Oct. 1 Treasury subscription of a docquet. dated 1672, Sept., of a royal warrant directing the transferring and levying of several orders and tallies for satisfying George Blake, his proportion of a former debt [due from the King] and for Lord St. John and his partners [in the late intended farm of the Customs] to purchase fee farm rents as follows out of such rents in the survey of the Exchequer, or if there be not sufficient thereof then out of such rents within the Duchy of Lancaster formerly excepted: the said Lord St. John and his partners (in consideration of the King condescending to their purchasing fee farms to the value of 157,004l. 7s. 0d. in satisfaction of the debt due to them having promised to advance 30,000l. to His Majesty to be also repaid to them by the purchase of fee farms; but George Blake, one of the said partners not being in a condition to make good his proportion [of said advance] so that 28,073l. 8s. 0d. only is paid in part of said 30,000l., but the said Lord St. John and his partners being willing to supply the remaining 1,926l. 12s. 0d. Oct. 1 Treasury subscription of a docquet, dated 1672, Sept., of a release to the East India Company from several articles of agreement contained in two indentures both dated 1661, Dec. 6, made between the Navy Commissioners and said Company and also from the sum of 4,153 2/2 pieces of eight, agreed by said Company to be paid to Sir Gervase Lucas. Kt., late Governor of the island of Bombay [as the exchange equivalent], for 1,000l. sterling by them received out of the Exchequer: said discharge being in consideration of the sum of 2,000l. presented to His Majesty by said Company and of their delivery up of two bills to the Treasury Lords one for 262l. 13s. 6d. the other for 1,572l. 18s. 0d., also of a release by said Company to His Majesty of several sums of money and other things specified in a schedule annexed to said release. Treasury warrant to the Grand Commissioners of Excise and to [Excise] Auditor Birch to allow in account to Humphry Beane, late Farmer of Excise of Suffolk, 90l. 8s. 9d. for defalcations for certain quantities of beer brewed in Landguard Fort, for which Excise was not paid, viz. 832 barrels of strong beer, as appears by the report of 1669–70. Feb. 22. thereon from the Excise Commissioners: also to allow him a further 100l. in full satisfaction of all demands and pretences whatsoever on the said account. Sir Ro. Howard to the Navy Commissioners. This day Sir William Warren and Mr. William Wood acquainted my Lords that they were to have received 2,000l. imprest in June last according to their contract with you: that they have delivered divers ships' loadings and are daily delivering more, and yet have not received any money. My Lords desire to know why these persons who have served in commodites so useful for His Majesty's service have received no moneys in all this time. Out Letters General III. p. 168.

Treasury subscription of a docquet, dated 1672, Sept., of a royal warrant for the Lord Admiral and the Navy Commissioners to allow to the Earl of Anglesey (suspended from his office of Treasurer of the Navy by the King's letters of 1668, Nov. 2), all fees, profits and advantages due to him until the 25 Jan. 1671, by patent or otherwise as Treasurer of the Navy, as amply as Lord Brooke, Sir George Carteret or any other Treasurer of the Navy: and further to grant to said Earl in lieu of all such fees from 1671, June 24, the yearly sum of 3,000l. during his life: to be paid out of the Navy funds. Royal warrant to the Attorney General to prepare a bill to pass the Great Seal for a grant of 5,300l. per an. to George, Viscount Grandison, and Edward Villiers during the natural life of Barbara, Duchess of Cleveland: to date from Michaelmas last, and after the death of said Duchess, then said 5,300l. per an. to be granted to Charles, Earl of Southampton, "our natural son by the said Barbara, Duchess of Cleveland, and to the heirs male of his body lawfully begotten, and in the case of failure of them then to Lord George Fitz Roy, commonly called George Lord Palmer, another of our natural sons by the said Duchess, and to the heirs male of his body lawfully begotten, and in case of failure of them then unto Henry Fitz Roy, Earl of Euston, another of our natural sons by the said Duchess, and to the heirs male of his body lawfully begotten": to be paid at the four usual feasts out of the revenue arising by granting licences to sell wine by retail. Treasury warrant to the Receipt for payment of 13,500l. to Sir Thomas Osborne, Treasurer of the Navy, upon account for the Victualling of the Navy: same to be paid by striking tallies upon Richard Mounteney, one of 11,964l. 4s. 6d. on the customs arising from Midsummer last, the other for 1,535l. 15s. 6d. on the imposition on wines and other liquors arising from Midsummer last. The Treasury Lords to the Attorney General. Several alterations have been made by consent in the business between the King and Lord St. John et al. concerning the late intended farm of the Customs, which consent not appearing on record there may remain some colour for controversies to be hereafter raised with the officers of the Exchequer. In preparing the release and pardon from the King to them for which the King's warrant has or will shortly reach you, you are to prepare also a release from them to the Treasury Lords, the Auditor of the Receipt, Clerk of the Pells, and the Tellers for the non-payment of moneys which might have been payable to them if said alterations had not been made and all things consequential thereupon. In said release each person is to release for himself severally and not for each other jointly. Insert also a proviso to save or except all tallies sold or disposed and not applied to the purchase of fee farm rents. Warrants Not Relating to Money III. pp. 154–5.
