Warrant by same to the Principal Commissioners of Prizes to pay 1465l. 15. 0. to the persons entitled to receive same for their respective damages sustained by the crew of the ship Worcester by her seizure, without respect to the goods of the said crew or to goods of John Loveday late purser thereof which came to the sale of the India & Africa Company in North Britain on the supposition that such goods were included in the demand of the owners & freighters of the said ship. [This warrant takes the place of the warrant of Dec 2 last, supra, Treasury Calendar, Vol. XXI, p. 505.]

Money warrant for 16275l. 18. 4 ½ to Nehemiah Arnold, Paymaster of Malt tickets, for the principal & interest due on the 84th payment of the said tickets, which is the next payment in course: to be satisfied out of the proportion of the general fund provided by the Act of 1 Anne c. 7 for Making Good Certain Deficiencies.

Jan. 17. William Lowndes to the Customs Commissioners in North Britain enclosing the representation of Mr. Bruce and the rest of the officers of the port of Kirkcaldy complaining of scurrilous names given them by Mr. Cannagie. In this & the like cases where complaints are made affidavits should be sent up with the complaint to justify same.
Appending copy of said representation to the Customs Commissioners in North Britain from John Bruce, Collector of Kirkcaldy port & Cha. Ogilvy, land surveyor there, on behalf of themselves & the other officers of said port. On the 7th inst we were necessarily before the Committee of Exchequer in the action of the Queen against the dogger Catharina of Drammen, and before advising the point whether the crews of the said ship might legally be admitted as witnesses for the defenders Mr. John Carnagie of Boysack their advocate did by a public speech before the said Committee openly accuse & reproach us by the scurrilous & unworthy names of land robbers or privateers. And in regard of the great oppugnancy & opposition that we frequently meet with in the discharge of our duty by those who are either open or private enemies of the Crown we desire your support. Treasury reference to the Commissioners of Sick & Wounded of the petition of David Pugh, merchant, shewing that he advanced 920l. for the relief of sick & wounded seamen at Jamaica & took in repayment a bill drawn [by the said Commissioners' agent] on the Board [the said Commissioners] for 800l. which bill was presented to the Commissioners Nov 13 last but not accepted by them on pretence the “said agent's” accounts were not arrived, though sent by Commodore Kerr & made up by the agent & showing on the balance a much greater sum due to the agent than the said bill comes to: “the consequence of which proceedings will lessen the credit of all foreign agents.” Reference Book VIII, p. 290.
Warrant by Treasurer Godolphin to the Queen's Remembrancer for stay of process against Sir William Fazakerly on his accounts as Receiver General of Taxes for London, Westminster & Middlesex: he being unable to get in all his moneys by reason of some doubts as to the taxes payable on some pensions & salaries payable at the Exchequer & on officers of the Customs. Warrants not Relating to Money XX, p. 96.
Same by same to the Commissioners for Sick & Wounded to pay 255l. to Capt. James Clarke for furnishing 2 ships for the said Commissioners & by their order: one at Plymouth from 1704 Sept 20 to 1704–5 Jan 20 & one at Southampton from 15 Aug 1704 to 1704–5 Jan 20 but meanwhile the said Commissioners contracted with another person for the transportation of prisoners: it appearing that on the 18 Oct 1704 summonses were sent to all persons concerned in the transportation, to put in new proposals for that service & the lowest price was agreed for; so that in the opinion of said Commissioners Capt. Clarke has no claim on them after that date but they recommend payment of 255l. for his ship from 1704 13 Aug & 19 Sept respectively to the 18 Oct.

Charles Jameston as officer to register North British ships, at 50l. per an: the said Commissioners having by their memorial of Dec 20 last represented the necessity of such an officer for the more regular & easy dispatch of business. Out Letters (North Britain) I, p. 230.

