[?April 2] Report to the King from the Treasury Lords concerning the accompts of Sir Thomas Strickland, farmer of the duty upon Scotch and Foreign salt for 21 years at 1,800l. per an., said Strickland having been by order of Council of 1668–9, Mar. 5, admitted an accomptant for the said duties for the year 1667, Sept. 29, to 1667 [sic for 1668], Sept. 29. Said accomptant charges himself with 1 861l. 11s. 0¾d., receipts therefrom in said year. He also "affirmeth that by the continuance of the halfpenny per gallon upon Scotch salt imported into England such encouragement hath bin given to the making of salt here that within the space of a few years last past so many new salt works have bin sett up in severall parts of England as hath furnished a fourth part of the salt which hath bin imported into the port of London: so that he is thereby so farre disenabled from the paying of his rent of 1,800l. per an. as that he offers that if any other will give your Majesty 1,400l. per an. he is ready to resigne his patent to your Majesties best advantage: nor can he adventure to pay any more than 1,000l. per an." Griffin for the present service of the Chamber, viz. for such of the King's servants as are payable by him (and warrant to said Griffin to pay 58l. 3s. 6d. thereof to Elizabeth Yockney, daughter and executrix of Walter Yockney, late one of the King's musicians, and also to pay 400l. to the King's watermen for half a year's wages and a year's bills). Fox orders in said Auditor's custody to the value of 2,300l. 10s. 0d. in part of a sum of 9,615l. 2s. 4d. due to him as below the said 2,300l. 10s. 0d. representing the unpaid balance of 14,500l. interest money ordered to be paid to him by privy seal of 1668, Nov. 30. and Treasury warrant of 1668, Dec. 17, based thereon, " being so much by an agreement between the said Sir Ste. Fox, Mr. Cofferer and Mr. Pepys to be registered in course for His Majesty's forces more than would pay the Guards and Garrisons to Michaelmas then next before the date of the said warrant, purposely for payment of interest for money borrowed for that service: which orders were by our said [Treasury] warrant directed to remain in your custody untill we should give order for the delivery of them," the sum of 12,199l. 10s. 0d. as part thereof having been ordered to be handed to him by the Treasury warrant of Mar. 16 last for so much due to said Fox for interest from 1667, Sept. 28, to 1669, July 1: and there being now further due to said Fox for interest to June 1 last the sum of 9,615l. 2s. 4d. April 11 Sir G. Downing to the Barons of the Exchequer to attend my Lords to-morrow instead of to-day by reason His Majesty is to be at the Parliament this afternoon. Out Letters General II. p. 249.
Royal warrant to the Treasury Lords to admit and allow certain vouchers produced in proof of his account by Sir Thomas Bond. Comptroller of the Household to the late Queen Mother. in his accounts of receipts, &c. to Sept. 1 last (being the time of her decease) and of further receipts from that date to Dec. 31 last, furnished and paid to him upon the engagement of Ralph Montague, Ambassador to France, and Henry, Earl of St. Albans, and other the King's Commissioners lately employed in France: [the said vouchers being for the following items of allowance. which he craves, viz.] 330l for fees paid on receipt of moneys: 200l. paid as gratuity to Edward Backwell over and above the [legal] 6 per cent. interest for a loan of 5,000l. by said Backwell advanced in France for His Majesty's service: 10l. paid to the Auditor of the said account, and 33l. 3s. 6d. "for the interest of 1,500l. borrowed for our service of Monsieur Guilleaume Feburier, but together with the said interest repaid by the said Sir Thomas Bond and therefore not charged upon him in this account." Although the vouchers produced to justify said allowances are not agreeable to the Court of Exchequer and the said Bond having in consequence been "charged not only with the sum of 5,000l. which we ordered to be issued to him by Sir Henry Wood, but with several sums of money borrowed in France by our said late Commissioners for our service there . . . . there appearing to be no warrant from us for the same: and also that though our Commission under our Great Seal of England, dated the 27th day of September last, directed to our said late Commissioners, doth authorise the allowance of such disbursements as are made by the said Sir Thomas Bond according to their [the said Commissioners'] orders and directions, yet the sums above mentioned to be craved in the same account amounting to 570l. 3s. 6d. cannot without our special warrant likewise in that behalf be allowed . . . . and our further will and pleasure is that all moneys that shall upon the said accounts appear to you