Oct. 3 Treasury warrant to Mr. Mounteney, Cashier of the Customs, to pay 16l. 3s. 4d. to Richard Gregory for Michaelmas quarter last on his fees as messenger attending the Customs. Money Book (Customs), p. 77.
Treasury subscription of a docquet, dated 1672, Oct. of a grant to John Werden, Secretary to the Duke of York, of 500l. per an. during employment: to be in lien of such fees. gifts or gratuities as are usually received by the Secretary to the Lord Admiral at the admittance of any persons into office or place in the ships, yards. or otherwise by the Lord Admiral's warrant. Same of same, dated 1672, Sept., of a warrant to the Exchequer for 2,050l. 1s. 4d. per month or 26,370l. 17s. 4d. a year to Sir Stephen Fox for several additional soldiers and serjeants to several companies garrisoned at Rochester and parts adjacent; as also for increase of pay to the regiment part of the army in Ireland so long as they stay in England: also for [any sums] up to 10,000l. to him for interest of moneys by him advanced for pay of the Guards and Garrisons: also for 6,000l. to him by way of advance for a quarter's pay from July 1 last for the regiment belonging to His Majesty's army in Ireland. Treasury warrant to Sir C. Harbord for a particular of several houses, gardens, buildings and parcels of land lying upon the Tower Wharf and Tower Hill whereof the custody was heretofore granted to Henry Lee as Master of the Armoury and afterwards demised to Hen. Timberlake and Robt. Bradbury in trust for said Sir Henry Lee and Sir Thomas Munson for 80 years after the death of said Sir Henry Dee, at the yearly rent of 37l. 13s. 8d. payable to the Master of the Armoury for the time being: as also of several concealments not [included] in the aforesaid grant: all with a view to a lease thereof to Sir Thomas Chichely, Kt., Master General of the Ordnance and Master of the Armoury: said lease to be in reversion of that to said Timberlake and Bradbury. Oct. 3 The Treasury Lords to the Customs Commissioners to see opened at St. James's a small bundle covered with canvas sent from Flanders, landed at Dover and now in London, directed to Henry Beeke at the Lord Almoner's in St. James's, containing a few books for the Lord Almoner for the Queen's service. Treasury warrant to Mr. Mountney [Cashier of the Customs]. Hugh Upton, of London, merchant, has lately sold and delivered hemp to the value of 3,123l. 17s. 0d. to the Navy, for which he is to receive 6 per cent. interest for what remains unpaid for after six months. He has lately contracted to deliver to the Navy Commissioners other parcels of hemp to the like value of 3,123l. 17s. 0d., and has agreed to accept in settlement of [both] deliveries the money due on bonds taken in the out ports for duties on wine and vinegar. You are forthwith to call to Giles Litcot, Comptroller General of Accounts of Customs, for a list of such bonds remaining in the outports, and to compute the interest already due as above to said Upton. Upon Litcot's certificate hereof you are to order the several collectors of the outports to deliver to said Upton bonds to the sum of 6,247l. 14s. 0d. together with the interest as above. The respective collectors are to have discharges for same, and the like discount is to be allowed to Upton on said bonds as is usually allowed to merchants. Ibid, p. 159.
