Copy of letter from the said J. Brydges to Mr. Mead, his deputy in Spain, about governing his payments to the Army there. I have represented to the Treasury Lords that by the misfortune of Brihuega I doubt there is no person in Spain empowered to order the application of money in such manner as may justify your payment of it and I have desired my Lords' directions therein for your future government. My Lords order that in the meantime, until her Majesty
shall be pleased to appoint a General with proper instructions for this purpose, you issue such sums as you shall judge to be fit for her Majesty's services in the support of the war on that side, taking care that the same be only for such services as you shall look upon to be necessary to be borne by her Majesty; and for the present service and in regard it doth not yet appear here how many old Corps were taken or what numbers were lost or taken prisoners out of others [Corps], whereby you might have instructions as to the particular heads and amount of your payments, you are to use your utmost endeavours to be informed of the true state of them, how many effectives there are upon the spot; and to such only you are to pay subsistence (pursuant to the Treaties in that behalf) and also of such other branches of the service as are requisite and necessary to be paid, taking the advice and approbation of such Officers of her Majesty's Forces there as you shall judge most capable of giving you a true state thereof; and in matters where great sums shall be required [you are] to transmit over [to me in England] an account thereof containing the nature of the service and the sum demanded, that it may be laid before the Treasury Lords for their approbation before you pay it: and you are by all opportunities to send over to me particular accounts of all your payments, especially such as are for extraordinary services and not pursuant to any Establishment, so that I may procure her Majesty's warrants thereupon for my authority and justification. |
