Lord Treasurer is empowered to dispose of 500l. a year for salaries and other services of the Mint, out of which 400l. has been allowed to the Moneyers for their maintenance. Bolydon Ferry was granted 1636–7 February 10 to Braddock and Kingscote and Aqua Sancta Ferry was granted 1566 July 8 to Thomas Lambert gent for 21 years. Both ferries apparently came by some grant or assignment to Hugh Williams, Thomas Williams and Lewis Williams and in 1673 (on the death of said Lewis the survivor therein) the rents were answered by John Grosvenor who intermarried with petitioner's grandmother. The officers of the Mint [in Scotland] cannot proceed to coin because though they have shilling and sixpenny dies yet the cutters are not sent and they cannot be made here [in Scotland] because they must be made of melted iron in which nobody can work in this part of the kingdom. Besides they yet want several of the tools and materials that were ordered by the last ship which is not yet arrived. They also are at a great loss for want of the Crown and half Crown dies for the proportion of Crowns and half Crowns which are to be coined “and it is the more necessary to do it that we have got above 40 or 50,000l. of the [Equivalent] money from England in shillings and sixpences” The officers desire in the meantime to be allowed to coin shillings and sixpences but nothing can be done till the cutters are sent.
The Mint officers also desire that a sum of money may be consigned to them for defraying the charges etc. [of] making a free and ready coinage. Their petition is recommended by the Privy Council [of Scotland] to the Treasury [of England] and we hope that the fund which was appointed by the Act of Parliament 1689 [Scotland] (fn. 1) may be sufficient for this end. There is no Act of Parliament either English or Scotch of the year 1689 which makes provision for meeting the charge of Minting whether in the London Tower Mint or in the Edinburgh Mint.There is however an Act of Parliament of Scotland of the year 1690 (Act 1690 c. 101, Acts of Parliament of Scotland Vol. IX, p. 223) which amends a previous Ad of Scotland, e. 38 of the year 1686 (Ibid., Vol. VIII, pp. 603, 604, 607). The Act of 1686 had granted an imposition for the support of the expense of the coinage; and had allowed to the Master of the Mint 18l. Scots for every stone weight of silver coined. The Act of 1690 raised this allowance to 20l. Scots for every stone weight of silver coined. But the Act makes no further provision by way of imposition for meeting such increased allowance.The 1690 Act was apparently made on the strength of a report about the Mint which was read on the 8th July, 1690 (Ibid., Vol. IX, Appendix, p. 160).