The Treasury Lords to the Commissioners of the Navy. The abovesaid Upton has proposed for the delivery of certain quantities of Riga hemp at 35l. per ton, to the value of 3,123l. 17s. 0d., on condition we satisfy the like sum for hemp already sold by him. On your certificate that the said price is 4l. per ton under the market price, "and that His Majesty's service called for large and just supplies of commodities of that nature; and you having by another report certified us that the order in which the said debt already due to Mr. Upton was assigned to be paid was kept [usurped] by an officer of yours, and denying by you to be delivered for preventing Mr. Upton's disposal thereof to the Bankers, to the obstructing the advance of money by the Bankers to His Majesty's own Treasury," we think it just said debt should be satisfied, and that you make said contract as above if you are of the same opinion still. Oct. 4 Treasury subscription of a docquet, dated 1672, Oct., of a warrant to the Exchequer for 6,000l. to Thomas Eliot, one of the Grooms of the Bedchamber, without account, in consideration of his surrender of the patent of 1662 granting him the office of Chief Clerk or protonotary of the King's Bench in reversion. Same of same dated 1672, Oct., of a warrant to the Exchequer for payment of the following sums to the East India Company, viz.: 20,000l. with 6 per cent. interest in satisfaction of the like sum which they have promised to supply to His Majesty: 2,000l. with interest from Sept. 29 last towards their charge in keeping at sea four ships for security of trade to the Westward: 30,000l. with interest from the 10th inst. in satisfaction of saltpetre to be furnished for His Majesty service; and 40,000l. with interest from Sept. 29 last in satisfaction of saltpetre formerly bought by the King from said company. Oct. 5 Treasury warrant to [the Receipt] to pay 27,512l. 7s. 91/2d. to Sir Thomas Osborne, Treasurer of the Navy, as imprest: to be paid by levying tallies of anticipation for same upon Richard Mountney, Cashier of the Customs. Money Book (Customs), p. 77.
Same to [?Richard Mountney, Cashier of the Customs]. By our warrant of to-day the officers of the Receipt are to levy tallies on you for 27,512l. 7s. 9½d. to be paid to the Treasurer of the Navy. The East India Company has undertaken forthwith to furnish said money upon their bonds for Customs [of goods imported by them]. You are therefore forthwith to demand and receive from John Thorp the said bonds of the East India Co. of 27,512l. 7s. 91/2d. which you are to deliver up to said Company and for your tallies to receive the said tallies in satisfaction thereof, and to give a discharge to said Thorp for delivering said bonds, and you are to cause 6 per cent. interest on said bonds to be cast up from the date of said tallies, and to pay same to said Company. Money warrant for 20,000l. to Sir Thomas Osborne, as imprest for the Navy: to be paid out of the loan which is or shall be paid into the Receipt by the East India Company. Ibid.
Treasury warrant to the Receipt for the payment of 52,000l. and the interest thereof as hereafter expressed to the East India Company, that is to say 20,000l. lent by said Company with 6 per cent. interest from the time of the loan to the time of repayment; 2,000l. which the King has allowed them towards their charge in setting forth four ships for securing the Western trade, with interest on same from Sept. 29 last till payment thereof; and 30,000l. with 6 per cent. interest thereon from the 10th inst. till date of payment, in satisfaction of saltpetre to that value which the King has bought of said Company: same to be paid out of any moneys in the Exchequer, and [failing instant payment from that source] tallies are to be levied for 36,400l. and interest on the Customs, and 15,600l. and interest on the New Imposition on Wines. Same to Auditor Richard Aldworth to forbear this next audit to levy the arrears of a rent of 26l. 13s. 4d. per an. due for the whole time since the Restoration, for which the tenants of Dame Frances Vane are in danger to be destrained: she having petitioned to be heard in that matter. Sir Robert Howard to the Principal Officers and Commissioners of the Navy. The Victuallers of the Navy have acquainted my Lords that of late the 1,000l. per week which they should receive out of the weekly proportion of what the Navy receives has been detained from them. My Lords desire you to pay the arrears thereon, and to continue to pay same for the future as was agreed. Ibid, p 169.
