Privy seal for the issue to Sir Ste. Fox of 504l. per month, making 6,552l. per an. for the pay of 540 recruits to several companies and garrisons as follow from May 6 last (viz. recruits to the company of Berwick garrison, the two companies of the regiment of guards, and the two companies of the Holland regiment respectively at Berwick, 24 recruits to each company, being in all 120 men; to the two garrison companies of Plymouth, and the two companies there of the Holland regiment, 30 recruits to each company, being 120 soldiers, to five companies of the garrison of Portsmouth, respectively 24 recruits to each, being 120 men; to the two companies of the regiment of foot guards at York, 30 recruits each, being 60 men; to the company of the garrison of Windsor and one company there of the Holland regiment, 30 recruits in each company, being 60 men; to the three garrison companies and the two companies of the Admiralty regiment at Hull, 12 recruits to each company, being 60 men, making in all 560 soldiers at 8d. a day each, "all which we have setled by an establishment under our hand to commence the 6th day of May, 1671, in the 23rd year of our reign, signed by Henry Lord Arlington, our Principal Secretary of State, and by you the Commissioners of the Treasury"). And likewise the sum of 124l. 2s. 8d. a month, making yearly 1,613l. 14s. 8d. as from same date, for the pay of the new foot company appointed, by another establishment signed as above, to be raised by the Governor of the blockhouses at Gravesend and Tilbury fort, to be a garrison there for the keeping and defending of the same, to consist of 100 soldiers and such officers as are mentioned and expressed in the said establishment, together with 100l. for the raising of the same company.
And likewise the sum of 273l. 4s. 8d. a month, making yearly 3,552l. 0s. 8d. for the pay of three companies of the garrison of Guernsey (in accordance with another establishments signed as above, by which from the said date of May 6 last the former establishment of the said garrison of Guernsey is revoked and the two companies there of 100 men each are reduced to 60 men each and a new company of 80 soldiers besides officers is established as from said date, to be under the command of the Governor, the charge of the said three companies with fire and candles amounting to said 291l. 18s. per month or 3,794l. 14s. 0d. per an. "but in regard that 20 soldiers of the said Governor's company are to be paid out of our revenue of the said island we think fitt that the Paymaster of our Forces do receive by virtue of our said establishment but the pay of 60 men only in the said Governor's company").
And likewise the sum of 2l. 2s. 0d. per month making 27l. 6s. 0d. per an. for the gunner of the castle of Calshot (said gunner having been appointed by the last general establishment for the payment of the forces from 1668, Sept. 26, inclusive, with the pay of 18d. a day making 2l. 2s. 0d. a month "but the same being omitted in our letters of privy seal for the payment of our forces according to that establishment we thinke fit that the arrears due to the said gunner for two years and eight months from the said 26th day of Sept., 1668, inclusive, to the 6th of May, 1671, amounting to 71l. 8s. 0d. be paid, and that the said entertainment be continued from the said 6th day of May").
And likewise the sum of 1,006l. 10s. 0d. for the arrear due to the reformed officers (we having by our warrant under our royal sign manual bearing date the 23rd day of April, 1666, directed "a daily pay for the subsistence of several reformed officers mentioned in a list upon the back of our said warrant, that is to say, twenty pence for a captain and 10d. a day for a lieutenant, which was paid from the said 23rd day of April, 1666, to the 25th day of March, 1667, and then discontinued for want of money, so that there is now an arrear due unto them from the 25th day of March, 1667, to the 26th of Sept., 1668, amounting to 1,006l. 10s. 0d. from which time we have by our establishment made a provision for their future payment").
And likewise for the sum of 37l. 6s. 8d. a month making yearly 485l. 6s. 8d. for the pay of 40 (44) foot soldiers to be added to the Governor's company of the Isle of Wight to complete the same to 100 soldiers besides officers, to commence from the 17th of June, 1671 (as by another establishment signed as above; at 8d. per man per day).
And likewise also of the sum of 300l. which "we think fitt to allowe for contingencies above what is allowed by our former general establishment and letters of privy seal abovementioned": all the above sums to be paid as imprest and with due observation of such general directions concerning musters, &c., as are contained in the privy seal of 1668, Nov. 23, "and because the present state of our revenue is such as will not permit you [the Treasury Lords] to find ready money for the payment of our guards and garrisons, but that the said Sir Stephen Fox, our paymaster thereof, will be enforced to take up money either upon his own credit or upon the credit of orders registered or to be registered for those services and to pay interest for the same," he is therefore from time to time to be repaid such monies as he shall so disburse for interest of borrowed money not exceeding 20,000l. in the whole, said interest being duly stated by auditors appointed for that purpose by the Treasury.
Aug. 11 Royal warrant for a privy seal for 4,000l. to Samuel Pepys as over and above the yearly establishment for the garrison of Tangier and to be issued for the charge of the new fortifications engaged in by the Earl of Midleton according to such orders as shall be given by the Commissioners for the affairs of Tangier. Same to the Clerk of the Signet for a privy seal for paying to John Ball, Receiver of the Honour of Windsor, all the moneys yet remaining uncharged of the Queen Consort's dowry; to be by him received as imprest for the repairs of Windsor Castle; the King having appointed that all said moneys shall be so applied. "Having received information that you positively refuse to return into His Majesty's Exchequer, as the law directs you, the views [survey rolls] of His Majesty's revenue of Hearthmoney in the county of Norfolk till you first receive a penny per £ for the three half year's collection ended at Michaelmas last, it seems very strange to us. The Receiver hath order to pay you the salary for one year, being the time for which the view was taken, and we are not yet satisfied that there is any more due to you but [save] according to such variances as shalbe from thenceforth certified. When it appears otherwise to us we shall not be wanting to do you right. In the meantime we cannot but let you know that it neither becomes you to dispute the performance of your duty in His Majesty's service unless you may have your own conditions, nor is it discretion in you to delay it where the law is so penal in case you neglect. We do therefore expect you speedily transmit the views."

Aug. 17 Treasury warrant to the Surveyor of Woods this side Trent and to the woodward of Dean Forest for the felling of 40 trees in Dean Forest for the use of the Navy, as by the royal sign manual of the 18th ult.: the offal, &c., thereof to be sold and accounted for in the Exchequer before the end of Hilary term next: one inventory of the timber to be sent to the Surveyor General and another to the Navy Commissioners.
