William Lowndes to Mr. How, Paymaster of Guards and Garrisons. The Treasury Lords have received notification of the Queen's pleasure from Secretary St. John that an account be laid before the House of Commons of the [deduction of] Poundage and day's pay of the Army and how the same hath been from time to time applied, pursuant to the Address of the said House of the 5th inst. to her Majesty. Please prepare said account as far as relates to the Guards, Garrisons and Forces under your pay.

Copy of letter from the said J. Brydges to Mr. Mead, his deputy in Spain, about governing his payments to the Army there. I have represented to the Treasury Lords that by the misfortune of Brihuega I doubt there is no person in Spain empowered to order the application of money in such manner as may justify your payment of it and I have desired my Lords' directions therein for your future government. My Lords order that in the meantime, until her Majesty shall be pleased to appoint a General with proper instructions for this purpose, you issue such sums as you shall judge to be fit for her Majesty's services in the support of the war on that side, taking care that the same be only for such services as you shall look upon to be necessary to be borne by her Majesty; and for the present service and in regard it doth not yet appear here how many old Corps were taken or what numbers were lost or taken prisoners out of others [Corps], whereby you might have instructions as to the particular heads and amount of your payments, you are to use your utmost endeavours to be informed of the true state of them, how many effectives there are upon the spot; and to such only you are to pay subsistence (pursuant to the Treaties in that behalf) and also of such other branches of the service as are requisite and necessary to be paid, taking the advice and approbation of such Officers of her Majesty's Forces there as you shall judge most capable of giving you a true state thereof; and in matters where great sums shall be required [you are] to transmit over [to me in England] an account thereof containing the nature of the service and the sum demanded, that it may be laid before the Treasury Lords for their approbation before you pay it: and you are by all opportunities to send over to me particular accounts of all your payments, especially such as are for extraordinary services and not pursuant to any Establishment, so that I may procure her Majesty's warrants thereupon for my authority and justification.
[My Lords] having sent Lieut. General Stanhope a credit to Madrid for the subsistence of all the prisoners taken at Brihuega you are not to issue any money either upon bills that may be drawn on you or otherwise for the use of those prisoners. Ibid., pp. 292–3.
Jan. 9. Treasury warrant for payment of the salary bill, not detailed, of the officers of the Customs in the Plantations for the half year ended 1710 Xmas: total 1,735l. Out Letters (Customs) XV, p. 337.
Treasury reference to Sir Edward Northey, Attorney General, of the petition of Charles, Duke of Grafton, shewing that Charles II. granted to petitioner's father and his heirs male the office of Warden of Whittlewood Forest in reversion of the grants in being: and that since the death of the Queen Dowager (the said forest being part of her jointure and therefore the grant not enjoyable during her lifetime) petitioner has claimed same under said grant, but a dispute arises as to the validity thereof: therefore praying that said grant may be made good to petitioner. Treasury reference to James Brydges [Paymaster of the Forces Abroad] of the petition of the clothiers of her Majesty's Forces in Flanders, Spain and Portugal, shewing that there are ten months' offreckonings due to them for clothing the Forces in Flanders and seventeen months' offreckonings for those in Spain and Portugal: therefore praying payment thereof and that interest on any tallies issued for payment may commence from the several days on which the [muster] rolls were received [in London]. Echlin for 36 men at 7l. 6s. 8d. each: and further that the loss of equipage, horses &c. during the service in Spain hath been so great and the charge of recruiting so expensive to the said Officers that their own arrears of pay are but sufficient to discharge their own debts: therefore praying the Treasury Lords "to order the Paymaster General to put a stop to the payment of Lieut. Gen. Echlin's said warrant until this matter be examined and likewise that you would take into consideration a redress for the said Officers." Ibid., p. 437.