Oct. 8 Letter of direction on an order of 1669, Nov. 13, for 40,000l. to William Legg; said order having been since assigned by said Legg and by George Wharton to the East India Company: said order having been originally charged on the Hearthmoney is now ordered to be paid out of any money in the Exchequer: "and for the better security of the East India Company," tallies are to be struck on the Customs for said sum, and 6 per cent. interest allowed thereon from Sept. 29 last. Oct. 8 Treasury warrants to [the King's Remembrancer] for a Commission to Francis Hollingshead to be Collector of Hearthmoney, co. Lancs., and for taking his securities, viz. said Hollingshead, Roger Manwaring, of Carmigham [Carrington], co. Chester, Edward Hollingshead, of London, merchant, Lawrence Baskervaile, of London, fishmonger, and Francis Hollingshead, junr., of Bosley, co. Oct. 9 Treasury subscription of a docquet, dated 1672, Sept., of His Majesty's ratification and confirmation of a deed lately made by the Duke of York unto Prince Rupert for constituting said Prince Rupert Vice-Admiral of England and Lieutenant of the Admiralty of England for life, with a salary of 20s. a day for himself and 10s. each per month for 16 men, counting 28 days to a month, to be paid quarterly: the first payment to begin at Michaelmas last: with a grant from His Majesty of said office and fees of 20s. a day and [16 times] 10s. a month to said Prince Rupert, and His Majesty's further grant to said Prince of the abovesaid fees of 20s. a day and 10s. each per month for 16 men for every month incurred since the death of the late Earl of Sandwich to be paid on Oct. 24 next in one entire payment. [ ? ] Same of same, dated 1672, Oct., of the creation of Henry Lord Howard to be Earl of Norwich, with a pension of 20l. a year out of the Exchequer for the better support of the dignity and together with a grant of the office of Earl Marshal of England, with the privilege of bearing a golden truncheon as well in His Majesty's presence as elsewhere, and of executing said office in as full manner. &c., as Henry Lord Maltravers. late Earl of Arundel, his father. Thomas Earl of Arundel his grandfather, Thomas Duke of Norfolk. grandfather to said Thos. Earl of Arundel; Thomas Duke of Norfolk, father to said Duke of Norfolk or any other: with a pension of 20l. per an. out of the Hanaper. "And His Majesty is further pleased that the office and dignity of Earl Marshal, with all its rights and appurtenances and the said pension of 20l. a year shall after the death of said Henry Lord Howard without heirs male of his body come unto the heirs male of the body of the said Thos. Earl of Arundel. Surrey and Norfolk, grandfather of said Henry Lord Howard, and for default of such issue to the heirs male of the body of Thomas late Earl of Suffolk, and for the default of such issue to the heirs male of the body of Lord William Howard, late of Naworth. co. Cumberland, youngest son of the late Duke of Norfolk, and for default of such issue to Charles Earl of Nottingham and the heirs male of his body." Ibid, p. 98.
Oct. 10 Royal warrant to the Treasury Lords to order Sir Francis Goodrick, Chancellor of the County Palatine of Durham, to pass a commission under the Great Seal of said county to Edward Arden as Receiver General of the revenues of said Bishopric and County Palatine sede vacante: with the salary of 240l. per an. from June 24 last: with liability to make up and pass an account thereof yearly at or before the 12th of February [of each year]. Oct. 10 Privy seal to the Treasury Lords. Aubrey (Anbrey) Porter and Robert Killegrew, pages of honour, have petitioned that in regard Tho. Felton, late a page of honour, has been sworn a Groom of the Bedchamber, and John Berkley, another page of honour, is lately gone into the army where he has employment, that therefore the pension and horse livery of said Felton may be equally divided between said Porter and Killegrew until a survey may establish them in their full pretensions: on which petition the Duke of Buckingham has reported that he finds it very reasonable that said pension and horse livery should be so divided till the remove of the said John Berkley, and then [from such remove onwards] each to enjoy the whole pension and one entire horse livery. This is to authorise the issue to them of the pension or annuity 120l. per an. to be equally divided between them as from June 24 until such time as by a vacancy they each come to enjoy 120l. per an. Oct. 20 Treasury warrant to the Attorney or Solicitor General as by the royal warrant of the 7th inst. to prepare a great seal for a grant of the first vacant King's waiters's place in London port to Richard Hughes, gent., before any others whatsoever. Warrants Not Relating to Money III. p. 164.