to have been furnished or borrowed by the said Sir Thomas Bond by order of our said late Commissioners for the funeral, family or servants of our said late mother either in France or here, and wherewith he chargeth himself in the said accounts and are still remaining unsatisfied, be paid out of such moneys as shall be received [out] of the revenue of our said late mother, settled in trustees for the payment of her debts before all other payments whatsoever, and that upon payment thereof the securities given for the same be taken up and cancelled." [?] Treasury warrant to the King's Remembrancer for immediate extent against John Salkeld, Robert Claxton, Anthony Tunstall, William Rider, Thomas Sewell and William James, who were intrusted in the collection of the Hearth revenue of Northumberland, Newcastle, and town of Durham, late in farm to William Applegarth, who according to the report of the late Grand Farmers of the Hearth money of Mar. 4 last is greatly indebted and in arrear for same. Money warrant for 2,500l. to the Earl of Norwich to be by him assigned as follows, viz. (1) 1,100l. (with damages for the forbearance thereof) to Elizabeth Deane (now Tindall) being so much assigned by George late Earl of Norwich to her (and accordingly so ordered to be paid to her by privy seal of 1666, Nov. 30) out of the sum of 14,000l. for which the King became indebted to said Earl in consideration of said Earl's surrender of his place of Captain of the Guards, which sum of 14,000l. was by letters patent of 1661, Sept. 26, to be paid by 2,000l. a year for seven years, and there being still due and unpaid thereon 7,000l. as appears by Sir R. Long's certificate of Mar. 28 last (2) Similarly for payment out of same of 780l. also due from said Earl to Sir Philip Warwick. Report to the King from the Treasury Lords on the petition of Sir Maurice Eustace praying payment of 7,750l. alleged to be due to him for principal and interest of the remainder of the purchase money of Chapelizod in Phœnix Park. It appears by certificate of the Duke of Ormonde of Mar. 29 last and of the Earl of Anglesey of same date that your Majesty purchased the premises for 10,000l. whereof 5,000l. payable at Michaelmas, 1664, by said agreement is not yet paid. Norfolk, 400l. as an agreed compensation for beer imported upon the said farm by Mr. Ireton et al., late Farmers of Excise of Suffolk: the Grand Commissioners of Excise having reported in their report of the 14th inst. that it will be safer for His Majesty to allow the same (at the rate of 9d. per barrel for 6,581 barrels so imported) than to stand to the hazard of paying 800l. in case a verdict should go against His Majesty for the full allowance of 2s. per barrel. The Treasury Lords to Sir Henry Wood to deliver up to Sir Thomas Bond, late Comptroller of the Household to the late Queen Mother, his bond of 10,000l., given by him to cover contingently the 6,995l. paid by said Wood to Thomas Overbeck, of London, merchant, for which, and for other sums received by said Overbeck said Bond was to accompt, and said Bond having now duly discharged himself thereof. April 22 Treasury warrant to Auditor Parsons to allow in the accounts of Sir Walter Moyle, late Receiver of Aids for Cornwall, ten shillings per cent. on 16,000l. for his extraordinary pains in carrying that sum to Exeter with a guard: further to remit the 12 per cent. interest charge on all moneys of his receipt not paid in by him before 1 July, 1668, in regard he has constantly made good payments to the office at [Great] St. Helens, and well answered the bills charged on him there. (2) The fee farm of lands, &c., in Holme on the Wold, co. Yorks, being the rent of 8l. 10s. 4d., parcel of the possessions of the priory of Nunappleton, co. Yorks.
(3) Fee farm of lands, &c., in Givendale et alibi, co. Yorks, parcel of the possessions of the monastry of Watton, then of John Duke of Northumberland, attainted, and late of Viscount Fenton and surrendered to King James, said fee farm rent being 30l. 1s. 10d., and said lands having been granted by great seal of 30 July, 4 Car. I, to Ralph Wise and Henry Harryman in fee farm for ever to hold in free and common socage as of the manor of East Greenwich and not in capite nor by knight's service.
(4) Fee farm of divers lands in South Cave, co. York, parcel of the late priory of Wilberfoss, said fee farm being 9l. 11s. 8d. per an., but 59 shillings thereof being granted away to the Duke of Albemarle.
(5) Fee farm of lands in Catton, co. Yorks, part of the late priory of Wilberfoss; said fee farm being 2l. 12s. 8d. per an. but out of which there is yearly paid to the Earl of Northumberland a rent resolute of 20 pence.
(6) The rent of tenements in Stamford Bridge and Nowton, co. Yorks, part of said priory of Wilberfoss.
