There appears to have been paid by this accomptant within the time of this accompt to several Regiments borne on the Establishment of the Forces Abroad (which he was directed to pay in lieu of other Regiments of less numbers on the Establishment of Guards and Garrisons) a sum exceeding the amount of the pay allowed for the Regiments on the said Establishment of the Guards: which her Majesty hath directed James Brydges, Paymaster of the Forces Abroad, to pay over to this accomptant to make good the said overpayments, wherewith, when paid, this accomptant is to be surcharged: viz. amounting to 3,110l. 9s. 2d.
(3). There hath been stopped by this accomptant within the time of this accompt out of the pay of several Regiments under his care and [has been] paid over to Mr. James Taylor for the payment of pensions to widows of Officers that lost their lives in the service in Spain, Portugal or the West Indies (of the issue and expenditure whereof the said Mr. Taylor is to render an account) the sum of 1,122l. 17s. 6d.
(4). The [this] accomptant is to render an accompt of what money hath come to his hands for interest on tallies, Exchequer Bills &c. issued to him within the time of this account.

To this accompt the Auditor, T. Foley, has appended the following Memoranda:
In accordance with the Act of Parliament I have examined the accomptant's Regimental accompts of each Regiment, Troop and Company and he hath attested the truth thereof on his honour.
The sum of 40,000l. was lent in 1704 by the Queen to the present Emperor of Germany (by the name of King of Spain), of which care is to be taken when the accompt shall be settled with his Imperial Majesty.
There is due from the States General of the United Provinces 800l., being their moiety of the allowance of forage and waggon money paid by this accomptant for the year 1708 to the four English Battalions on the Establishment of the 20,000 men and 869l. 15s. 4d. for the year 1709 to the said Battalions.
By agreement with the late Lord Treasurer [Godolphin] dated 13 Feb. 1704–5 and by several subsequent agreements Sir Henry Furnesse was appointed to remit money for the Queen's Forces in the Low Countries and Germany, for which he is accomptable. He did in his lifetime exhibit his accompts of the said remittances for the time he was concerned in that affair, viz. from May 1705 to Aug. 1710, which are under examination in order to the preparing a state thereof.
The sums appearing to remain undeducted at the foot of the accompt for the year 1704 of Charles Fox, the preceding Paymaster, for charges of transportation amount to 2,721l. 12s. 9d. There has been deducted [therefrom] and charged in the account [of his successor, Brydges] for the year 1706 the sum of 5l. 14s. 6d. [as imprest cleared] from Lieut. Gen. Ingoldsby's Regiment and there remains to be charged (for ought appears to the Auditors) the sum of 2,715l. 18s. 1d.
There is also undeducted for provisions in transportation at the foot of the said Mr. Fox's accompt for the half year ended 24 June 1705 the sum of 150l. 8s. 2d.
There is also undeducted of the charges given in by the Commissioners of Transportation for the year 1706 the sum of 72l. 3s. 8d. and for the year 1707 the sum of 22l. 3s. 3d.
This accomptant is to be surcharged in his next accompt for the Forces in Flanders with the sum of 10,000l. allowed in this accompt as paid to Sir Solomon de Medina by way of advance for bread for the Forces, which by royal warrant of 29 Sept. 1709 is directed to be deducted from the several Regiments in his pay.
Memorandum: that this accomptant be charged in his succeeding accompts with what further shall appear to be deducted from the Regiments under his care for subsistence for prisoners in France, when Col. Arnot's accounts are exactly adjusted: over and above what is charged in this accompt.

To this accompt the Auditor (Thomas Foley) has appended a series of memoranda as follows:
(1). The accomptant has delivered the Regimental accounts of such Regiments as are herein allowed full pay and clearings pursuant to the Act of 1 Anne [St. 2, c. 16], for punishing Mutiny.
(2). By accounts signed by the Ordnance and by accomptant of the value of arms delivered to the Forces during the war it appears that 31,285l. 5s. 8d. is chargeable to the Regiments for arms &c., but the accomptant has been hitherto charged with no more than 2,532l. 9s. 11d. in 1706 and 2,049l. 14s. 8d. in 1707. The remainder, being 26,703l. 3s. 5d., is to be charged on this accomptant or other Paymaster of the several Regiments chargeable therewith.
(3). Col. Pearce's Dragoons are to be charged with 764l. 14s. 3¼d. paid by this accomptant to Messrs. Man and Macullock for the debt due on their contract for clothing the Earl of Barrimore's Regiment of Dragoons under Col. Pearce, as by royal warrant of 21 July 1706.
(4). The several Commissaries appointed to receive and issue the clothing are accomptable for same.
(5). By royal warrants of 24 May 1706 and 17 Aug. 1706 the Queen is to be reimbursed 12,490l. and 5,000l. paid [to] Mr. Harnage and Mr. Churchill for clothing out of the 6d. per man per week according to the Act of Parliament: likewise 1,425l. paid to Sir. Henry Furness for clothing. And this accomptant is to surcharge himself therewith, as he is herein allowed the said sums and the further sum of 24,571l. 19s. 6d. for clothing bought by her Majesty: it appearing by an accompt delivered by him that he has deducted from the Regiments for clothing 71,143l. 16s. 8¼d., to wit 27,656l. 17s. 2¼d. more than the sums herein allowed for clothing.
(6). By royal warrant of 3 June 1707 the Queen is to be reimbursed 24,980l. paid to Churchill and Harnage for clothing, viz. by the Regiments who received the same out of the 6d. per man per week, and the accomptant is to charge himself therewith as it shall come to his hands: but the said deduction not having been made in 1707, 1708 or 1709 it must be charged on his subsequent accompts.
