Royal warrant dated St. James's to the Clerk of the Signet for a
privy seal regulating the passing of the accounts of the Works, to
wit that the same be made up, declared and passed in due form of
the Exchequer in such manner as they shall be brought vouched by
the hands of the Principal Officers of the Works, containing the bills
of the several artificers and the books of acquittances of the artificers
and others employed in the Works. But for the future the said
Principal Officers of the Works are strictly to observe and perform
all the orders and Instructions established by the Queen for the better
government of the Office of the Works; and the Paymaster shall
not in future be allowed for repairs, alterations or new building which
the Queen shall direct unless allowed by the Lord Treasurer upon
estimate. And in future the accounts are to set down the ordinary
and necessary repairs of each year distinct and apart from the extraordinary repairs, alterations and new buildings: all by reason that
the Queen did establish certain orders and Instructions for the
better government of the said Office of Works, and since the
making of the said orders and Instructions the Paymaster of the
Works demands allowances for repairs &c., for which no estimates
appear to have been laid before the Lord Treasurer, and the Queen
is desirous to prevent the inconvenience that may arise by stopping
the said accounts and being well satisfied that the works have been
performed, all in compassion to the artificers and workmen concerned
in the said works, to whom considerable sums of money are due.

Hamlet Robinson, a friend of Fox's, took a warehouse in Mincing
Lane for Fox's tobacco and having the same in his custody disposed
of a good part thereof to Thomas Couts to be exported, and by false
oaths cleared the tobacco, the drawback of which was placed to his
own bonds though it ought to have been applied to Fox's bonds in
discharge of the petitioner's securities. Fox and Robinson are both
broke and absconded. Petitioner is only tenant for life in an estate
the 2,000l. mortgage on which is prior to his bonds. Warrants not