(7) Fee farm of the domain or manor of Rise, co. Yorks, parcel of the domain of Sheriff Hutton. formerly parcel of the possession of the late Duchy of York: said fee farm being 79l. 10s. 8d. per an., and to be granted for two lives from the death of George Kirk.
(8) (Erased) reserved rent of divers fee farm rents of various manors and parcels of the domain of Sheriff Hutton and the fee farm of the manor of Ottringham and Ottringham Marsh, co. Yorks, being in all of the value of 24l. 5s. 0d. per an.

Treasury warrant to the six Auditors of the Exchequer Court [that of Wales being excepted in the Act] and the Clerk of the Pipe, to make out particulars of all rents and tenths above the value of 40s. per an. by such words as will be sufficient to pass them to the Trustees to be nominated [for the sale of fee farm rents] before the end of this Easter term, including such rents of lands as were parcels of manors yet in charge and are now granted in fee farm: and of those that are in lease and enjoyed by Coldstreamers or others of that nature, certifying the interests and claims of those persons: and of such as were in jointure to the late Queen Mother: and of such as are in jointure to the Queen that now is: and of such rents as stand in charge as farm rents which the Auditor or Clerk of the Pipe think to be fee farms, though the grants be not enrolled before them; certifying the same upon the particulars: and also within a fortnight after the end of the next term to make out particulars of all other rents in charge before them, certifying unto the Treasury Lords in the meantime what rents resolute and other perpetual payments are charged upon each county, to the end such of the said rents may be set apart for the payment thereof as shall be meet. (The rents of the Honor of Windsor are not to be [set] out). And the said Auditors are further to certify what rents, parcel of the 10,000l. per an. lately granted in mortgage for securities of [loan] moneys, are not grantable by virtue of the Act, that they may be expected out of the new grant thereof. Prefixing:—Report to the Treasury from Sir C. Harbord, Sir R. Long, and Mr. Ri. Sherwyn, dated 1670, April 23. We have conferred with the Auditors of the Exchequer about the speedy making out of particulars for sale of the fee farm rents and other rents in charge before them, and it is humbly proposed:—
(1) That the rents lately passed to make up a value of 10,000l. per an. for security of moneys [lent on the security of the Crown lands] may be surrendered and regranted under the same words as now they are, whereby they will be made more saleable and valuable for His Majesty's benefit.
(2) That particulars may be made out of such other rents and Tenths as are paid to the Receivers above the value of 40s. per an. by such words as will be sufficient to pass them to the Trustees before the end of this Easter term: and will contain above half the rents intended to be sold.
(3) And the residue of them may be prepared and made out for another book within a fortnight after the next term, before which time the Treasury Lords may be certainly informed what rents are fit to be reserved and set apart for the payment of rents resolute and other perpetual payments charged upon each county.
(4) If the purchasers shall desire to have all the lands whereon the said rents are charged mentioned in their conveyances they may have new particulars made out for that purpose, whereby the Trustees may pass the same accordingly.
(5) There being divers rents standing in charge before the said Auditors as farm rents upon demiseable lands which they believe are passed in fee farm, but the grants not enrolled, the Auditors pray your Lordships' directions how they shall be certified upon the particulars; but we think there are not many such cases, and when any such shall appear your Lordships will advise what directions to give therein.
(6) And there being divers fee farm rents reserved for lands, parcels of manors (yet in charge), granted in fee farm, the Auditors pray your Lordships' directions whether they shall make out particulars of those rents, the manors being excepted in the Act. But we conceive that those fee farm rents, being for ever severed from manors, they may be sold by the Act, and therefore particulars are to be made out of all such as well as of any others.
(7) And the Auditors pray your Lordships' directions touching the fee farm rents granted to Coldstreamers (some during His Majesty's pleasure and others until His Majesty gives them other satisfaction), whether the particulars of those rents shall be made out, and they pray your Lordships' directions touching the fee farm rents in the late Queen Mother's jointure, and whether such rents as are granted to particular persons under the Great Seal of England for 21 years or more shall be sold in reversion of the present terms and particulars made out for that purpose.
April 29 The Treasury Lords to the Earl of Canbery concerning the arrears of the 12s. 8d. per an., which is certified by James Haughton, auditor [for said Earl's accounts] as due to widow Elizabeth Olliver, for attending the Chambers of the Judges and Council in the Principality and Marches of Wales as their laundress and keeper of His Majesty's plate, linen, and bedding at Ludlow Castle, her services herein being certified by Judges Timothy Turner and Robert Millward.