In pursuance of the letters patent of the 7th inst., we have directed the officers of the Receipt to levy tallies on you for 20,000l., 2,000l. and 30,000l., amounting in all to 52,000l., with interest [thereon] to the East India Co. ut supra pp. 1323–4: and likewise similar tallies for 40,000l. to the East India Co. for saltpetre formerly sold by them to the King, together with 6 per cent. interest thereon from Sept. 29 last. It appears by the royal letters patent of the 7th inst. that of the 60,000l. loan from the city secured on the fee farms there has been paid upon orders assigned to the Chamberlain of London upon purchase of fee farms the sum of 34,315l. 17s. 11d., so that there remains 25,684l. 2s. 1d. unsatisfied of said debt. This sum so unsatisfied, John Lyndsey, of London, goldsmith. has proposed to His Majesty to pay to the several creditors concerned therein and to take up the said orders and purchase fee farms upon the same for his satisfaction, as the said creditors might have done, on condition that he may also be permitted to purchase at 16 years for possession and eight years for reversion; and on condition that several orders for moneys due to him at the Receipt amounting to 36,000l. or thereabouts may be applied to the payment of the purchase money of said rents: all which His Majesty has agreed to in said letters patent. You are therefore to cause said orders, amounting to 36,000l. or thereabouts (36,045l. 19s. 4d., together with interest amounting to 142l. 0s. 4d. to be transferred from the respective funds on which they are registered to the registry appointed for the moneys arising by sale of fee farms whereby said Lyndsey may be capable of purchasing said fee farms with said orders: and thereupon in the usual manner upon any contracts made by him for such purchase that you levy tallies for the purchase money, and make issues thereupon upon the said orders pro rata until the whole sums due thereon be satisfied. Oct. 31 Treasury warrant to the Receipt. By the letters patent of the 7th inst. it is mentioned that Charles, Lord St. John and partners agreed to advance 30,000l. (in addition of the former sum of 157,004l. 7s. 0d.) to the King to be repaid by purchases of fee farms, and further that the said partners did amongst themselves agree what each person was to advance of said 30,000l. proportionable to their interest in the former debt of 157,004l. 7s. 0d. Pursuant to this agreement Lord St. John, Sir William Bucknall, Sir William Doyly, John Bence, William Roberts, Henry Guy, Ralph Bucknall and John Man paid their respective portions amounting to 28,073l. 8s. 0d., as appears by the certificate of the Auditor of the Receipt of Sept. 10 last. The balance of 1,926l. 12s. 0d. remaining unpaid is the proportion due from George Blake, who has declared to His Majesty that he is not in a condition to advance said sum, and therefore will remain satisfied with tallies on the Customs for security of his share in the debt of 157,004l. 7s. 0d. This share amounts to 9,474l. 1s. 6d. according to a certificate of the Auditor of the Receipt of Aug. 20 last. And for this sum 23 tallies were struck on the Customs for said Blake in repayment as part of 177,400l. lent by said partners. All the said tallies have been since cancelled in pursuance of the letters patent of June 19 last, p. 1255 supra. But no further act has been done in the Exchequer for satisfying any part of the said debt to said Blake by striking tallies on contracts for fee farms, so that said Blake became without any security for said 9,474l. 1s. 6d. On the 7th inst. the said Lord St. John et al. as above proposed to the King that upon their furnishing the 1,926l. 12s. 0d. (said Blake's proportion of said 30,000l.) the sum of 1,309l. 12s. 5d. may be discharged and satisfied upon the abovesaid tallies for 9,474l. 1s. 6d. upon contracts for fee farm rents as by the letters patent of June 19 last, and that in the room of the remaining tallies belonging to said Blake they may be admitted to purchase fee farms at 16 years in possession and 8 years in reversion to the amount of 8,164l. or thereabouts. "And that the purchase money due upon the contracts for the same may be applied to the several orders first mentioned in the said letters patent of the 7th inst., upon transferring the said orders and the interest due upon them to be paid out of the money arising by the sale of fee farm rents." All this the King has granted in consideration of the good service of said Lord St. John and partners in a seasonable supply of His Majesty with money. All this you are to carry out. This is therefore to authorise and require you that only the aforesaid sum of 1,309l. 12s. 5d., part of the said tallies for 9,474l. 1s. 6d. be discharged and satisfied by levying tallies for moneys due upon contracts for fee farms and issuing same to said George Blake, and that for his security for the remaining 8,164l. 9s. 1d. new tallies be levied of the same date with those which were cancelled to be in the same manner paid out of the Customs: and that the several orders mentioned in the letters patent of the 7th inst. (one of 5,000l. on the Additional Excise and one of 2,000l. and one of 1,000l. on wine and vinegar) be transferred to the register of moneys arising by the sale of fee farms, and that upon contracts by said Lord St. John et al., to the said amount of 8,164l. 9s. 1d. tallies be levied and the Exchequer discharged by issues thereupon in the usual way. Furthermore Sir William Doyley and John Bence have represented to the King that they are not able to deliver in to be cancelled some of the tallies belonging to them for security of their share of the debt of 157,004l. 7s. 0d. because they have disposed of same (viz. three tallies of 593l. each belonging to Sir William Doyley. and one of 1,021l. belonging to John Bence), and therefore have prayed that said tallies may remain payable out of the Customs and that in room thereof they may be admitted to purchase fee farms to the value of 2,800l., and that the purchase money of the same may be applied to the satisfaction of several other orders registered on the Exchequer which orders and their numbers are particularly expressed in the letters patent of the 7th inst., viz. by transferring the said orders from the funds on which they now stand registered and making them payable out of the money arising by sale of fee farm rents. This also His Majesty has granted and you are to see performed.
