Aug. 6. Present: ut supra.
Several papers are read and minutes [are] taken [and are endorsed] thereupon.
[Write] to the Commissioners for Forfeitures to return the draft of the Commission for an Agent with such alterations as they shall think proper to be made therein.
[My Lords order] Mr. Edwin [the Usher of the Receipt] to be heard on Wednesday sevennight at 12 a clock [noon] about his liberates.
See how much the Aggregate Fund has produced since Midsummer last and to what services it has been applied.
See how much of the General Mortgage [or Deficiencies Fund] anno 1710 was subscribed to the South Sea Company, how much [was and is left] standing out and in what course of payment “they” [the orders charged thereon] stand on the Register.
Prepare a warrant for 200l. [as royal] bounty to Catherine Cathcart, widow.
300l. to Herman von Petticum.
Inspect the Acts of Parliament to see how Commissioners are appointed for building of Meeting Houses. Ibid., p. 18.

The letter for discharging the imprest of 109,934l. 3s.d. on the two old Marine Regiments is read and approved.

Issue 2,000l. to Mr. Henning for the Privy Purse.
[Write] to Mr. Hawes to send to my Lords on Tuesday next an account of the remains of money and tallies in the hands of the Treasurer of the Navy [and which are yet] undirected.
[My Lords order] Mr. Edwin to attend on Friday morning next about his liberates [as Usher of the Receipt].
[Write] to Mr. Sloper to inform my Lords what clothing has been delivered to any Companies in America and what accounts there are of remains [of clothing] to be delivered. Ibid., p. 20.

[My Lords direct an issue] to Mr. Clayton [of] so much as will pay Lady Dalhousie to Midsummer.
Pay all arrears due to the Civil List till Xmas last.
My Lords will (when there is money) pay the [late] Queen's Civil List debts to Xmas 1713 before they [my Lords] go any further [i.e. before they take up her Majesty's later Civil List debts not provided for by the Civil List Lottery Act of 12 Anne, c. 11].
See what has been issued to the extraordinaries of the Stables from the King's accession till the dismission of the Duke of Somerset from the Office of Master of the Horse.
[My Lords order] Mr. William Chetwynd's papers to be brought in on Friday.
[My Lords order] Mr. Woolaston's affair to be heard [before them] by Counsel on the 8th November in the afternoon.
Prepare a warrant for Joseph Watson to be stationer to the Commissioners of Excise in Scotland instead of Richard Watkins.
My Lords upon reading the memorial of the Commissioners of the Equivalent in Scotland and the report thereupon made by the Commissioners appointed by Parliament to state the Equivalent due &c. are pleased to order the Creditors of the Public in Scotland six months' interest on their debt of 230,308l. 9s. 105/6d., amounting to 7,911l. 4s. 4d.
My Lords upon reading a Report from the Commissioners for making out Lottery Orders concerning the rates and prices demanded by the King's Printers are pleased to direct the said Commissioners to reconsider the quantities delivered to the several Offices for the time past and the quantities and prices for the future. Aug. 24. Present: Mr. Chancellor [of the Exchequer], Sir William St. Quintin, Mr. Edgcumbe.
My Lords on hearing Mr. Edwyn and reading the several reports, warrants and papers now before them relating to his Liberate and the several Lottery Offices which were discharged therefrom [i.e. which were taken off the list of Offices to be supplied with stationery by the said Edwyn as Usher of the Receipt] do order that the said warrant discharging the said Offices be superseded and that the Auditors do rate the Liberates as usual, not only for those Lottery Offices heretofore discharged, but also for all other the Offices now served by the Usher of the Receipt: and upon their [the Liberates] being signed and allowed by the Chancellor [of the Exchequer] in manner accustomed [the Auditor of the Receipt is hereby] to draw orders for paying of the amount of the said Liberates termly or quarterly as they used to be. And the Auditor [of the Receipt] is to cause an account to be stated of the particular species and the value delivered to every Office within the respective times of each Liberate so unpaid: [so] that my Lords may consider how to restrain the deliveries for the future to such quantities as are absolutely necessary.

[Write to] Auditor Harley to be here to-morrow morning at 12 a'clock about Mr. Chetwynd's accounts. Ibid., p. 23.

My Lords upon reading Mr. Auditor Harley's state of Mr. William Chetwynd's account of remittances to Spain and other services are pleased to order as follows, viz. that the Auditor do state this account anew as matters now appear by accounts since passed and that he prepare the draft of a privy seal for passing such account new stated: and he [the Auditor] is to see whether the sum of 2,799l. 11s. 9d. said to be gained [by the exchange] by paying 555,991 livres 14 sous 9 den Genoa money be included in the 7,751l. 12s.d. mentioned in this state:
and to take especial care that all persons who ought to be charged with any sums of money to which this account hath reference be duly charged upon them:
and write to Lord Carnarvon that my Lords finding by the accounts of Mr. William Chetwynd that a great quantity of corn and other things were delivered to the use of the Forces which served in Spain, do desire that he will take care to charge the value thereof to the clearings of the respective Regiments, Troops and Companies that received the same.
Write to the three Commissaries [Blyke, Erle and Vincent, late employed in Spain] to render accounts of the several species of provisions and stores which came to their hands or power.
[Write] to Mr. Mead to send an account of all the money coined at Barcelona and the gain thereupon.
My Lords order that all drafts of privy seals and other warrants which are not things of course be brought to the Secretaries [of the Treasury] or one of them to be perused and examined before they are presented to the King for his signature or to the Treasury Lords for their's.
Direct the Earl of Lincoln to raise the sum of 85,706l. 18s. 10½d. upon tallies and orders remaining in his hands on credit of the Land Tax and Malt Duties anno 1716: the orders to carry interest at the rate of 4l. per cent. per an. from the day they shall be disposed of.
Ordered that the money so to be raised (together with 6,000l. on annuities at 5 per cent. for the service of the year 1715) be applied to the services following: viz.

to Col. Rapin upon account of subsistence of the Rebel prisoners from June 25 last 600 0 0
for a month's subsistence to 24 Sept. next for the Forces in America 2,101 5 8
to complete 28 days' full pay for the Auxiliary Forces with the allowances to the [their] General Officers over and above the time of their continuance in his Majesty's service pursuant to his Royal Highness's warrant dated 10 Aug. 1716 6,217 8
for Chelsea Hospital and outpensioners and for salaries of Officers, provisions and other charges relating to the said Hospital: to complete half a year ending at Midsummer 1716 22,207 5
