Nov 6. Money order for 50l. to William Mathew, Lieutenant Governor of St. Christopher, for a quarter to 1716 Oct. 26 on his allowance. In the margin: a later Treasury confirmation dated 27 April 1717 hereof. Order Book IX, p. 345.
Nov. 8. Same for 13,250l. to the Bank of England for one quarter to Oct. 31 last on their yearly sums of 45,000l. and 8,000l. in consideration of their exchanging [paying off and cancelling] all Exchequer Bills from time to time for ready money upon demand as by the Acts of 9 Anne, c. 7 and 12 Anne, c. 11. William Lowndes to the Customs Commissioners to send to the Treasury Lords a list of all officers of the Customs who are paid out of incidents, their residence, allowances and dates of appointment. Out Letters (General) XXII, p. 131.
Same to same. The Treasury Lords are informed that one Richard Dawson, who resides at Dartford in Kent, is appointed Surveyor of the Riding Officers which you have made for the better guard of the coast of Kent and Essex. Nov. 9. Christopher Tilson (in the absence of the Treasury Secretaries) to the Surveyor General [of Crown Lands]. The Board of Ordnance (upon the business of new ordering Landguard Fort) have proposed to the Prince of Wales in Council that the stores, storekeeper, gunners and Governor may be lodged in the houses lately purchased at Harwich. I am to enclose a copy [missing] of the order in Council upon this affair. You are to let the Treasury Lords know what houses there are in the said town belonging to his Majesty, who are the present possessors and upon what conditions; with your opinion how this service may be best accommodated. Nov. 9. Same to Capt. Paddon. Upon your going as his Majesty's Envoy to the Emperor of Morocco there came to your hands a present which had been provided by his Majesty's order for the said Emperor. But it having so happened that you did not proceed on the said Envoyship or on the way thither no further than Gibraltar, the Treasury Lords direct you to give them an account where the said present is and what care you have taken to secure the same. Ibid.
Entry by William Lowndes of a Treasury reference to the Board of Works to estimate the charge of the following work as in a letter dated Nov. 5 inst. from the Duke of Bolton, Lord Chamberlain of the Household, to the Treasury Lords signifying that the Board of Greencloth has represented the absolute necessity of building a new kitchen for the use of his Royal Highness [the Prince of Wales] at St. James's, the King's kitchen not being spacious enough for both services. “His Majesty has commanded me to signify his pleasure to your Lordships that you order the erecting of the same so as to be fit for use against his Majesty's return.” Ibid., p. 132.

Money warrant for 186,670l. to John Dutton Colt, Paymaster of the Classes Lottery anno 1711: as imprest and upon account for the certain yearly fond (established by the Act 9 Anne, c. 16, for the two millions) towards paying and discharging the principal and interest directed by the said Act to be paid, [and is for one year] computing the said year to commence from 29 Sept. 1715: and further for 1,000l. to the said Colt for salaries to himself and to the Comptroller of said Lottery for themselves and clerks for said year: to be satisfied out of the receipts of the Duties appropriated to said purpose. Nov. 10. Money warrant for 135,000l. to Sir John Humble, bart., Paymaster of the 1,500,000l. Lottery anno 1710: as imprest and upon account to pay the annuities as by the Act 8 Anne, c. 10, for said Lottery, to wit for the sixth year of the 32 years' term thereof, the said sixth year being computed to begin 29 Sept. 1715 and to end 29 Sept. 1716: and is to be issued out of the rates and Duties granted by the said Act. Same for 20,000l. to Samuel Edwards, George Jerman and John Stockwell, Paymasters of interest on Exchequer Bills: as imprest to pay to the Tellers of the Receipt so much as they shall allow [and pay] for interest of Exchequer Bills after the rate of 2 per cent. to the payers or lenders at the Receipt of the said Bills or to persons having such Bills in their custody on which six months' interest shall be due and unpaid although such Bills shall not have circulated through his Majesty's revenue or taxes. Treasury warrant to the Excise Commissioners to pay 234l. 5s. 0d. to Edward Pauncefort, one of the Receivers General of Excise, in full of his charges and disbursements in carrying 1,039,187l. 11s.d. of Excise money to the Exchequer from 12 Dec. 1715 to 18 June 1716.

