Nov. 1, forenoon. Present: ut supra.
Lord Wharton & the Attorney & Solicitor General come in. A paper [is read] containing the opinions of several lawyers that it is most advisable to question the validity of Mariot's lease before a decree be made in the cause.
The Attorney & Solicitor General are of opinion that there is no probability of success if they should question the validity of Maryot's lease upon the objections stated in the said paper: and they are also of opinion that it is not advisable to move the Court of Exchequer to delay the decree. Mr. Brydges is called in: his memorial [for money for the Forces abroad] is read & the directions [of my Lord thereupon are minuted or endorsed] upon it.
Mr. Walpool [Secretary at War] is called in. My Lord asks him what care is taken to oversee the Officers employed to make recruits that they do their duties. He says Col. Stanwix is come over for that purpose.
Direct Mr. Clayton to attend tomorrow morning about borrowing money to pay the quarter's interest on the Subsidies &c [the 6 per cent interest on the 729067l. 15. 6 ¾ loans on the Act 6 Anne, c. 73 for Continuing the Half Subsidies]. Treasury Minute Book XVI, p. 263.
Nov. 3, forenoon. Present: Lord Treasurer, Chancellor of the Exchequer.
If the Bank of England will advance the sum of 20000l. upon a deposit of Land Tax tallies anno 1708 [to be deposited] by Sir Thomas Littleton [as security for the said loan to him] for the service of the Navy my Lord agrees that the same shall be repaid to them out of the fifth payment to be made by the East India Company on or before the 12th January next together with interest at 5 per cent.
Likewise my Lord agrees that if the Bank will advance 9500l. on a deposit of Malt or Land Tax tallies in the hands of the Paymaster General of Guards & Garrisons anno 1708 the same shall be repaid to them out of the abovesaid fifth payment. Ibid., p. 264.

Mr. How is called in. My Lord agrees that he may take up from the Bank 10000l. on his Malt tallies and his lordship will take care that this sum shall be repaid by Lady day next. Ibid., p. 265.

[Write] to Mr. Isles that my Lord desires to speak with him.
Mr. Brydges is called in & his memorial [for money for the Forces abroad] is read & the [decisions of my Lord thereupon are endorsed as a] minute upon it. Ibid., p. 266.

[My Lord directs] 6000l. for the building at Woodstock: to be issued out of loans on tin.
Desire some of the gentlemen of the Bank to be here on Monday morning.
[Send] to the Customs Commissioners to be here on Monday afternoon.
[Write] to Sir Henry Furnese to be here on Monday morning.
The Commissioners of Transports are called in [& are by my Lord] ordered 32863l. 4. 4 & as much more for interest as will make up 40000l.: [to be paid] by tallies & orders on the Malt Act [which tallies are] to be struck without interest & are to remain in the [Transport] Treasurer's hands till they can be disposed at par.
These tallies & orders are to be applied to discharge their [the Transport Office] course for Aug. Septr & Octr 1706. [In the Disposition Book this minute is expressed as a letter of direction as follows “His Lordship also desires [that] upon the unsatisfied order in the name of Thomas Micklethwayte, Treasurer & Paymaster for the Transports, for the service of his Office the sum of 40000l. may be issued out of loans to be made by the said Micklethwayte on credit of Malt Duties anno 1708: for which loans the orders are to be drawn without interest: the same being intended to be reserved in the hands of the said Paymaster until money can be raised on them at par and then to attend my Lord's directions for applying the same towards clearing the Transport debts registered in course.”]
[My Lord directs the issue to the said Treasurer of Transports of] 2620l. 19. 4 ¾ out of the money remaining in the Exchequer of the fourth payment made by the East India Company on account of their United Stock: & is to be applied as follows viz

for 50 barrels of nails of several sorts with a proportionable quantity of bolts & hinges shipped on board the Chichester galley to be sent to the Leeward Isles as her Majesty's bounty for enabling her distressed subjects in those parts to rebuild their houses that were destroyed by the late hurricane there & for some small charges attending the same 255 14 4 ¾
to discharge some disbursements at Portsmouth on the Transport [Office] account, to pay the salaries of the Transport Office & other Contingencies 2000
to Mr. Dummer for the charge of transporting recruits on board his pacquet boats for Col. Handasyde's Regiment at Jamaica between 1708 May 24 & Oct 21 pursuant to contract on that behalf 365 5 0

