Aug. 21. Royal sign manual for 180l. to Isaac D'Alais, Esq., ("whom we have thought fit to employ as our Secretary at the Court of Hanover") without account: which he has humbly prayed to be paid him for his extraordinary disbursements in our service from 1 Jan. 1709–10 to 1 Jan. 1710–11 (Money warrant dated Aug. 28 hereon.) Aug. 21. Letter of direction for 25,000l. to James Brydges, Paymaster of the Forces Abroad: out of Contributions in the Exchequer on the Lottery anno 1712: and is intended to be paid over to James Milner to complete 50,000l. for the value of his bills payable in Antwerp, whereof the bills for this 25,000l. are at 30 days at 10 guilders 10 stivers current money of Brabant per pound sterling, agio at 8⅓ per cent.: and is to be in further part of 1,324,728l. 18s. 7d. for the [British] Forces in Flanders anno 1712. J. Taylour (in the absence of the Treasury Secretaries) to the Comptrollers of Army Accounts. Mr. Brydges, the Paymaster of the Forces Abroad, has applied to my Lord for his directions as to the rate French current money shall be computed at, since her Majesty's Forces in Dunkirk will receive their subsistence in that specie. I enclose Mr. Brydges' memorial. Please consider same with Sir Isaac Newton, Master Worker of the Mint, and report to my Lord thereon. Out Letters (General) XX, p. 255.
Same to the Attorney General to report on the enclosed report [missing] from the Customs Commissioners on the petition of Cornelius Denne of London, merchant, a prisoner in the Fleet, wherein they represent that it may be of advantage to set him at liberty to help in the sale of his estate in Co. Huntingdon towards discharge of his debt. Ibid.
Same to the Excise Commissioners to consult the Attorney General on your representation (which I have read to my Lord Treasurer) concerning the proceedings of Mr. Wright et al., Justices in Oxfordshire, upon appeals before them at the Quarter Sessions relating to the Malt Duty: and thereupon to report to my Lord Treasurer. Treasury reference to the Customs Commissioners of the petition of Daniel Elwell shewing that he has been serviceable in making several discoveries in the Customs, particularly when he was employed in examining the wine books and was the only man who (by great pains in searching records) discovered the [content of the] true wine gallon: therefore praying reward and a place as a landsurveyor. Reference Book IX, p. 86.
Same to the Stamps Commissioners of the petition of Anthony Boys, late distributor of stamps for Cos. Herts, Beds., Cambridge and Essex, now a prisoner in Newgate at her Majesty's suit; shewing that in the Stamp Acts there is no provision made to empower the distributor or collector of Stamp Duties to distrain for the credit he is obliged to give, so that he has no remedy but at law against the person he credits, which course petitioner is incapacitated to do whilst in prison: therefore praying release. Ibid.
Aug. 22. Letter of direction for 95,000l. to Charles Cæsar, Treasurer of the Navy: out of Contributions on the Lottery anno 1712: and is for services ut supra, p. 64: and is to be issued by 30,000l. on Tuesday the 26th inst., 30,000l. on Tuesday the 2nd of Sept. next and 35,000l. on Tuesday the 9th Sept. next. J. Taylour (in the absence of the Treasury Secretaries) to the Commissioners for Sick and Wounded to report on the representation of William Slaughter, their agent at Plymouth, that 2,200l. remains due to him for subsisting prisoners there and that by reason thereof and the present discount on South Sea Stock, in which he was paid his debt to Michaelmas last, he is reduced to great necessity. Same to the Attorney General to report on the enclosed memorial [missing] from the Revenue Commissioners, Ireland, shewing that the charges which have been borne out of the revenue of Ireland in recovering forfeitures left unsold by the Parliament's Commissioners for sale thereof have exceeded the sums recovered from such prosecutions by 3,030l. 16s. 7¼d.; and proposing that a sum of 2,126l. 6s. 2d. now remaining in the hands of the Vice Treasurer of Ireland (as part of the sum paid by Lord Bophin for redemption of his forfeited estate) may be paid to them towards making good the said 3,030l. 16s. 7¼d.
Please also report on the enclosed petition [missing] from the Bishop of Cloyne praying that the unapplied remainder of said Lord Bophin's redemption money may be paid to him, the said Bishop, to answer certain demands of his grounded on an Act of Parliament passed in his favour in 1703 [Irish Act 2 Anne, Sess. 1, c. 8]. Ibid.
Same to Col. Robert Hunter, Capt. General and Governor in Chief of the Province of New York. My Lord Treasurer has referred to the Auditors of Imprests all the letters and accounts you sent him relating to the Canada Expedition and the bills drawn by you. My Lord has received their report thereon, wherein they represent many difficulties and irregularities therein. They propose several matters and things to be done by you in order to the explaining and adjusting of your account. I send you said report [missing] for you to speedily and effectually comply therewith. Ibid., p. 258.
Same to the Customs Commissioners to inform my Lord what accounts have come to you from ships arriving from the North [the Baltic] of any places infected with the plague. Ibid.
Same to the Postmaster General to inform my Lord what savings there were at the end of the last war in respect of the charge of the packet boats and other expenses in the Post Office and what savings there may now be in the management of the Post Office during the present cessation by land and sea. Ibid.
Same to the Customs Commissioners. It is represented to my Lord Treasurer that Robert George, Comptroller of Bridgwater port, keeps a coffee house and executes his said office by a deputy. Please report hereon to my Lord. Ibid.
Same to same enclosing a letter [missing] sent from the Admiralty to Secretary Dartmouth informing that the vessels which frequently go to Heligoland for lobsters for the supply of this kingdom hold a constant communication with the people of Gluckstadt and the parts thereabout infected with the plague and that these vessels come into the Thames and other ports of Great Britain and dispose of their loadings without performing quarantine. You are to enquire into this and see to the effectual performance of the Order in Council concerning quarantine. Ibid., p. 259.
Aug. 22. Treasury reference to the Comptrollers of Army Accounts of the memorial of John Howe, Paymaster General of Guards and Garrisons, on behalf of Invalids at Greenwich and the Company at Upnor, shewing that they have worn their clothes two years and praying directions to contract as usual for new ones for them. Subscription by Treasurer Oxford for the execution of a Lord Chamberlain's warrant dated Aug. 14 inst. to the Master of the Jewel House for the provision of two badges for Daniel Damarie [as one of the Queen's] watermen: to an estimate of 26l. Warrants not Relating to Money XXII, p. 3.
The like for a like warrant of this day's date to the Master of the Great Wardrobe for the provision of a cloth of state and chapel furniture, detailed, for Lord Lexinton, employed in her Majesty's service in Spain (a cloth of state of crimson damask, stools, cushions &c., a large Bible, four Common Prayer Books, an altar cloth of tissue pan'd with velvet, 20 ells of fine diaper for towels, two large surplices of fine Holland): to an estimate of 382l. Ibid. XXI, p. 443.
The like for a like warrant of date Aug. 22 being this day's date to the Master of the Jewel House for the provision of 5,893 ounces of silver plate and 1,066 ounces of gilt plate for said Lord Lexinton [as ambassadorial plate on his going to Spain as above]: to an estimate of 2,500l. Ibid.
Warrant by same to Sir Edward Northey, Attorney General, to enter a noli prosequi to the information against Anthony Grindall, Warden of the Fleet Prison, for the escape of George Lawson, who was committed to said prison for a debt on the Salt Duties.