Money warrant for 500l. to Chambers Slaughter for the Commissioners for Forfeitures in England: as imprest to pay the salaries of inferior officers and incidents of the said Commissioners: as by the Act of 1 Geo. I., c. 50, appointing the said Commissioners to enquire of the estates of certain traitors and of Popish Recusants and of estates given to superstitious uses. (Money order dated Nov. 13 hereon.) William Lowndes to the Customs Commissioners to send an officer of the Customs to the lodgings of Major Skene, next door to White's Chocolate House in St. James's Street, to visit and seal some goods which the Earl of Stair, his Majesty's Ambassador in France, has sent for to go over to him in Paris, “in order to his making his public entry there &c.”: the said Major Skene being his Lordship's agent. Same to same. The Treasury Lords have read a letter signed W. G. complaining of indirect practices against some of the tidesmen in London port, to the great damage of the Customs revenue. My Lords desire you to insert a proper advertisement in the Gazette promising all fit encouragement to the writer of the said letter if he will appear before you and make out what he alleges therein. Ibid.
Treasury warrant to same to pay 290l. to Henry Martin, Inspector General of Exports and Imports: for the services of him and his clerks in preparing and keeping accounts as follows.
Prefixing: report dated 1716 Sept. 26 from said Commissioners to the Lord Treasurer on the petition of said Martin. In the leidgers of his Office made by his predecessor, Charles Davenant, no estimate was made of the value of the goods imported and exported. In Feb. 1714–15 petitioner received an order from the Commissioners for Trade and Plantations requiring him amongst other things to make estimates in all his leidgers of every species and parcel of goods exported and imported. For six months he employed nine clerks in his execution of the said order, but has received no allowance for these extraordinary services. He desires after the rate of 25l. per half year for each clerk so employed for the finishing of the accounts so required. He has delivered several accounts as in a list [missing] annexed to his petition. Some part of these accounts were left in arrear by Dr. Davenant, petitioner's predecessor, and petitioner's charge in computing the estimates of goods imported and exported for several years to “his” time amounts to 290l. The other accounts although they be very numerous and may cost him more than his allowance of 200l. per an. for clerks, yet in our opinion he is obliged by his grant to prepare them. Nov. 12. Christopher Tilson (in the absence of the Treasury Secretaries) to Mr. Borroughs to lay before the Treasury Lords with all speed your accounts as Commissary of Stores and Provisions upon the late Expedition against the Rebels. Out Letters (General) XXII, p. 133.
Same to Mr. Mulcaster. By the enclosed petition [missing] to my Lords Mr. Lawrence Armstrong, Captain of an Independent Company at Annapolis Royal, has prayed payment of what is due to him, till the accounts of that Garrison can be stated. You are to send to my Lords an account what money of the said Garrisons is remaining in your hands and how much thereof may be safely paid to the said Armstrong on account of his own and [his] Company's pay. William Lowndes to Mr. Cracherode. Give my Lords an account what further steps have been made in the prosecution ordered against the Auditors of Imprests since your last attendance on my Lords. (A like letter to the Attorney and Solicitor General.) Ibid., pp. 133, 134.

Appending: letter dated Edinburgh Nov. 3 from Mr. Drummond of Edinburgh shewing that Dr. Brandshagen arrived there about a fortnight before the date [of said letter], where Sir John Erskine is also arrived and offers to go and shew where the mine is immediately: but the Dr. says he cannot proceed on the trial or journey for want of money: that Mr. Drummond has advanced 16l. to him for his immediate subsistence “and that of Hamilton's” and [he Drummond] sends this account that it may be seen how this affair stands. The Prince of Wales has signified his pleasure that his Council Chamber at Somerset House should be fitted up, viz. wainscotted, painted and new floored, three sash windows, a new chimney piece and slabb fastenings to the window shutters, a new door, the old wainscot to be put up in the clerks' office with three presses for books, a Portland chimney piece and a slabb. Same to Mr. Burchett [Secretary of the Admiralty] to lay before the Admiralty Lords the following representation from the Customs officers upon a complaint exhibited to them by John Bowen, Customs Surveyor at Leigh, against Capt. Balchen, Commander of the Diamond man of war, lately arrived from the West Indies, for beating and abusing him and another Customs officer in the execution of their duty on board the said man of war and causing the said Bowen to be put into irons and detaining his boat and watermen on a tide of flood for five hours, at which time ships are coming up the river. The Treasury Lords desire the Admiralty Lords to give such directions to the Captains in his Majesty's Fleet in general that the Customs officers may not for the future receive any ill usage from, them in the quiet execution of their duty.

Treasury warrant to the Customs Commissioners to give a reward of 10l. each to four men, viz. Edward Willis, Abell Lee, — Hall and Francis Palmer, in reward for their services and expenses in discovering frauds and indirect practices in the tobacco trade.
Prefixing: report by said Commissioners on the petition of said Willis and Lee. As to the above services we desired the opinion of Mr. Richard Perry, a considerable tobacco merchant in London, to whom some of the petitioners first discovered the fraud of manufacturing leaves in imitation of tobacco. He informed us that Willis, Lee and one Mr. Hall came to him in the beginning of January last and made this discovery “and that they had been 18 months in perfecting the same.” That he thereupon applied to us and by our encouragement waited upon Mr. Lowndes [at the Treasury] in order to get the same laid before Parliament: and that these three men afterwards attended the Committee [of the House thereupon] and have taken a great deal of pains and trouble to come at the full knowledge of the cheat: and if it had not been for their information the cheat would probably have been still carried on.