Send to the Customs Commissioners to be here tomorrow at 5 in the afternoon & not this afternoon.
The gentlemen of the Bank are called in. They are desired to lend 12335l. 14. 5 to pay 3 months' interest on the [loans on the] Subsidies granted anno 5 Anne [5 Anne, c. 27 in Ruffhead 6 Anne, c. 27 in Statutes of the Realm “for continuing several subsidies” &c.] and they shall have tallies & orders on the Act for the same: and my Lord Treasurer doth resolve that those tallies & orders shall be taken from them again & instead thereof they shall have such funds as shall repay to the Bank the said principal & interest in 4 months' time from the making of this loan.
[Send] to Mr. [Auditor] Harley to hasten the state of Mr. John Methwyn's accounts [as late Ambassador to Portugal to wit his account for the purchase of horses for the British Troops there and for the maintenance of the garrison of Gibraltar].
Mr. How & Sir Henry Furnese are called in. [My Lord says that] in case Sir Harry will advance to Mr. How 24045l. 10. 4 viz one half on or before the 22nd inst and the other within 14 days after, upon [credit of] the first [dated] Malt tallies in said How's hands (viz 20214l. 0. 3 thereof to pay 31 days' subsistence for the Troops & Regiments in Great Britain to Dec 22 next and 3831l. 10. 1 for subsistence for the 5000 men [in sea service]) my Lord agrees that the interest of the said tallies shall begin from the 4th November inst.
[My Lord directs] 20000l. to the Treasurer of the Navy: for wages: out of the money of the fourth payment by the East India Company. Treasury Minute Book XVI, p. 269.

Desire the gentlemen of the Bank to be here on Monday morning at 10 o'clock. Ibid., p. 270.
Nov. 22, forenoon. Present: ut supra.
The gentlemen of the Bank [of England] are called in. It is proposed to them to advance 100000l. for the Navy on tallies & orders, which sum with the interest thereon shall be repaid on the 12th March next out of the money then payable by the East India Company, the deposited tallies & orders being then [to be] returned.
[The gentlemen of the Bank communicate to my Lord the text of a minute of their Court as follows.] At a Court of Directors of the Bank the 10th Nov 1908 ordered that the sum of 12335l. 14. 5 be advanced to my Lord Treasurer on a deposit of tallies on the Subsidies of 5 Anne; with [condition of] my Lord Treasurer's minute to be obtained for repayment of the same in money with interest at the rate of 6 per cent in 4 months from the making the said loan.
This order being read my Lord Treasurer agrees to it & that the tallies [which are to be so deposited as security] be struck in the name of Sir H. Furnese. Ibid., p. 271.

My Lord is resolved that such sums as Sir Henry Furnese [shall] advance in Holland for the service of the Forces in the Low Countries not exceeding 100000l. in the whole shall be repaid out of such moneys as shall be applicable thereunto, within 2 months from this day.
Mr. Bridges' memorial [for money for the Forces abroad & for Transports] is read & 18527l. 19. 10 is ordered thereupon.
Another memorial of his is read [for subsidies to the Allies] & several sums are ordered thereupon.
[Send] to the Commissioners of Sick & Wounded to be here on Friday morning.
Memorandum: to speak to Mr. Bridges about the demand for Ecklin's Regiment.

[My Lord directs] 50000l. to Sir Thomas Littleton, the Treasurer of the Navy: out of loans to be made by the said Sir Thomas on the Act [6 Anne, c. 73] for the Half Subsidy & other Duties: “and direct him to apply 30000l. thereof to the Yards for part of Michaelmas quarter 1707.”
Likewise 5000l. more [to the Navy Treasurer] out of the like: on the head of Wear & Tear: & to be applied for bills of exchange.
Likewise 15000l. more [to the Navy Treasurer] out of the like on the head of Wages.
Mr. Wilcox to be here on Monday morning next.
The Bank having agreed to advance to the Treasurer of the Navy the sum of 50000l. on a deposit of tallies of loan on the Half Subsidy for the service of the year 1708 my Lord Treasurer consents that the same shall be repaid with interest after the rate of 5 per cent. out of the sixth payment to be made by the East India Company on or before the 12th [sic for 10th] March now next coming. Mr. Brydges is called in & his memorial is read & several sums are directed thereupon amounting to 17482l. 15. 0: to be issued to him out of loans [to be made by said Brydges] on the Half Subsidy [6 Anne, c. 73]: the tallies of which loans he may deposit with the Bank if they will advance the money thereon, to be repaid with 6 per cent interest from the days of lending to the time of repayment, which repayment my Lord Treasurer agrees shall be out of the sixth payment to be made by the East India Company the 10th of March next.
[My Lord directs] 6209l. 10. 5 to Mr. Compton for last midsummer quarter's bounties & pensions payable by him. Ibid., p. 275.