Note or memorandum of the registration in the books of the Exchequer in Edinburgh of a contract dated 1705 Jan 17 of farm of the Customs & Foreign Excise of Scotland for 3 years to Sir George Home of Kelso, Sir Hugh Cunninghame of Craigend, Sir Henry Rollo of Woodside, Mr. John Montgomery of Wrae, Samuel McClelane merchant and bailiff of Edinburgh, George Warrender of Bruntsfield, Daniel Stewart brother German to Sir William Stewart of Castlemilk, William Johnstone of Shems, Robert Rutherford of Fairniele & Daniel Campbell of ——: the last tack of the Customs & Foreign Excise (let to Sir Archibald Muir of Thornton late Lord Provost of Edinburgh, & John Anderson of Dunkeld late provost of Glasgow for themselves & in the name of the Royal Burghs) having expired at 1702 Oct 31 & the same having been since under collection, but the Treasury Lords of Scotland thinking it more advantageous to set the same to farm than to manage it by way of collection did proclaim on the 8 Dec 1704 that a public roup thereof would be made on the 3 Jan 1705 & thereupon the offer of 28500l. sterling made by the abovesaid Sir George Home et al was found to be the greatest & most conducive to her Majesty's service & thereupon the said Treasury Lords let the same to them in farm for the said yearly tack duty. The present entry is made this day at Edinburgh in presence of the Lords of the Treasury and Exchequer [of Scotland], Sir David Dalrymple, her Majesty's Solicitor as Pro[ctor] for the said Lords of the one part and Mr. Mathew McKell, advocate, as Proctor for the contractors abovesaid of the other part. William Lowndes to Mr. Morrice. I have read to the Lord Treasurer yours of the 13th & 30th December last. As to that of the 13th last concerning clothes and accoutrements for Horse & Foot under the care of Mr. Douglas & the likelihood of great loss by the moth having got into same you are to dispose of same as you think best by selling them to the English Regiments in Portugal or to the Portuguese themselves or by sending them forward to Barcelona for such troops as will take them off. As to the letter of the 30th ult concerning the difficulty of sending money from Barcelona to the Forces in Spain and the refusal of the Portuguese to grant licences to export their money [or currency] and desiring a ship to be always ready at Lisbon to take such sums on board as shall be provided for the said Troops, the Lord Treasurer has laid an extract thereof before the Queen who has ordered instructions to be given to Sir John Lake as you have desired. But as to treating with the Portugal Envoy here for licences to export the silver money of that country 'tis a point so tender that he [the said Envoy] will be acquainted that it shall never be desired but on the most pressing & important occasions. Some time since you sent to the Lord Treasurer (by his command) a report concerning the bills drawn by the late Prince of Hesse on the late Ambassador John Methuen for the service of Gibraltar. But my Lord has received no account of the application or expenditure of the moneys for which the said bills were drawn; & till he receives such accounts my Lord Treasurer cannot regularly order the payment thereof [i.e. of the said bills]. Same to Secretary the Earl of Sunderland. The Lord Treasurer has received from you the extract of the address to the Queen from the House of Peers of the 8th inst concerning the application of the Duty of Four & a Half per cent in Barbados. He commands me to acquaint you that a good many years ago (upon a representation from the Customs Commissioners that the bringing home the said Duty in kind and disposing of it here would be for the advantage of the Crown) the same was ordered to be so managed and it has continued in that method ever since. As to the application of the money thereof upon the island towards fortifications & keeping a Regiment there, on a representation to the Queen from the Commissioners for Trade in January last [year] the Lord Treasurer caused an account to be made of the money arisen by the said Duty since the Queen's accession, and an account of the stores & other Ordnance Office charges towards the support of said island & of the Leeward Islands. I enclose this account to be laid before the House of Peers. You will see by it how unable this revenue is to bear any part of the charge of a Regiment (having regard to the Governors' salaries, the maintenance of an engineer & gunners at Barbados and the payment of Visct Dupplin's perpetuity charged thereon) especially during the war by which this revenue is so decreased that it remains in debt to the Office of Ordnance 14000l. 10. 11. It would be for the ease and accommodation of the affair of paying the Equivalent if you should from time to time exchange [for cash] such Exchequer Bills as shall be brought to you from the Commissioners of Equivalent.