As to the petitioner Francis Palmer, to which [whose] petition is annexed some proposals for putting the Act of Parliament in execution [the Act of last Session for preventing frauds, 1 Geo. I., c. 46. “to prevent the mischiefs by manufacturing leaves or other things to resemble tobacco” &c.] he was concerned in those frauds himself. He was some time since detected by Mr. Canby, an officer of London port, in the practice of a notorious fraud in the shipping of above 400 boxes of bricks and saw dust among a great quantity of cut tobacco with intention to obtain an order to obtain a drawback for the same. Therefore we cannot think he deserves any encouragement. Out Letters (Customs) XVI, pp. 397–8.
Nov. 15. Treasury warrant to the Customs Commissioners in Scotland ordering and directing that the Comptroller General [of the Accounts of the Customs in Scotland] and the Receiver General and Cashier of Customs there do [both] make up their accounts at the same period of time, to wit at Michaelmas yearly.
Prefixing: (1) letter dated Sept. 25 last from the said Customs Commissioners to the Treasury Lords submitting the representation, infra, from William Crookshanks, the said Comptroller General.
(2) The said Crookshank's representation relating to his obligation to deliver his yearly accounts [of the Customs] at Michaelmas and the engagement of the Receiver General of Customs to deliver his yearly accounts [of the Customs] at Midsummer. By patent of 13 June 1707 said Crookshanks was appointed Comptroller General [of Customs, Scotland] and was to deliver his accounts to the Auditor every year at Michaelmas. By patent of the same date Charles Graydon was appointed Receiver General [of Customs, Scotland] and was to deliver his yearly accounts at the same period. This uniform method has been observed by both these officers and by the late [Receiver General and] Cashier [of Customs there], by means whereof the Comptroller General has been enabled to form a general account of the [Customs] revenue completely in charge and discharge of the Receiver General and of the several collectors at once in one sheet of paper and likewise to answer the directions of the law in transmitting to the Treasury and to the Commissioners of Equivalent the two abbreviates ending half yearly at Lady day and Michaelmas pursuant to the Act of 6 Anne, c. 24, § 1. By patent of the present King dated 1714–15 Jan. 15 Mungo Graeme was appointed Receiver General [and Cashier of Customs, Scotland] with command to deliver his yearly accounts ending at the feast of St. John Baptist [June 24]. By patent dated 1714–15 Feb. 10 his Majesty appointed the said Crookshanks as Comptroller General [of the same] with command to deliver his yearly accounts ending at Michaelmas, which is the usual period. “It's probable the change of a period in the Receiver General's patent may be occasioned by some oversight in a clerk; which if it be not redressed will bring the [said two] accountants and the auditors into some perplexities”: therefore desiring the change of date as above.
(3) Note of acquiescence therein by Mungo Graeme, the said Receiver General. I am very sensible of the inconveniences that arise from that mistake in my patent and therefore do very willingly join in the above representation. Out Letters (North Britain) III, pp. 551–2.
Same to the Commissioners for Stamp Duties to allow 40l. per an. to one of the clerks of Samuel Ross, your Comptroller in North Britain. But you are to take care that John Cuningham, your Distributor of stamped paper &c. for the city of Edinburgh and other places adjacent, do keep the business required of him by his deputation and that all other incident business be performed by the Comptroller's clerk (who is hereby directed to be established) without any further charge to his Majesty.
Prefixing: memorial to the Treasury Lords from the Commissioners of Stamps (Richard Houlditch, Brocas Gardiner, Richard Pye, Tho. Warner, N. Carew, senr.) representing that Samuel Ross, Comptroller of the several revenues under our care arising in North Britain (who has there the chief care thereof and is to keep distinct accounts of each branch and to be a cheque on all the other officers) is obliged to employ two clerks and pay them out of his own salary, which is but 150l. per an. without any perquisites. Considering the multiplicity and variety of the business of his office, the difficulties he meets with and the trust reposed in him we advise establishing one of the said clerks at 40l. per an.
Furthermore Mr. John Cunningham, Distributor of stamped paper for Edinburgh, alleges that his office requires a constant attendance and his deputation and instructions empower and require him to inspect offices and do some other matters abroad touching the said Duties, whereby he is obliged to employ a clerk or assistant and to pay him out of his salary of 50l. per an. We advise the establishing of a clerk or assistant to him at a salary of 30l. per an. and we present Mr. Andrew McMillan to your Lordships for that post. Ibid., pp. 553–4.