The like for the 22,729l. 3s. 4d. paid to Charles Robinson for clothing as by the royal warrant of 2 Feb. 1708–9: the same not having been deducted in 1708 or 1709.
(7). The 6,992l. 11s. 6¾d. mentioned at the foot of the accompt for 1705 as paid to Lord Barrimore's Regiment for six months' subsistence to 23 June 1705 and the several sums paid for subsistence to the several Regiments in the accompts of 1707 and 1708 and in this present accompt of 1709 are to be charged on this accomptant or any other Paymaster who by clearing the said Regiments shall take credit for their full pay for the times mentioned. By warrant from his present Majesty King George dated 12 Nov. 1715 the accompts of the said several Regiments cannot yet be regimentally stated, but are to be so done when this accomptant or any other Paymaster shall take the credit for the full clearing of the said Regiments.
(8). This accomptant in his accompt for 1710 is to be charged with 984l. 3s. 0¼d. by him received of Charles Fox, the preceding Paymaster 24 March 1709, as appears by Fox's accompt ended 24 June 1705.
(9). In the 1705 accompt [of this accomptant] it is noted that 6,558l. was to be deducted from Major Gen. Harvey's Regiment of Horse and Lord Raby's Regiment of Dragoons for 499 horses delivered them in Portugal, this accomptant's agents alleging that the horses on which the said Regiments were before mounted were taken from them by order of the Duke of Marlborough at their going into Portugal, and that the said Regiments conceive these [new] horses were given them in lieu thereof: that matter remaining to be adjusted.
as also the sum of 129l. 17s. 8d. expended by Mr. Johnson and Mr. Lluellen on the recruit horses sent from Ireland: it not appearing from what particular Regiments it is to be deducted.
(10). The sum of 40l. to be deducted from the late Lord Donegal's Regiment for medicines delivered is to be charged on this accomptant or any other that has the clearing of the said Regiment.
(11). The accomptant has voluntarily charged himself with several sums deducted by him from the pay of the Regiments in his accompts for 1707, 1708 and this present accompt for 1709 for clothing, accoutrements and provisions delivered to the said Regiments by several Commissaries whose accompts being not yet delivered, the same must be hereafter adjusted and the remainder deducted and charged on this accomptant or on whoever shall clear the said Regiments that are paid subsistence on this accompt.
(12). The sum of 8,750l. allowed in this accompt as paid to Brig. Lislemaris for the use of the Dutch Forces sent upon the Expedition under Earl Rivers (to enable them to furnish themselves with provisions during the time they were detained at Torbay by contrary winds) is directed by Queen Anne's warrant to be made good to the Government by the States General.
(13). By the royal warrant of 12 Jan. 1712–13 the Paymaster is to take care that the Government be reimbursed the 15,568l. 16s. 10¼d. in part of 17,061l. 18s. 0d. paid to John Hallum for clothing and accoutrements provided for the Forces, to wit by the Regiments who received the same: and the Paymaster is to charge himself therewith.
(14). When the Paymaster takes credit for the pay of the Earl of Donegal as Major General at 50s. a day for the year to 1706 Dec. 23 he surcharges [must surcharge] himself with 119l. 14s. 0d. paid him [Donegal] upon accompt of said pay.
(15). Of the 7,887l. 13s. 7½d. allowed in the 1707 accompt as paid to Ralph Bucknall, being so much sent by him to the prisoners after the battle of Almanza, no more is repaid by him to this accomptant than 7,660l. 18s. 2d.
(16). Antonio Belviches et al., contractors for mules for the Train of Artillery and [for] sundry provisions for the Army, have received several sums allowed to this accomptant in his 1708 accompt amounting to 39,900l., and upon their contract for bread and waggons 5,018l. 9s. 0d. Care must be taken when the Government clears his [this accomptant Brydges'] whole demand that these sums be charged upon him: as likewise the sum of 7,279l. 0s. 8d. allowed them in 1707: as likewise the sum of 96,037l. 3s. 0d. allowed them in this present year.
(17). By royal warrant of 24 May 1709 several clothings &c. were provided by John Robbins amounting to 31,663l. 12s. 9d. for use of the King of Spain's Forces and were consigned to Henry Vincent, then Commissary in Spain. Care is to be taken that the said Vincent [do] accompt for the delivery of same to the said King's Forces.
(18). By royal warrant dated 24 May 1709 the Paymaster is to take care the Government is reimbursed the 15,694l. 18s. 6¼d. paid to the said John Robbins for clothing provided by him for a Regiment of Dragoons and four Regiments of Foot in Portugal, out of the offreckonings of the said Regiments: and also the further sum of 9,461l. 11s. 3¾d. paid to Benjamin Poole for clothing for Lord Galway's Regiment of Dragoons and Col. Carle's Regiment of Foot, by the royal warrant of 10 Nov. 1708.
(19). Of the sum of 50,448l. 10s. 7d. allowed in this accompt as paid to Capt. Martin, late Paymaster of the Officers and soldiers in France who were taken prisoners at the battle of Almanza in 1707 there is no more than 1,425l. made good to this accomptant herein charged:
and of the sum of 63,225l. 7s. 10d. allowed in this account as paid to Col. Arnott, succeeding the aforesaid Capt. Martin, there is no more made good to this accomptant than 999l. 9s. 2d. herein likewise charged by this accomptant.
(20). There has been paid in this year 23l. 3s. 4d. to Col. Cardellon on account of his pay as Engineer at Denia; and 20l. to Capt. Carleton on accompt of his like pay and 150l. to Mr. Dowglas on accompt of his pay as Commissary of Stores and Clothing. Care must be taken that when they demand their full pay they be charged with such payments on account thereof.
